The College of Business and Public Administration at the University of North Dakota is dedicated to creating and disseminating knowledge. At the undergraduate and graduate level, the CoBPA emphasizes experiential learning to develop outstanding graduates who enhance their professions and communities. At a Glance: Highlights UND Accountancy majors earned the top three scores in North Dakota in the January 1 - June 30, 2010 CPA testing period.
The CoBPA was included in the GetEducated.com’s top 10 schools with the “Best Online MBA Program.” The Student Managed Investment Fund placed #1 in the world in 2011 for their undergraduate fixed income portfolio.

The College of Business and Public Administration has had another great year of success through the work of our exceptional faculty, extraordinary students, and the continued pursuit for academic advancement. As a college we strive to connect our students and faculty to our surrounding business community through the development of our career mentoring program, networking opportunities, and executives-in-residence in the classroom. Our Pancratz Career Development Center has been a great addition to our college and is providing our students with the tools they need to be prepared for their future careers in business Professional opportunities continue to expand as we relaunched the Student Advisory Council in the Spring of 2011. This organization has represented the college at numerous events over the past year as well as played a vital role with bringing student perspectives into a variety of essential areas in our college.
In addition to quality learning we must maintain a high level of academic standards. The College of Business and Public Administration is accredited by AACSB International (The Association to Advance Collegiate Schools of Business) as well as NASPAA (National Association of Schools of Public Affairs and Administration), and ATMAE (The Association of Technology, Management, and Applied Engineering).
In the spring of 2012 our NASPAA acccreditation review occured and we received primilary word regarding reaccreditation of the program. We would like to extend our gratitude to all of the faculty and staff for their dedication towards these processes.
Out of 12,000 institutions worldwide, there are only 607 institutions that are accredited by AACSB International for their business schools. UND ranks in the top 5% in the world! This fall we had our 5-year maintenance review to continue maintaining our AACSB accreditation. It is our pleasure to inform you that the AACSB Peer Review Teams’ recommendation for maintenance of accreditation of the business degree programs offered by the college has been approved by the AACSB Board of Directors.

Gearing up for Accelerated Growth During the 2010 -2011 year, undergraduate numbers averaged 1,620. The college continues to offer new academic programs and experiential learning experiences.
Enrollments & Program Growth The CoBPA experienced a decrease in overall student enrollment during the 2010 - 2011 academic year. Undergraduate student enrollment was at 1, 620 compared to 1, 728 undergraduate students in the 2009 2010 academic year.
Social Entrepreneurship Certificate
Graduate student enrollment increased to 213 students compared to 184 students enrolled in 2009 -2010.
Minor in Operations & Supply Chain Management
This decrease in overall student enrollment is consistent with the trends of business schools across the country based on the recession in the United States.
In the Fall of 2011, the CoBPA began to offer a Social Entrepreneurship Certificate Program. This program will involve one course per semester for four semesters to complete the program. This program is cooperative with the College of Arts & Sciences. We believe that through this program we will serve a new audience of students for our college.
The minor in Operations and Supply Chain Management provides students with the knowledge and skills to assist in the design, implementation, and control of efficient supply chains. The success of many firms depends upon their ability to work with suppliers, distributors, customers, intermediaries, and service providers worldwide.

Cooperative Programs The CoBPA actively pursues additional programs to serve new audiences. In the Fall of 2010, the CoBPA began to offer our Entrepreneurship Certificate program live at the North Dakota State University campus. This cooperative program is instructed by UND and NDSU faculty to best utilize the expertise from UND’s Entrepreneurship Department.

Air Force Reserve Officers Training Corps (AFROTC) Detachment 610 remains an active part of COBPA and UND. Some of the achievements the cadets accomplished during the 2010-2011 academic year include: 18 cadets were commissioned as 2nd Lieutenants. Seven cadets successfully completed summer field training located at Maxwell AFB, AL. During the rated officer selection board, UND cadets were 8/8 in their first choice of either Pilot, Combat Systems Officer, or Air Battle Manager. In addition two of these were selected for the Euro NATO Joint Jet Pilot Training ENJJPT program. Truly a huge honor since only 40 cadets were chosen nation-wide. Lt Joseph Homan received a coveted Remotely Piloted Aircraft slot, only 48 were available nation-wide. The AFROTC Honor Guard placed 2nd in a region-wide competition. We continue to be impressed with the quality of young men and women we see at the University of North Dakota.
Army ROTC had the pleasure of recognizing the James Bushaw family at it’s 2011 Fall Awards Ceremony for the generous endowment of $144, 880. The late James Bushaw is a UND alum who graduated in 1975 with a B.S. in Accountancy and served honorably in the Army during Vietnam from 1967-1969. The 2011 school year at UND Army ROTC has been noteworthy with a fall enrollment of 188 Cadets. The Cadets have demonstrated excellence in all aspects ranging from military science classes, physical training, and leadership labs. They placed second in the ranger challenge competition which encompassed over eight universities and supported over 20 color guard events. Army ROTC also had the distinction of commissioning 2LT Sean Crawford and 2LT John Hoffarth this past December; with the anticipation of commissioning twenty-two Army officers this spring.
Moving ahead of the Competition Faculty Research is an essential component that increases the value of our business degree at UND. Quality Research puts our faculty on the map around the world with their contributions to the business field.

Dr. Paul Sum, Political Science and Public Administration, was awarded a prestigious Fulbright Scholarship to study in Romania over the 2009 - 2010 Academic year. Dr. Sum is an expert in understanding Romania and Romanian civil society. In returning to Romania, he conducted a set of interviews designed to be part of pre-test/post-test evaluation of the impact of the termination of democracy assistance from the U.S. on the civil society sector. He also worked with Romanian colleagues on a research agenda looking at democratization. Dr. Sum’s experience enhanced his skills as both a researcher and a teacher.

Dr. Sandy Braathen, Information Systems & Business Education, received the National Business Education Associations Collegiate Teacher of the Year Award at the NBEA Conference in New Orleans, LA, April 22, 2011.
Our hiring and retention of strong faculty members continue to rise. In the fall of 2011, we hired temporary faculty in Economics and Political Science and Public Administration.
The College of Business and Public Administration’s Department of Management received a commitment from a donor to fund the UND Alumni Leadership & Ethics professorship, which will be used to further develop programs and expertise in the area of leadership.
Sheryl Broedel was awarded a 2010 Faculty Service Award from the Center for Community Engagement. Noteworthy Accomplishments CoBPA faculty are consistently active in their service to the College, University, and beyond. •
Dr. Yanjun Zuo, Information Systems & Business Education, has received grants in excess of $300,000, to support his research through the Department of Defense. This is the largest grant received by an individual faculty member in CoBPA history.

Dr. Lynda Kenney, Technology, served as the President of Women in Technology (WIT) division of ATMAE and also as President of the Graphic division of ATMAE.

Dr. David Yearwood, Technology, was a conference planner for the MADLaT in Manitoba, Canada.
Currently we are recruiting faculty in the areas of Technology, Accountancy, Marketing, Political Science and Public Administration, and Management. Given that we have not received any further allocations for additional faculty positions, we are focused on strategies to ensure our faculty’s ability to pursue teaching, research, and service obligations associated with their positions. Specifically, we continue to look at class size as a mechanism to reduce the overall number of sections, as well as creating faculty fellows, professorships, and chairs to increase the attraction and retention of faculty members. Both of these mechanisms allow us to address enrollment pressures as well as salary concerns.
Dr. Sean Valentine was recognized as the first recipient in the fall of 2010, and was renewed this professorship in the fall of 2011. Work has continued to develop in the area of leadership with a collaborative leadership minor with the College of Arts & Sciences. In the spring of 2011, Dr. Duane Helleloid taught the capstone course for the new leadership minor for the second time. Faculty in the News Our Economics and Political Science and Public Administration professors have been sought out by regional media for expertise on national trends. Dr. David Flynn, Associate Professor in the Economics department and the Director of the Bureau of Business and Economic Research as well as the Associate Director of the Small Business Development Center, is frequently interviewed in his role as BBER Director. He has been interviewed by KNOW, the Grand Forks Herald, WDAZ, Bloomberg, and other media outlets.

OUTREACH ACTIVITIES Non-traditional teaching methods are a new trend in higher education. This practice is providing students with practical hands-on learning experiences. At the CoBPA we create numerous opportunities for students to get engaged in networking and collaborative environments.

The performance of the 11 ND Small Business Development Centers (SBDC) located across the state continue to be strong in meeting or exceeding all 2010 planned milestone accomplishments based on year-end performance results.

The Marketing department provided a professional development seminar in the fall of 2011. Speakers for this event included: Susan Mickelson, Managing Partner at Simmons Flint; Steve Eickman, Owner and President of Anchor Marketing; and Pete Boudreaux, Senior Site Leader of Amazon.

The Bureau of Business and Economic Research is being led by Dr. David Flynn, Chair of the Economics Department. Dr. Flynn is providing leadership for the Bureau of Business and Economic Research (BBER) and is also building a stronger relationship between the BBER and the ND Small Business Development Center (SBDC).

The Bureau of Governmental Affairs is led by Dr. Robert Wood, Associate Professor of Political Science & Public Administration. The Bureau conducted five projects and produced two publications in 20102011. It generated over $20,000 in revenue from these activities. Surveys were conducted for the North Dakota Alliance for Renewable Energy, the National Popular Vote Initiative, the Village Family magazine, the Judicial Improvement Survey, and the Courts System. The two publications created were the Directory of Governmental Affairs and Governing North Dakota.

The Department of Accountancy established the Accountancy Hall of Fame recognizing John Berg, Henry Herr, Darold Rath, and Rich Peters.
The ND SBDC piloted training for youth entrepreneurs through an agreement with Marketplace for Kids. Ten full day sessions were held in each region impacting 450 students ages 11-15. The UND Center for Innovation fosters entrepreneurial ventures by assisting faculty, student and regional entrepreneurs, and innovators. The center focuses on innovation, entrepreneurship and access to capital. In 2010-11, more than 80 venture projects were completed. Additional highlights include: • • • •

Olafson Ethics Symposium 2010

The College of Business and Public Administration hosted the sixth annual Olafson Ethics Symposium for faculty, students, and the community on December 6, 2010. The symposium featured Dr. Barbara Toffler. Dr. Toffler is the author of Final Accounting: Ambition, Greed, and the Fall of Arthur Andersen. This annual event is funded through the support of Bob Olafson and his dedication to the ethical business practices at the University of North Dakota.
Last years annual Hultberg Lectureship was held on February 1, 2011 and four successful, female alumni returned to campus to share advice about “Creating Your Own Opportunities.” The alumni featured were: Barb Rhode President, Barbara Rhode & Associates, Sr. Consultant, B & D Consulting, Washington, DC; Ganya Anderson, Owner, Proactive Business Solutions, Bismarck, ND; Peggy Stedman, Information Management Officer, CIA, Washington, DC; and Lois Dunham, Finance Assurance Group, Target Corporation, St. Louis Park, MN.
Mellem Business Symposium 2010 The Ken and JoAnne Mellem Business Symposium was held October 5 and 6, 2010. The topic was “Leadership in a Global Society.” Speakers included CoBPA Alumni Al Royse, Retired Senior Partner Deloitte & Touche, San Francisco; Carolyn Becraft, Retired, President of Becraft Associates, Former Assistant Secretary of the Navy, Washington DC.; Howard Dahl, President and CEO, Amity Technology, LLC Fargo, ND; and Linda Pancratz, Retired Chairman of the Board and Chief Executive Officer of TDL Infomedia Limited, United Kingdom.
Each alumnus visited CoBPA classes during the day and later that evening addressed questions from the audience that ranged in topics from leadership qualities, success strategies in the workplace, to telecommuting and adapting to change.
Business & Government Symposium The Business & Government Symposium continued with the ninth annual visit to Washington, DC. Graduate students enrolled in the Master of Business Administration and the Master of Public Administration spent a week in Washington, DC over spring break, to explore how business and government interact. The students had the opportunity to meet with the North Dakota Congressional Delegation and other representatives from Cargill, Ernst and Young, the Department of Commerce, the General Services Administration, the Federal Communications Commission, the American Beverage Association, Microsoft, and Ericsson. There were representatives from Major League Baseball, NASA, IBM, Immigration and Customs Enforcement, HHH Institute of Public Affairs, FBA, and selected government staff. The Business and Government Symposium is a unique curriculum component in the College of Business and Public Administration, as very few graduate programs across the country provide this type of access to business and government officials.

CHALLENGE GRANT - B. JOHN BARRY FAMILY The gift established by the B. John Barry Family, as the challenge grant is among the largest given to UND through the Foundation. In total it will have a $40 Million impact on the CoBPA with a 3-1 match. There have been 41 new endowments to date providing over $15.14 million of impact to the College of Business and Public Administration. Greg and Cindy Page made a generous gift of $3.3 million, which was matched by the Challenge grant by $1.1 million making a total impact of $4.4 million gift to the College of Business and Public Administration. The gift will be administered into the areas of programs, faculty, and student support. These stem areas will allow the business college to guide support in a multitude of areas as well as add additional star faculty to their departments. ACCOUNTANCY PROFESSORSHIP ESTABLISHED BY HENRY HERR Henry Herr has provided a gift for the development of a Department of Accountancy Professorship to recognize an outstanding current or new hire faculty member. The goal is to build this professorship to an endowed chair, furthering UND CoBPA’s efforts to attract and retain champion faculty members.

There have been 41 new endowments created with the impact of the Challenge Grant. 17 for students, 11 for educators, and 13 to support programs.
$15.14 Million Raised
Of the $15.14 million raised with the matching grant, there will be $2.45 million towards students, $7.96 million supporting educators, and $4.73 million for programs.

Accreditations & Rankings / Student Success Founded in 1916, AACSB International has an accredited membership of 620 institutions of higher learning in 38 nations. Dennis Elbert, Dean of the College of Business & Public Administration, continues his involvement in AACSB. He is now involved in team visits to campuses through the Maintenance of Accreditation focus. Our AACSB maintenance of accreditation visit took place on October 30 to November 1, 2011. The AACSB review team reccommended maintenance of accredidation for the business degree programs offered by the college. The Master of Public Administration program applied for initial accreditation during the 2004-2005 academic year and completed a site visit by the National Association for Schools of Public Affairs and Administration (NASPAA). The
program was notified by NASPAA in July of 2005 that the MPA program would receive accreditation for the maximum term, seven years. the MPA program has been reviewed in the spring of 2012 and has been recommended for re-accreditation. We also continue to be accredited by the Association of Technology, Management, and Applied Engineering (ATMAE) for programs offered in the Department of Technology. There was a site visit for ATMAE reaccreditation in the spring of 2010. This was a successful review with a follow-up report due at a later time. In October of 2010, the CoBPA was notified that it was awarded three palmes by Eduniversal in the 2010 American Business School ratings. The rankings take into account three different parameters:

STUDENT SUCCESS The UND Student Managed Investment Fund portfolio grows and continues to outperform the S&P500. Students in the College of Business and Public Administration completed their fifth year of active trading on what is currently an over $1 million dollar portfolio, which is established through alumni contributions. The fund is guided by Dr. Steve Dennis, who carefully structures and designs a program that helps students experience life as security analysts and portfolio managers. The Student Managed Investment Fund competed in the RISE (Redefining Investment Strategy Education) competition for the fourth time this year. In 2011, the SMIF competed in the fixed income category, winning first place for their portfolio. In 2010, two portfolios won first and second place in the competition in the growth category among more than 200 programs nationwide. Through collaboration with the Center for Innovation, the University of North Dakota sponsors the only student-led and managed venture capital fund in the United States, The Dakota Venture Group (DVG).
The DVG got started with a donation from a local entrepreneur, and is now managed solely by UND students.The fund is unique as it is 100% managed by students. DVG currently has a non-profit “Evergreen Fund” fueled by benefactors and is currently in the process of starting a forprofit “Harvest Fund.” The fund is viewed as a great opportunity to learn the ins and outs of equity investing, and also to make a difference in the economy of the Great Plains region. Erin Barta, a political science and honors major, received the Truman Scholarship in 2011. The Association of Information Systems Professionals student organization took third place in the Microsoft Office Solutions competition.
Technology students took the prestigious national Certified Technology Manager (CTM) and Certified Manufacturing Specialist (CMS) exams. 10 of the 11 students passed the exams and their scores ranked higher than the national average. In addition, they competed in the national robotics and academic competitions at the ATMAE conference in Panama City, FL. Chris Burns and Eller Bonifacio won first place in the robot poster contest. Additional awards included: 1st place in the innovation/fabrication design; 3rd place overall; Pat Hannan took 3rd place for the ITIQ competition. The Department of Political Science and Public Administration sent students to conferences on national and foreign affairs at the Naval Academy, West Point, and the University of Utah.
