The second year of our UCA JEDI excellence initiative has come to a close. This is a key moment in which results are beginning to bear fruit, but the project remains to be consolidated. This activity report seeks to present this pivotal and eventful period. The various actions and structures implemented by means of the Idex grant respond to the following fundamental objectives to: - provide Université Côte d’Azur greater international visibility in research, education, and innovation; - organize and stimulate interactions between different actors of the initiative so as to cement the foundation of the target university; - establish a new configuration for the target university. All of our efforts from now on are focused on transforming this University and Institutions of Higher Education Community (ComUE) into a true University strengthened by the contributions of all the members of Université Côte d’Azur and its Idex partners. We want this target university, which we must define and build, to have strong international appeal and be an engine for growth for its region. The Idex grant has provided important leverage for our community by permitting us to offer structured and successful responses to several other national calls for proposals within the Program for Investments in the Future (PIA). In this way, the Idex generates dynamism in placing the first bricks to construct the target university. In particular, the reorganization of graduate education in the form of graduate schools (integrating master’s and doctoral programs with the laboratories) provides a new model in France for degree programs truly led by research. This aspect is definitely the most important of our Idex project: we have been able to transform an initiative that was originally led by a small number of people into a real collective movement. Hundreds of faculty are currently involved in Idex projects. Many of these researchers have taken responsibility for organizing the building blocks of the target university and are relying on the various administrative structures in place. In the years to come, this new generation will play a most important role in both the university’s local scientific direction and global renewal.

Creating a research-intensive university Université Côte d’Azur has set itself the goal of becoming one of the world’s top 250 research-intensive universities by 2020, with the support of its IDEX award. Knowing that it cannot count solely on its own local strengths to achieve this goal, it has established an ambitious policy to attract researchers and faculty (chairs of excellence, bonuses, scientific environment, reception and installation assistance), as well as doctoral students and post-doctoral researchers (adapted contracts, international-level salaries, reception from the Center for Doctoral Studies - MED, entirely renewed professional training). UCA actively supports applications to the ERC, especially encourages young researchers, and recognizes all those who have won a prestigious award over the year at an annual ceremony. These actions also contribute to the construction of the Université Côte d’Azur’s identity, both internally and externally. Specific programs have been established to boost cross-disciplinary research (thematic core programs), and also to support excellence in disciplinary research (advanced research programs). These programs are funded by calls for proposals, mainly by the UCA JEDI office and Academies of Excellence. International actions reinforce these activities to support research.

SUPPORTING UCA RESEARCH EXCELLENCE Policy of attractiveness
Thanks to its IDEX award, Université Côte d’Azur has established several tools to attract the best researchers. The chairs of excellence Created in collaboration with a member of the Université Côte d’Azur, they provide support for recruitment into the French public service, with a funded research chair with a duration of 3 to 5 years (individual bonus, additional resources for the research team, doctoral or post-doctoral contracts; support for installation, in particular, assistance with the registration of children in international schools). Three chairs have been awarded for a total of 590 K€. One is currently under negotiation.

10 Medium and long-term invitations In 2017, following a call for applications, 5 internationally renowned researchers were hosted for one month, 3 for two months, and 1 for three months. Stipends were supplemented by honoria for lectures and seminars. In addition, a 12-month guest fellowship was awarded to Elena Erosheva, Pr of Statistics and Social Work at the University of Washington.

The Advanced Research Program Established in 2018, this program aims to support original and high-level disciplinary research projects in all the scientific fields represented at Université Côte d’Azur. Its establishment and operation are entrusted to internationally-recognized researchers and faculty at Université Côte d’Azur and to the UCA JEDI Academies of Excellence. This is new program to further strengthen our scientific policy for attracting researchers, through the allocation of fellowships. The fellowships will cover stays of 6 to 18 months for foreign researchers and will support the research project of the laureate. Fellowships can also be awarded to researchers and research professors from Université Côte d’Azur to help them develop an original and ambitious research project carried out in collaboration with one or more external researchers. Fellows who are members of Université Côte d’Azur will be encouraged to submit applications to the IUF or the ERC and will be supported in this undertaking.

Awards and distinctions
Alain Brillet, gold medal award of CNRS The year 2017 was marked by the award of the CNRS gold medal to Alain Brillet, CNRS research director, and a pioneer in the detection of gravitational waves. Alain Brillet has been a member of the Artemis laboratory (UNS, CNRS, Observatoire de la CĂ´te
d’Azur) since 1999. Currently an emeritus researcher, it was in 1985 that Alain Brillet met Adalberto Giazotto, a physicist in Pisa, and from this meeting the gravitational wave detector project, Virgo, was born. The gold medal is the highest scientific distinction awarded by the CNRS.

UCA JEDI has actively supported grant applications to the ERC by funding promising young researchers (1 post-doc to Agnese Seminara, 1 post-doc to Gianni Liti, 50 k€ to Frédéric Cappa) and providing funding to labs that have already obtained an ERC grant, so as to stimulate new applications.
Agnese Seminara and Cornelia Meinert, bronze medal awards of CNRS Two other CNRS medals, bronze medals, were awarded in 2017 and 2018 to two young researchers: Agnese Seminara (interface between physics and biology, modeling the locomotion and the cooperation of living organisms) and Cornelia Meinert (astrochemistry, photochemistry, origin of biomolecular asymmetry). The bronze medal rewards their first years of research, which has made them promising specialists, and encourages them to continue on this productive track. The role of women in research at Université Côte d’Azur is thus recognized.
Sebastian Rivas, Silver Lion at the Biennale of Contemporary Art in Venice Artists have also contributed to the international influence of Université Côte d’Azur. Sebastian Rivas, a doctoral student in music composition co-directed by François Paris, director of CIRM and Jean-François Trubert, professor of musicology at the UNS, won the Silver Lion at the Biennale of Contemporary Art in Venice. This prestigious award rewards a promising and original young artist. His research and creative project is fundamentally transdisciplinary: he seeks to respond to the challenges now faced by contemporary composers to extend the domain of composable sound to space, body, dramaturgy, and digital programming.

In 2017 UCA JEDI brought together projects that funded or co-financed close to 570 people, and 70% of these projects involved researchers from more than one member of the consortium. They are distributed across about 200 projects. The projects last 21 months on average (excluding training projects). Overall, there were more calls for proposals in 2017 than in 2016 (16 versus 11) but fewer proposals were submitted (268 in 2016 versus 151 in 2017). The average number of projects submitted to the calls for pro-
posals fell from 15 to 7 between 2016 and 2017 after strong enthusiasm in the first year. In 2018, to facilitate the application process and to revitalize the call for proposals, the Academies will pool their efforts: the submission date will be the same for all the academies and researchers will be able to apply to several academies at once. The Academies will coordinate with each other to identify common submissions.

The calls for proposals initiative fulfilled its role and made it possible for UCA to meet the main structuring objectives of the Idex: in 2017, 80% of the funded projects were interdisciplinary and 66% had an international dimension (international recruitment, hosting of a visiting researcher, co-supervised thesis, etc.)

Core program support for transdisciplinary research Several projects were funded by the IDEX office in 2016 to launch these programs. In some cases, coordination committees have been appointed and have an operating budget. The time has come to take stock of these programs. To this end, workshops are being organized in 2018 to present the state of progress of all projects funded within each program and to allow in-depth discussions between researchers. These events, organized with on-site accommodation to encourage exchanges, take place in the presence of the Think Tank members who evaluated the projects. In some instances, they also include one or two guest speakers.

Creation of the 9th core program This program aims to position digital science, digital humanities, and digital social science as a core activity at Université Côte d’Azur. The digital world generates its own scientific and societal questions in a world profoundly and daily changed by all things digital. In close connection with the humanities and social sciences, digital science faces numerous challenges to devise new generations of digital systems, future uses, and new applications, as well as to study issues of social acceptability and relevance. Core program objectives: 1. Encourage exchanges between different teams of researchers in digital science as well as those in social science. 2. Develop a research program incorporating all aspects of digital processes (electronics for data collection; distribution networks; models and computations; analysis; applications and interfaces; economic and other impacts; regulatory, legal, and ethical questions). 3. Establish scientific interactions with the "Data Sciences" core program. 4. Supporting the vibrancy of the "Digital Systems for Humans (DS4H)" Graduate School of Research with new projects. 5. Contribute to making Université Côte d’Azur a recognized international center in digital science and artificial intelligence in line with local and national strategies. Before creating this 9th core program, IDEX had already funded 8 projects, which will have pertinent connections with this program.

UCA – IIT PhD Program A specific agreement between Université Côte d’Azur and the Italian Institute of Technology of Genoa (IIT, Istituto Italiano di Tecnologia) established a program of cooperation for research at the PhD level, mainly in the scientific areas of Information technologies, Computer science, and Law for artificial intelligence. Two calls will be published per year, and the first one plans to enroll 10 to 12 Doctoral candidates. The candidates will be selected by a Joint Selection Committee. The program includes fellowships for all participating PhD students.

MT 180’’: a fun and informative competition On March 27, 2018, sixteen doctoral students from Université Côte d’Azur, candidates for the "My Thesis in 180 Seconds" competition, took the opportunity to present their research topics to the jury and the public. Presentations were in French, using non-technical terms, and the possibility of a single supporting slide, all within 3 minutes. UCA has made this festive contest a powerful training tool. The jury, chaired by Mac Lesggy, the famous presenter of the popular TV science show E = M6, had a hard time choosing the winner.
A completely renewed, professionalizing training program Several projects were funded by the IDEX office in 2016. UCA has set up a new comprehensive doctoral training program aiming to give doctoral students the skills necessary for professional integration. Alongside the classical training modules, we have developed the Job@UCA concept, which includes three original, complementary components: - group coaching of 5 to 6 doctoral candidates allowing the students to specify their preferences and their ambitions and to discuss both their competencies and the state of the job market (a "co-orientation" course); - internships and appointments in companies; - online resources on a dedicated and interactive platform including information, documentation, and an exchange forum. This platform also serves as a base for the alumni network.

SOME NOTABLE SCIENTIFIC PUBLICATIONS
Catastrophically disruptive impacts occur between comets, .g. cold, volatile-rich bodies, of the Outer Solar System and disperse their material. Numerical simulations of the impact process show that the pristine material can as a result of the disruption reaccumulate into bilobate aggregates, as shown on the figure and whose shapes are similar to that of the comet 67P (also called Chury) visited by the ESA Rosetta probe. Although the material composing comets is primitive, this result offers a clear solution to the problem of the survivability of observed comets from early epochs to the current phase of our Solar System. In effect, this study shows that there is no need for the structure and the shape to be formed primordially because such impacts and reaccumulations can occur at any epoch of our Solar System’s history. The protein OSBP acts at membrane contact sites between the endoplasmic reticulum and the Golgi apparatus and its cholesterol transfer activity is coupled to PI(4)P synthesis and hydrolysis. A deconvolution is a transposed convolution permitting different filters to be used during the learning phase of data abstraction. Initially developed for image data, deconvolution has also been applied to texts. As a result, an activation rate –the Text Deconvolution Saliency (TDS) – can be observed and measured for each of the words responsible for the model’s final decision. A genome wide map of yeast natural variants. Whole genome sequence was used to infer the phylogenetic relationship among a collection of 1011 Saccharomyces cerevisiae isolates. We identified 26 clades (numbered clockwise from 1 to 26) and three mosaic groups (M1–M3). This study has revealed the Asian origin of the species followed by multiple independent domestication events. The measurement of the gene expression profiles for each individual cell in a sample poses a significant methodological challenge. As part of the Cell Atlas project, funded by the Zuckerberg Foundation, Pascal Barbry’s team (IPMC) has developed a simple and cost-effective approach to identify the messenger RNAs from a single cell. INNOVATIVE MULTIDISCIPLINARY CURRICULA The Idex educational program at Université Côte d’Azur seeks to create intensive courses, mainly at the master’s level, and to introduce a new generation of diplomas. These programs are all multidisciplinary, incorporate new educational technologies, and are taught entirely in English, with cohorts made up of at least 50% international students. In September 2018, 10 MSc programs will have opened.

MSc MODELIFE: Quantitative Biology & Medicine In order to understand living systems, one must take a variety of quantitative approaches from many disciplines, often in complementary ways. The aim of this 2-year international MSc program is to offer high-level instruction, deeply embedded at the interface between physics, mathematics, computer science, biology and medicine. For their second year, students will select one of the two proposed tracks that are either oriented towards biological questions or towards medical applications.
MSc Mod4NeuCog Modeling for Neuronal and Cognitive Systems Through its innovative approach to mentoring, MoNeuCog aims to foster natural curiosity and autonomy in students. The goal is to develop active researchers at the interface of applied mathematics and cognitive sciences. Graduate diploma Digital Transformation and Iot Consulting The multidisciplinary content of the Graduate Diploma program will broaden the graduate’s repertoire as a design thinker and an IoT consultant. This diploma provides a global education in digital economics and management, recent legal issues in IoT, design, ergonomics and technological challenges in the IoT domain. MSc IN DATA SCIENCE: DUAL COMPETENCE IN MATHEMATICS AND COMPUTER SCIENCE TO MEET THE URGENT NEEDS OF COMPANIES Data experts, such as data scientists or data analysts, have some of the most sought-after Linkedin profiles. "It is estimated that positions for data scientists in companies or in the academic sector are only being 25% filled," explains Charles Bouveyron. "Most positions are currently filled by physicists, mathematicians or computer scientists, yet it is essential that data scientists have these dual skills in math/computing to process all available data." Université Côte d’Azur aims to become an internationally recognized center in data science and is therefore offering a training program to meet this very real need. "The advantage of launching this training program in the form of an MSc is to be able to offer this convergence and balance between math and computing over 2 years. Students will be become specialists in the mathematical techniques and computing tools necessary for the extraction of knowledge from massive amounts of data," says the director. This training program is being offered in partnership with the Observatory of the Côte d’Azur, CNRS, Inria, and Skema and Edhec business schools.

FOCUS ON THE SCREENWRITING PROGRAMS IN CANNES In the spring of 2018, UCA partnered with the city of Cannes, with Vivendi/ Canal+, and with two major educational partners to implement two new screenwriting residency programs in Cannes. These programs are part of UCA’s vision of developing programs of the highest level in partnership with world-class institutional partners, with private-sector actors, and in line with the strategic ambitions of local communities. Both of the programs were sponsored by Vivendi and Canal+ through the Cannes Vivendi/Canal+ "Chaire," and were the first programs developed in the context of the future UCA campus in Cannes. The first of the two programs, the Canneseries Institute, was developed in partnership with the Berlin-based screenwriting program Serial Eyes as well as with Canneseries, the new Cannes festival dedicated to series. In this program, eight young professional screenwriters spent five weeks in Cannes developing a concept for an original TV or web series, with the last week of the program involving master classes, screenings, and other events in conjunction with the festival. The second program, the Storytelling Institute, was developed in partnership with UCLA TFT (School of Theater, Film and Television) and with the Cannes International Film Festival. In this program, eight residents (four from UCLA, four recruited in France) spent six weeks writing an original, feature-film screenplay, with the final two weeks taking place in the context of the Cannes Film festival.

Invent@UCA: a 900,000 euro program Invent@UCA integrates and applies the principles of the DEMOLA program. DEMOLA is a new innovative program implemented by UniversitÊ Côte d’Azur ( https://cotedazur.demola.net/news), where students work side by side with companies to help them solve real-life cases in multidisciplinary teams from all UCA members & partners. Demola is an open innovation platform operating in 14 different countries, but this is the first one in France. The Invent@UCA sessions are organized during a semester dedicated to training in innovation processes and entrepreneurship. They provide students with 30 ECTS. First session:

The structuring elements Support for student engagement. The creation of an engagement center is underway: the location has been identifed, and remodeling work will take place during the summer of 2018. Moreover, the recognition of student engagement has been established: involvment in validated projects will earn a bonus of 0.25 points to their grade point average for the semester or year, or 3 ECTS in the Idex MSc. UCA has also developed close partnerships with two student associations: the Association of Young Researchers of Alpes-Maritimes (ajc06) and CAVA, which welcomes refugees and helps with their integration into higher education. An association has also been created: Le Relais UCA, which focuses on campus media. Visibility of support for Student Life. A Department of Student Life has been created and now includes all Student Life services (culture, support, health and social).

INTERACTING WITH COMPANIES Supporting innovation and technology transfer Establishment of the UCA JEDI innovation and valorization committee This committee is responsible for linking the numerous programs that fund or co-fund projects with companies (Innovation Program of the IDEX Office, Reference Centers, MSI, Academies, Graduate Schools of Research). Since these different elements exist, it is important that the information on industrial partnerships is shared and that the procedures are harmonized. The committee is therefore, above all, a place for exchange. It is also a forum for evaluating opportunities for innovation, commercialization and partnerships that require the involvement of IDEX resources (financial or human resources). These opportunities can be translated as: • setting up collaborative projects with industry or external valorization structures at UCA JEDI; • business creation (UCA spin-offs); • protection of intellectual property (patents, trademarks, APP filings for software, etc.) or the sharing of ownership, operating conditions (license, transfer of property rights, etc.). In all of these cases, it is necessary that all projects are evaluated in order to issue opinions and make recommendations to the IDEX Office before making a decision. This evaluation is conducted in restricted committees, i.e., reduced to the representatives of the UCA JEDI members and partners only. For the rest, the committee also includes external members: an association supporting university/business links, the departmental employers’ union, the SATT Sud-Est technology transfer accelerator, the Public Investment Bank, the Chamber of Commerce and Industry, the PACA Est Incubator and other related structures. The economic development departments of the Nice Côte d’Azur metropolitan authority, the local authorities from Sophia Antipolis, the Grasse area, the Cannes Lérins area and Monaco may also be invited. The committee met for the first time on July 3rd 2018.

The 11 partnership projects and the 6 "prematuration" projects that were selected at the end of 2016 started in 2017. The most represented members of UCA among the selected project leaders are Inria and UniversitĂŠ Nice Sophia Antipolis (UNS), which benefit respectively from 10 and 5 projects co-financed by UCA JEDI.

Among these projects, several have led to the launch of a start-up or the acceleration of a project in its initial phase. The most advanced include: My Coach and its adapted physical activity counseling platform, which will be a spin-off from UCA in partnership with the CHU; Mycophyto and its plant production systems without chemical inputs (fertilizers, pesticides), in partnership with INRA; and Therapixel and its artificial intelligence software to aid the interpretation of medical images, from Inria.

Center of Modeling, Simulation and Interactions (MSI) To meet the challenge of organizing and utilizing data, the MSI offers: • High-level training in modeling, simulation and data utilization; • Thematic and multidisciplinary workshops; • A meeting point with the local industrial fabric around modeling, in particular through the organization of thematic schools; • Financial support in the form of ongoing calls for proposals to develop transdisciplinary projects between IDEX partners and industrial partners (First Support for an Exploratory Project, PEPS; Support for Organization of Work Sessions, SUNSET; and Support in Research for Innovation, SPIRIT). To better support the different research communities, MSI is developing "satellites": the first, which is already operational, is the Medical Data Lab. A satellite devoted to Humanities and Social Sciences will be set up at the start of the 2018 academic year. One or two others are also being planned.

INTEGRATING WITH THE REGION Working with local authorities Université Côte d’Azur is a partner of a PIA3 program reserved for regional authorities The Nice Côte d’Azur metropolitan authority has submitted a project in response to the PIA3 TIGA "Territories of Innovation - Great Ambition" call; it has partnered with Université Côte d’Azur, which is the only French university partner of a project submitted in this context. IESO With the support of Université Côte d’Azur, a team of teachers, researchers, and students from Nice and Sophia Antipolis organized the 11th International Earth Science Olympiad – IESO from 21st to 30th August 2017. This high-level international competition is one of the major activities of the International Geoscience Education Organization. Every year, IESO welcomes the best high-school students from participating countries. The candidates participate in written and practical tests on issues from geology, geophysics, meteorology, hydrology, astrophysics and the environment. Brain Awareness Week
The Brain Awareness Week (BAW) had a unique character due to the support of the IDEX: additional events were organized (conferences, workshops, theater play, sciencemeetings, science coffees, science movies, exhibitions, lectures) and the international profile of the week was enhanced. For its 20th edition, the BAW focused on recent progress in computer neuroscience and Artificial Intelligence. One of the BAW 2018 highlights was the ‘special health day’ at the Nice University Hospital. A brain operation of an endovascular occlusion of an unbroken intracranial aneurysm was filmed and commented on live to the public by neurosurgeons. MANCA Festival Université Côte d’Azur is now associated with this annual festival of contemporary music organized by CIRM, a member of the UCA. Five themes overarch the international activities of the IDEX and structure the university’s policies by complementing or reinforcing existing relationships.
To integrate UCA into global "knowledge hubs” The first is to integrate UCA into global "knowledge hubs" by signing strengthened partnership agreements with major research-intensive universities and their systems. An important project has been established with Université Laval, both at the research and training levels. Scientific themes have been jointly identified by researchers, with the help of international university services, particularly between the "Sentinel North" and UCA JEDI programs. Three teaching leadership chairs have been co-funded and joint projects to extend this partnership to other international universities are being considered. Similar work to build stronger ties is underway with the University of California at Irvine, Tongji University (Shanghai) and Indian institutes in Bangalore. Seminars have been scheduled for before the end of 2018 to clarify the areas of research that will fuel these partnerships.

In addition, Université Côte d’Azur is involved in several international mixed units in connection with the CNRS. The Idex has strengthened our research activities in these laboratories. These include the presence of UCA within (i) the Majulab physics laboratory in Singapore with NUS, NTU and the CNRS, (ii) the IFCAM laboratory in applied mathematics at Bangalore with the Indian Institute of Sciences (IISc), (iii) the Mathit mathematics network between the University of Aix Marseille Idex, the UCA Idex and Italian research centers.
To respond positively to the European Union’s desire to build stronger networks of universities within the Union itself
The second strategic theme is to respond positively to the European Union’s desire to build stronger networks of universities within the Union itself. In this perspective, UCA favors a network based primarily on exchanges relating to the promotion of ‘21st century skills’, among which creativity, entrepreneurship, collaboration and problem-solving figure prominently. The network is built by associating the member university ecosystems and prioritizing societal issues whose resolution requires a transdisciplinary approach. The entities that have given their approval in principle, thus far, are Tampere University (Finland; resulting from the merger of the three universities of Tampere), the University of Genoa, and the Italian Institute of Technology, which is also based in Genoa. An additional university could be added to this consortium, which will not exceed 5 members in total and will also involve non-academic partners. The establishment of organizations, procedures and information systems facilitating the mobility of staff and students around a certification dedicated to 21st century skills will complete the co-financing of joint projects. The IIT has already announced that ten doctoral thesis fellowships will be funded in connection with UCA within the framework of this network.

The third theme relates to the influence of UCA in rapidly growing regions. Collaborative platforms hosting research, training and innovation activities are being constructed. - UCA has recently created a technology institute at the University of Danang (Vietnam), where research projects are conducted in parallel with those conducted on the Côte d’Azur and from which student and staff mobility is organized. An "IoT and smart campus" contest was organized for students. Some projects caught the attention of industry representatives in Vietnam. - UCA is a founding member of the 2016 Franco-Russian Network University, which has become a recognized entity in the institutional dialogue between the two countries. Many double degrees and summer schools have been organized. - UCA is a member of the steering committee of the future Franco-Tunisian campus for African outreach, which is being sought and supported by the French and Tunisian governments. UCA intends to position itself on the African continent through campuses with traditional training programs as well as in terms of entrepreneurship. - Lastly, the presence of UCA in the Balkan region will be reinforced by the development of a collaborative platform within the University of Podgorica (Montenegro,) which has agreed in principle with the support of its authorizing ministry and embassy.

The presence of UCA in major international institutions
The fourth theme concerns the presence of the UCA in major international institutions. Three actions were launched in this direction in 2018: - co-organization, with the United Nations Industrial Development Organization, of meetings at the Global Manufacturing and Industrialization Summit (Côte d’Azur) on the themes of Industry 4.0 and Artificial Intelligence; - participation in the satellite event organized under the auspices of Finland on the theme of Industry 4.0 in relation to the UN Sustainable Development Goals; - organization of a satellite event workshop led by UCA at COP 24 in Katowice (Poland) on the consequences of climate change.
Ed Tech The fifth theme concerns Ed Tech. Recent actions in this area include: - the submission of an application for an ERASMUS+ ‘strategic partnership’ program on the theme of virtual mobility. The general idea is that students can obtain credits from a foreign university by staying at home (internationalization at home) through online educational resources. The partners working with UCA on this project are the Universities of Turin, Pisa and Avila, the University of Applied Sciences (Bielefeld) and RANEPA (Moscow); - a UCA service to help with the assembly and deployment of a double degree. The search for partners is underway in disciplinary fields with a small presence.

CALLS FOR PROJECTS Guest Professor In addition to the 1 to 3 month-long invitations (see page 10), every year UCA awards an international Data Sciences chair for a 12 month stay in one of its research teams. The first 12-month guest fellowship was awarded to Elena Erosheva, Professor WOT of Statistics and Social Work at the University of Washington. She is an Associate Editor of the Journal of the American Statistical Association, Theory and Methods and of the Annals of Applied Statistics. In 2014, she was the First Prize winner in the category of Most Creative Idea for Detection of Bias in Peer Review in the America Competes Act Challenge.

WELCOME CENTER A true point of entry to University Côte d’Azur, the UCA Welcome Center was created in September 2016. The Welcome Center welcomes and accompanies doctoral students, research and teaching guests at UCA in their administrative procedures. Everything is done to improve their stay: administrative help, renting housing for several months at the Nice Faculty Club, events to facilitate insertion and meet their colleagues at UCA. As a labelled EURAXESS service center, the UCA Welcome Center is member of the French EURAXESS network.
Help with administrative procedures Since the creation of the Center, over one hundred international PhD students, postdocs and researchers at UCA and its member organizations have registered with the Welcome Center to ask for help with administrative procedures related to their stay on the Côte d’Azur. The Welcome Center team has been able to offer help and advice over 600 times in a variety of procedures: 355 times alone in regards to visa procedures, residency card applications and hosting agreements. Thanks to a close collaboration with dedicated personnel at the local prefecture, the Welcome Center is able to intervene on behalf of our international guests. The team also assisted in opening bank accounts, registering for public and complementary health insurance (a total of 73 interventions via a privileged access to the local CPAM office), helped international families with finding child care and admission to local schools.

Temporary housing at the Faculty Club Nice During the first year, the Welcome Center was able to attribute 36 apartments in the Nice Faculty Club, managed by the CROUS Nice-Toulon. Since September 2017, 14 additional apartments ranging from studio apartments to a 2 bedroom apartment were made available for temporary rental to our newly arriving PhD students, postdocs and faculty at UCA and its members (with priority access to UCA JEDI funded guests). All 50 apartments come with a fully equipped kitchen, a private bathroom, TV, Wi-Fi and weekly housekeeping service. The duration of the rentals is limited to 3 months to allow newly arriving colleagues to facilitate their arrival and give them time to find permanent housing in the region. The Welcome Center was able to satisfy 85% of the 692 rental requests that were received since the beginning of the service: as of May 2018, 590 guests were scheduled to stay at the Faculty Club Nice from September 2016 through August 2018. One third are conference attendees, who stay on average 6 nights, another third are researchers/lecturers, followed by PhD students (one fifth), who stay on average between two and three months.

On average, since September 2017 73% of the rooms have been occupied, reaching a peak of up to 90% in at the start of the school year and during conference season. 20% of the Faculty Club guests were invited by UCA directly. Many guests and new colleagues at UCA member institutions but who are directly linked to a UCA JEDI funded project have been also able to benefit from this service (72% of all rentals). 28% of the rentals were by guests coming to Nice as part of a UCA JEDI project. The Nice Faculty Club, which is accessible to the entire UCA community, has been a great success so far and has proven to be a valuable resource to our international researchers and PhD students. New apartments in Sophia Antipolis will be added to the offer soon to accommodate our guests who are located on the Sophia Antipolis campus.

Integration in France and useful information The Welcome Center website provides useful information to international researchers ranging from administrative procedures, to local transport options, to French classes or local food markets. The Welcome Center organizes regular gatherings for international guests at UCA. Informative events on the French health insurance system or residence permits as well as informal gatherings are a good chance meet new people, exchange tips, share their experiences of the Côte d’Azur, and discover new places. In addition, the monthly Welcome Center Newsletter informs our community about local cultural and sporting events, includes reminders about important administrative procedures, and provides useful information and tips on daily life on the Côte d’Azur.

In its next configuration, Université Côte d’Azur will be a research university with strong international visibility while remaining fully anchored in its territory. This research will coordinate all of the university’s structures and support its education program. Université Côte d’Azur will bring together different groups with complementary missions: • long-term components that will organize the major disciplinary fields while promoting multidisciplinarity, • thematic institutes with high international visibility that will operate under a medium to long-term project model and will endorse the identity of Université Côte d’Azur, • IDEX groups that will maintain their specific mission (in particular, to promote academic debate and the emergence of new projects for the Academies, and to promote public-private partnerships to meet the main societal challenges for the Reference Centers). The current members of Université Côte d’Azur and IDEX partners will be able to invest in some or all of these entities or components to differing degrees. Their degree of investment will determine their level of involvement in the governance of the University.
THE COMPONENTS OF THE FUTURE UNIVERSITY: THE LONG-TERM MODEL Following the various PIA3 calls for projects, Université Côte d’Azur has undertaken to develop the global organization of the major institution that it intends to become, and to define the entities that will compose it.
The Université Côte d’Azur target university will be organized into several types of components that will have their own internal governance structures and councils, will receive resources from the university and will be represented in its central governing bodies: • The graduate schools of research "à la française" (EUR); one of these, Digital Systems for Humans (DS4H), has already been recognized and awarded € 17,085,000 in funding - Labex included; others are in the works; • Professional schools (the Polytech School of Engineering, the University Technological Institute, the Faculties of Medicine and Dental Surgery, the Higher School of Teaching and Education, the Institut d’Administration des Entreprises); • An undergraduate college (Collegium Licenses) grouping the 8 undergraduate portals; the new undergraduate degree curriculum (Nouveau Cursus Universitaire), L @ UCA, has also been recognized and awarded € 9,920,000 in funding. A working group has already drafted the framework document defining the missions and mode of operation of these components. Since the month of May it has been circulated throughout the university community to be discussed and amended.
Graduate Schools of Research The EUR graduate schools of research will be the keystone of the entire organization. The EURs will stabilize the process of bringing together and increasing collaboration between UCA members and IDEX partners in an institutionally recognized form.

The EURs must therefore contribute to the integration of the different entities of Université Côte d’Azur and the strong coordination with its closest institutional partners. No EUR will be based on the strengths of a single UCA member institution. The EURs are also the tool by which research drives the university’s strategy, and conditions and determines the overall graduate-level training programs, while still having an impact on the education offered at the undergraduate level. Indeed, all master’s and doctoral degree programs, and all of the laboratories, will be grouped together and will coordinate their actions within the EURs. The laboratories, which will retain their base allocation and the autonomy of their scientific policy defined in connection with their institutional overseers, will have a central place in the governance of the EUR and in the crucial processes of defining the teaching and job profiles of the faculty. A governance model has been defined, which will: - guarantee the representation of the laboratories within the EURs, as well as the backing of the Doctoral Schools, - integrate the existing Labexes, - ensure the coordination between the EURs, and equally, between the EURs and the other components of the university, - organize the representation of UCA members in the governance of the EURs, and of the EURs in the central governance of the university.
Thus, the EURs will contribute to ensuring the strong involvement of UCA members in the common project of the "target university”. This involvement will be recognized and sanctioned by the participation in the governance of the EUR, and by their representation on the central councils of the university.

UCA DS4H is a Graduate School in "Digital Systems for Humans" conforming to the French Government "EUR" (University School for Research) program. It is one of the 29 EURs labelled at the national scale in 2018 and the only one centered on the Digital domain. Its scope is transdisciplinary, covering the scientific and technical facets of digital systems, as well as the social sciences related to the digital society. It is defining a research and education program, coordinating the action of 15 laboratories from Nice – Sophia Antipolis related to digital systems, 2 doctoral school programs and 10 Masters disciplines operated by UNS and SKEMA business school (UCA members). It is strongly anchored in the Sophia Antipolis technology Park ecosystem of higher education, industry and innovation centers. UCA DS4H was awarded 17 M€ funding to implement a 10-year EUR development program. UCA DS4H education program aims to renew disciplinary Masters curricula, promote transdisciplinarity in student training, and broaden students’ horizons by stronger involvement in their individualized education curriculum construction. An opening to different disciplines will be introduced in a Masters through Minors program complementing the disciplinary Majors, multi-disciplinary student group projects, research seminars, and thematic weeks. All DS4H Masters students will have to choose between different project forms to get acquainted with research, education, industry or innovation during their two Masters years. PhD students will be engaged in Master student tutoring to tighten the links between students. The UCA DS4H research program will strengthen the participating laboratories’ research capabilities by incentive funding towards the school topics and fuelling research activities with newly trained students. Beyond the specific DS4H program, UCA’s strategy is to make its Graduate Schools the key instruments for its future organization. UCA DS4H is therefore shaping the organization of UCA, aiming at creating an internationally-recognized research and education institute.

The Reference Centers strengthen links with businesses and foster new partnerships. They help to ensure the visibility of UniversitÊ Côte d’Azur in its territory, as well as to position it internationally on issues with high economic and societal impact.
The Center for Modeling, Simulation and Interactions (MSI) supports researchers in mastering the methods and tools of modeling, simulation, and the structuring and utilization of data. Its role is crucial to help researchers in any discipline to make use of big data and all things digital. MSI organizes the coverage of the different research areas by developing satellites around its core: the first of these is the Medical Data Lab. The next will be dedicated to the SHS.
Finally, the Pedagogical Support Center’s (CAP@ UCA) mission is to support the university’s efforts to radically improve its pedagogical practices. In addition to training and supporting teachers, it offers new tools and new pedagogical approaches, such as the "innovation semester" during which students, working on projects proposed by companies, can acquire skills for the 21st century, including collaboration, creativity, entrepreneurship, problem solving, etc.
The 9 core programs
Designed to stimulate cross-disciplinary research on promising themes, the structuring programs are intended to evolve in view of the first assessments that will be concluded at the end of the break-out days organized in 2018. Depending on the various dynamics of the projects and dialogue between researchers, and also depending on the suggestions of the external members of Think Tank, the structuring programs will be able to evolve in different ways. Some programs will probably have to be redefined - their themes, undoubtedly too broad, have made it difficult to establish interactions of the desired quality over the entire targeted field. Their focus will have to be tightened and a new proposal period will be granted before drawing a final conclusion. Others, to the contrary, have worked well overall: we can consider giving them high visibility in the target university, in the form of a thematic institute or a chair of excellence. Finally, other programs can be added to the landscape and similarly give rise to a chair of excellence: such a proposal has recently emerged around the concept of Asymmetry, for example. Regardless of the recognition that they are granted, these programs will nonetheless be non-permanent objects: a life span of 10 or 12 years seems to correspond to the rhythm of epistemological changes and the renewal dynamics of scientific themes. In this way, the project model intersects with the long-term model, and irrigates its components.
