TERMS OF REFERENCE UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. OFFICE MANAGER, EXTERNAL RELATIONS AND COMUMUNICATIONS DEPARTMENT, JERUSALEM ORGANIZATIONAL SETTING The incumbent works under the supervision of the Director, Department of External Relations and Communications (ERCD) in Jerusalem. DESCRIPTION OF DUTIES AND RESPONSIBILITIES In accordance with the established Agency policy and procedures, the incumbent assists the Director in current and long-term strategic functions. Specifically: •

Acts as project manager for the resource mobilization strategy project(s); closely monitors implementation and provides active budget management support; is responsible for the compilation of RBM indicators and drafts all necessary project reports and updates; Drafts resource mobilisation strategy (RMS) updates for UNRWA’s Advisory Commission and other subsidiary bodies; Assists the Director in the coordination and supervision of administrative aspects across the Department with special emphasis on the Director’s Office HR and Finance team; Acts as secretary for weekly Heads of Department meetings, quarterly Agency Representative meetings and other meetings as required; makes all necessary VTC arrangements; Compiles ERCD’s monthly input for the Commissioner-General’s report; Undertakes research and writes papers on a wide range of general administrative, financial and operational issues of concern to ERCD; Prepares reports and correspondence and drafts presentations and talking points at the request of the Director; Follows up as required on the implementation of decisions and on matters referred by the Director to departments and offices at Headquarters and the Fields, and contributes to optimal flow of information of, from and within ERCD; Performs such other duties as may be assigned.

ESSENTIAL QUALIFICATIONS AND EXPERIENCE • A university degree from an accredited educational institution, in economics, business and administration, social sciences or a related discipline. • Excellent command of written and spoken English. Evidence of strong drafting skills is required; • 2-3 years of relevant work experience. DESIRABLE QUALIFICATIONS • Advanced Arabic highly desirable; • Project and budget management experience; • Experience writing formal reports; • Advanced university degree is an asset; • Familiarity with the Middle East and the Palestine refugee issue; • Experience working in a similar international organisation or NGO.
