The Senior Fundraising Executive is responsible for work on Arab donor countries and organizations in External Relations and Communications Department (ERCD), based at Headquarters Amman. In accordance with the established Agency policy and procedures, the incumbent will: Primary Duties and Responsibilities • Conceive, develop and implement fund-raising strategies established by the Director, External Relations and Communications Department, mobilizing resources and advocating the importance of UNRWA and its mandate to Arab donor countries, organizations and individuals, in particular in Gulf Cooperation Council (GCC) countries; • Act as a full-time fund raiser for the Arab region, traveling extensively within the region; establish and maintain a high-level network of interlocutors in Arab Governments, diplomatic missions, charitable foundations, NGOs and the private sector; give media interviews;

Review project proposals and progress reports, and draft correspondence to donors and intergovernmental and other bodies concerned with Palestine refugees for the purpose of fund-raising; Provide advice to the Commissioner-General , the Director of External Relations and Communications Department and other Departments on fund-raising strategies and dealings with donors and potential donors to the Agency; Co-ordinate with concerned Departments, Field Offices and Liaison Offices on matters relating to contributions as well as donor–funded projects; Provide analysis and advice to the Commissioner-General on regional political developments; Supervise the Cairo Liaison Office.

Professional Knowledge and Experience • Advanced university degree from an accredited educational institution in international relations, political science, business or public administration, law or a related discipline; • At least 15 years of experience working for a national/international organization or development agency in fundraising, public information, diplomacy and/or external relations, including at least 10 years at national level and 5 years at international level; • Experience in working in West Asia; • Good command of spoken and written Arabic; • Excellent command of spoken and written English, with good drafting and editing skills.

Competencies • Demonstrated ability in public speaking; • Demonstrated competence in negotiation at a high level; • Ability to establish and maintain effective working relationships with people of diverse backgrounds, culture and nationalities; • Good communicator in both spoken and written English and Arabic, including ability to draft/edit a variety of written reports and other studies, and ability to articulate ideas in a clear and concise style; • Literacy in computer software (MS Word).

Equivalency When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.

Desirable Qualifications • Knowledge of United Nations political, budgetary and administrative procedures; • Knowledge of the Middle East history and Palestine refugee problem; • Knowledge of UN system;

Experience in direct fundraising techniques; Knowledge of the work of humanitarian NGOs in the Arab world; Awareness of regional political trends.

Additional Information The incumbent will be required to travel in the Agency’s Area of operations in the Middle East as well as to other locations.

Conditions of Service UNRWA offers an attractive compensation package including annual salary starting at $103,400 net tax free with dependants or $95,575 single, plus post adjustment of 48% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks of annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for two years, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.
