Welcome to Oconee County. Whether you are still unpacking the moving truck or you’ve lived here all your life, we are glad you are part of the nearly 76,000 people who make Oconee a great place to live, work and play. And county officials are working to make it better. This inaugural Oconee County Fact Book is designed to give you a brief overview of different areas that make Oconee County special. One of those featured areas is local Government where you will find information about each government entity in the county along with a directory to reach the various county departments and municipal offices as well as a directory of all utilities providing service in the county. This will be a handy resource you will want to keep where you can easily access it when you need to contact a utility about service or various government offices for help. County officials are working to plan for the future through the 2020-30 Comprehensive Plan. The Oconee County Planning Commission has been working with County Council to look at all areas of need in this plan and have taken time to get ideas and input from the people who live here. Officials expect the Comprehensive Plan to help prepare for growth while continuing to protect the natural resources and way of life that brought us here or led us to stay here in Oconee. Industrial growth and retention is the focus of the Oconee Economic Alliance. The alliance has played a major role for much of the past decade to attract more industry – and with that industry, jobs – to Oconee County. As the time this was written Oconee unemployment was at 3.2 percent. The alliance is working to attract more industries to the county as well as improving the workforce we have here so that people will have the skills and knowledge necessary for the jobs coming to the county in the future. The section on industry features a directory of Oconee County industries. Of course, Education is an important key to industrial growth and retention. The education system here works to prepare students for jobs that are already here as well as those coming in the future. Tri-County Technical College opened its Oconee Campus in the Oconee Industry and Technology Park in 2018 and the School District of Oconee County is planning to move its Hamilton Career Center to the park in 2020. A directory of all schools in the district is included in this publication. With lakes, rivers and mountains Oconee also has a variety of Recreational opportunities for residents and visitors alike and a list of parks are included in this Fact Book. Lakes Keowee, Jocassee and Hartwell offer a variety of swimming, boating, and fishing activities, while the Chatooga and other rivers offer rafting and kayaking. For those who enjoy hiking and biking there are a variety of trails to explore through the county. Access to Healthcare is important to any community and Oconee County is no exception. Prisma HealthOconee Memorial Hospital in Seneca is part of a large statewide system, providing quality care that will soon be growing with its residency program. A healthcare directory is included in this book. All communities need Shopping and Dining and Oconee County has a variety of restaurant offerings with a mixture of local flavor and chain restaurants. Shopping options are also varied with many unique places to buy those special gifts. Worship and Faith is also a big part of life in Oconee County. A directory in this Fact Book lists more than 130 houses of worship in the county.

Oconee County offers a multitude of recreational resources and activities

conee County residents and visitors have a vast scope of recreational resources and activities spread around. Whether it’s one of the three county parks or lakes scattered across the county, Oconee parks, recreation and tourism director Phil Shirley said he can’t choose what location is his family’s favorite to go to. “It really is hard to pick just one,” Shirley said. “We visit a number of places and do love the rivers and waterfalls. Riley Moore is a favorite waterfall of ours. In terms of the amount of people coming here and the revenue, South Cove is definitely the highlight. It’s a jewel here.” When looking for some peace and quiet, Shirley prefers the county’s park in Westminster. “For me personally, I like solitude and it to be quiet and peaceful, so we really like Chau Ram and go to waterfalls during the week when they’re not crowded,” he said. “When you look at the county as a whole, you’ve got three county parks that I would put up against any other county in terms of what we offer. We have some of the best camping sites offered across the Southeast.”

Shirley said he believes no one can go wrong with the county’s recreational offerings. “The ability to get to lakes, mountains and waterfalls and the amount of recreation and infrastructure and parks that are built around
those natural resources provides a different level of recreation rather than a downtown or city park,” he said. “I think our resources are second to none and provide great opportunities to our visitors and residents.” The newest addition to Oconee County’s
recreation offerings is at the Palmetto Trail extension at the Stumphouse Park, opening up the Stumphouse Mountain Bike Park. Palmetto Conservation regional coordinator Rob Achenberg said the first 4 miles of the trail opened in May 2018. “The park goes off the Palmetto Trail, and right now we’ve got 4 miles of open bike trail through that area,” Achenberg said. “We’re working on 6-plus more miles for a fall opening of that second phase. We’ve been fighting weather this past spring to try and get Phase 2 opened, but we’re hoping to have the grand opening this fall, which will give us 10 miles in that area.” Achenberg said work to add additional features to the bike park are on the way. “It’s mountainous terrain and very moderate with some easier sections,” he said. “It’s family friendly, and there are changes in elevation, but the trail has been built very sustainably. Phase 2 and hopefully Phase 3 will have more technical areas. It’s moderate for bike riders to go out there and it’s a beautiful area. It’s a very pleasant ride.”

ining and shopping opportunities are important to any growing community. In Oconee County, local leaders are working to encourage more businesses to locate here, bringing more restaurants and retail shopping to the area. And it seems to be working. “I feel like there are more options,” said Janet Hartman, who has worked to increase economic development in Oconee for M. Tannery & Sons nearly four years – first by focusing on downtown development as the manager for Destination Oconee and in the last year as the interim executive director for the Oconee Economic Alliance. Like other communities, Oconee County has shopping centers with national retail stores, but there is also a focus here on locally-owned and operated businesses – particularly in the downtown areas. There is an effort to promote the importance of shopping local and encouraging more businesses to locate here so that more people will come to Oconee County to enjoy the lakes, mountains and other recreation opportunities, as well as dining and shopping options. “We’ve seen some new businesses pop up,

whether that be small restaurants or a wine bar or tap room or a brewery in downtown Seneca,” Hartman said. “Those are just different aspects that visitors and residents alike are looking for when they go downtown. I’m encouraged by what I’m seeing. There’s evidence that it’s happening.” Some cities have been working to offer incentive programs to encourage businesses to open in their downtown or to improve properties they already have there. In Seneca, officials are optimistic that downtown revitalization efforts are paying off, with the ownership of six downtown properties changing hands in the past two years. One of those has already opened in
the area of downtown officials hope will eventually grow similar to Ram Cat Alley, where retail shops, dining, and events like Jazz on the Alley bring hundreds each week from April to October. New owners of three of those properties that have changed owners recently already have redevelopment plans to bring new business to the area. In Walhalla, the streetscape project completed a few years ago has welcomed in new, locally-owned businesses including an outfitter store, offering hiking gear and other products for outdoor enthusiasts that people couldn’t buy locally before. Walhalla also has several other businesses, including a wine bar and a coffee shop that Hartman said “has partnered with home interior and furniture, so it’s kind of a unique blend of things.” “Westminster now has a couple of new restaurants that have opened,” she said. “They too are trying to pull together some items that will make it attractive for people to either purchase property or lease property for business there.” She said Seneca has added a “couple of great additions to eateries.” “They’re popping up with a focus on what is local,” Hartman said. The shopping centers are seeing growth as well, and the new Hartwell Village Shopping Center, located inside Oconee County not far from Clemson University, has brought in new stores and has one hotel that has already opened and another that is scheduled to open next year. Hartman said Hartwell Village has helped “retain a lot of those retail dollars in Oconee County with the different shops that are out there,” since opening in 2018. Seneca events coordinator Riley Johnson said Seneca has longstanding traditional favorite restaurants and retail stores in the city, but is also growing. “We’re adding new dining and new shops,” he said. “Shopping-wise, we’ve got all your retail stores here, clothing stores, jewelry stores. You can spend the whole day here and enjoy the lakes and shop. There’s so much to do within 10-15 minutes of Seneca.”

A plethora of churches and worship ministries available to Oconee County community
L
ike many communities in the Bible Belt, Oconee County seems to have a church on nearly every corner. There is much variety in Oconee houses of worship, as congregations get together in almost every denomination for worship, teaching, service, sharing their faith or just spending time together as a church family. There are small churches with only a handful of people all the way to churches with more than 1,000 in worship each Sunday in the county. Some are more formal, others more traditional. Others are more contemporary and worship loud with singers and a band. Some are quiet and attract little attention, while others are out in the community seeking to share their message with anyone who will listen. And while the people of faith in Oconee County may have differences in the way they worship, preach, teach and live, they have similarities. There are places where people grow together with others who are on the same path in life or looking for help in living their lives. The Rev. David Shirley, director of missions for the Beaverdam Baptist Association, with its 64 churches, said churches offer “sense of community, family and togetherness.” “Churches provide a family atmosphere that celebrates the joyous times with people, and they’re there during the difficult
and challenging times,” he said. “It should be a place of love and comfort, but it’s also a place where you can grow in your faith and learn to live even better. Churches are places of hope that share the good news of Jesus.” And while they offer hope, local churches make a contribution to the lives of the people in the county. “Oconee County is an amazing place to live with the lakes and the mountains and everything that it offers, but churches add to that life that Oconee provides, giving that family, fellowship and sweetness that they provide,” Shirley said. The directory of churches included here contains more than 130 churches and ministries serving Oconee County. And the list is likely not all of them. All exist to help people find faith, follow faith, worship the God of that faith and serve others through faith. “Whether it’s Baptist, Methodist, Church of God or whatever the preference may be denominationally, you’ll find it in Oconee County,” Shirley said. “The thing about Oconee County is it is blessed with some amazing pastors who preach and teach and minister to their congregations. It’s a place where there are a lot of churches, there are a lot of options. There are great places to worship in Oconee County.”

he cornerstone of Oconee County’s health-care system is the 155-bed patient tower and hospice house at Oconee Memorial Hospital, located in Seneca. Mergers in recent years have given patients access to a larger network of specialists. In 2014, Greenville Health System and Oconee Memorial Hospital merged, followed by another merger in 2017. Prisma Health’s name was unveiled in September 2018 and created the largest health system in the state. Three years later, GHS and Palmetto Health officials announced a merger to form the state’s largest health system. Prisma Health is the largest not-for-profit health organization in South Carolina, serving more than 1.2 million patients annually. The new company is comprised of two affiliates — Greenville Health System as its Upstate affiliate, and Palmetto Health as its Midlands affiliate — with more than 30,000 team members. “We are continuing to see health care change nationally, not just something unique to our area,” State Sen. Thomas Alexander of Walhalla said. “We continue to have communities losing hospitals in this state in rural areas, so I think it positions us to be at the forefront of truly what health care should be about in the future.” OMH chief operating officer Hunter Kome has been with the hospital since 2007 and watched as the hospital continues to “survive and thrive.” He’s also watched other rural hospitals, not too dissimilar from Oconee’s, shut down in the last decade.

HE ALTH “When I talk to community groups, I always start with what’s been happening to rural hospitals across the country, and over 100 have closed in the past 10 years,” Kome said. “Surviving and thriving is what I’m most proud of here at Oconee. We were just struggling the whole time financially, and we knew all along we’d have to find a partner. We spent a lot of time and work to figure who that partner would be.” The Prisma Health – Upstate system
includes a network of family doctors and specialists that streamline patient treatment from here to Greenville and beyond. It gives patients options for easy referrals within the network to orthopedic care, oncology, gastroenterology, vascular surgeons and more. To continue the hospital’s growth, Kome believes the community support and diversifying of services are key for looking to the future. “We have a number of things working for
us, but we’ve always had a very robust group of health-care services here that goes beyond hospital care,” he said. “Being diversified is part of what has to happen and care for people no matter where they are. We have tremendous community support here, and that expresses it through our foundation raising $1.8 million for health-care services here just last year.”

Growth in industry helping to boost workforce options in the county
O
conee County’s growth in retail and industry has helped attract more businesses, boosting the workforce options in the county. Nestled in the northwest corner of South Carolina between Atlanta and Charlotte, Oconee County has several industrial parks. Last year, Baxter Manufacturing’s expansion at the Oconee County Industry and Technology Park (OITP) cost $5.7 million and created 22 new jobs. The company serves as a full-service supplier for the plastics industry. To date, 147 new jobs have been created, already passing the 123 jobs created all of last year. Oconee Economic Alliance research and existing industry manager Emily Hodge said
the unemployment rate is hovering around 2.8 percent in Oconee. “The available jobs are out there, and it seems like a lot of them,” Hodge said. “We had more jobs than people at one point. We do have lots of jobs that are open whether it’s a manufacturing facility or pizza place. It’s looking like that across the nation.” Oconee County has also received a commitment from Horton Holdings to invest $22 million into the OITP, which is set to create 125 jobs. A Tri-County Technical College campus already sits inside the OITP, with construction of the Hamilton Career Center continuing in hopes both educational facilities will produce workers ready for careers. Hodge said she believes three or four

Future industrial potential awaits at the Seneca Rail Site after county officials secured a $500,000 Rural Infrastructure Authority grant that will be used to put water and sewer lines in at the park. County officials are confident that continuing to show growth in bringing new industry and business development, partnered with millions of dollars in capital investment, will lead to more jobs coming to Oconee County. Whether it’s Koyo Bearings, Sealed Air Cryovac or Itron, industries in Oconee County continue to look for reliable employees to hire in a low-unemployment market. Outside of industrial sites, 14 permits for new commercial construction have been filed this year, according to county records, as well as 15 commercial remodels and eight permits for additions to existing businesses. Such spaces can be seen at Hartwell Village, where different retailers and restaurants are opening up. Oconee County looks to continue to attract more investors, and it can showcase capital investments of $501,376,354 from 2012-18. In that same time period, 1,591 jobs have been created.

conee County offers plenty of educational opportunities no matter the age. Parents of those in 5-year-old kindergarten through 12th grade have 19 schools from which to choose from in Oconee County, 10 of which are elementary or intermediate. There are three middle schools, three high schools, the Hamilton Career Center, Oconee Academy and Adult Education at Code Learning Center. Approximately 2.35 million square feet encompass the School District of Oconee County, with 103 buses and 29 activity buses used to take students to and from school or on various field trips. A total of 90 buses travel 8,055 miles daily. Student enrollment in Oconee County is 10,666, a number that has remained steady through the years with pre-kindergarten through fifth grade making up the majority (5,218). The school district has 1,591 employees with 988 certified staff members. While this area thrives with a number of

academically excellent schools from pre-kindergarten through high school, it also features outstanding college and university options. Clemson University, located just seven miles from Seneca in Pickens County, has not only gained fame for winning two of its three national championships in football during the past three years, but for its academic success as well. Founded in 1889, Clemson is ranked as the 24th best national public university by U.S. News and World Report and is a science and engineering-oriented college dedicated to teaching, research and service. The university offers approximately 80 undergraduate and 110 graduate degree programs to an enrollment of more than 19,000 undergraduate and 5,200 graduate and professional students, with 67 percent of undergraduates from South Carolina. Located in the foothills of the Blue Ridge Mountains and surrounded by a lake and its own forest, Clemson features 29 residence
EDUC AT ION halls and on-campus apartments and a 19 to 1 student-to-faculty ratio. Clemson also features 19 men’s and women’s varsity sports. Southern Wesleyan University, founded in 1906, is affiliated with The Wesleyan Church, and its main campus is located on 350 acres in Central. A total of 1,551 students are enrolled at the Pickens County school, 803 of which are on-campus undergraduate students, 423 which are online undergraduate students and 325 online graduate students. More than 40 areas of study are offered at SWU along with four graduate degree programs, one doctoral degree program and an 18 to 1 student to faculty ratio. A total of 58 full-time faculty are employed by the university. Southern Wesleyan has 19 men’s and women’s collegiate sports and is a dual member of NCAA Division II and NCCAA (National Christian College Athletic Association). Tri-County Technical College is a public two-year community and technical college serving Oconee as well as Anderson and Pickens counties. The college has the highest student success, transfer and graduation rates among two-year colleges in the state and ranks in the top-5 percent nationally for successful student transfers to four-year colleges and universities. Tri-County Tech opened an Oconee campus in August 2018. Located in the Oconee Industry and Technology Park on S.C. Highway 11, the campus gives Oconee residents the opportunity to take many of the courses needed to prepare them for the workforce. Officials hope to offer CATBus service to the Oconee campus in the next couple of years. Among instructional offerings by the college are university transfer associate degree programs and applied technical associate degrees, diplomas and certificates in more than 70 majors associated with business, health, public service and industrial and engineering technologies. The college also offers developmental courses for students who need to improve their basic academic skills. The college also promotes economic development in the region through customized education and training for local businesses and industries through credit and continuing education offerings and a variety of workforce training programs. 2019 › 35

FOR THE PEOPLE Oconee County strives to enhance the lives of those who live, work and play in the community.

conee County is governed under the council-administrator form of government. Oconee County Council, which is composed of five members elected by voters in respective districts, acts as the county’s legislative body. To execute adopted policies, directives and legislative actions, the
council employs an administrator, the county’s chief administrative officer. The county council meets bi-monthly, typically on the first and third Tuesdays of the month. A full schedule is available online at oconeesc.com/0council, and the meetings are streamed live at youtube.com/youroconee.
As a result, the residents of Oconee County are able to conduct most governmental business in one location. While the majority of all governmental offices in Oconee County have traditionally been located in the county seat of Walhalla, until the late 1990s, they were scattered in various buildings near the courthouse. In 1999, however, most governmental offices were relocated to the Pine Street Administrative Complex. As a result, Oconee County residents are able to conduct most governmental business in one location. The county’s Road and Bridges Department, Solid Waste and the Vehicle Maintenance facilities are now all located on Wells Highway in the Seneca area. The present county courthouse, completed in 2003, is located in downtown Walhalla. Each of the municipalities has its own town or city council as well. Most government business for each municipality is typically conducted within its own city hall. Seneca has a nine-member council,
