TERMS OF REFERENCE UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. Consultancy - Emergency Projects Officer, Jordan BACKGROUND With emergency funding, UNRWA provides critical humanitarian and protection assistance to Palestinian refugees from Syria in Jordan. Under the supervision of the Senior Emergency Coordinator, the successful candidate will support the effective and accountable management of emergency funds in Jordan in line with UNRWA’s mandate and the strategic objectives set out by the Agency’s Syria regional crisis response plan. The Emergency Projects Officer will work on a daily basis with colleagues from various sectors, support departments and Headquarters, necessitating that the incumbent of the post be able to develop and maintain viable working relationships with colleagues across the Agency and counterparts, and be able to work with them in a responsive client orientation and in a problem solving mode. DESCRIPTION OF DUTIES AND RESPONSIBILITIES: • Research funding opportunities in coordination with UNRWA’s external relations department; • Prepare funding proposals in coordination with the relevant departments, ensuring adequate management review, quality controls and timely submission; • Manage all external narrative and financial reporting for emergency funds, ensuring high-quality, well-written and timely reports; • Represent UNRWA in sector working group meetings and other inter-agency forums, as requested; • Ensure quality information management by overseeing the maintenance of project files, updating project status and progress into UNRWA’s results-based management system, and updating of internal documentation and donor files; • Organize project opening/closing project meetings, as well as regular project monitoring meetings with the relevant departments to ensure that projects are implemented according to plan and in compliance with UNRWA and relevant donor regulations, to ensure adequate financial management and monitoring and evaluation of programmatic progress; • Monitor project expenditure on an ongoing basis and adjust expenditure forecasts accordingly to ensure that donor regulations are complied with and expenditure targets met; • Support the Senior Emergency Coordinator and Field M&E Officer in developing monitoring and evaluation plans for projects, including well designed log-frames and indicators in proposals/appeals, and developing the related project tracking tools. Ensure that the indicators are systemically monitored and reported on; • Provide secretariat support to the bi-weekly Syria Working Group meetings, circulate minutes and follow-up on action points; • Assist with building capacity of programme and area staff by facilitating trainings and providing support in report writing, proposal development, budget management, indicator tracking etc.; • Conduct monitoring visits to field locations as possible/needed; • With JFO’s Communications Officer, prepare and update information materials, as needed, and ensure that donor visibility requirements are met; • Organize field visits for donors and other stakeholders, as needed; • Liaise with donors to secure project extensions and modification requests, as needed; • Perform any other duties requested by the Senior Emergency Coordinator.
