This publication is a completely revised, second edition of the popular book of the same title. Aside from being fully updated, this new edition includes the dimension of adaptation to climate change and new risks resulting from climate change. The text provides and combines practical examples from Africa, Asia, the Americas and Europe with theoretical and conceptual frameworks. It is key reading for all those interested in improving risk reduction and adaptation strategies to extreme events and gradual changes in the context of climate change and natural hazards. Measuring vulnerability and evaluating adaptation are essential prerequisites to strengthening the capacities of communities in building resilience through knowledge-based approaches. Global Environment Outlook 5 (GEO-5) The Global Environment Outlook is a major publication for all those who are interested in environmental issues. It has brought together thousands of scientists and hundreds of collaborating centres. Using the integrated environmental assessment (IEA) methodology, UNEP has produced five GEO reports thus far, which have analyzed environmental state and trends at the global and regional scales, described plausible outlooks for various time frames and formulated policy options. Each GEO report builds on the assessment findings of its predecessor and draws from lessons learnt. 20 Years of Action for Global Environment

ENVIRONMENT AND URBAN ISSUES

Over the last two decades, the Small Grants Programme (SGP) has supported communities to respond to environment and development challenges with sustainable livelihoods, community nature-based enterprises, and microfinance approaches that alleviate poverty, provide income, increase food security, and enhance overall well being. This publication presents the history and evolution of the SGP. It provides an account of its principal features: diverse partnerships which are its mainstay; and, the results and benefits achieved. Since its launch in 1992, the SGP has stayed true to its mandate of providing local and global environmental benefits within the framework of UNDP's sustainable development mission. 2009 Energy Balances and Electricity Profiles

Climate-smart Trade and Investment in Asia and the Pacific: Towards a Triple-win Outcome Trade and investment indirectly contribute to greenhouse gas emissions through the energy used in associated production and transportation processes to the extent that energy is generated on the basis of fossil fuels. However, if technologies can be developed and distributed which are clean and contribute to energy efficiency and conservation or use renewable energy, then trade and investment will be part of the solution rather than the problem. This publication makes a strong case for trade and investment in climate-smart goods and services, in particular climate-smart technologies resulting in a triple win for economic growth, trade and environment. Glossary of Shared Water Resources: Technical, Socio-economic and Legal Terminology This glossary was prepared by the Economic and Social Commission for Western Asia (ESCWA), in cooperation with the Federal Institute for Geosciences and Natural Resources (BGR) of Germany. It is a response to a request from the sixth session of the Committee of Water Resources at ESCWA, which called for a clearly explained vocabulary for use in describing internationally-shared surface and groundwater. Adopting a unified English-Arabic common terminology is thus expected to harmonize understanding of the technical, socio-economic, environmental, institutional and legal issues related to the joint management of shared water resources. This glossary is intended to be used by specialists, including decision makers and negotiators from different Western Asian and Arab countries. Publisher: United Nations Publication Date: September 2012 ISBN: 9789211283532 Pages: 200 Price: $35.00

The Economics of Ecosystems and Biodiversity in Business and Enterprise This book provides evidence of growing corporate concern about biodiversity loss and offers examples of how some leading companies are taking action to conserve biodiversity and restore ecosystems. It reviews indicators and drivers of biodiversity loss and ecosystem decline, and shows how these present both risks and opportunities to business. It examines the changing preferences of consumers for nature-friendly products and services, and offers examples of how companies respond. The book describes initiatives to enable businesses to measure, value and report their impacts and dependencies on biodiversity and ecosystem services. It examines how businesses can align their actions in relation to biodiversity and ecosystem services with wider corporate social responsibility initiatives, including community engagement and poverty reduction. Protecting Biodiversity in Production Landscapes: A Guide to Working with Agribusiness Supply Chains towards Conserving Biodiversity Biodiversity is being lost at a rate that will have significant economic and social implications around the world if this unabated deterioration is allowed to continue. This loss is attributable to the need to produce more food supplies for an ever-increasing world population. This publication examines the impacts of agricultural supply chain activities on biodiversity and ecosystems providing recommendations for conservation policies that are needed to preserve this vital resource. It provides government policy-makers with guidelines to develope strategies for involving agricultural supply chains in the drive for biodiversity protection and the implementation of sustainable development. Publisher: United Nations Development Programme Publication Date: August 2012 ISBN: 9789211263435 Pages: 80 Price: $23.00

Business and Climate Policy: The Potentials and Pitfalls of Private Voluntary Programs Climate change has become one of the most important and challenging global policy fields. Attention has primarily focused on the successes and failures of states and intergovernmental organizations but many more actors are involved and contribute solutions. The contributions to this book assess the different potentials of existing schemes. They scrutinize how very different programs at national and international levels seek to marry complex public and private goals in and across industries addressing wide groups of firms. Lessons from these programs can help design and improve programs but they also show different types of pitfalls. Lessons learned are relevant not only for climate policy, but for the many other policy fields where private voluntary programs are active. Publisher: United Nations University Publication Date: July 2012 ISBN: 9789280812145 Pages: 264 Price: $34.00

Green Economy and Good Governance for Sustainable Development: Opportunities, Promises and Concerns Debates on green growth and environmental governance tend to be general in nature, and are often conceptual or limited to single disciplines – such as green growth being dominated by economists and governance by political scientists. This book examines such terms within the context of wide-interest topics including education, oceans and cities, and mixes conceptual discussion with empirical research. It takes stock of the achievements and obstacles towards sustainability over the last 20 years, and proposes new ideas and changes to create a more sustainable future. Publisher: United Nations University Publication Date: July 2012 ISBN: 9789280812169 Pages: 370 Price: $37.00

Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation Extreme weather and climate events, interacting with exposed and vulnerable human and natural systems, can lead to disasters. This report explores the challenge of understanding and managing the risks of climate extremes to advance climate change adaptation. It consists of nine chapters, covering risk management; observed and projected changes in extreme weather and climate events; exposure and vulnerability to as well as losses resulting from such events; adaptation options from the local to the international scale; the role of sustainable development in modulating risks; and insights from specific case studies. Publisher: United Nations Environment Programme Publication Date: July 2012 ISBN: 9781107607804 Pages: 592 Price: $80.00

Climate Protection and Development This book spells out, in more detail than usual, what can and should be done to avert the real risks of disaster. It summons us to an endeavour worthy of the resources and ingenuity of the twenty-first century - towards bold initiatives with big costs, and much bigger benefits. It explores the interconnected issues of climate and development, laying the groundwork for such a new deal. It presents a challenging agenda, and highlights the needs and perspectives of developing countries which may be unfamiliar or uncomfortable to readers in high-income countries. The unfortunate truth is that any large country, or group of mid-sized countries, can veto any global climate solution by refusing to participate, so a solution will only work if it works for everyone. Resilient People, Resilient Planet: A Future Worth Choosing

RESILIENT PEOPLE RESILIENT PLANET A Fu t u re Wo r t h Ch o o s in g

TARY-GENERAL’S HIGH-LEVEL PANEL ON GLOBAL SUSTAINABILITY

The UN Secretary-General launched the High-level Panel on Global Sustainability (GSP) of eminent world figures to formulate a new blueprint for a sustainable future on a planet under increasing stress resulting from human activities. The GSP report explores approaches for building a sustainable, fair and resilient world that serves the needs of all, reduces poverty while strengthening low carbon and inclusive growth, empowers all people, and protects the planet’s life support systems. This report feeds into inter-governmental processes, including preparations for the UN Conference on Sustainable Development (Rio 2012), and the annual meetings of the Conference of the Parties to the United Nations Framework Convention on Climate Change. Publisher: United Nations Publication Date: March 2012 ISBN: 9789211012569 Pages: 112 Price: $20.00

Towards a Green Economy: Pathways to Sustainable Development and Poverty Eradication This publication demonstrates that the greening of economies is not generally a drag on growth but rather a new engine of growth; a net generator of decent jobs, and a vital strategy for the elimination of persistent poverty. It seeks to motivate policymakers to create conditions for increased investments in a transition to a green economy in three ways — by illustrating how added employment through green jobs offsets job losses in a transition to a green economy, by using sustainable forestry and ecologically friendly farming methods to show how a green economy can reduce persistent poverty across a range of important sectors, and by providing concrete suggestions as a guide to achieving this transition. Report of the World Social Situation 2013 The 2013 report will examine the key drivers of inequality that have emerged in the recent past and the impact of rising inequality. It will examine key trends in social, economic and spatial inequalities and assess why inequality matters in order to propose policy solutions to this persistent problem, paying particular attention to the potential role of empowerment and participation. The report will examine inequalities within and across countries and will show the cumulative, mutuallyreinforcing effects these inequalities have on the systematic lack of participation and disadvantage of some social groups and on the intergenerational transmission of poverty. The report will discuss the role of economic and political institutions in promoting participation and empowerment. Human Development Report 2012: The Rise of the South - Human Progress in a Diverse World The pace of transformations around the world is extraordinarily swift, and the consequences will be profound. The rapid emergence of the South will transform 21st century economics and politics in ways at least as fundamental as those witnessed in the wars and technological revolutions of the 20th century. This report seeks to identify how the dynamics of power, voice and wealth in the world are changing. It also aims to identify the policies and institutions necessary to address these 21st century realities and promote greater social equity, sustainability and cohesion. Publisher: United Nations Development Programme Publication Date: November 2012 ISBN: 9789211263404 Pages: 200 Price: $30.00

Globalization and Development in Sub-Saharan Africa This publication critically reviews the effects of globalization on sub-Saharan Africa over the last three decades. The large gains expected from opening up to international economic forces have, to date, been limited, while there have been significant adverse consequences. Foreign direct investment in the region has been largely confined to resource— especially mineral—extraction, even as continuing capital flight has reduced financial resources available for productive investments. Premature trade liberalization has undermined prospects for the economic development of productive capacities in many sectors—including manufacturing and agriculture—are not sufficiently competitive to take advantage of improvements in market access. Public Works and Social Protection in Southern Africa: Do Public Works Work for the Poor? Public Works Programmes (PWPs) are widely implemented in developing countries, often with funding from major international donor agencies. They provide employment for the chronically poor while creating assets for the state, offering a transfer of welfare which is also a tangible economic investment. This book critically explores the concept of the PWPs and questions their social protection performance in the context of chronic poverty. It reviews over 200 PWPs in eastern and southern Africa, using original research drawn from extensive field analysis, interviews and survey work. It also examines case studies of six international PWPs — in India, Argentina, Ireland, Ethiopia, Indonesia and the USA. It is argued that the current PWPs approach may need to be revisited. World Youth Report 2011: Youth Employment -Youth Perspectives on the Pursuit of Decent Work in Changing Times This is a biennially recurring publication of the United Nations. This year, it is largely based on an e-discussion with young people and representatives of youth-led organizations on the transition from schools and training institutions into the world of work. It shares the participants’ views, experiences and recommendations on preparing for, entering, and remaining active in the labour force. Young people are crucial stakeholders in the pursuit of decent and productive work for all, often pioneers in their respective fields, yet, too frequently, their voices go unheard particularly with decisionmakers. This report brings young people’s voices into the forefront where youth issues are discussed and acted upon. Economic and Social Survey of Asia and the Pacific 2012: Pursuing Shared Prosperity - In an Era of Turbulance and High Commodity Prices This publication provides a review of the region’s outlook as it recovers from the global economic crisis, and assesses the region’s policy response to remaining and emerging vulnerabilities. Areas of economic and social policy analyzed include growth, inflation, trade and investment, financial markets, employment, migration and remittances. Key challenges ahead are addressed and policy responses recommended for countries in order to sustain their development. The publication also analyses the social and economic risks associated with price volatility of food and other agricultural commodities. Policy responses are outlined for governments in the region. Unleashing Africa’s Potential as a Pole of Global Growth

Economic Commission for Africa

African Union

This publication assesses long-term trends in Africa’s growth, analyses the factors behind the recent growth momentum, and provides global perspectives on the key challenges to be addressed, which are critical to unleashing the role of Africa as a global growth pole. The main aim of this publication is to facilitate discussion on concrete policy directions and actions at both national and regional levels that would help Africa realize its growth potential. As in previous editions, the first part of the report examines recent economic and social developments as well as some selected current and emerging development issues in Africa. The second part focuses on the question of how to address key constraints and unleash the potential of the continent as a new pole of global growth. Publisher: United Nations Publication Date: September 2012 ISBN: 9789211251180 Pages: 250 Price: $25.00

Preliminary Overview of the Economies of Latin America and the Caribbean 2011 This publication shows that the Latin American and Caribbean economy in 2011 was recovering from the global financial crisis. It also recalls that the positive outlook for the region’s economy can be exemplified by the fact that household consumption continued to grow. Thanks to rising real wages and strong job creation, the regional unemployment rate went down in 2011. Readily available credit at low interest rates in many countries actually contributed to a fresh rise in gross fixed capital formation, which took the investment ratio to a new record. Finally, the report also shows that driven mainly by high international prices, the inflation rate rose just slightly compared to the previous year, 2010. The Least Developed Countries Report 2011: Exploring the Role of South-South Cooperation and Integration for Inclusive Growth and Sustainable Development In light of the current economic difficulties facing traditional development partners and the non-sustainable and non-inclusive nature of performance of the Least Developed Countries (LDCs) over the last decade, LDC governments need new development paths to tap into dynamic growth poles in the South. This publication explores the role of South-South cooperation and regional developmentalism, and finds that, in order to benefit from evolving South-South relations, LDCs need to transform into Catalytic Development States that are highly sensitive to LDC vulnerabilities and offer new policy agendas. Publisher: United Nations Conference on Trade and Development Publication Date: August 2012 ISBN: 9789211128352 Pages: 280 Price: $50.00

Development Financing and Economic Insecurity Despite the rise in recent decades in the average income level, economic insecurity has also increased. True for both developing and developed countries, this increasing economic insecurity is harmful for human welfare for several reasons. Job and income insecurity directly affect the material and psychological well-being of people. Economic volatility and high uncertainty also tend to exert negative influence on productive investment, thereby hurting long-term development. This book sheds light on the causes of economic insecurity and how better functioning financial systems, more effective macroeconomic policies and extended micro-financing schemes could mitigate the degree of economic insecurity in developing countries and overcome many of its negative consequences. Financing Human Development in Africa, Asia and the Middle East This book assesses feasible financing strategies for policymakers to follow in pursuance of human development, taking as reference the United Nations' Millennium Development Goals (MDGs) and their achievement by 2015. These strategies are analyzed in the context of broader concerns of economic development with special reference to nine countries from Africa, Asia and the Middle East; that is, how to make macroeconomic policies support more effectively sustained growth while reducing widespread poverty and inequalities and other human development gaps in low- and middle-income countries, especially in times of global economic crises or external shocks. In this sense, this book adds new evidence regarding the social deficits in these countries and suggests policy options to overcome them. Survey of Economic and Social Developments in the ESCWA Region 2010-2011 In the aftermath of the Arab uprising, understanding the present in view of the recent past and projecting the near future is almost an impossible task. The ground rules of the Arab economies that prevailed in the past decades have been put to the test, and a dramatic review of the political economy of the previous social contract is out for questioning. This survey is mainly a technical view of the major factors and variables affecting Arab economies, with an attempt to bridge the huge gap between the social and the economic. It provides data and attempts to understand and explain the dynamics of regional, sub-regional and country social and economic trends. E CO NO M I C AN D S OCI A L S T UD I ES

The World Economic and Social Survey (WESS) is a yearly publication that provides objective analysis of pressing longterm social and economic development issues, and discusses the positive and negative impact of corresponding policies. Scholars, policymakers, development thinkers and practitioners, as well as United Nations staff members have come together to develop the main messages for this year’s focus – Innovative Sources of Development Finance. This publication touches on topics such as conventional proposals of innovative international financing, existing mechanisms of innovative financing for development, and the allocation process, as well as the relation of international distribution mechanisms to development objectives. Asia Pacific Human Development Report: One Planet to Share - Sustaining Human Progress in a Changing Climate People in the Asia/Pacific region are profoundly affected by climate change. Home to more than half of humanity, the region straddles some of the world’s most geographically diverse and climate-exposed areas. Despite having contributed little to greenhouse gas emissions, mountain dwellers, island and other vulnerable communities face serious consequences for actions not of their making, and over which they have little influence. Cross-border climate-impacts that undermine human habitations— melting glaciers, rising sea-levels, degrading coral reefs, desertification, destruction of mangroves or eroding river systems— remain unaddressed without coordinated global responses. This publication outlines strategic arenas for transformation. Publisher: United Nations Development Programme Publication Date: June 2012 ISBN: 9780415625708 Pages: 266 Price: $45.00

Globalization and Economic Diversification: Policy Challenges for Economies in Transition The transition countries in Eastern and South-Eastern Europe and Central Asia were hit harder than any other region in the world by the global recession of 2008–2009. Economic recovery started in the second half of 2009, but—for most of these economies—the crisis made it painfully clear that the transition from a centrally planned to an open market economy brought about new prosperity making it sensitive to global economic shocks. This publication aims to answer fundamental questions and policy options to address the challenges for economies in transition. It includes comparative studies focusing on transition economies, including Central and Eastern Europe, as well as regions such as the Western Balkans and the Commonwealth of Independent States. Global Parliamentary Report: The Changing Nature of Parliamentary Representation Parliaments perform vital roles in a democracy. Their authority rests on their ability to represent and articulate the interests of citizens in ways that no other institution can. However, in a complex and fast-moving environment, many parliaments are having to change the way that they perform in order to retain their legitimacy and relevance. This publication seeks to provide an overarching analysis of the state of parliaments worldwide. The central theme of this report is the changing relationship between parliaments and citizens. While emphasizing the diversity among parliaments, it looks in particular at reforms designed to enhance this relationship. This report benefits from inputs from parliaments, parliamentarians, parliamentary development practitioners and academics. The annex contains key statistical data on parliaments. Africa Human Development Report 2012: Towards a Food Secure Future Sub-Saharan Africa has the highest prevalence of hunger in the world. Until this situation improves, the human development prospects of millions of Africans will remain at risk. UNDP’s first Africa Human Development Report shows that food security and human development reinforce each other. If African countries are to realize their long-term potential, the report says, they must boost agricultural productivity to both improve the availability of food and reduce poverty. Policies to enhance nutrition are central to ensuring that access to food translates into human development. The report argues further that local populations must have the resources and decision-making power to produce and consume nutritious food throughout the year, overcoming the risks represented by continuing conflict, climate change and variations in food prices. The Hidden Alternative: Co-operative Values, Past, Present and Future

The hidden alternative

In response to the recent global economic recession, this publication seeks to challenge the hegemony of the investor led business model in economics and business studies. The contributors to this book offer a much needed alternative for the organization of human economic and social affairs, one that should establish its place at the forefront of public and academic discussion and policy making. This publication includes chapters on education, fair trade, politics and governance, planning, and sustainability and on how cooperatives have coped with the global economic crisis. Progress for Children: A Report Card on Adolescents This publication provides an overview of the situation of adolescents in the developing world and beyond: who they are, where they live and how their needs are – and are not – being met. The analysis derives from a wealth of data from household surveys, including the UNICEF-supported Multiple Indicator Cluster Surveys (MICS). The report finds that adolescents remain vulnerable in critical areas, despite having benefited earlier in their lives from programmes and policies for younger children. It makes a compelling case for increased efforts in advocacy, programming and policy to realize the rights of adolescents and fulfil the Millennium Development Goals (MDGs). This report is the tenth in a UNICEF series that examines progress towards the MDGs for children. Just Transitions: Explorations of Sustainability in an Unfair World The theme of a just transition reconciles the sustainable use of natural resources with a pervasive commitment to sufficiency (where over-consumers are satisfied with less so that under-consumers can secure enough). It explores the perplexing logics of a range of different literatures and synthesizes them to illuminate new ways of thinking from a sustainability perspective. It rethinks development with a special reference to the greening of the developmental state, explores the key role that cities can play in the transition to a more sustainably urbanized world, and highlights the neglect of soils in the context of sustainable agriculture. Case studies drawn from Africa detail the challenges. The authors conclude with their experience of building a community that aspires to live sustainably. Information Economy Report 2011: ICTs as an Enabler for Private Sector Development One of the few monitoring global trends related to information and communication technologies (ICTs) from a development perspective, this publication is a valuable reference for policymakers in developing countries. Special attention is given to ICTs in accelerating private sector development (PSD) in developing countries. Many national and donor strategies related to PSD fail to take adequate account of the ICT potential, which has greatly expanded thanks to changes in the global ICT landscape. Different facets of the ICT-PSD interface are explored, including: ICT infrastructure as a factor in the investment climate; ICT use by the private sector; the ICT sector as a part of the private sector, and finally, ICT use in interventions aimed at facilitating PSD. Albrecht Schnabel & Anara Tabyshalieva

It also looks into the international legal frameworks created to protect and empower children and youth in post-conflict environments, and gives examples of initiatives to help young people escape victimhood and voicelessness. After Oppression: Transitional Justice in Latin America and Eastern Europe AFTER OPPRESSION Transitional Justice in Latin America and Eastern Europe EDITED BY

Vesselin Popovski & Mónica Serrano

This book delves into the effectiveness of various accountability mechanisms. Drawing comparisons from case studies in Latin America and Eastern Europe, it demonstrates that while there are many different paths to truth and justice, all depend on continued efforts in order to reach them. In many cases, these efforts also create favourable conditions for the development of a resilient human rights culture. The experiences across regions show that democratic consolidation and accountability for past human rights violations are closely related, if independent, processes. This accessible book makes an important contribution towards better understanding those processes and the relationship between them. Voices for Children: A Global Study on Independent Human Rights Institutions for Children Independent Human Rights Institutions for Children, referred to as "Ombuds for Children", have gained considerable importance in implementing the Convention on the Rights of the Child, and as key contributors to policy processes for child rights. Ombuds for Children monitor the actions of governments and other actors that affect children, promote children’s rights, and facilitate dialogue between children and the State. Many countries established, or are setting up, such institutions. International networks exist to facilitate and support these efforts. This study examines independent institutions for children’s rights, with a view to informing decision-making. It analyzes their distinctive value in the realization of children’s rights, highlights practical considerations, and identifies conditions for their effective functioning. Inclusive Social Protection in Latin America: A Comprehensive, Rights-based Approach This publication examines the main debates under way on social protection and co-responsibility transfer programmes in the region. It identifies the role played by these programmes and considers the conceptual elements, needs and the challenges that will have to be overcome to consolidate comprehensive social protection systems in Latin America. The authors argue that these should be solidarity-based systems that provide universal coverage and are essentially egalitarian in the guarantees established as citizens’ rights. Citizenship as a whole is thus becoming part of protection policies as the region moves towards all-encompassing social policies that combine the complementary principles of targeting as the instrument and universality as the end. Guidelines on Citizens Engagement for Development Management and Public Governance Countries emerging from conflict situations are almost always plagued by social upheaval, damaged infrastructure, reduced productive capacity, severe revenue shortfalls, seriously weakened human resources and greatly diminished security. The challenges are daunting as post-conflict governments strive to ensure peace and security, foster social reconciliation and promote development. As there are no “one size fits all” solutions to governance challenges, public administration reforms should be tailored to local needs. This report highlights that post-conflict situations present challenges, but offer numerous opportunities for development by adopting innovative practices in public administration, particularly the application of ICTs in government and service delivery in the information age we all live in. Intellectual Property Commercialization: Policy Options and Practical Instruments Innovation is the key driver of economic growth and development. A well-balanced, affordable and reliable system of intellectual property rights is needed to protect the — often large and highly risky — investments of innovative and creative companies against potential imitators and thereby provide key incentives to undertake such investments in the first place. Countries with economies in transition face particular challenges to integrate into global production networks and to find their own niche in the increasingly global value chains. This book discusses intellectual property management and focuses on the challenges that research organizations and small/medium enterprises face in using the intellectual property system, particularly in transition countries, and on the policy options available to support them. UNCITRAL Legislative Guide on Insolvency Law, Part Three: Treatment of Enterprise Groups in Insolvency Adopted in 2010, this text is designed to provide timely guidance to States on how to develop and improve the administration of the insolvency of enterprise groups, both domestically and in the cross-border context. It recognizes that the business of corporations is increasingly conducted, both domestically and internationally, through enterprise groups, which are an important feature of the global economy and significant to international trade and commerce. Few States recognize enterprise groups as distinct legal entities or have a comprehensive regime for their treatment in insolvency, notes UNCITRAL. Is Good Governance Good for Development? Whilst good governance is a worthy goal by itself, this book argues that it is not a prerequisite for economic growth or development. Challenging the conventional good governance paradigm favoured by the donor community, this book exposes the methodological shortcomings of the commonly-used governance indicators developed within the World Bank. It argues that aggregate good governance indicators are less helpful for identifying governance failure in specific areas needing policy interventions. Bringing together contributions from leading political scientists, political economists and development practitioners, this is the first book that focuses on such good governance issues, and provides a critical perspective. Retooling Global Economic Governance This publication provides a new set of ideas on overcoming the deficiencies in the process of globalization and existing mechanisms for global economic governance. It calls for strengthening government capacities for formulating and implementing national development strategies; ensuring that official development assistance is aligned with national priorities; strengthening international trade and financial systems so that countries can successfully integrate into the global economy; and creating new mechanisms for dealing with deficiencies. The authors aim at presenting ideas that could become the basis for a new, “toolbox” designed to guide development policies and international cooperation. UNCITRAL Model Law on Cross-Border Insolvency: The Judicial Perspective

UNCITRAL Digest of Case Law on the UNCITRAL Model Law on International Commercial Arbitration This publication contains a presentation of case laws rendered in jurisdictions having enacted the UNCITRAL Model Law. In light of the large number of cases collected, UNCITRAL requested a tool specifically designed to present selected information on the interpretation and application of the Model Law in a clear, concise and objective manner. This request originated the UNCITRAL Digest of Case Law on the UNCITRAL Model Law on International Commercial Arbitration. The digest aims to assist in the dissemination of information on the Model Law and further promote its adoption as well as its uniform interpretation and application. The digest is meant to help judges, government officials, arbitrators, practitioners and academics use the case law relating to the UNCITRAL text more efficiently. Publisher: United Nations Publication Date: August 2012 ISBN: 9789211337938 Pages: 240 Price: $42.00

The UNCITRAL Model Law on Cross-Border Insolvency: The Judicial Perspective This text responds to requests for information and guidance for judges on cross-border-related insolvency issues, particularly on the UNCITRAL Model Law on Cross-Border Insolvency. It examines the provisions of the UNCITRAL Model Law, ordered to reflect the sequence in which applications for recognition and assistance would generally be considered by the receiving court, under the Model Law, as distinct from an article by article analysis. It offers general guidance, from a judge's perspective, on the issues relevant to deciding those applications, based on the intentions of those who crafted the Model Law and the experiences of its use in practice. It does not purport to instruct judges on how to deal with such applications, nor does it suggest that a single approach is either possible or desirable. A Threat Assessment

October 2011

No area of the world faces a greater challenge with regard to resource-related conflict than Central Africa. The violence and instability in the region has cost millions of lives, ranking among the most deadly in recent history. All those presently indicted by the International Criminal Court come from Central Africa, broadly defined, and more children are exploited in armed conflict in Central Africa than in any other part of the world. While the causes of the conflict are complex, there can be little doubt that resource theft and smuggling have enabled armed groups and perpetuated an environment of lawlessness and impunity. This publication assesses the mechanics of how contraband and resource smuggling fuel conflict, prolong instability and retard development. The survey was prepared in a context of multiple challenges to achieving sustainable development goals and a call for responsive and collaborative government. It explores the institutional framework for e-government and finds that the existence of a chief information officer acting as a national coordinating authority can help overcome internal barriers and focus minds on integrated responses to citizen concerns. The survey argues that e-government provides administrators with powerful tools for grappling with social equity and digital divide issues. Governments must find effective channels of communication that fit national circumstances while also taking steps to increase usage of online and mobile services to benefit citizens. The survey explores global e-government development and how best to move ahead. Publisher: United Nations Publication Date: April 2012 ISBN: 9789211231908 Pages: 233 Price: $52.00

Twenty Years of India's Liberalisation: Experiences and Lessons India’s growth miracle has attracted worldwide attention, particularly because this growth has been pursuant to the wide ranging economic reforms introduced in the early 1990s. Many other developing countries intensified liberalisation during this period but were unable to experience a similar spurt in their economic growth. One distinctive feature of Indian liberalisation experience is the gradual and calibrated manner in which reforms were introduced, especially with respect to external liberalisation, be it in the financial, agricultural or manufacturing sector. This book brings together distinguished economists of India, who analyse the role played by trade and foreign direct investment (FDI) polices in growth and development of different sectors in India. TRADE AND DEVELOPMENT REPORT, 2012 Policies for Inclusive and Balanced Growth

Trade and Development Report 2012: Inclusive Policies for Sustainable Growth In the context of the ongoing fallout from the global financial crisis, income distribution is back to the centre of economic analysis and policies. This publication explores the linkages between income distribution, growth and development. It analyzes the evolution of income inequality over the last decades in different regions and groups of countries. It also examines the explanations given for the widespread rise of inequality. The report questions the thesis that rising inequality is a necessary condition for successful development. Based on a comprehensive theory of economic policy elaborated in former reports, this book argues that only inclusive development policies create the conditions for sustainable and rapid growth. HIV/AIDS and the Security Sector in Africa

HIV/AIDS

AND THE SECURITY SECTOR IN AFRICA

Throughout history, communicable diseases have weakened the capacity of State institutions to perform core security functions, which compelled many African countries to initiate policies aimed at addressing the impact of HIV/AIDS on the armed forces, police and prisons. These policies address: 1) the role of peacekeepers in the spread or control of HIV, 2) public health versus human rights dilemma, 3) the gender dimensions of HIV in the armed forces, and 4) the impact of HIV on the police and prisons. While this volume does not address all aspects of the impact of HIV/AIDS on the security sector, the contributors nonetheless highlight the potentials and limits of existing policies in Africa’s security sector. Norms of Protection RESPONSIBILITY TO PROTECT, PROTECTION OF CIVILIANS AND THEIR INTERACTION

EDITED BY

Angus Francis | Vesselin Popovski Charles Sampford

Norms of Protection: Responsibility to Protect, Protection of Civilians and Their Interaction A series of humanitarian tragedies in the 1990s (Somalia, 1992–1994; Rwanda, 1994; Srebrenica, 1995; Kosovo, 1999) demonstrated the failure of the international community to protect civilians in the context of complex emergencies. These brought to life two norms of protection – Responsibility to Protect (R2P) and Protection of Civilians (POC) – both deeply rooted in the empathy that human beings have for the suffering of innocent people. Both norms raise concerns of misinterpretation and misuse. This book engages in a profound comparative analysis of the norms and aims to serve policy-makers at various levels, practitioners with protective roles, academics and researchers, civil society and R2P and POC advocates. The benefits and risks of UN integration for humanitarian space have been intensely debated for many years. Based on evidence collected during field visits to Afghanistan, Somalia and the Democratic Republic of the Congo, the study explored the impact of UN integration arrangements on five areas of humanitarian space: security of aid workers; humanitarian access; engagement of non-state actors; the perception of humanitarian workers, and humanitarian advocacy. The study found that UN integration had both positive and negative impacts on humanitarian operations. EXORCISING DEMONS

Exorcising the Demons Within: Xenophobia, Violence and Statecraft in Contemporary South Africa On 11 May 2008, residents of Alexandra Township turned violently on their neighbours, launching a string of attacks that, two weeks later, left 60 dead, dozens raped and over a hundred thousand displaced. This book situates recent anti-outsider violence within an extended history of South African statecraft that both produced the conditions for the attacks and has been reshaped by it. It is the first academic text to fully theorise the events that made global headlines in 2008. Through its subtle, empirical and theoretically informed analysis, the book reshapes discussion of xenophobia and violence in South Africa while injecting local debates into global considerations of the meaning of citizenship and the post-colonial state. Year in Review 2011: United Nations Peace Operations Peacekeeping enables the UN to assist host countries in the transition from conflict to peace. Its unique strengths include legitimacy, burden sharing and an ability to deploy and sustain troops and police from around the globe, integrating them with civilian peacekeepers to advance multidimensional mandates. It illustrates how peacekeepers are called upon to maintain peace and security, facilitate the political process, protect civilians and assist in disarmament, demobilization and reintegration of former combatants. Additionally, the missions support the organization of elections, the protection and promotion of human rights and assist in restoring the rule of law. Gender-based Explosions: The Nexus between Muslim Masculinities, Jihadist Islamism and Terrorism This publication argues that “gender” is a fundamental battleground on which Al Qaeda, the Taliban and their types have to be defeated. Issues of regressive radicalism, literalism, militancy and terrorism can only be solved through peoplecentred interventions. Therefore, governments and civil society should promote an alternative culture of growth, selfexpression and actualization for Muslim men. To achieve sustainable counterterrorism results, the author recommends underlining masculinities in Muslim contexts and expanding the scope of required interventions beyond those confined to Islam(ism). This book includes empirical data from a pilot study conducted on Pakistani Muslim masculinities. The League of Nations: From Collective Security to Global Rearmament In the wake of the First World War, at the Peace Conference at Versailles, US President Wilson called for the creation of a League of Nations for the purpose of affording mutual guarantees of political independence and territorial integrity to great and small nations alike. Numerous key areas — social, economic and statistics, health, labour — were dealt with either directly by the League or indirectly by its specialized agencies. The League, the predecessor to the Untied Nations saw the creation of bodies that would be at the origin of the International Labour Organization, the United Nations Educational, Scientific and Cultural Organization, the World Health Organization and the Office of the United Nations High Commissioner for Refugees.
