City prepares for another round of SPLOST projects Commissioners will be looking for projects which the public can support. By Frederick Benjamin Sr. UrbanProWeekly Staff Writer AUGUSTA It’s SPLOST time again. Not quite a year ago in May, 2014, Richmond County voters went to the polls to choose from among 20 candidates who were running for office. It was hoped that the enhanced field of candidates would boost the turnout in favor of the one-cent-sales-tax package. The turnout was great, but the voters were in no mood to support the sales tax. That should not have been a great surprise since two of the four mayoral candidates told voters they were opposed to the tax. This week, commissioners were given the timeline for the next SPLOST

package to be put before the voters. The biggest change is that the SPLOST vote will be on the November 3, 2015 ballot. That will give supporters more time to garner the needed support, but it will also give the sales tax opponents time to sow public doubt. The 2014 SPLOST vote was dogged at almost every turn. Besides getting bashed by many candidates, it, along with previous SPLOST projects, was the subject of a lawsuit filed by a disgruntled citizen who alleged serious irregularities in the entire SPLOST process from implementation, maintenance and accountability. Still, the public had never before voted down a SPLOST referendum. So, it was a serious “wake-up” call when the voters said, no mas! The new administration will have a new attitude toward rolling out the latest SPLOST proposals simply because are new. This will be the city administrator’s first Richmond County SPLOST. Likewise, the mayor and at least four of the county commissioners will be going through the SPLOST dance for the first time.

Augusta firefighters will offer free smoke alarms The Augusta Fire Department received a payment from Aiken Tech for its use of a Fire Department facility and 9 instructors to put on a live fire training last October in the amount of $2,370. The Fire Department is requesting a budget amendment to the 2015 budget that will allow the Fire Department to utilize these funds to purchase smoke alarms that will be installed in citizen homes free of charge upon request. This will enable the department to give away 100 smoke alarms.

The Richmond County School System will be hosting a teacher recruitment job fair on Saturday, March 21, 2015 from 9:00AM to 4:00PM at the Augusta Marriott at the Convention Center (Olmstead Hall B). All elementary, middle, high, and magnet schools will be present to interact with applicants and provide them with information about their respective schools. Applicants will also be interviewed by school administrators for vacant positions for the 20152016 school year. “We invite all potential educators to see what our many schools have to offer,” said Superintendent Dr. Angela Pringle, “Our school system is looking for the most qualified applicants in order to provide the community with a valuable education in all subject areas.” Applicants are advised to dress appropriately and bring several copies of their resume. Pre-

nonprofits), and other quality-of-life nonprofits outside of the city’s own agencies. Unlike the last SPLOST effort, which drew opposition from sitting commissioners, it is unlikely that commissioners would have objections this time around. The city’s need for hard cash is just that dire. Recently recovering an additional $3 million in FEMA money (via GEMA) will help a lot because the city can’t collect any SPLOST funds from the 2015 vote until after the SPLOST VI projects all shut down in 2016. Starting on May 15, the public will have an opportunity to attend SPLOST hearings and the commissioners will begin their workshops, according to the timeline released by the city this week. By August 1, the commissioners should have the final list of projects to consider. Certain to be debated will be the extent to which popular nonprofits, which have benefited from SPLOST funds in the past, will be able to continue to do so. What the increased scrutiny of SPLOST VII in 2014 succeeded in doing was to create a climate where it would be difficult to include organizations that have traditionally received SPLOST funds in the past. Whether or not groups like

The legal challenges to SPLOST VI and previous SPLOST initiatives by Les Morton died on the vine before any of the merits of the complaint could be hashed out before a judge. The 2014 court filing by a private citizen, Les Morton, sought to have funds that had been allocated to charitable organizations reallocated to those types of capital-outlay projects for which the tax was originally created. A tall order, for sure. But ultimately, Morton would have been happy if the city just followed state law when it deals with the public on SPLOST matters. Following state law, however, may not be as easy to do as it sounds. As Morton discovered, the law is not cut-and-dried, but rather, it is subject to a judge’s interpretation. Morton also asked for an immediate forensic audit of past SPLOST expenditures — again something that the city won’t embrace unless invited by a judge to do so.

Medical College of Georgia AMWA Chapter to present ‘Vagina Monologues’ AUGUSTA The Medical College of Georgia Chapter of the American Medical Women’s Association is staging a production of Eve Ensler’s “The Vagina Monologues” to raise money for Rape Crisis and Sexual Assault Services. The performances are planned for 7 p.m. March 13-14 at the University Hospital Auditorium, 1350 Walton Way. Tickets are $5 for Georgia Regents University students and $10 for non-students. Donations will also be accepted. The play is made up of a varying number of monologues read by a varying number of women. Each monologue deals with an aspect of the feminine experience, touching on matters such as sex, love, rape, and more. It has been staged nationally and internationally, and a television version featuring Ensler was produced by HBO. In 1998, Ensler and others launched V-Day, a global non-profit movement that has raised over $100 million for groups working to end violence against women and girls through benefit performances of “The Vagina Monologues.”

Man always does.” If this is the case, Wycliffe Gordon and His International All Stars will be making history on Saturday, March 14, at 6 p.m. in the D. Douglas Barnard Jr. Amphitheatre on the Summerville Campus of Georgia Regents University as part of the Jazz at the G series. This is the first time, and hopefully, not the last time, the international ensemble will perform in the Garden City. The international ensemble includes Yasushi Nakamura from Japan on bass, Ehud Asherie
from Israel on piano, Adrian Cunningham from Australia on reeds, and Alvin Atkinson Jr from North Carolina on drums. Gordon, hailed as a musical ambassador and interpreter of America’s music, tours around the world performing hard-swinging, straightahead jazz, receiving great acclaim from audiences and critics alike. The Artist-in-Residence in the Department of Music at GRU has been named “Best in Trombone” by the Downbeat Critics Poll three years running, and the Jazz Journalists Association named him “Trombonist of the Year” in 2013.

City, local groups prepare for citywide community cleanup Savannah Riverkeeper, the City of Augusta with Mayor Hardie Davis and AARP will host the �Hands Across Augusta Spring Cleanup,� an age-friendly community cleanup day and recycling event on Saturday, March14,2015 from 8:30am-12pm (rain date March 28). Citizens across the CSRA are called to join hands in service to clean up our streets and neighborhoods for all to enjoy. Dispelling myths one child at a time A
five year old girl who lives in Appling only gets two meals a day: the breakfast and lunch provided by her school. She rarely eats decently on the weekends because her mother only makes minimum wage and often has to subsidize her rent by depleting her grocery budget. Who can they turn to? A teenage boy from Evans has had one too many run-ins with the law. He’s staring down the barrel of some very serious consequences if someone doesn’t give him a lifeline. Who can help him get his life on the right track? Some residents of the CSRA like to believe that an invisible wall exists at the line that divides Columbia County and Richmond County. In their minds, at that line schools suddenly get better or worse, prices instantly increase or decrease, citizens become ridiculously wealthy or devastatingly destitute, crime magically appears or disappears, and the
Black folks instantaneously transform to either “uppity” or “ghetto”. That’s one powerful line. The truth is that the line is a lie, and any power that it has is the power that we give it by feeding into the lie. Crime exists in both counties. Your child can get a good education in both counties. Wealth resides in both counties. And, yes, poverty is a reality for residents in both counties. Columbia County is not and has never been exempt from the ills of society. No municipality is. But we hear the myth so often that many of us start to believe that hardships like the examples mentioned at the beginning of this piece do not exist beyond Richmond County. Thankfully, there is an organization in Columbia County that doesn’t turn a blind eye and doesn’t believe the lie. Columbia County Community Connections (CCCC) has been working quietly but diligently to improve
the lives of at-risk youth who live in the county. Through its Saturday Sacks program, CCCC has been able to ensure that hundreds of low income children have decent meals to eat over the weekend each school year. Under the thoughtful, energetic, and empathetic leadership of Executive Director, Julie Miller, over 300 Columbia County youth have safe, supervised after-school programs as well as productive and educational summer opportunities. Last year, CCCC secured a grant to create a Teen Court in Columbia County. This unique program allows young offenders the opportunity to be judged by their peers (an alternative to traditional adjudication processes). At the same time, young people interested in a future in the legal field get a true “hands-on” experience in the criminal justice system. Currently, there are only three Teen Courts operating in the state of
Georgia. This is just a small sampling of the innovative and important work that goes on at Columbia County Community Connections. And with all of the accomplishments that they’ve achieved, there still remains much work to be done. So the next time that you that cross that line, going in either direction, please keep in mind the fact that people in need are everywhere and each of us could be just one paycheck, one ill-advised decision, or one natural disaster away from finding ourselves in need. Our similarities, do indeed, outweigh our differences. Don’t believe the myth. Voters wrong about Hardie Thank you, Mayor Hardie Davis for vindicating my endorsement of Helen Blocker-Adams. I was right to endorse Helen and thus far it appears the voters were wrong to elect you. My February 19, 2014 Metro Spirit letter titled, Blocker-Adams Clear Choice for Mayor, was prophetic. In the letter, I wrote, “Neither is State Senator Hardie Davis mayoral timbre. Senator Davis appears to be an opportunist”. An opportunist is one who takes advantage of any opportunity to achieve an end, often with no regard for principles or consequences. An opportunist seizes every opportunity to improve things for himself. In the case of Davis, ask for more money, hire a larger well paid staff, and seek veto power. He’s just getting started. Unfortunately, the supporters of candidate Davis were mesmerized and blinded from the reality of Davis the ambitious politician. Help a vet who needs a heart transplant Marlon Williams of Augusta is seeking assistance from the community. Mr. Williams has been told that he must get a heart transplant. Williams, aka “Coach Will,” is active in the development of our city’s youth. The Recreation Department volunteer coach is also a veteran of the First Gulf War and is a member of Antioch Missionary Baptist Church. The surgery is slated to be done at the Transplant Center at Vanderbilt University in Nashville. The procedure will place a tremendous strain on the Williams family who will need assistance meeting day-to-day expenses without the help of donations from the public. The donations will enable Williams to keep he and his family from undergoing undue hardship. Marlon is married and has
