ROMANIA – LEGISLATIVE ELEMENTS  All urban planning documents (General, Zonal and Detailed Urban Plan: PUG, PUZ, PUD) – based on topographical plans (Stereo 70 projection system) approved by the cadastre offices at county level.  The need to include all property limits registered in the cadastre offices registries.  Under 20 % of Romania’s territory is registered – problems in the development of urban plans and, subsequently, in ensuring a sustainable land management.  Local public authorities often do not have knowledge of the lands they possess. ITALIAN INITIATIVES – PLAN4ALL  Project concerning the interoperability and the harmonisation of spatial data in scope of territorial planning.  Addressed the synthesis of existing standards at the moment of implementation (2010 - 2013), the metadata profiling for territorial planning, shared data models and the harmonisation process based on existing best practices in Europe at regional and communal levels.

 To achieve this, a "telescopic" data model and an unified legend (shared dictionary) for addressing geographical objects and norms at various cartographic levels and scales have been defined and tested. NETHERLANDS – SOME BEST PRACTICE EXAMPLES  IMRO - Set as a compulsory standard since 2006 by the Dutch Ministry of Spatial Planning and Environment, for the definition of all land use types.  3D Pilot NL – related to public land management, added value through the use of 3D cadastre - e.g. describing the properties owned in high rise condominium developments and integrated planning and management of underground and aboveground municipal assets.  The integration of surface and subsurface data, recording of properties located above and below each other covering for the 3D cadastre, plus a 4D change detection are some of the use cases addressed through this initiative. Legal Atlas (NL) Checking the consistency of two sets of spatial norms – for example if a zoning plan at city level fits the overall zoning plan of the province.

STRUCTURAL FIELD

 Bucharest Dynamic Masterplan (under development) from the analysis of the existing situation (using an integrated, city and metropolitan level database) to the drafting of a set of dynamic planning regulations (Florescu, 2012 – see right figure) – aim: reduce spatial disparities by pursuing flexible mixes of amenities, thus pro-actively engaging with the changing structure of the city (Florescu and Mitrea, 2015)

ROMANIA – CURRENT DEVELOPMENTS  Bucharest – web portal for viewing the status of urban planning documents (http://urbanism.pmb.ro).  Aim: facilitating public consultation of (mainly) Zonal Urban Plans (PUZ).

 Additional functions need to be integrated (e.g.: the current regulations, derived from the General Urban Plan, are not visible, neither are the parcel limits).

CONCLUSIONS - STANDARDISATION OR INTERFACE?  How to accommodate the plug-and-play concept of a geoICT service for local e-governance in existing regulatory frameworks?  Can a standard be defined for (regulatory) urban planning, that takes into account cadastre and territorial management issues and integrates urban data banks and local norms and regulations?  Growing need to propose a potential interface for operating such services, integrated within a Smart Planning System, easily accessible by citizens, potential investors and policy-makers.
