The level of carry forward in funding is higher than would normally be expected. However, given the late signing of the contract and impact from COVID in the first year, not to mention the impact in the second year, this situation is unsurprising. What matters is the level of expenditure in 2022 is now exceeding 80% of the income, and increasing, meaning the Centre is now in full production as we enter 2023
