The Deputy Executive Secretary for Knowledge Delivery will assist the Executive Secretary in carrying out the mandate of ECA in the development of the capacity of its member States, their regional and subregional organizations in key development areas and to accompany their efforts in planning and coordinating sub-regional initiatives. The incumbent will assist the Executive Secretary in: (i) managing the information technology objectives, (ii) maintaining and building relationship with existing and new partners including guiding ECA partnerships efforts, (iii) developing strategic and unified external communications, (iv) developing ECA training curriculum in line with the work programme and priorities of the Commission, (v) and providing advice in the development and implementation of administrative and human resources policies.

Under the general supervision of the Executive Secretary, the Deputy Executive Secretary is responsible for the following duties: 1. Assist the Executive Secretary in the planning, coordination, direction and management of the programme of work of ECA to promote economic and technical cooperation for economic and social development of Member States development; 2. Oversee ECA’s operational activities, coordinate the work of the divisions in the Knowledge Delivery Area and promote interdivisional activities of a cross-sectional nature in the organization; 3. Maintain liaison with member and observer member Governments of the Commission, UN organs and specialized agencies and other organizations through the work of the sub-Regional Offices and IDEP, the Commission sessions, other intergovernmental conferences and meetings, missions and other forms of communications; 4. Advise the Executive Secretary on matters concerning the operations of the organization and its work in the region, with emphasis on the technical and political implications or consequences of planned action or activities; 5. Maintain liaison with ECA’s Partners individually and collectively and oversee the work of the Partnership Office; 6. Provide support to and oversee the implementation of AUC-ECA-AfDB joint activities and oversee the work of the AUC-ECA-AfDB Joint Secretariat Support Office; 7. Act as Chairperson of the various standing and ad hoc interdivisional management support committees established by the Executive Secretary; 8. Represent the Executive Secretary and the ECA at official functions; 9. Undertake any other functions as assigned by the Executive Secretary.

Education Advanced university degree (Master's degree or equivalent) in economics, social science or related area with an emphasis on development issues and policies. A first-level degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience Over fifteen years of progressively responsible experience at the national and international level in research analysis and African socio-economic development issues is required. Demonstrated evidence of managerial abilities of development programmes within large national or international organizations is required.

Languages Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage Assessment Method Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
