Special Notice The position is funded for a finite period of one year with a possibility of extension in line with the mandate of the Habitat III Conference.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Org. Setting and Reporting The General Assembly, through its resolution 67/216, decided to hold the Third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) in 2016, at a time and venue yet to be determined, and designated the United Nations Human Settlements Programme (UN-Habitat) as the Secretariat of the Conference. The UN Secretary-General subsequently appointed the Executive Director of UN-Habitat as the Secretary-General of the Habitat III Conference. The GA resolution 67/216 tasked the Secretary-General of the Habitat III Conference to prepare, using the expertise of the United Nations system, substantive documentation required for the Conference during the preparatory process, in the most inclusive, efficient, effective and improved manner and to proceed accordingly.

The Head, Habitat III Secretariat, shall directly report to the Executive Director of UN-Habitat and Secretary-General of the Habitat III Conference.

Within the delegated authority, the Head, Habitat III would assist the Secretary-General of the Conference in the substantive high-level consultations held with Member States and in raising political support for the preparation, participation, and outcome of Habitat III. Specifically, she/he is expected to perform the following functions: Promulgate the objectives of Habitat III, New Habitat Agenda and sustainable urbanization as stated in GA Resolution A/RES/67/216; contribute intellectually to the substantive issues of the same; Formulate, with the Secretary-General of the Conference, the overall strategies and policies of the Secretariat of the Conference, and act as the head of the Secretariat; Direct and manage the preparations for the Habitat III conference at all level (country level, regional and global) through the conference secretariat; Represent the Secretary-General of the Conference in official functions and fora; Advise the Secretary-General of the Conference on all substantive matters; Provide intellectual leadership to the conference secretariat; Formulate and implement the substantive work programme of the conference secretariat, including preparatory work for three ‘preparatory committee’ [PrepComs] meetings prior to the conference and the conference itself; Oversee the management of activities undertaken by the conference secretariat, ensuring that programmed activities are carried out in a timely fashion and coordinate work in different areas within the conference secretariat, with the office of the Secretary-General, with other organisations of the UN system, donors, partners and civil society; Oversee the preparation of preparatory documentation such as regional and global reports, as well as preparation of progress reports on the work of the conference secretariat to the CPR, Governing Council and other statutory bodies; Ensure that substantive preparations for the PrepComs and the Conference are of the highest standards and correspond to the expectations of the GA; Chair meetings, seminars, etc., on substantive-related issues; represent the Organisation/conference secretariat at international, regional, inter-agency meetings, seminars and conferences; provide programmatic and substantive expertise on urbanization and human settlements issues; hold programmatic/substantive discussions within UN-Habitat on substantive inputs to the preparatory process, conference documentation and any other aspect of the preparatory work. Actively support the Secretary-General of the Conference in fund raising for the Habitat III Trust Fund; Ensure effective contribution and participation of all relevant stakeholders in the preparatory process and the conference itself, including member states, local governments, major groups as identified in Agenda 21, the relevant United Nations funds and programmes, the regional commissions and specialized agencies, the international financial institutions and other Habitat Agenda partners; Ensure adequate proposals are submitted to the PrepComs on improved participation of member states, local authorities and other stakeholders in the preparatory process and the conference itself. Support efforts to mobilize resources for the Habitat III Trust Fund; Supervise the personnel of the conference Secretariat. Perform any other related duties as directed by the Secretary-General of the Conference.

Education Advanced University Degree in business or public administration, law, political science, social sciences or equivalent. A first-level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.

Work Experience Over 15 years of progressively responsible experience in administration, human resources management, political affairs, diplomacy,or related field. Experience with national or local governments, or multicultural institutions/organisations, is required. Experience in managing and leading teams in multicultural institutions/organisations is required.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of a second UN official language is an advantage.

Assessment Method Evalutation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
