TERMS OF REFERENCE UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

Consultancy- Protection Officer, Jordan BACKGROUND The Agency receives increasing requests for assistance and protection from Palestine refugees, including from Palestine refugees who have been affected by the crisis in Syria and consequently fled the country to seek refuge in Jordan. To meet the needs and improve the protection context for vulnerable refugees, UNRWA Jordan Field has expanded its case management system and regularly undertakes internal referrals to appropriate Agency departments and external referrals and liaison with relevant partners and stakeholders. To enhance the effectiveness of its efforts, the Agency seeks the services of a Protection Officer. The consultant will be located in the Protection and Neutrality Unit which is in the process of being established and work closely with field-based protection staff and the Emergency Coordination Unit. The Protection Officer will report to the Field Protection Coordinator & Operations Support Officers Team Leader. DESCRIPTION OF DUTIES AND RESPONSIBILITIES The consultant will: • Lead and provide quality assurance of protection case management in the Jordan Field; • Manage the protection/incident database and ensure quality of data; • Provide technical support and guidance to Protection staff involved in casework; • In the transition phase, supervise Protection Social Workers; • Train and/or arrange for adequate training of field-based Protection staff on protection and case management; • Support and advise Protection Social Workers/Operations Support Officers (OSO) to ensure the establishment and development, expansion and consistent implementation of identification systems for protection cases at the respective Area level, including through collaboration with relevant focal points in the Jordan Field Office; • Lead or support (as appropriate) case management for complex protection cases; • Follow-up, intervene and advocate as appropriate with external partners/actors on serious cases; • Roll-out protection casework to non-PRS caseload and ensure they are documented and monitored; • If applicable, support the piloting and roll-out of the Agency-wide protection case management system in close coordination with the designated Operations Support Officer/Protection Officer and with technical support from HQ case manager; • Provide regular analysis of protection cases, trends and patterns, and generate information/statistics from case management database (case type, referrals); • Provide input to briefs, submissions and reports; • Advise Field Protection Coordinator & OSO Team Leader on cases, incidents, patterns and trends; • Represent UNRWA in inter-agency meetings as required; • Any other task assigned. DELIVERABLES • Well-documented and updated case files for protection cases;
