Welcome to the Alberta Government Management Programs
For over 25 years, the Alberta School of Business and the Alberta Government have been delivering programs to meet the development and leadership needs of Alberta’s public service. The Alberta Government Management Programs prepare Alberta Public Service employees to continue to meet the challenges of a complex and changing work environment. The programs enhance and build leadership capacity through a focus on understanding the issues facing government, recognizing the importance of collaboration and targeting key leadership competencies.
• Management Development Program (MDP) – develops fundamental management and leadership competencies for managers, technical, professional and senior administrative staff.
The programs encompass a global scope of topics, ideas, discussion, and tools, designed to support effective management and strategic decision-making within the framework of the Alberta Government.
• Senior & Executive Managers’ Development Program (SEMDP) – enhances strategic management skills and leadership competencies for senior and executive managers.

Planning your Learning and Development
Who are the programs for? The programs are for members of Alberta’s public service ministries, and selected agencies, boards and commissions.
Post-Graduate Program As a commitment to continued learning opportunities, the Post-Graduate Program was introduced in the 20102011 programming year. With supervisory approval, manager graduates of MDP are eligible to register in SEMDP courses. Senior manager graduates of SEMDP are eligible to register in CED sessions. Reference p.60 for more information.
How are the programs delivered? The courses are presented using a combination of lectures, group discussions, case studies, and assessment tools. Guest speakers, from the Alberta Government or industry, bring practical perspectives to the courses.

Accountability in Action: Performance Measurement and Results Management What will you learn:
Topics covered:
You will develop an understanding of the need to identify and measure outcomes, not just outputs; measure the effectiveness of programs, not just the efficiencies. You will learn how to use measurement as a program management tool and use it externally for accountability and reporting purposes. This course examines how results management is linked to: strategic and business planning; budgeting; personal performance appraisal; program advocacy; and external reporting. You will learn a step-by-step logical process for building a performance measurement system that strengthens accountability and helps your organization to achieve results.

You will review and practice fundamental principles that are consistent with the best practices of project management as defined by the Project Management Institute in their Project Management Body of Knowledge. Dr. Barry Scholnick received his PhD from the University of Cambridge. His research interests include International Business, Interest Rates, and Banking. He has worked for the International Monetary Fund in Washington D.C. in their Central Banking Department and has also provided economic commentary to a large variety of Canadian news organizations such as The Globe and Mail, CBC Newsworld and the National Post.
Dr. Allan Tupper’s teaching and research interests include Canadian politics and public policy and federal-provincial relations. Dr. Tupper served as co-chair of the Advisory Committee on National Affairs to Hon. Ralph Klein and as a member of the Premier of Alberta’s Task Force on Governance of Provincial Agencies, Boards and Commissions. He was awarded the Lt. Governor Medal for Excellence in Public Service and the IPAC Award for Teaching Excellence in Public Administration.

In this course, you will gain a general understanding of Alberta’s legal environment, including constitutional, administrative and contract law. The course addresses the constitutional framework of government in Canada, with an emphasis on the division of powers between the Parliament of Canada, the provincial legislatures, and the Charter of Rights and Freedoms. You will be guided through the development of aboriginal and treaty rights together with an explanation of why these rights are relevant today to the Alberta Civil Service. As an Expert Legal Officer with Alberta Justice from 1989 to 1998, Mr. Ternes provided legal advice and assistance to Alberta on Métis issues, Aboriginal and Treaty Rights. In addition, Mr. Ternes was responsible for several trade and constitutional files including appointments as Counsel to Alberta’s Agreement on Internal Trade negotiation team, and as an Alberta Counsel on the Continuing Committee on the Constitution (Charlottetown Accord).

Managing and motivating people are critical tasks for management, particularly in the context of rapidly changing and highly competitive organizational environments. In this course, employees are considered an invaluable asset that can give rise to a competitive advantage for the organization. Hence, this course focuses on the strategic approach to Human Resource (HR) Management. It aims to align HR strategies with the organizational strategy and ensure congruence in policies and practices in order to bring out the best in employees (in terms of their own development and performance). It is not intended to train students as HR professionals but as managers who are inevitably involved directly or indirectly in people management.
In this course, learners are challenged to consider different aspects of the change experience from both the management and nonmanagement points of view. Participants enter an interactive multimedia simulation developing and applying new knowledge to hone leadership and change-management skills. They work through decisions surrounding change, build change teams, plan the implementation, and consider many relevant elements in relation to communications, power, politics, and resistance. The simulation brings to life the impacts of specific decisions and outcomes during an organizational change.

Course Participation and Interaction: The Virtual Classroom
The online courses are four-weeks in duration requiring a minimum time commitment of approximately six hours per week. The time to complete the course is paced by weekly requirements while maintaining flexibility, so that learners can participate at their convenience during each 24 hour period.
Each 4 week module is worth 1 credit hour at the Athabasca MBA level and 4 credits in the Alberta Government Management Development Programs. The courses are graded to determine a pass or fail.
Active participation in the dynamic learning environment is critical to the successful completion of the courses. Participants are expected to complete all readings and engage in discussions according to the course schedule. Participants primarily communicate with each other at times convenient for them. Students rarely need to be online at the same time as the professor or other learners.

The course I would like to take is full. How does the waitlist work? Waitlisted participants will be moved into available seats in their order of registration. If you are waitlisted for a course and cannot attend, please withdraw yourself from the course, as per the normal cancellation process.

How many credits is each class worth? Each day of programming is one credit – for example, a three day class is worth three credits. 80% attendance is required for credit to be awarded. Partial credit will not be awarded for partial attendance.
How can I graduate? The Management Development Program and Senior & Executive Managers’ Development Program each require 19 credits to graduate and receive your certificate. The Corporate Executive Development Competency Sessions require all five courses to be completed to graduate and receive your certificate. Executive Education hosts a Graduation Ceremony for all the programs in June.
Which courses have I completed and for how many credits? A complete listing of your courses and the credits received for them may be found 60
on your profile on the online registration system. Once you have logged in click on “my training history” under the actions heading then click on “print training record”, again under the actions heading. This will bring up all statuses you have received in any class.
Are there learning opportunities after I have graduated? Yes! You are welcome to continue enrolling in your program, in courses that meet your learning and development needs. You may also be eligible for the Post-Graduate Program.
Am I eligible for the Post-Graduate Program? As a manager who has graduated from the Management Development Program, you are eligible to enrol in available Senior & Executive Managers’ Development Program courses.

Completion of the Management Development Program earns three credits towards the electives in the Alberta MBA program. Completion of the Senior & Executive Manager’s Development Program earns six credits towards the electives in the Alberta MBA program. Cancellation Policy If you are registered but find that you are unable to attend, you have the following cancellation options:
21 or more calendar days before the course start date: You may withdraw from the course via the online registration system with no penalty.
Within 21 calendar days of the course start date: You will be required to pay 100% of the course fee.
After course start date: Non-attendance or partial attendance will result in no credits awarded and 100% of course fee charged.
Substitutions are allowed for the same course at any time prior to the course start date without incurring any fees. However, Executive Education must be notified via email of the substitution prior to the course start date. Credits for courses are granted based on full attendance of the class dates. In the event you are unable to attend the entire course, make-up days will be allowed in the next available offering of the same course. There is a fee of $150.00 per make-up day (to a maximum of $500.00). Approval and registration for make-up days must be obtained through Executive Education. Make-up days must be requested within 90 days of the course. Requests for make-up days will not be approved if received more than 90 days after the course date. Subject to change.
