Urur Olcott Kuppam Model / is an initiative for improving the quality of life in underprivileged urban settlements with a focus on basic infrastructure - access to water & sanitation and reimagining this as community space. Urur Olcott Kuppam Model / is a communitydriven initiative of working with villagers who want to understand their choices and influence their own collective futures in a sustainable manner. Urur Olcott Kuppam Model / has the following main focus areas• Water and Sanitation • Waste Management • Community Spaces When implemented, it will also demonstrate a significant leap forward in the following crosscutting themes• Rights for vulnerable communities • Gender Equality rights • Health and Hygiene • Protection of livelihoods • Environmental Protection
How did this all begin?
It all started as a request from K. Saravanan, Secretary of Urur Kuppam Fisher Cooperative Society and a campaigner with local NGO Coastal Resource Centre to revisit their shelved project to design and build a sewage treatment plant.

URUR OLCOTT KUPPAM The metropolitan city of Chennai is an agglomeration of urban villages. These predominantly include traditional Hindu settlements built around a temple, weaver settlements and fishing villages located along the shoreline. While most other historic villages in the city have been absorbed in the rapid pace of urbanization, the fishing villages along the coast have survived on account of the basic need for fishermen to live in close proximity to the sea. However, these fishing villages are subject to inequitable distribution of resources from the city that have over time, been forced into a poor living conditions. Urur Olcott kuppam is a historic fishing village in Chennai; kuppam is a word used to refer to a settlement of people with similar occupation. Despite being adjacent to an affluent neighbourhood and in the same administrative ward, the infrastructure in the kuppam of roughly 1500 people is poor to non-existent in comparison. The village suffers in terms of inadequate water supply and sanitation, poor waste management as well as lack of shared community spaces for the residents. 46% of the houses do not have toilets and 69% of houses do not have provision for sanitation. As a result, open defecation and open drains that flow onto the shore are a common sight. The sewage on the shore also contaminates the ground water. In addition, one-third of the women of the village defecate in the open. Fishermen from Urur Olcott Kuppam spend much of their workday on the shores--they clean, mend and store fishing nets there. The lack of public spaces in the settlement also means that the shore is used by children to play and by women to meet and greet. The overflowing garbage bins placed along the shore line and sewage seeping on to the shore poses a threat to their health.

PROJECT INITIATION / Dialogue with the Community The initiation of the project involved several visits to the kuppam and dialogue with the community. The primary concerns of the kuppam were guaged through conversations with residents and together with the Urur Kuppam Fisher Cooperative Society, the project brief was outlined to address the following: / Sewage + Sullage outflow on the Beach / Lack of Toilet Infrastructure / Improper Garbage Disposal

URBAN DOCUMENTATION / Physical Mapping It also became quickly evident that there was a severe lack of data about the demographics, existing infrastructure and services for the kuppam. Even a map showing the layout of the kuppam was non-existent. Therefore, a detailed documentation process was undertaken which included two components • Physical Mapping and • Household Surveys With lack of funding to hire surveyors, the physical mapping was done manually through the help of students and volunteers.

URBAN DOCUMENTATION / Household Survey Household surveys involved surveying every household in the kuppam to find particulars about its residents, details of the physical fabric of the house, facilities and services available in their houses. Data related to their water consumption, defecation and waste discharge pattern was also recorded.

DATA DIGITIZATION / Generation of Spatial Maps / Data verification and Correction The urban documentation resulted in two sets of information- a manually drawn map of the kuppam and detailed household level data. These were then digitized and spatial data maps were generated by overlaying the two sets of data. The generated spatial data maps were verified numerous times to minimize discrepancies. The corrected maps were compiled together to form a comprehensive overview of the existing conditions at Urur Olcott Kuppam.

Spatial Data / ZONE MAP The kuppam was divided into 19 zones for ease of documentation, surveying and Verification of the data. The alphabets represent the different zones of the kuppam. These were assigned strictly for internal reference purposes. This map also shows the landmarks in the kuppam like temples and grocery stores for a better sense of orientation. Street lights and the Sintex water tanks are marked along the beach for the same purpose.

Spatial Data / HOUSEHOLD INFORMATION MAP We also discovered that many houses did not have house numbers and several houses had the same house number. We therefore also provided reference numbers within each zone to avoid confusions. The Household Information map was accompanied by a list of resident names and corresponding house numbers/ reference numbers. The numbers marked in RED are house numbers as specified by the residents and the numbers marked in BLACK are reference numbers for the houses. This helped the residents to identify their houses on the map and verify information pertaining to their household at a subsequent community meeting.

Spatial Data / TOILET INFRASTRUCTURE MAP This Map shows the toilet infrastructure in the kuppam: / Houses with toilets / Houses without toilets 46% of the houses are not equipped with toilets and these dwellings are primarily along the shore. Spatial Data / DEFECATION PATTERN MAP- WOMEN This map shows where the Women in the houses defecate.: / Home / Public Toilet / Public toilet + Open Defecation / Open Defecation Although the infrastructure provision is the same for men and women in a household, the results for women defecation showed varied results from that of the men. 53% of women use toilets at home, 15% use ill-maintained public toilets, 14% use alternate between public toilet and defecate in open. This happens during early hours and dark hours. 18% defecate in open land nearby. The percentage of women who defecate in open is lesser compared to men, because they find it unsafe at night. They either use the public toilet or use toilets at their neighbour’s/ relative’s houses.

VISION DEVELOPMENT / Community Meeting A community meeting was organised where MOAD, UDC, Coastal Resource Centre and fisher cooperative societies of Urur and Olcott Kuppams presented the results of the surveys and the generated spatial maps. We helped the residents to read the maps, locate their houses in it and verify the information listed for their house. Also, we discussed the possible strategies and solutions to improve the existing conditions to take the project forward. These maps were collectively analysed with the community to understand their needs and to come up with a schematic vision for the kuppam. A proposal was also presented by the team that included designing a sewage treatment system to address the current issues of sewage outflow onto the beach and photo montages of how the kuppam could transform with continued cooperation from its residents.

VISION DEVELOPMENT / SCHEMATIC SEWAGE TREATMENT MAP Together with external sanitation experts and input from the community, a schematic proposal was designed to collect and treat the sewage discharged on to the beach. The preliminary proposal involved collecting and carrying the waste water that is discharged from the streets that are perpendicular to the shore line onto it to a DEWATS treatment plan at the northern end of the kuppam.

NEXT STEPS The project proposal for Urur Olcott kuppam was developed in conjunction with the local community after analysing the existing situation at the kuppam and discussing possible future scenarios. It is comprised of 5 broad components:

Thanks to the intervention of an eminent retired senior bureaucrat who attended the Vizha and the Living History tour, the village managed to secure a meeting with the Managing Director, Metro Water. Metro Water has now prepared a proposal for linking the un-connected portions of the village to the main sewer line. The Village Administration, assisted by the organisations and people supporting its efforts, is approaching elected representatives for financial support to execute the project.

Coastal Resource Centre is set up under the Community Environmental Monitoring (CEM) project of The Other Media with the intention of providing sustained support to coastal communities in challenging destructive developmental activities. CRC aims to combat unsustainable development by using democratic spaces for dissent and proactive engagement, and at the same time increase resilience among such communities to the vagaries of a climate uncertain future.
