Nestled near the Georgia border, this very special area of South Carolina offers a world of adventures, activities and people sure to help you feel right at home. Beautiful lakes with the mountains in the background are just a short drive away and include boating, swimming and other activities. There are also scenic rivers for rafting, hiking and biking trails for all skill levels throughout the area, and great elementary, secondary and higher education schools providing quality education for the future. Several small towns and cities — each with their own characteristics — dot the landscape between Oconee, Pickens and Anderson counties. Many of these put effort in enhancing their downtown areas in recent years. These downtown areas are a great place to walk, shop, eat or just get a scoop of ice cream. You might even find something special such as Christmas light shows, Juneteenth festivals, music and a variety of other special events. To get started, we’ve supplied you with some hints and helpful directories. A local government and utility directory will help you tackle mundane things like turning on the electricity and updating your tax forms, but there’s a lot more to the area than initially meets the eye. Industrial growth and retention are major focuses of the area, and unemployment numbers have stayed low over the years as large businesses seek out ideal locations for production plants or new retail stores.
With the official opening of the new and expanded Hamilton Career Center in 2020, high school students are learning skills to work toward a solid future right in their hometowns. Should secondary education be the goal, there are several campuses of Tri-County Technical College in the area, along with, of course, Clemson University, and other universities offering four-year degrees and beyond. After work or class, though, the fun really starts. If you’re visiting the area for the first time, we don’t think it will be long before you’re back — possibly even
permanently — because you’ll get to do nothing but soak up the fun.
There are a variety of restaurants to try, featuring everything from quickgrab lunches to take out on the trail to multiple-course meals you can enjoy while watching the sun dip behind the mountains as its colors seem to set the lake on fire with oranges and yellows. Sandwiches, steaks and cuisine inspired from abroad are all available to keep you fueled up for your adventures or help celebrate big moments in life. With lakes, rivers and mountains nearly everywhere you look, the area is flush with recreational opportunities for residents and visitors alike. A list of parks is included inside, as well as access points for the lakes and rivers. If that doesn’t fit your interest, there are plenty of scenic overlooks to take in the sights with minimal effort. It’s always worth a quick walk to some of our more popular waterfalls.
To gear up for these adventures, find the perfect birthday present or enhance your home décor. There’s plenty of shopping around. Big name brands are available, as well as opportunities to shop small with a variety of businesses that cater their products to the customer base.
Worship and faith is a big part of life around here, and several denominations allow most to find a church home that suits their needs. A directory in this Resource Guide lists more than 200 houses of worship in the area. Access to healthcare is important to any community, and that’s no exception here. Prisma Health Oconee Memorial Hospital in Seneca is part of a large statewide system that is ever-growing to expand options for patients. Neighboring AnMed Health also provides quality care with a variety of urgent care facilities and doctor’s offices. A healthcare directory is included in this book to help you find care closest to you. We’re so glad you’ve found our little corner of the world. We hope you enjoy it as much as we do.

estled at the base of the Blue Ridge Mountains and featuring lakes Jocassee, Keowee and Hartwell, the mountain lakes area has abundant natural resources. Even a quick trip to the grocery store can showcase the county’s multiple lakes, parks and trails, rivers, streams, waterfalls and forests. Those natural resources offer a plethora of outdoor recreation opportunities for outdoor enthusiasts and new hikers alike. If the mountains aren’t quite your speed, there’s more level land available — still with plenty of lakes and streams to keep you cool — in the Clemson Experimental Forest. The Clemson Experimental Forest is a product of the “Clemson Community Conservation Project” initiated by Dr. George H. Aull, a Clemson College agricultural economist. The Roosevelt Administration’s New Deal programs funded the purchase of nearly 30,000 acres of worn-out farmlands around Clemson College. There are 32 county and municipal outdoor park and recreation facilities encompassing nearly 553 acres in Oconee County. Eleven of the parks and facilities are owned and maintained by Oconee County, eight by the City of Seneca, seven by the City of Walhalla, five by the City of Westminster and one by the Town of West Union. Whether it’s one of the three county parks or lakes scattered across the county, Oconee parks, recreation and tourism director Phil Shirley said he can’t choose what location is his family’s favorite to go to.

REC RE AT I ON “It really is hard to pick just one,” Shirley said. “We visit a number of places and do love the rivers and waterfalls. Riley Moore is a favorite waterfall of ours. In terms of the amount of people coming here and the revenue, South Cove is definitely the highlight. It’s a jewel here.” When looking for some peace and quiet, Shirley prefers the county’s park in Westminster. “For me personally, I like solitude and it to be quiet and peaceful, so we really like Chau Ram and go to waterfalls during the week when they’re not crowded,” he said. “When you look at the county as a whole, you’ve got three county parks that I would put up against any other county in terms of what we offer. We have some of the best camping sites offered across the southeast.”

conee means “land beside the water,” and effectively became an island when Duke Energy dammed the rivers and flooded the valleys. Nearly any entrance or exit to the county requires crossing a body of water, whether it’s the Chattooga River between South Carolina and Georgia or Lake Hartwell when traveling between Seneca and Clemson. The three main lakes — Jocassee, Keowee and Hartwell — are popular weekend attractions nearly year-round, though Memorial Day and Labor Day serve as the unofficial start and end dates. Bass fishing remains popular in the cooler months. Lake Keowee is an 18,372-acre Duke Energy cooling reservoir for the Oconee Nuclear Station. Formed by the impoundment of the Little and Keowee Rivers, Lake Keowee has a mean depth of 50 feet and a maximum depth of 155 feet. There are nine boat ramps on Keowee for public use, though some are inside county parks and may require a parking fee. Jocassee is a 7,565-acre reservoir with a mean depth of 154 feet and maximum depth of 351 feet. Duke Energy impounded the

Whitewater, Thompson, Toxaway and Horsepasture rivers in 1973 as a pump storage facility. Lake Jocassee is surrounded by approximately 43,000 acres of public land. Anglers can catch an array of fish species, ranging from trout to black bass. The state record spotted bass, redeye bass, smallmouth bass, brown trout, and rainbow trout were caught from Lake Jocassee, according to the South Carolina Department of Natural Resources. One of the most popular lakes in the southeast, Lake Hartwell sits on the South Carolina-Georgia state line. The second U.S. Army Corps of Engineers reservoir to be built on the Savannah River, Lake Hartwell has 56,000 acres of water and is surrounded by over 23,000 acres of public land. Lake Hartwell is a fishing hotspot due to outstanding opportunities to catch three species of black bass, striped and hybrid bass, black crappie, and bream. Other recreational opportunities include camping, hunting, and boating. Boaters with vessels shorter than 39.4 feet of the following nighttime safety measures: · Non-motorized boats must have at least a flashlight while operating
· Motorized boats require sidelights with red indicating a vessel’s port (left) side and green for the starboard (right) side AND · All-round white light that can be seen by others from all directions · Skiing/wakeboarding is illegal between sunset and sunrise, and participants must wear Coast Guard-approved PFD · A towing vessel must have an additional person or wideangle mirror to observe the person (s) being towed · People 16 years or older may operate any boat or personal watercraft without restrictions · Drivers 16 or younger must have someone 18 or older on board or have completed a SCDNR boating safety course The area is also full of rivers, some with handicap access and others that require a moderate walk. Longer, more strenuous hikes can lead to more of the “wild and scenic” areas of the designated Wild and Scenic Chattooga River. A few boat put-ins are available at various spots along South Carolina highways as well as from short hikes from forest service roads.

All watercraft — including non-motorized kayaks, canoes and paddleboards — require an appropriately fitting personal flotation device (PFD) for each person on board, and those longer than 16 feet must have a readily accessible throwable flotation device, according to an Oconee County Sheriff’s Office news release. Any boat with flammable or combustible materials in an enclosed space must carry a Type B fire extinguisher, and those shorter than 65.5 feet long — including non-motorized — require a “device that produces sufficient sound to announce intentions and positioning” on board, the release said. Children under the age of 12 must wear a Coast Guard-approved life jacket at all times on watercraft shorter than 16 feet long. Skiing/wakeboarding is illegal between sunset and sunrise, and participants must wear Coast Guard-approved PFD. ith more names being added to the ever-growing list, Oconee County and its neighbors are slowly becoming a haven for foods of all kinds. Original sandwiches on homemade bread — have you ever had pepperoni provolone bread? — are served at Oconee County’s first brewery, Keowee Brewing Company. But the limited menu from Pub Blue expands just down the road and the main location, which is close to several other options for small bites, pizza, barbecue or chips and queso — whatever speaks to you in the moment. Fine dining options you wouldn’t expect to find tucked away in towns of this size are right under your nose at Vangeli’s in downtown Seneca and Rick Erwin’s in Clemson. Those options are worthy of mid-week dinners or weekend celebrations, and there are plenty of downhome fixin’s if comfort food is more your style. It’s nearly impossible to beat a
meat and three — especially when you can replace a vegetable with fresh strawberry shortcake or homemade pie. Sunday brunch options abound and you could viably eat yourself silly if you so choose. Lighter breakfast fare is easy to find, including at Mayberry’s in Seneca, a 2020 addition to the restaurant scene. Owner Kelli Reece put her popular restaurant in a downtown building that she said has stood since 1917, when it was a stable with a blacksmith in the back.
“I am in love with this building,” she said. “It turned out better than I had anticipated. The way the seating and the flow of the building is, nobody has to feel like they’re crowded, even when they are at 100 percent capacity. The layout here works much better. I think it’s much cozier. And part of that is just the history of the building.”
CHEERS AND BEERS From game-day favorites and wine bars to Oconee-brewed beers and craft brews, there’s a smattering of spirits for those who want to imbibe and sample drinks from around the Mayberry’s world. Rum and South Carolina aren’t always in direct association — unless you’re visiting Pendleton to sample tasty spirits and play with the four-legged official greeter. An ever-changing tap list can be found at craft beer locations in Seneca or Walhalla, and beer you can’t find anywhere else is being brewed at Keowee Brewing Company. “We get to experiment a lot,”

owner Alex Butterbaugh said. “Some of the beers we make, you might not see again, but there should always be something new and interesting coming up next. That’s the perk of brewing everything in-house.” TOP IT OFF Fresh cookies, hand pies, ice cream and homemade pastries are widely available to polish off any meal. A custom milk shake, slurpable icy treat or gooey brownie may just be the final touch to top off a perfect day exploring the shops or lakes. And, as always, feel free to stop by The Journal, say hello and grab an ice cream during the summer months! DINING As Oconee County continues to grow, so do the dining options for all who come to the area, be it residents or visitors. For those who enjoy American classics like burgers, hot dogs and chicken, look no further than the award-winning burgers and wings of Spot on the Alley. Looking for finger-licking-good barbecue? Heavenly Hog BBQ , Hogs and Hops and Little Pigs have you covered with assorted selections including pulled pork, brisket, ribs and other fares that are guaranteed to leave you stuffed after lunch or dinner. If international food is your fancy, the area offers a diverse collection of flavors like the Latin-inspired Bonaterra, the unique Dimas Bros Café, the Mexican flavors of the Alazan Taco Truck and El Agave or the appetizing sushi at Solé on the Grill. Need a new lunch stop? The 313 Café and Presst Food and Wine provide savory sandwiches for anyone feeling famished in the afternoon. Mayberry’s in downtown Seneca is also guaranteed to hit the spot. “We don’t cut any corners. We use real butter (and) fresh ingredients on absolutely everything. We don’t buy bagged lettuce - there’s no iceberg in the building,” Presst owner Jessica McCarthy said. “Our bread is made from scratch, all of our sides, all of our cookies - everything is made from scratch every single day. Everything is healthy.” BAKERIES AND BREWS For those looking for something other than a full-scale meal, Oconee County offers a plethora of drinks and different baked goods. Bountiful baked goods can be found on Ram Cat Alley’s Walnut Street Bakery where cakes and “giant cookies” will fill the hole in anyone’s sweet tooth. If you need something to wash it all down, try the Farmhouse Coffee Exchange. It’s the home of any type of coffee brew you can think of and home to an unmatched atmosphere, according to owner Sarah Moberg. “It’s our atmosphere that makes us stand out,” Moberg said. “People come in here and just feel super welcome.” Along with that hospitable feel, Moberg says Farmhouse offers products a big chain can’t provide. “When you come here, you’re going to get better service and arguably better products,” Moberg said. “Plus, it’s a way to support your local community.” And if you’re looking for a different kind of brew, Oconee County’s first brewery, Keowee Brewing Company has you covered, or you can get the best of both worlds at Brews at the Alley which prides itself as the Upstate’s only craft beer and espresso bar.

t’s easier than ever to shop small, and thanks to community support, local businesses are popping up and expanding across the board in the string of small towns between Anderson, Oconee and Pickens counties. From handcrafted statement pieces to personalized gifts, retailers are catering their inventories to what their customers want. That’s the beauty of small-town living when the business owners know many of their customers by name. Walhalla has given its Main Street a cleanup and put an emphasis on locals and visitors alike being able to spend more time downtown in a safe manner. Boutiques and thrift stores dot the town to provide something for every budget. Walkability is the key to many other shopping experiences like Ram Cat Alley in Seneca and the square in Pendleton, but shopping centers outside the quaint atmosphere provide department store style shopping without leaving your comfort zone. Some cities have been working to offer incentive programs to encourage businesses to open in their downtown or to improve properties they already have there.
One-of-a-kind, original sculptures and paintings from local artists are just as easy to find nearby as new shoes. And if you need those shoes resoled, there are plenty of options for that, too. From accessories and custom furniture to tailored suits, there’s truly something unique to be found around every corner — the only problem is there are so many corners to turn and you’re likely to shop ‘til you drop! Even with online shopping growing at an exponential rate, the small-town shopping options of Anderson, Oconee and Pickens counties provide a robust selection to choose from. With options from personalized gifts to boutique goods, retailers are catering their inventories to what their customers want, and shoppers have more choices than ever when it comes to small town shopping. These small-town businesses provide a kindness and customer service that isn’t often seen among huge retail chains and could employ people you already know. One such business in Seneca is Emily’s, Especially for You Boutique according to manager Barbara Moore. “We’re like Cheers, everybody knows your name,” Moore said. “When you shop here, you become family.”

Emily’s offers a diverse selection of clothes along with handbags, jewelry, shoes, gifts and gameday apparel that make it stand out even amidst the huge retail stores surrounding Dogwood Plaza. If shoppers are looking to find a place to spend the afternoon, Ram Cat Alley in Seneca and the Square in Pendleton provide them with the perfect space for a tranquil, hometown feel. Elements by Eastern Design carries Himalayan salt lamps to set the mood of rooms in your home, while Green Springs calls itself a “locally owned and quirky independent gift boutique” on Ram Cat. Walhalla has given its Main Street a cleanup and put an emphasis on locals and visitors alike being able to spend more time downtown in a safe manner. Boutiques and thrift stores dot the town to provide something for every budget. Some cities have been working to offer incentive programs to encourage businesses to open in their downtown or to improve properties they already have there. From accessories and custom furniture to knickknacks and team apparel, there’s truly something unique to be found around every part of the area.

rea churches faced major challenges in 2020 with the COVID-19 pandemic and a tornado both hitting the community in the spring. But congregations across the tri-county area — and even those from North Carolina and Georgia — rose to the challenge, finding new ways to share their message of faith and hope often outside the walls of a building. The coronavirus left many church buildings closed for months during the year. Even after congregations began to reopen their buildings, several remained closed because of damage sustained from an EF3 tornado that ripped through Seneca on April 13, 2020. Seneca city officials estimated about 2,000 volunteers, most of them from churches and faith-based organizations, responded to help tornado victims in the first week after the storm. “Right now, we can’t meet in our sanctuaries, so we’re doing God’s work out here where we’re able to help people by meeting their physical needs,” said Robbie Lee, a church volunteer from Walhalla.
“We’re doing it to just be the hands and feet of Jesus,” added the Rev. Bill Swindle, care and outreach pastor at Foothills Church in Seneca, which worked on about 100 homes in the first week after the storm. “There’s just a lot of devastation.” There is variety in local houses of worship, as congregations get together in almost every denomination for worship, teaching, service, sharing their faith or just spending time together as a church family. There are small churches with only a handful of people all the way to churches with more than 1,000 in worship each Sunday in the county. Some are more formal, others more traditional. Others are more contemporary and worship loud with singers and a band. Some are quiet and attract little attention, while others are out in the community seeking to share their message with anyone who will listen. And while the people of faith in Oconee County may have differences in the way they worship, preach, teach and live, they have similarities. These are places where people grow together with others who are
on the same path in life or looking for help in living their lives. “We believe there’s ways of creating community that maybe we’ve never thought about before,” said the Rev. Jimmy Boggs, pastor of Ebenezer Baptist near Seneca. “The parking lot ministry has met a great need. There’s more unity in our church than there’s ever been.” The Rev. David Shirley, director of missions for the 63-member Beaverdam Baptist Association, said some of the churches that “may run 60 people on a Sunday” had 300 people watching their services online due to the pandemic, helping further create a sense of community. “Whether it’s Baptist, Methodist, Church of God or whatever the preference may be denominationally, you’ll find it in Oconee County,” Shirley said. “The thing about Oconee County is it is blessed with some amazing pastors who preach and teach and minister to their congregations. It’s a place where there are a lot of churches, there are a lot of options. There are great places to worship in Oconee County.”

ith more urgent care options and a surprising number of “accepting new patients” signs in front of doctor’s offices, there are plenty of places to turn for regular checkups, specialty care or times of medical emergencies. The cornerstone of Oconee County’s healthcare system is the 169-bed patient tower at the Oconee Memorial Hospital,
located in Seneca. Mergers in recent years have given patients access to a larger network of specialists. The creation of Prisma Health formed the state’s largest health system in 2017. Prisma Health is the largest not-for-profit health organization in South Carolina, serving more than 1.2 million patients annually. The new company is comprised of

two affiliates — Greenville Health System as its Upstate affiliate and Palmetto Health as its Midlands affiliate — with more than 30,000 team members. From welcoming new babies to performing life-saving surgery, AnMed Health’s doctors and staff care for people in all stages of life. The system’s major service lines include heart and vascular care, women’s care, children’s care, cancer and surgery. AnMed Health also provides a wide range of diagnostic services. With onsite lab testing and advanced imaging, AnMed Health has the tools doctors need to diagnose health problems early and accurately. The addition of a facility in Clemson increased access in the mountain lakes area, and the location on Tiger Boulevard offers primary care, urgent care and onsite lab and radiology services. Both Prisma Health and AnMed Health offer easy access to COVID-19 testing and vaccinations as the community — and the world — battle through the pandemic.

conee County is working to bring economic prosperity into the area through its multiple industrial
parks. In 2018, Baxter Manufacturing’s expansion at the Oconee County Industry and Technology Park (OITP) cost $5.7 million and created 22 new jobs. In February, Horton Inc. opened its 112,000-square-foot facility in the OITP after shelling out more than $22 million into the project and creating 92 jobs. Officials expect to add another 100,000 square feet to the site for expansion and add more jobs in the future. OITP is also home to the new campus of Tri-County Technical College and the Hamilton Career Center, creating a partnership that allows students to get hands-on experience while participating in dual enrollment opportunities. Oconee County has invested more than $5 million in acquiring more than 900 acres of property between three industrial parks since 2005 between OITP, Golden Corner Commerce Park (GCCP) and Seneca Rail
Park. Last fall, a private developer scooped up nearly 45 acres along Interstate 85 on Exit 4 to market as a manufacturing park. County officials are confident that continuing to show growth in bringing new industry and business development, partnered with millions of dollars in capital investment, will lead to more jobs coming to Oconee County. Earlier this spring, Phoenix Senior Living and the county agreed to a tax incentive package for the group to invest $22 million over a five-year period at a property on Sheep Farm Road in Seneca. An exciting project at the Newry mill is also underway, as officials across the nation look to redevelop portions of cities and towns through federal tax breaks. May Corporation is working to renovate the old mill, built in 1895, into 197 apartments, a grocery store, event venue and an expanded U.S. Post Office in late 2022. The project is expected to bring $60 million of investment and create 600 construction jobs and 60 permanent jobs. Seneca city officials expect the Seneca Industrial Complex to generate $1,035,488 in
lease payments this fiscal year which began last July. Oconee County looks to continue to attract more investors and can showcase capital investments of $501,376,354 from 2012-2018. In that same time period, 1,591 jobs were created. To the east in Central, officials aim to continue to reap benefits of membership in the South Carolina Main Street Program to improve economic development and consulting resources to attract businesses. While Clemson is known for its plethora of small businesses and retail shops, the city’s economic advisory board has been laserfocused on finding out how to help business owners recover from the COVID-19 pandemic to a thriving college-town economy. Pendleton is a home to multinational tire manufacturer Michelin while the town is bringing a medical device manufacturer online. Arthrex Inc., a global orthopedic medical device company, invested $69 million of capital to create more than 1,000 jobs over the next several years. The facility is 250,000 square feet.

n a state that ranks near the bottom in education, the tri-county area is blessed to have numerous educational opportunities for children, youth and adults. The School District of Oconee County has an enrollment of more than 10,500 students representing 10 elementary, three middle, three high and three specialized schools. In 2019, its four-year graduation rate was 86.4 percent, which is higher than the state’s 81.1 percent. According to its strategic plan, Oconee students are in school more than schools in similar districts, have more students served in gifted and talented programs, have students in the career and technology education program that are getting more opportunities and have a more successful adult education program. Teachers in the school district have more advanced degrees, have more continuing contract teachers returning and have more highly qualified teachers. The district has also continued to provide professional development in the area of STEAM (Science, Technology, Engineer-
ing, Arts and Math) and the Hamilton Career Center, the district’s career and technology center, partnered with many of the elementary schools to implement Lego League in their schools and help expose students to coding and engineering. The student-teacher ratio in the school district is 24:3:1, up from 20:1:1, have received an excellent rating in foreign language and experienced an increase in expenditures for instruction (54.9 percent, up from 54.7 percent). The new Fred P. Hamilton Career and Technology Center opened its new $35 million campus on S.C. Highway 11 near Westminster, consisting of around 150,000 square feet, at the start of the 2020-21 academic year. The new facility allows students to walk to the Tri-County Technical College campus next door for internships and coops.

Pickens County has an overall school enrollment of more than 16,000 across its 14 elementary, three middle, five middle, four high schools, three specialized schools as well as the career and technology center. In 2019, its four-year graduation rate was 85 percent, exceeding the state average of 81.1 percent. In 2018-19, the school district’s Advanced Placement participation increased. The ACT, taken by all 11th graders in 2018, saw student performance ranked seventh among all school districts statewide.

EDUCAT I ON In 2019, Pickens County became one of just five school districts to successfully pilot Digital Learning Days during inclement weather that enabled them to continue their education on snow days to avoid making up those days later in the spring. The school district has also opened two theme-based magnet schools in Central Academy of the Arts and McKissick Academy of Science and Technology. While the area thrives with a number of

academically excellent schools from prekindergarten through high school, it also features outstanding college and university options. Clemson University, located just seven miles from Seneca and founded in 1889, not only has won two of the last five national championships in football but also achieved academic success. Southern Wesleyan University, founded in 1906, is affiliated with the Wesleyan Church and its main campus is located on 350 acres. A total of 1,430 students are enrolled, 803 of which are on-campus undergraduate students. Tri-County Technical College is a public two-year community and technical college serving Anderson, Oconee and Pickens counties. The college enrolls more than 9,000 students annually and offers more than 70 major fields of study, including computer technology,
industrial electronics, mechatronics, nursing and university transfer programs. TriCounty boasts the highest student success rate among two-year colleges in the state and ranks in the top one percent nationally for successful student transfers to four-year colleges and universities. Tri-County is also home to the nationally known Bridge to Clemson program, a unique freshman-year program that blends the traditional academic experience at Tri-County with the social and cultural experiences of being a Clemson University student. Editor’s Note: On Mar. 27, 2020, the U.S. Department of Education approved South Carolina’s request to waive spring semester assessments, accountability ratings, and certain reporting requirements in the Elementary and Secondary Education Act (ESEA) for the 2019-2020 school year due to widespread school closures related to the novel Coronavirus disease (COVID-19). As a result, those numbers were not available during the past school year.

O
conee, Pickens and Anderson counties are governed under the counciladministrator form of government, and most municipalities within those boundaries operate with a mayor presiding over council. Most area municipalities operate out of single buildings — with the exception of a few off-site locations — to make government operations seamless for employees and citizens alike. Need to pay a tax bill, ask about building permits and inquire about a possible water leak? It’s a one-stop shop! Oconee County operates out of a former school building and is located right across the street from the county school district. Municipal complexes in Pendleton and Clemson host offices as well as council meetings, as do the city halls of Seneca, West Union and Walhalla. During the pandemic of 2020, most government entities made an effort to increase online security and business so residents are able to conduct large amounts of governmental affairs on the various websites. Most also began creating live-stream videos of their council meetings so residents could stay informed and involved from a safe distance, creating an additional layer of transparency in most municipalities.
