VISION 2031 Building a Broader Economic Base

FOR OUACHITA PARISH


The Mission Job creation and economic impact in Ouachita Parish through projects and programs to foster economic development in the parish.

The Goal The goal is to add and improve programs, research, and facilities that will attract students and faculty, as well as business partnerships that will stimulate the economy of Ouachita Parish. As a direct result, Ouachita Parish will become a leading destination for career opportunities on a national level because of its vigorous economy.

Ouachita Scholarships Verified Ouachita Parish residents: • Traditional students: meet admission to university requirements, $500-$1,000/annually • Non-traditional students: completion of 60 credit hours and in academic good-standing, $1,000 - $2,500 priority given to degree paths with high-demand • Appeal process for hardship cases • Unawarded amounts shall be carried over and available as needed • Administered by the ULM Development Foundation – a 501c3 whose board members are not ULM employees

Enhance Research & Faculty Support • Create innovative research facilities • Cultivate grant solicitation support for faculty researchers • Seed funding for new research projects • Matching funds for grant applications • Start-up funds for new faculty • Administered by the ULM Development Foundation – a 501c3 whose board members are not ULM employees

Small Projects • Any remaining funds after bond obligations, and overhead (audit, legal etc.) related to debt service and scholarship/ faculty shall be utilized for deferred maintenance or improvements to facilities which comply with Vision 2031 plan. (community service facilities, new health science programs startup costs, quality of life facilities). • No bonds shall be issued encumbering these funds other than those facilities specifically named in the Vision 2031 plan.

Accountability for Proper Use of Funds • Construction projects will be managed by the Facilities Corporation Incorporated – a 501c3 affiliated organization whose majority of board seats are held by community members. • Facilities Corp. Inc. will establish a new account used specifically for the purposed outlined in Vision 2031 and will provide an independently audited report each year to the Ouachita Parish Police Jury for public record. • This funding plan assumes that Vision 2031 is funded at levels anticipated.


The Plan 1. Establish Ouachita Parish as a premier medical and research community

a. Build new state of the art facilities with lab spaces equipped with the most modern technology 2. Expand North Louisiana’s Cultural Center

a. Enhance Brown Theater to accommodate larger audiences and attract traveling theater companies, concerts, symphonies, traveling art exhibits, and renowned speakers 3. Build Intellectual Capital through scholarships for Ouachita Parish traditional and non-traditional students 4. Cultivate matching funds for future projects and research/grants 5. Expand doctoral programs (Physical Therapy, Occupational Therapy, etc.) 6. Modernize Caldwell and Sugar Halls

a. Incubator for health-related start-up companies b. State-of-the-art facilities with the most modern technology c. Additional laboratories to accommodate research. Renovations to create space for additional students/ faculty 7. Ouachita Multi-Purpose Complex (Fant-Ewing)

a. Sports medicine programs b. Full-service pharmacy for community c. Clinical services d. Improved venue for community events: high school graduations, concerts, tournaments, white coat ceremonies (pharmacy, medical, and other health science programs)


Caldwell & Sugar Hall Estimated total cost $12.5 million

Originally constructed: Caldwell 1948, Sugar Hall 1971 Summary: Caldwell Hall currently houses Dental Hygiene and Occupational Therapy and their corresponding clinics. Sugar Hall houses the Kitty Degree Speech and Language Pathology program and clinic, Health Studies, Gerontology, Medical Laboratory Sciences, Toxicology, Dean’s offices, classrooms. Square Feet: 33,467 Caldwell, 77,379 Sugar Timeline: Design and planning – 12 months Construction—20 to 24 months Renovations: New state-of-the-art laboratory and classroom spaces, technology upgrades, dedicated space for research development, general construction costs.


Ouachita Multi-Purpose Complex Estimated total cost $32 million

Originally constructed: 1971 Summary: Fant-Ewing Coliseum currently accommodates all games and practices for our men’s and women’s basketball teams and our women’s indoor volleyball team. The Coliseum was built in 1971 and has had no significant. renovations to date. Square Feet: 131,272 Timeline: Design and planning – 12 months Construction—18 to 24 months Renovations: Build facilities to accommodate sport medicine programs, build full-service community pharmacy, build full-service lab for all clinical programs, build treatment facilities to support all clinics, modernize seating/ concessions/restrooms/lighting/acoustics, establish ADA compliance.


Brown Theater

Estimated total cost $10 million Originally constructed: 1966 Summary: Brown Theater provides a setting for the performing arts with assorted audience seating, foyer, technical areas, dressing areas, costume rooms, and support spaces. In addition to our university concert and show productions, ULM also accommodates the Twin City Ballet, Monroe Symphony Orchestra, area schools and various other groups, allowing them to hold performances in the Theater. The auditorium can seat approximately 750 individuals. Square Feet: 33,467 Timeline: Design and planning – 6 months Construction— 6 to 8 months Renovations: Theater and stage upgrades, enhance audience seating, install elevator, improve acoustics, general construction costs.
