Org. Setting and Reporting The Inspection and Evaluation Division of the Office of Internal Oversight Services (OIOS) assesses the relevance, efficiency, and effectiveness (including impact) of the United Nations programmes in relation to their objectives and mandates. The incumbent reports directly to the Under-Secretary-General for Internal Oversight Services (USG/OIOS).

The incumbent will have the following responsibilities: 1) Formulating and implementing the substantive programme of the Division; 2) Ensuring that programme activities are carried out in a timely fashion, and coordinating the work in the different areas both within the Division and among other Divisions in OIOS; 3) Leading and supervising inspection and evaluation assignments, providing substantive reviews of the assignment planning drafts prepared by others and ensuring that reports are of a high quality and meet required standards; 4) Undertaking or overseeing administrative matters necessary for the functioning of the Division, including preparing budgets, reporting on programme performance in the context of results-based management, evaluating staff performance and candidates for recruitment; 5) Managing, guiding, developing and training staff under his/her supervision; fostering teamwork and communication among staff in the Division and across organizational boundaries; 6) Providing programmatic/substantive expertise on issues relating to inspection and evaluation; and 7) Performing other related duties as requested by the USG/OIOS, including, but not limited to, liaising with inter-governmental bodies and counterparts in other international organizations on matters relating to the inspection and evaluation function in the UN, participating in meetings, seminars, etc. on substantive related issues and representing the Division at inter-divisional meetings of OIOS, and international, regional and inter-agency meetings, seminars and conferences.

Advanced university degree (Master's degree or equivalent) in social sciences, public administration, programme evaluation or related area. A first-level university degree in combination with two additional years qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience Over 15 years of progressively responsible experience in programme planning and evaluation of which 5 years must be at the international management level in programme evaluation. Experience in leading and managing a large diverse group of professionals is required.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and spoken English is required. Knowledge of another official UN language is an advantage.

Assessment Method Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
