Breakout Session I 8:15 a.m. - 10:00 a.m. A. Alcohol and Other Drugs in the Community - A Law Enforcement Perspective David Alfredson, Jeff Wamboldt, Ron Francis In 2012, the Kenosha Police Department made nearly 1,000 arrests for violations of state laws and local ordinances concerning use and possession of alcohol and other drugs. The number of individuals in the community who are influenced by alcohol and other drugs is far greater. This presentation will familiarize you with how the Kenosha Police Department actively works toward addressing these issues through prevention, education, and enforcement. You will gain insights into current trends, topics, and law enforcement perspective. Detective David Alfredson is an 18-year veteran of the Kenosha Police Department. Detective Alfredson has extensive experience in street level gang and drug enforcement, having served over the past nine years in the Gang Crimes Unit, the Street Crimes Unit and the Kenosha Drug Operations Group, where he is currently assigned. Crime Prevention Officer Jeff Wamboldt, a 21-year veteran, is half of the Kenosha Police Department’s Crime Prevention Unit. Previously, he worked closely with the youth of Kenosha in its high schools as a School Resource Officer, and amongst other tasks was responsible for alcohol education and setting up drunk driving accident re-enactments. Crime Prevention Officer Ron Francis, a 13-year veteran, is the other half of the Kenosha Police Department’s Crime Prevention Unit. Previously, he worked closely with the youth of Kenosha in its high schools as a School Resource Officer and amongst other tasks was responsible for alcohol education and setting up drunk driving accident re-enactments.
B. Prescription Drug Abuse Addiction Michael McGowan Prescription drug abuse and addiction are serious and growing problems with costs shouldered across public health, criminal justice, health care, education, human service, and workforce systems. Individual motivations and behaviors leading to the misuse, abuse and diversion of prescription drugs vary greatly. Increase and solidify your knowledge base in the area of working with clients whose drugs of choice include prescription drugs. Michael McGowan is President of McGowan and Associates, a training and consultation firm specializing in alcohol, drug, conflict resolution, workplace and family issues. He works with companies, schools, parent groups, and students as a trainer, consultant and motivational speaker. His seminars are uniquely educational and entertaining. Mr. McGowan has spent the last 23 years working with families and children. He has worked as an educator, a youth care worker, a family counselor, an alcohol and drug counselor, and a trainer. He has directed state certified training programs and alcohol and drug rehabilitation programs. During the last 15 years he has presented at assemblies for tens of thousands of school children each year and has trained thousands of teachers in hundreds of school districts across the country.
Keynote Address 1:00 p.m. - 4:00 p.m. Integrated Treatment, What is it and How to Make it Real: Depressed, Anxious, Alcoholic, and Stoned Ron Diamond Learn to identify both mental health and substance abuse issues in clients with comorbidity using a motivational interviewing framework. The co-morbidity of mental illness and substance abuse is the norm, not the exception. Consumers often come in focusing on one part of this problem or the other, but both must be addressed for treatment to be effective. Effective treatment starts with helping the client identify personal goals and then identifying problems that interfere with these goals. Specific issues arising from different

Breakout Session II 10:15 a.m. - 12:00 p.m. A. Methadone Maintenance Treatment Tanya Hiser How much do you really know about methadone? Are you concerned that some of your knowledge may be based on myth or misunderstanding? Get the facts surrounding methadone use and gain understanding about how Wisconsin methadone clinics operate, how they are governed, and who they serve. Bring a sense of humor and a willingness to gain a new perspective. Tanya Hiser is the State Opioid Treatment Authority (SOTA) for the State of Wisconsin and has been in this role since 2011. Prior to this, she was the Director of a methadone clinic in Madison, Wisconsin, where the world of heroin and opiate addiction treatment was introduced to her. In her earlier career, Ms. Hiser was a mental health therapist in Baltimore, MD; Iowa; and Nebraska, working at crisis units and with adolescents. She currently resides in Madison with her husband, three children and chug (Chihuahua/Pug), Violet.
B. PTSD, TBI and AODA: Readjustment of Returning Veterans Jon Christensen War is becoming more complex and more personal. Coming home is becoming more difficult. In this session, you will have an opportunity to consider challenges facing the veteran, his or her family, and the community as each attempts to adjust to the new faces of war. Jon Christensen is a Vietnam combat veteran, in recovery from drugs, alcohol and PTSD. He is a Licensed Professional Counselor and a state- and nationally-certified alcohol/other drug counselor. Mr. Christensen has over 35 years’ experience in the AODA field and working with combat veterans. He is currently employed as a readjustment counseling therapist with the Milwaukee Vet Center, a VA program created specifically to serve combat veterans and their families. He maintains offices in Racine, Waukesha and Milwaukee.
C. The Impact of Drug Abuse on the Family Michael McGowan (see bio on the left) Drug abuse affects the entire family. Those family systems are essentially unhealthy and make it difficult for children to be successful academically and socially. In many cases, these families are resistive to intervention, support, and treatment. This session is designed to provide the participant an understanding of the resistive drug abusing family system. We will discuss methods of intervention, ways of helping the family understand the agency’s goals for the family, and techniques for getting the family engaged as a team member with the agency, school, and the community.
mental illnesses will be addressed in the process of the workshop with a focus on the most common problems connected with depression and anxiety disorders. For more than 35 years, Ron Diamond, MD has been involved in the community-based treatment of persons with severe and persistent mental illness. He has taught and written on issues of staff training, ethics, staff roles, decreasing coercion, medication compliance, psychiatric administration and system design. For more than two decades, he has been interested in how to integrate concepts of recovery and cultural competence into day-to-day clinical practice.
