ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIPS

This position is located in the United Nations Office on Drugs and Crime Country Office in Kabul, Afghanistan. The Law Enforcement Expert (Drug Control and Crime Prevention – Mobile Detection Teams) will work under the overall guidance of the UNODC Country Representative and the direct supervision of the Senior Law Enforcement Advisor.

The incumbent will assist the Afghan Ministry of Interior and the Counter Narcotics Police of Afghanistan (CNPA) to build their capacity in conducting intelligence-led investigations through the establishment of dedicated Mobile Detection Teams (MDT) that will action target packages created by criminal intelligence services of the Ministry of Interior.

DUTIES AND RESPONSIBILITIES Within assigned authority, the Law Enforcement Expert (Drug Control and Crime Prevention – Mobile Detection Teams) will be responsible for the following duties: • Review the existing law enforcement capacity within CNPA, assess technical assistance needs and training requirements of the institution and recommend actions to meet needs • Provide advisory services and mentoring to CNPA with the aim to support planning, designing and managing appropriate intelligence-led interventions to address the drugs and crime situation in the country • Advise national counterparts on strategies and measures and on good practices in their areas of mobile detection teams • Plan, organize, coordinate and deliver specialized technical services in the area of MDTs that are required to establish, monitor and manage specialized intelligence-led operations • Prepare the necessary subprogramme reports, including work plans, budget segments programme/project progress, performance and/or implementation delivery reports • Lead and participate in complex needs assessment and other technical missions to evaluate and elaborate technical assistance proposals relating to MDTs • Evaluate the quality and impact of assistance measures in Afghanistan • Initiate, develop, coordinate or contribute to training curricula and training materials to support and sustain subprogramme goals and outputs • Organize and prepare a variety of written outputs, working papers, reports, background papers, analyses, presentations, proposals and documents, briefings, training materials, manuals, guides, toolkits etc.

• Attend policy-making and expert group meetings to monitor, analyse and advise on substantive issues related to MDTs and participate as a resource person in workshops, seminars, training courses and meetings • Provide regular reports to UNODC and relevant stakeholders on advancement of work, project implementation status, delivery and results • Perform other duties as required.

COMPETENCIES • Professionalism: Has knowledge and understanding of theories, concepts

and sound practices relevant to combating crime, illicit drugs and terrorism prevention related issues. Has knowledge of policies and practices in international drug control and crime prevention, including substantive and specific technical knowledge relevant to law enforcement practices, border control and border management, judiciary, prosecution, human trafficking, organized crime, financial crime and related areas. Is able to identify issues, analyse and participate in the resolution of issues/problems. Is able to conduct data collection using various methods. Has conceptual analytical and evaluative skills to conduct needs assessment in the relevant field. Is able to apply judgment in the context of assignments given, to plan own work and to manage conflicting priorities. Has proven ability to contribute to complex technical assistance programmes, to provide expert advice in the substantive area, deliver presentations and training and mobilize external partners and stakeholders. Has up-to-date knowledge of United Nations policies, rules and regulations, guidelines and procedures. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. QUALIFICATIONS Education: An advanced university (Master's degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or related fields of criminal justice, crime prevention and/or law enforcement is required. A first-level university degree OR equivalent academic education, professional training with certification from a recognized international/national police, customs or other staff training institution, with specialization in criminal justice, crime prevention, criminal investigation, law enforcement, border management, border working techniques and/or other related areas, in combination with additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification or other qualification in training design and delivery is an advantage.

Experience: A minimum of seven years of relevant, progressively responsible professional experience in drug control activities, crime and/or terrorism prevention (including international experience in law enforcement, crime prevention, criminal and/or financial investigations, police, prosecutions,

customs, border control, combating organized crime, drug and human trafficking, smuggling of migrants, and/or criminal intelligence processes), is required. Experience using risk-based working methodology (profiling) is required. Experience mentoring operational units in a post-conflict environment as well as practical experience in conducting mobile police operations under hostile conditions is desirable. Qualifying years of experience are calculated following the receipt of the first-level university degree recognized by the United Nations, or of equivalent certification from a recognized institution as outlined under “Education” above.

Languages: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, i.e. oral and written proficiency, is required. Knowledge of the local or other regional language(s) would be an asset.

Internal candidates for this purpose are defined as staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. • A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to staff rule 4.16(b)(ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on

eligibility requirements, please refer to section 5 of ST/AI/2010/4/Rev.1 on temporary appointments. In its resolution 66/234, the General Assembly further "stressed that the SecretaryGeneral should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requested the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013". Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

• Staff members whose appointment status is limited (e.g. former 200/300 series staff who have not been reviewed by a central review body, Associate Experts, etc.), if selected for a temporary vacancy will normally be offered a temporary appointment at the level of the advertised post, provided all requirements outlined in the temporary job opening are met. This entails a separation of such staff members from their fixed-term appointment and reappointment under a temporary appointment after a break-in-service.

• An external candidate selected for this position is bound by the prevailing conditions of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1, and will be offered a temporary appointment. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service.
