what is an UPAT Project? UPAT Project is a rapid planning advisory format for and by urban experts. The aim of the UPAT Project is to build on the practical planning knowledge in an international context, and facilitate the strategy-making stages of a planning process. UPAT Project is a problem-solving oriented format, focused on looking for realistic, inspiring and innovative spatial concepts for the chosen location and it’s specific, urgent planning issue. The Project results serve the host organisation in defining possible solutions of the given planning problem, improving their institutional approach to design, process and policy-making. The Project brings together ISOCARP urban planning experts and experts of the UPAT Workshop host organisation(s): UPAT hosts can be cities, regional authorities or knowledge institutions. During the UPAT Project’s Workshop Week, the group of ISOCARP professionals and host’s experts work together on a planning challenge, as defined by the host organisation. The Workshop Week takes place in a city chosen by the host. A variety of planning issues can be a subject of the UPAT Project: from mobility and mixed land-use to resilience, heritage renewal or civic participation. UPAT Project covers different planning scales, from regional and strategic planning, area masterplanning to urban regeneration and transformation at the neighbourhood and street level. A cross-disciplinary mixture of the selected ISOCARP experts in the UPAT Team secures the integral and out-of-the box approach to the Workshop’s location and planning topic.

who are UPAT Project Team Members? We select a group of ISOCARP Team Members among the ISOCARP professional membership consisting of urban planning practitioners, academics and other urban experts (public servants, policy makers, designers, advocates) from around the globe. The UPAT Project ISOCARP Team Members consists of six to eight experts, depending on the complexity of the topic and the location. The basic team consists of: 1) Project Coordinator - VP UPAT / VP ISOCARP 2) Project Workshop Lead- a senior planning expert, with more then 20 years of experience and expertise in urban planning advisory on an international level 3) Planning Expert and Project Workshop Reporter(s) - with academic and/or practical experience in the field of urban planning up to 20 years 4) Planning Specialist(s) - with a design, planning and / or policy expertise in the field(s) essential to the Lab’s topic, experience up to 20 years 5) Junior Planning Specialist(s) - with a design, planning and / or policy expertise in the field(s) essential to the Lab’s topic, experience up to 5 years We always welcome and strongly encourage the participation of the host organisation’s established experts in the team, as well as the local, young-andcoming urban experts, advocates and designers.

UPAT Project Workshop Methodology During the intensive UPAT Project Workshop Week, the team works using the following framework: DAY 1: INTRODUCTION AND ABSORPTION - Gathering of the local knowledge on the planning challenge and the city, from the presentations held by the host’s experts and field visit to the location. In-situ meetings with the local stakeholders and communities. DAY 2: ANALYSING AND CREATING - Brainstorm sessions and round table discussions of the mixed teams. Analysis of the relevant local research data, as provided by the host. The team formulates the possible strategies for the problem solution. DAY 3: SETTING THE SOLUTIONS FRAMEWORK - Team works on the visualisation of the solutions and recommendations that can be implemented in the host city, with focus on the subjected location; in the format of maps, sketches, schemes, photographs, numerical data and / or timelines. DAY 4: CONCLUDING - The team comes up with a spatial strategy in the form of conceptual design, programme and / or policy for the chosen location and the host city, gathered in a presentable .pdf /.ppt format. DAY 5: PRESENTATION AND KNOWLEDGE EXCHANGE - Presentation to the hosts, local stakeholders, officials and / or local communities. Post-Lab discussions and expert-meetings.


UPAT Project preparation and realisation The realisation of an UPAT Project works this way:

1/ START-UP phase: meeting(s) with the potential host, location scouting, selection of the planning topic, formalization - in the form of an Letter of Intention and an UPAT Project Contract

1/ START-UP phase: 4 - 8 weeks

2/ PREPARATION phase: ISOCARP’s International Call for Participation, (for members only) and selection of the ISOCARP expert team. Material and travel arrangements preparation. 3) UPAT WORKSHOP / LAB WEEK: 5 intensive working days of the mixed ISOCARP / Host Team, on the location and in the host’s organisation 4) POST-PRODUCTION phase: reporting on the Project Workshop Week results, publishing and promotional activities at the Annual ISOCARP Congress and other events.

2/ PREPARATION phase: 7 - 8 weeks 3) UPAT WORKSHOP / LAB WEEK: 1 week 4) POST-PRODUCTION phase: 8 -12 weeks


UPAT Project results and visibility At the end of the UPAT Project Workshop / Lab Week, the team has produced a Week Results Presentation document, which is then presented during the last day to the host city / organisation, as well to the stakeholders and other parties invited by the host. The planning experts and officials of the host organisation have gained experience by cooperating with ISOCARP experts in the mixed team, and by engaging in the international professional knowledge exchange. In the Post-production phase of the Workshop, the Lab Reporter makes an compact overview of the results of the Lab, in the format called PLAN Magazine. The other team members contribute to this overview with their drawings, texts and observations. PLAN Magazine is distributed in the digital and in the printed form. UPAT Project Workshops and Labs receive special attention at the ISOCARP Annual Congress, during the Special UPAT Session. The results of the most recent UPAT Projects are promoted at the Session to the international audience of professional planners and academia. The ISOCARP Annual Congress and its Sessions is endorsed by the relevant international organizations such as UN HABITAT, UNDP, ICLEI, World Bank, etc. The results of the UPAT Project Workshops and Labs are always promoted on the various ISOCARP social media channels, as well as on the official website.
