Parents offered options for new school year Choices include in-person or virtual learning instruction BY CHRISTOPHER DUNN CHRISTOPHER@FAYETTE-NEWS.NET
Amid the uncertainty of returning to school in the fall while COVID-19 cases climb,
parents in Fayette will have a say in how their students attend classes. The Fayette County Public School System sent a letter to families on June 23 laying out two options: brick
and mortar or full-time virtual learning. The brick and mortar model offers three different instructional settings based on the severity of COVID-19 cases at the individual schools and surrounding communities, and different schools could be at the three different levels (green, yellow, and red) at any given time. The green level is for no or
low spread of COVID-19 in the school or the community. Students will receive face-to-face instruction five days per week. The yellow level is for minimal to moderate spread. Schools will implement a hybrid model where students are divided into two groups that attend school on alternating schedules where they would receive face-to-face instruction two days per week and utilize virtual learning
options the other three days. The red level is for a substantial spread, and all students will participate in distance learning. Transportation will be provided, and the After School Program will be offered at all elementary schools. School meals will be offered every day that students are in the building. SEE OPTIONS, PAGE A2

Two deputies fired in shooting case BY JOHN THOMPSON JOHN@FAYETTE-NEWS.NET
Fayette County Sheriff Barry Babb confirmed June 25 that two officers involved in a chase and shooting are no longer with the department. Babb said it was strictly an employment decision. What started out as a routine traffic stop on May 30 ended in three different police agencies working a case that ended in an officer-involved shooting. According to a GBI press release, the Fayetteville
Police Department attempted to stop a vehicle for reckless driving at 7:38 a.m. May 30. The vehicle did not stop and fled from officers. The Fayetteville Police Department then requested assistance from the Fayette County Sheriff’s Office. “A short time later, Fayette County Sheriff’s Office deputies located the vehicle in the area of Grady Drive in Clayton County, driving through numerous yards. At some point, the vehicle came to a stop, and officers attempted to take the juvenile driver of the vehicle
into custody, however, the vehicle accelerated toward the officers,” the release reads. The deputies then discharged their firearms, striking the subject. “The subject was transported to a local hospital for treatment for non-life threatening injuries. A deputy sustained minor injuries from the incident. Charges against the driver are forthcoming,” said the release. The Sheriff’s Office then called the GBI to investigate an officer-involved shooting.

Nearly half of state’s COVID-19 deaths are found in nursing homes BY JOHN THOMPSON JOHN@FAYETTE-NEWS.NET
More than 45 percent of the state’s deaths and 41 percent of the county’s deaths from the COVID-19 virus stem from the state’s nursing and long care homes. An analysis of the state’s deaths from June 14 show 1,237 of the state’s 2,745 deaths are in long care homes, while seven of Fayette’s 17 deaths occurred in the facilities. In Coweta County, 11 of the county’s 15 deaths come from nursing homes. Twelve of the facilities are in Fayette and Coweta counties: Arbor Terrace in Peachtree City has one staff cases and one
COVID-19 cases near 73,000 in state The Georgia Department of Public Health Friday said confirmed coronavirus cases in the state are at 72,995. The increase in cases over the last two days is 3,614. Statewide, more than 771,000 tests have been conducted. The state has an 8.6 percent positive test rate. The department defines confirmed COVID-19 cases as those who have a lab-con-

Delays in reporting can cause the number of COVID-19 cases reported on previous days to increase and might not reflect cases that have yet to be reported. Feds ding Piedmont Healthcare for $16M The U.S. Attorney’s office in Atlanta announced June 25 that a settlement had been reached with Piedmont Healthcare over billing issues. According to a news release, Piedmont Healthcare, Inc. agreed to pay $16 million to settle allegations that it violated the False Claims Act by billing Medicare and Medicaid for procedures at the more expensive inpatient level of care instead of the less costly outpatient or observation level of care. The settlement also resolves allegations that Piedmont paid a commercially unreasonable and above fair market value to acquire Atlanta Cardiology Group in 2007 in violation of the federal Anti-Kickback Statute.
“Billing the government for unnecessary inpatient services wastes precious government resources and taxpayer dollars,” said U.S. Attorney Byung J. “BJay” Pak. “All appropriate action will be taken to ensure that beneficiaries of federal health care programs received services untainted by overcharges and improper financial incentives.” “Our watchdog agency will continue to aggressively investigate healthcare providers that attempt to boost their profits by billing Medicare and Medicaid for medically unnecessary services and engaging in kickback schemes,” said Special Agent in Charge Derrick L. Jackson, U.S. Department of Health and Human Services Office of Inspector
General. “We will not tolerate such greed-fueled schemes, which bilk taxpayer-funded health care programs and undermine the public’s trust in the healthcare industry.” This settlement resolves a lawsuit filed in the U.S. District Court for the Northern District of Georgia by a former Piedmont physician under the qui tam or whistleblower provisions of the False Claims Act, which permit private citizens to bring lawsuits on behalf the United States and obtain a portion of the government’s recovery. The whistleblower in this case will receive $2,967,400. The release said that claims resolved by this settlement are allegations only and there has been no determination of liability.

An open wound
“
Time heals all wounds.” We are led to believe that with the passage of time, feelings of sadness will gradually go away. If only it were true. This year marked the 13th year I wasn’t able to talk to my dad on Father’s Day, at least not in the literal sense. For more than a century, the third Sunday in June SCOTT has been designated as the day LUDWIG for honoring the most important male figure in your life; to show and express our love, admiration, and gratitude for the sacrifices they have made to nurture, shape, and mold us into the person we are today. It is also the perfect time to catch one another up on what is going on in each other’s worlds. Too often in our daily lives – lives that rarely seem to slow down - we forget to take the time to catch our breath and touch base with the man responsible for bringing us into this world. Father’s Day is a time for fathers and sons to get together – whether it’s in person or through the convenience of modern technology – so the son can catch dad up on what is going on in his world: how he is getting along in his job, that the young lady he’s dating just might be “the one” or simply to talk about sports. Naturally, daughters have fathers, too, and I’m sure they share similar thoughts and sentiments. Since I’ve been a son for all of my life, I’d rather not speak for them; thus the only perspective I am comfortable presenting is that of a son. Besides, I’ve had lots of practice, especially since I have been blessed with two sons of my own. Of course there are many sons – me being one of them – that have to rely on a look to the heavens to have similar conversations with their dads. But that doesn’t make them any less important; fathers will forever be fathers, and their ears will always be there to listen to what is going on in the lives of their children. Time heals all wounds. That may be the case, but I will have to say that even today, after more than a dozen years, it still hurts not having my dad here with me on Father’s Day. This year, Father’s Day proved to be even more difficult. It wasn’t that it was the 13th one without my dad, but rather that it was the first one without my youngest son Josh. I can’t possibly find the words to express how much I missed hearing his familiar “Happy Father’s Day, Pops” followed by our annual discussion about the prospects for the Florida Gators’ upcoming season. Most of all, I missed hearing “love you,” the way he ended every single one of our conversations. Maybe somewhere down the road things will change and I’ll be able to tell you that when it comes to losing a child, time does indeed heal all wounds, but right now, that’s simply not the case and I would be lying if I said anything different. I can tell you that on that third Sunday in June, this dad was listening. SCOTT LUDWIG lives, runs and writes in Senoia. On celebrating Father’s Day A
midst everything that has been happening across the world, this weekend was Father’s Day. I hope you all took a moment to recognize, or in some cases remember, those men who have influenced you along the way. I have been blessed to have been raised by great men. My “papa” was Arlis Burch. He was born into a family of sharecroppers in Douglas, MARIE GREEN Georgia. He served in BRODER the Korean War and went to dental school on the GI Bill before returning to open a practice in his hometown. He taught me how to fish, and he also taught me about patience, understanding, and what matters in life. My “pawpaw” was Fred Greene. He was a businessman and cattle farmer. He taught me about hard work and the importance of family. My dad is Mike Greene. I am lucky that he raised me. He gave me a love of travel and experiencing new things.
He also taught me to treat everyone with the same respect, no matter what their station in life. I am extremely blessed to share a daughter with my husband, Karl. He is an incredible father. I am lucky to have him help me to raise our daughter to be a strong woman. He is my partner in every sense of the word. I wanted to introduce to these men that I remembered and celebrated this weekend. I would not be where I am today without their influence. While all different in the way that they walk, talk, and live, each one passed on a piece of their wisdom to me. I imagine that many of you out there could share the same stories about the men in your lives. To the men out there who are dads, in any way, I hope you were celebrated. Thank you for what you do. Stay safe, and be kind to each other.

sent to dealers for sale (and proper taxation), the exemption falls in line with Georgia’s (former?) philosophy of not taxing inputs within the manufacturing and distribution process. The change could turn an employee recruitment perk into an expense where the associate could pay 13 percent to 20 percent of the value of their company car per year just in taxes, assuming use of two to three cars per year. At issue here is more than the tax collected. It’s the trust in promises made by Georgia’s leaders and our Department of Economic Development. This incentive was integral to landing Mercedes Benz’s US headquarters, with their building in Sandy Springs still having that new car smell. Porsche is also a beneficiary, adding to the populist resentment over the exemption. Kia, one of Georgia’s largest manufacturers, would be equally impacted. That’s usually what happens when class warfare is engaged. When you aim for the luxury goods, you hit the average Joe just as hard. Such is the case by repealing the sales tax exemption for mega yacht repairs. This exemption has made it possible to employ Georgians on the coast to repair yachts that SEE BILL, PAGE A6

their dominance to the state’s economy. Instead, it was to use Georgia’s inherent strengths to diversify the state’s economy with new economic engines. Twelve years ago the idea of Georgia Tech jumping over the Downtown Connector was more dream than reality. Today, technology square is some of the hottest real estate in the state, brimming with high wage technology jobs. Symbolizing the transition from yesterday’s economy to today’s, the Bank of America tower is now its own technology hub. The Senate version of HB 1035 would cut Georgia’s tax credit for Research and Development, a major expense in technology and bioscience companies lured to the state in the last decade. It would also add a sales tax to software downloads. With the move to a cloud-based economy, this is a major disincentive for both consumers and Georgia’s software companies alike. Some of the exemptions repealed have obvious populist roots. The bill would require auto manufacturers and distributors to pay Georgia’s 6.6 percent Title Ad Valorem Tax on every car used by the manufacturer as a demonstrator or by employees as a perk. Given that these cars are often used only for a few months before they are then
“I’ve only selected 100 Patriots in the entire Nation to join this prestigious club, and YOU are one of them. Trump 100 Club Members are going to be the ones I turn to when I need the advice of the American People.” — President Trump’s note to me, 5-26-20 ow, how lucky can one guy get?! Donnie and I are the same age and grew up within a few miles of each other (even though I was on the wrong side of town). Now, that’s really paying off for me. He’s personally told me in an email that he wants me to be his “eyes and ears around the country.” What an honor for a kid like me, born poor, the son of an immigrant, raised in a blue-collar neighborhood. In an earlier letter to me, pre-pandemic, you stated that you had five “amazing accomplishments:” JACK 1. “Passing the historic BERNARD tax reform package that immediately paid huge dividends for millions of hard-working families.” 2. “Driving Down unemployment below 4 percent and creating more than six million new jobs.” 3. “Nominating and confirming…judges.” 4. “Replace(d) NAFTA with a new, better deal…” 5. “Beginning to rebuild our military that the Obama administration gutted and standing up for American interests around the world.” According to Team Trump on 5-26, “He’ll be counting on the feedback from this exclusive new club to represent the views of millions of voters.” And, I take my responsibility very seriously. Donnie, since you personally asked for my feedback, here it is regarding your “accomplishments”: 1. The New York Times surveyed Americans in 2019. Only 40 percent thought they benefited from your tax cuts, which were disproportional. Per Forbes (7-23-19): “The richest 1 percent received 9.3 percent of the total tax cuts, the top 5 percent got 26.5 percent, the top quintile received 52.2 percent and the bottom quintile got 3.3 percent.” Furthermore, these cuts resulted in much greater deficits with the national debt going to over $1 trillion this year, even before the trillions in the pandemic relief package. That’s about double what it was in Obama’s last year in office. Donnie, in 2016 you promised that you would pay off the deficit during your tenure. 2. Unemployment pre-pandemic was down to 3.6 percent, but this was simply a continuation of a decade long trend started under Obama. Due to the Great Recession, unemployment hit 10 percent in 2009. It has been going down every year since, with unemployment already down to 5 percent when you took office, Donnie. As for jobs, President Obama created 8.9 million jobs. Donnie, you created 4.7 million, roughly comparable (the Balance, 1-3-20). But that was before the coronavirus recession, killing the economy and the market, in large part caused by your failure to recognize the problem early on and lack of decisiveness, Donnie. Unemployment is now up to record highs, 14.7 percent in May (BLS), and will be for the foreseeable future. Unemployment claims have reached 38 million, a level not seen since the Great Depression. 3. Donnie, you and your buddy Mitch McConnell have pushed through a record number of judges, but a number of them are unqualified partisans. Mitch disregarded Senate rules and traditions in not requiring 60 percent to approve lifetime appointments, something that will come back to haunt the GOP when the Democrats take over the Senate, which they may in 2020 due to your poor record, Donnie.
Tax bill aims to unwind decade of prosperity
hen part of a governing majority, members of the political party in charge get both credit and blame for the state of current events. Georgia’s Republicans have run for re-election CHARLIE several HARPER times sharing the success stories of economic transformation in the aftermath of the Great Recession. Many that have taken credit for success now want to undo many of the elements that underpin the “No. 1 state to do business” slogan. A concise look at how fundamental the change in direction some desire is included in the Senate Committee Substitute to HB 1035. The bill is a wholesale repeal of tax credits and exemptions. In some cases, it eliminates economic incentives used to secure corporate headquarters and manufacturing plants. In others, it adds sales taxes to items never before taxed. In total, it repeals Georgia’s “business friendly” slogan. The state’s strategy following the banking and real estate collapse of the Great Recession wasn’t to restore those industries and

Initial unemployment claims in Georgia fell again last week as the jobless rate declined throughout the state. Out-of-work Georgians filed 125,725 first-time unemployment claims last week, down 6,272 from the previous week, the state Department of Labor reported Thursday. Meanwhile, the unemployment rate fell in all of Georgia’s Metropolitan Statistical Areas (MSAs) and regions. Statewide, joblessness in May declined to 9.7 percent. “These positive indicators are promising for Georgia’s job market,” state Commissioner of Labor Mark Butler said. “I believe we are beginning to stabilize our economy, allowing Georgians to again focus on employment and spending.” The improving jobs numbers follow several months of highly volatile economic performance statistics. After posting the lowest unemployment rate in Georgia history early this year, the business lockdown resulting from the coronavirus pandemic forced the state’s jobless rate to a record high. — By Dave Williams, Capitol Beat News Service

Hate crimes will be punishable in Georgia for the first time in 16 years after Gov. Brian Kemp signed legislation Friday that cleared the General Assembly this week amid tense back-and-forth and tears of joy. Under legislation Kemp signed Friday, prison time could be meted out for those who terrorize or physically harm others based on their race, color, religion, nationality, sexual orientation, sex, gender, or whether they have a physical or mental disability. onto charges for felony crimes and certain misdemeanors like assault or theft. The most severe offenses could add up to two years extra behind bars, plus fines. The new law also requires state officials to keep data on hate crimes committed in the state for statistical purposes, though records of those crimes will be shielded from public viewing except for alleged perpetrators and victims. At a signing ceremony Friday afternoon, Kemp said the bill’s passage came as a “silver lining” at a time of social unrest and fears over coronavirus in Georgia. — By Beau Evans, Capitol Beat News

BILL: ‘Amazingly short-sighted’ FROM PAGE 4A
would otherwise never stop in Georgia. If we repeal this exemption the yachts never have to stop here again, but the Georgians currently working on them will have to find work elsewhere. A proposal to reduce taxes on equipment used in rural broadband deployments to make Georgia competitive with states like North Carolina has languished for years. Instead of following through on this, the bill quixotically takes six sections to repeal other incentives and credits to the manufacturing and telecommunications industry, making broadband deployment
even more expensive in Georgia. Republicans in Georgia have spent the last decade touting their policies for high-wage job growth and the tangible results that have followed. It seems amazingly short-sighted to change those policies now — in response to a state-induced economic closure that is largely over —– at the exact time employment across all industries needs to be incentivized, not penalized. 4. The U.S. International Trade Commission has quantified benefits of your NAFTA replacement deal, USMCA. USITC found only minor benefits; it is very little different than the original deal. I thought you were the great deal maker, Donnie? 5. The military was strong when Obama was in office and remains strong now, despite confusing policy signals from your White House. Military spending actually went up significantly during Obama’s first term (and down in his second). As for “standing up for American interests,” Donnie, you’ve been a dismal failure. Our allies view you as a bad joke, as reflected in numerous surveys of their citizens. You’ve weakened NATO. Your self-serving attempt to influence the Ukrainians by withholding military funding was a disaster. Eastern nuclear arms race. And, the Philippines are moving much closer to China. In short, your faults were obvious, pre-pandemic. You’ve denigrated the office of president, divided the nation into warring tribes, attempted to conspire with foreign nations to win elections, blocked witnesses from testifying before Congress, taken revenge on witnesses simply reporting your actions to superiors, threatened our allies, praised racists, interfered in the Department of Justice, pardoned political supporters, and attacked the free press. Now, due to your failure to act quickly or decisively on COVID-19, we have 100,000 dead Americans, much more than China or India which are much larger nations. Donnie, you’re a complete failure. On June 26, 1862, during the War Between the States, a local company of infantry was involved in one of the most hotly contested battles of the war. The 44th Georgia Regiment, under the command of Gen. Roswell S. Ripley, had made a charge upon the enemy but were impeded by a mill pond full of fallen trees and other obstructions. As the
brigade moved forward it became pinned down on an open field under a constant volley of Union lead and shrapnel, causing men to literally “hug the ground.” Company “G”, the “Huie Guards,” lost a total of 21 men killed or wounded in the action. The casualties for the regiment was the second greatest loss for any Georgia regiment during the entire war, however, the “Huie Guards” would sustain even more losses almost a year later at the battle of Spotsylvania, Virginia, where they would lose three killed and 19 wounded and/or captured. Wildcats never quit: Whitewater girls LAX turns focus toward 2021 BY ALLY REYNOLDS
Even though the Whitewater High girl’s lacrosse season came to an unexpected end due to COVID-19, the Lady Wildcats never quit. The team took the break in the season to build even more skill sets to return better and stronger for the upcoming season. While the girls train for the next season, the coaches reflect on what the 2020 season could have meant to strengthening skills and techniques through practice drills and games. “The coaches are working hard to come up with a game plan to make sure we are prepared next year. From the effort I had seen at practices and games, I think we were in for a great season,” said Whitewater coach Grace Phillips. “They were a very driven group of young women. We had a big goal we were trying to reach – region champs – and I believe we had a very real chance of reaching that goal.” The Wildcats were on their way to victory with a win in six out of eight games this season, and a mighty 111 goals in just those eight contests. “The season was going well, the girls were working hard. We had hit a little bit of a slump, but the girls were re-ener-
gized. Unfortunately, we were unable to capitalize on that energy due to the rest of our season getting cancelled,” said Phillips. “It still hurts that we were not able to see exactly where we would have landed, but it makes next year that much more exciting to see how driven the girls will be and how much more we will value each moment.” Even with a strong core of seniors — Parker Lewis, Emma Dix, Sydney Heim, Evan Carder, Adriana Destefano, Jordan Henly, Daisy O’Mahoney, and Ally Reynolds — cut short of their final season, the team still makes the best out of the situation. “We were heartbroken for our seniors, the coaches would have done anything to give them one last game,” Phillips said. “We have kept in touch. We had a few funny groupme conversations and a few heartwarming conversations. I also have had girls sending pictures going out to the fields and working out at Piedmont together.” Preparing for next year, the team is working diligently to use this season’s break as a way to keep looking forward to an even brighter future. “We are all so excited for this next season. It will be a whole new mindset.”
