EXECUTIVE DIRECTOR / CEO On behalf of the national governing body for our sport in the United States, we would like to welcome you to the USA Baseball National Training Complex for the 2019 Futures Invitational! USA Baseball is proud of our track record in developing youth players into premier athletes and that begins at events just like this one. USA Baseball alumni and MLB stars, including Clayton Kershaw, Bryce Harper, Eric Hosmer, Alex Bregman and many more, have participated in USA Baseball events and later became a part of the USA Baseball family on their path to the major leagues. The USA Baseball Futures Invitational is now in its fifth year and we are excited for the continued support in the expansion of our youth event offerings to players at this age level. It is paramount to the proliferation of baseball in the United States to continue provide opportunities to our youth to play the game we love. The opportunity that the Futures Invitational brings to athletes across the nation is unlike any other. It not only provides the opportunity to compete with the nation’s best players, but also the chance to represent the United States in international competition as part of the 12U National Team. We are committed to bringing first class competition to the players, coaches and fans of the participating teams. A LIFETIME WITH TEAM USA 2019 12U NATIONAL TEAM MANAGER B Y E M I LY F E D E W A Todd Fine has built one of the most impressive USA Baseball resumes out there. “I’ve been coaching for 21 years and since 2010, I’ve been with USA. For half of my coaching life, I’ve been with USA Baseball and it means the world to me,” Fine said. “It’s something that I take seriously and that I don’t take for granted.” In 2018, he added 12U National Team Manager to that resume and in 2019, he’ll add a second year to that. Being named a national team manager – and the first in backto-back years for the 12U National Team – is an honor that was earned through years of dedication and hard work by Fine. The Chicago, Illinois, native has served as a coach at the USA Baseball National Team Identification Series (NTIS) multiple times, the USA Baseball Tournament of Stars and the 18U National Team Trials. On top of it all, before being named manager in 2018, Fine was the pitching coach for the 12U National Team from 2014-2017. During that time, the program claimed two world championships and two silver medals while 2

Fine’s pitching staffs held a cumulative ERA of 3.21 and an overall record of 30-5. He didn’t expect to be tapped to lead the 12U National Team in 2018 because it meant the world to him to represent the U.S. no matter what he was doing. And everything else was icing on the cake. “(Being named manager) was humbling. It was something I never expected in 2009 when I was in Jupiter, Florida, working an NTIS,” Fine said. “I’ve gotten to do everything at USA Baseball…I’ve been around for almost everything and I just viewed it as an honor to be part of USA Baseball in any capacity. “It was never about becoming the manager, it was always about just being part of something that I thought was the greatest honor in amateur baseball.” But after everything he had accomplished, it was only a matter of time before he got the call. And with all that experience under his belt, it was no wonder why Fine felt ready to take on the role at the helm right away. “I’ve been around some really great coaches and some really great baseball people so when I found out I was
going to be the manager, I think I was prepared,” Fine said. “I’d been through enough of the meetings and practices and trials and selection processes that I didn’t think there was anything that was going to come up that was going to surprise me.” His comfort level in the position became obvious quickly has his 2018 squad came together and tore through the competition en route to the 12U National Team program’s first-ever COPABE U-12 Pan-American Championships gold medal. Under his guidance, Team USA went undefeated for the first time in program history while outscoring opponents 127-7 and winning all nine of its games by a 13-run average margin of victory. The stars and stripes also clubbed 39 home runs and racked up 113 RBIs. It was a strong start to his managerial career, but it was just a start. Now, Fine has turned his attention to the 2019 World Baseball Softball Confederation (WBSC) U-12 Baseball World Cup where Team USA is the three-time defending champions and the pressure is even higher. “I put a lot of pressure on myself because my expectations are that it’s win gold or it’s not a success,” Fine said. “My goal is for USA Baseball to be ranked No. 1 in the world at all levels and (the 12U National Team) is a huge part of that so winning gold is mission-critical.” Reaching that goal starts with the identification process and selecting the right players to represent the U.S. – that’s where events like the Futures Invitational come in.
For Fine, the Futures Invitational is second-to-none for identifying athletes and showcasing the best teams and players in the country, all in one place. It gives coaches a perfect view of not only how these kids play, but also their attitudes and how they win, how they lose, how they interact with teammates and so much more. Once all of the selection events have concluded and the team is selected, the next step is implementing Fine’s culture of taking care of business while creating and enjoying experiences, relationships and memories of a lifetime. “Our culture is to create the mindset that we are on a business trip, not a vacation,” Fine said. “It is definitely intense. But I also I want these kids to look back five years from now and say this was the greatest experience of their lives. “The expectations we put on them are definitely greater than most 12-year-olds have, but as long as they respect USA Baseball, our program, their families and themselves, I want these guys to have fun.” And Fine knows from experience that there’s nothing more fun than earning the spot on the top of the podium so he’ll do everything he can to make sure that’s where this team ends up. Because he’s got one more thing to add to that already-impressive resume: managing the 12U National Team to another World Championship.

A QUEST FOR GOLD
2019 12U NATIONAL TEAM PREVIEW B Y E M I LY F E D E W A The USA Baseball 12U National Team’s history is covered in gold. Since the program’s inception in 2013, it has collected four gold medals in six international tournaments, including earning back-to-back-to-back World Baseball Softball Confederation (WBSC) U-12 Baseball World Cup titles in 2013, 2015 and 2017. So, 2019 has a lot to live up to as Team USA gets ready for this year’s WBSC World Cup. “I definitely put a lot of pressure on myself and take this very seriously knowing that if we don’t win gold then it’s not a success,” 2019 12U National Team Manager, Todd Fine, said. “I would never put pressure on the kids to win gold but their job is to trust the process and if they follow the process then gold is the result.”
After guiding the 2018 team to the program’s first-ever COPABE U-12 Pan-American Championships gold medal last summer, Fine returns to lead the 2019 12U National Team, along with the rest of the 2018 coaching staff. Jason Sekany will serve as pitching coach once again,
while RJ Farrell and Marc Wiese will reprise their roles as assistant coaches. With last year’s dominant run to the gold medal, the 12U National Team easily qualified for the 2019 WBSC World Cup and will now defend its World Champions title for the third time in a row. “Anytime you’re the three-time defending champions-having beaten the host country the last two timesthere’s definitely a huge target on our backs,” Fine said. “The crowd intensity of 11,000 host fans chanting the entire game, the media coverage, and the moment itself, doesn’t get any bigger for an 11- or 12-year-old.” But it’s not easy to make it to that moment. There are a lot of different ways to be considered for the 12U National Team, which means the competition is fierce. From the more than 100 athletes that compete at the 12U National Open to those selected to the 2019 12U National Team Trials through the 2018 National Team Identification Series (NTIS) and the 2019 Futures Invitational, only 18 are chosen to represent the U.S. in the 2019 World Cup. And the coaches, scouts, taskforce members and other staff involved in the identification process aren’t just looking for one thing; they’re looking for the kids that have it all. “We’re looking for the kid that–outside of the baseball– will be the most adaptable, have the most toughness and be the most willing to buy in,” Fine said. “The baseball is a given–obviously, we’re choosing the best baseball players–but we’re also choosing the best characters. Maturity, adaptability and willingness to give your all to the team are huge at this level.” Those traits are important both on the diamond and off–especially in an international tournament where that diamond is in a foreign country. The 2019 tournament will once again be held in Taiwan–a place these coaches and the 12U National Team program is intimately familiar with, having claimed all of its World Cup gold medals there. But it will be anything but familiar to the athletes on this year’s team. Team USA will kick off the Opening Round on July 26th against Australia at 2 a.m. ET before competing against the rest of the teams in Group B, including Mexico, Korea, Venezuela and Italy. “My first time in Taiwan was the greatest baseball experience of my life. It’s an incredible place for this event,” Fine said. “And we are even more excited to get there after the release of this year’s World Cup schedule. The pools look great and we’re looking forward to the opportunity to represent the U.S. while competing against the world’s best.” And if Team USA is able to defend its title and defeat the world’s best in 2019, it’ll add another golden chapter to the 12U National Team history. 2 0 1 9 F U T U R E S I N V I TAT I O N A L

EVENT AND PITCHING RULES TOURNAMENT RULES • To be eligible for the 2019 Futures Invitational, players must be born January 1, 2007 or later. • Penalty: If physical evidence is presented or a team admits to using an illegal player (born before January 1, 2007), all games in which the illegal player participated shall be forfeited. • The National Federation (NFHS) baseball rules will be used • All team rosters must have a minimum of 13 players and 2 coaches with the player maximum being 20 players. • The only permitted bats to be used are those that coincide with guidelines defined by USA Baseball which can be found on www.usabaseball.com. For the 12U age group, there is no specific weight/length ratio limit and both wood and metal bats are allowed. Non-wood and multi-piece wood bats must be USABat certified. The bat may be no longer than 32 inches in length. Barrel diameter for any bat may be no larger than 2 5/8. • All players must wear rubber spikes as metal spikes will not be permitted. • The field dimensions will be 51 ft. from mound to home and 75 ft. between the bases • The USA Baseball Coaches Code of Ethics will be used • Coaches must wear a helmet to be on the field. A hard helmet is required; no flap, single flap, and double flap helmets are permitted, while “skullies” and cap inserts are not permitted. • Coaches must remain in the coach’s box until a batted ball passes the coach’s box. • Games shall be seven (7) innings in length or 2 hours and 15 minutes, whichever comes first. If the time limit is reached in the middle of an inning, play will continue through the end of that inning but a new inning cannot be started. If a team is losing by 10 or more runs after having batted in at least five innings, the game will be ended at that point • In the case of inclement weather, the Championship Bracket will be given priority treatment to finish games, followed by allowing the teams in the consolation bracket to play an even number of games. This will be done to the best of USA Baseball’s ability. Any

games that are rescheduled due to inclement weather may be played at an off-site facility. • USA Baseball reserves the right to end non-championship games in a tie if it is deemed in the best interest of the health of the athletes and the event. • Any participant (player, coach, fan, etc.) ejected from a game shall have the circumstances of his/her ejection review by the Technical Committee made up of three USA Baseball representatives. The Technical Committee shall then decide what penalty, if any, shall be applied to that person or team. The additional penalty may include suspension from a subsequent game(s), suspension from the tournament all together, or team forfeiture resulting in a 7-0 loss. • A tenth hitter, or extra hitter, hereby known as the “EH” may be utilized by any team. The use of an “EH” is optional and is not mandatory. If one team elects to use an “EH” it will not be required that the opposing team also us an “EH”. The extra hitter must be indicated in the line-up as the “EH”. The “EH” will be treated as any other starter and cannot be eliminated during the course of the game. The “EH” can exchange positions with other defensive players in the lineup. A player that starts the game as an “EH” or becomes an “EH” at any time thereafter, is not required to remain solely as the “EH”. The starting batting order must be following in order. Changing of the “starting batting order” once the game begins is strictly prohibited.
TIE-BREAKER RULES (For seeding purposes only; in order of use) 1. Head-to-head competition provided all teams have played each other 2. Fewest runs allowed (overall) 3. Overall Run Differential (overall) 4. Coin flip
EXTRA INNING RULES If the game is tied after seven (7) innings and they have not exceeded the 2 hour and 15 minute time limit, teams will play extra innings until the 2 hour and 15 minute time limit is reached. The following procedures will be implemented during extra innings: • Each team will begin the 8th inning (and any
subsequent necessary extra innings) with a player on first and second, no outs. • The lineup will continue as in any other inning. For example, if the 7th inning ends with the #8 hitter having the last plate appearance (PA), the 8th inning begins with the #9 hitter at bat and the runner at second base is the #7 batter and the runner at first base is the #8 batter in the lineup. • “Official Rules of Baseball” per the NFHS rule book and “Futures Invitational Tournament Rules” will remain in effect during extra innings required to determine a winner. • No player re-entry is permitted during extra innings. • The traditional system of the visiting team hitting in the top of the inning and the home team hitting in the bottom of the inning will remain in effect until a winner is determined. • The official game time will begin at the conclusion of the plate meeting. The umpires will keep the official time.If the score is tied when the 2 hours and 15 minutes time limit is reached, regardless of inning, the game will result in a tie unless it is a semifinal or championship round game. TOURNAMENT FORMAT Pool Play (Thursday and Friday) • Teams are divided into four pools of four teams each • Each four-team pool plays a round-robin (three games) • After three games, the teams are seeded within their pool based on W-L record and then the tie break rules listed above Championship Round (Saturday and Sunday) • The first place team from each pool are placed together in a Championship Bracket. The 2nd place team from each pool will be placed together in a new pool (consolations). The 3rd place team from each pool will be placed together into a new pool (consolations). Finally, the 4th place team from each pool will be placed together into a new pool (consolations). • Day One (Saturday)
• Consolation round (one game per team) • Semifinals of Championship Bracket (one game per team) • Day two (Sunday) • Consolation round (one game per team) • Bronze and gold medal games
PITCHING RULES • In accordance with USA Baseball’s integration of Pitch Smart guidelines, the Futures Invitational will abide by the following pitching rules.
REPORTING • USA Baseball official scorers will be responsible for the official pitch count at each field. An aggregate report for all teams in the tournament will be distributed electronically at the completion of each day’s games to the team contact on record. The pitch count monitored and kept in the tower is the only official pitch count that will be used. Managers or coaches pitch counts are NOT official, but they are welcome to periodically check with the official scorer to ensure their count is correct. The official scorekeeper will communicate the pitch count at the beginning of each inning or as needed.

(For example, a pitcher who is in the game at the time the game is suspended and who has thrown 21 or more pitches in that game may not pitch in either the resumption of the suspended game or any subsequent game that day.); • A pitcher who remains in at the resumption of the suspended or postponed game may not pitch in any subsequent game that day. (For example, a pitcher who is in the game at the time the game is suspended and resumed the next day may not pitch in the subsequent regularly scheduled game that same day.)

PENALTY FOR VIOLATION OF PITCHER USE LIMITATION RULES
• For purposes of applying the pitcher use limitations in the event a team plays twice on a single day because a prior game was either postponed or suspended, the following rules apply: • The per-game total pitch maximums (but not mandatory rest) shall be deemed to be “reset” for the resumption of the suspended game. (For example, a pitcher who has thrown less than 20 pitches when a game is suspended may remain in the game and is not required to be removed prior to 85 pitches the next day; • A player who is a team’s pitcher at the time a game is suspended and then becomes
• If a pitcher is found to have exceeded his allowed numbers of pitches during a game, the illegal pitching situation will be rectified immediately and the incoming pitcher will be permitted as many warm up pitches as the umpire deems necessary prior to resuming the game. The Technical Committee will review the infraction and reserves the right to suspend the manager for the next game if the infraction is deemed a purposeful breech of the rules. The Technical Committee will be comprised of the USA Baseball Tournament Director, 12U National Team Manager and one member of the USA Baseball Task Force. • If a pitcher is found to have exceeded his
allowed pitches for a game after the game is completed, the manager may be suspended for the next tournament game. The Technical Committee will review the infraction and reserves the right to suspend the manager for the next tournament game and one additional game if the infraction is deemed a purposeful breech of the rules. • In either case, the pitcher in question will not receive any direct penalty, but will be made to adhere to the prescribed days of rest based on the number of pitches at the time of the infraction. The team in question will not receive any direct penalty (beyond penalization of the manager), but will continually be made to adhere to the prescribed pitch count rules for the remainder of the event.
DOUBLEHEADERS • The second game of a scheduled doubleheader will not serve as a rest day for pitchers having thrown in the first game of the day. (For example, a pitcher who has thrown 21 or more pitches in the first game of the day may not pitch in any subsequent game that day and is subject to the appropriate number of rest days based on the total pitches thrown.) • A pitcher who has thrown 1-20 pitches is eligible to throw in any subsequent game that day, however, he will still be limited to the daily max of 85 pitches on the day. (For example, a 9U/10U pitcher who has thrown 10 pitches in game one may pitch in the second game that day, but is limited to only 65 pitches in that given game. At that point, the pitcher will be subject to the appropriate number of rest days based on the total pitches thrown that day, which in this case would be 4 days (66+ pitches).) • Due to the nature of the tournament format, the USA Baseball Operations Staff will provide each coach with an updated pitch count sheet as soon as possible prior to the start of their second game of the day on days where a doubleheader is scheduled.

2018 CHAMPIONS 10U - CANES BASEBALL
Canes Baseball tore through the competition at the 2018 10U Futures Invitational en route to its gold medal. The squad started strong with a 10-0 defeat of the Jupiter Hammerheads before edging out a hard-fought 9-8 victory over the Top Tier Americans on day one. With a spot in the semifinals up for grabs on day two, Canes Baseball once again came out swinging to take down the Sandcrabs 12-6 and secure its place in the final four. A close 4-2 victory on day three sent Canes Baseball to the championship game where it finished off its run with a 3-2 defeat of the Victory Braves to earn the 2018 10U Futures Invitational title. The Canes Baseball offense led the way throughout the weekend as the team racked up 49 hits – including 10 doubles and four triples – 31 RBIs, 38 runs and 12 walks over its five games.

In 2018, 5 Star MVP stole the show as they captured the 11U Futures Invitational championship trophy. The team got off to a hot start, beating ATP Baseball 13-3 and finished day one off strong with a 5-1 victory over SBA Canes. In the third game of the tournament, 5 Star MVP’s offense was once again on fire against Five Star Tigers DeMarini, recording 18 hits and 17 total runs while holding the Five Star Tigers to just one run in the game. Another big offensive performance in the semifinals and a pitching performance that allowed just one hit to Elite
Squad, secured a 13-0 victory and a spot in the championship game. 5 Star MVP finished the tournament with a 9-5 victory over Top Tier Americans on the last day of competition. 5 Star MVP proved to be in control throughout the tournament, outscoring their opponents 57-10 in the tourney and going a perfect 5-0.
2017 CHAMPIONS 10U - TOP TIER AMERICANS
Top Tier Americans 10U was dominant during its run to the inaugural USA Baseball 10U Futures Invitational gold medal in 2017. In its first two games of the tournament, the squad outscored its opponents 19-2, defeating Traction Canes Black and NJ Hurricanes. In the quarterfinals, Top Tier Americans held on in extra innings, beating ATP National 6-5 to earn a spot in the semifinals. Top Tier Americans had their eyes on the championship after defeating TBSA Patriots 4-3. In the first-ever 10U Futures Invitational gold medal game, Top Tier Americans bested the Alamo Drillers, 9-4, to win the championship. The Top Tier Americans offense set the tone for the entire tournament, outscoring opponents 48-15, recording 52 hits, with nine doubles, nine triples and 41 RBIs.
11U - TOP TIER AMERICANS
Top Tier Americans 11U also had an impressive tournament to secure the 2017 11U Futures Invitational title. The team came out firing on all cylinders, defeating the NY Phenoms 16-0, before narrowly defeating 3D Gold 8-6 to wrap up the first day of competition. The Top Tier Americans shut out both opponents in their third and fourth game of the tourney, tallying a total of 17 runs to defeat the Austin Crawdads 7-0 and the Mid-Atlantic Royals 10-0 and claim a spot in the gold medal game. The squad outscored its opponents 41-6 through the semifinals and that trend continued into the championship game as it defeated San Diego Show 11-1 to secure the title. Top Tier Americans dominated the competition en route to the gold medal, recording a team batting average of .435 while scoring 52 runs and allowing just seven.
2016 CHAMPIONS 11U - SANDCRABS BASEBALL
The Sandcrabs were strong throughout the 2016 11U Futures Invitational and won gold in dramatic fashion. After topping NCDB RiverCats 14-0 and 3D Gold 20-8, the

Sandcrabs advanced to the second day of the tournament looking to earn a spot in the semifinal. After scoring 34 runs in their first two games, the Sandcrabs kept pace by beating Cali Gamers 14-4 in the quarterfinals of the tournament. The team then defeated the Playa Vista Orioles in the semifinals, 9-4, by scoring all nine of its runs in the fourth inning. With that victory, the Sandcrabs advanced to the gold medal game where they took on the San Diego Show. After being down 3-1 late in the game, the Sandcrabs rallied to score three runs in the final inning and win 4-3, securing the 2016 11U Futures Invitational gold medal. The Sandcrabs finished the tournament with 64 total hits–tallying 13 doubles and five triples–a team batting average of .438 and 52 RBIs..
2015 CHAMPIONS 11U - TEAM CALIFORNIA
Team California claimed the first-ever gold medal at the inaugural USA Baseball 11U Futures Invitational in 2015. After defeating Sandlot in its first game of the tournament, Team California edged out a 7-6 win against Team American. The squad followed with a 7-3 defeat of Team Stars to earn a trip to the semifinals, where Team California took down Arizona Sandlot, 6-0, to secure its place in the championship game.
After a scoreless first inning in the gold medal game against ProScouting Elite, Team California got on the board with a run in the second, courtesy of a wild pitch. The team then broke the game wide open with an 11-run third inning and never looked back. With one more run scored in the fourth inning, Team California claimed the victory and was crowned the first-ever USA Baseball 11U Futures Invitational champion.

A HISTORIC SUMMER 2018 12U NATIONAL TEAM RECAP BY SEAN ASHER The 2018 season was a historic one for the USA Baseball 12U National Team. Following the program’s third-consecutive World Baseball Softball Confederation (WBSC) U-12 Baseball World Cup title in 2017, the 2018 squad was all about firsts as it went undefeated in international play for the first time in program history en route to capturing its first-ever COPABE U-12 Pan-American Championships gold medal. Led by manager Todd Fine and a supporting coaching staff that consisted of pitching coach Jason Sekany and assistant coaches RJ Farrell and Marc Wiese, Team USA came together quickly and rolled through the competition. “The team chemistry was unreal,” said 12U National Team Program Director Will Schworer. “The charisma, personality and willingness to put the team above the individual was amazing to see, especially at that age.” Under Fine’s guidance, the 12U National Team finished with a perfect 11-0 record, outscoring its opponents 127-7 and winning all nine of its games by a 13-run average margin of victory. Throughout the tournament, the team slugged 39 home runs and racked up 113 RBIs, while the pitching staff tallied an impressive 1.35 ERA and held opponents to a .149 batting average. And the gold medal game was no different. In a rematch of the 2016 championship game, which Team USA lost 10-3, the 2018 12U National Team once again squared off against host-country Mexico for the title. But this time the results were different. Mexico had the home field advantage and was 7-1 heading into the matchup, but its lone loss had come at the hands of the 26

U.S. two days earlier and the stars and stripes were not letting up. “The atmosphere was second to none. There were four or five thousand people watching the game. It was like something out of a movie,” said Schworer. “The game was on local TV, there were fans hanging on the outfield fences, and the crowd was going nonstop all game. To play the host nation in the gold medal game was unbelievable and special props and credit to our USA rooting section and the parents and fans that made the trip.” Team USA came out swinging, scoring seven runs over the first three innings to start the contest. On the mound for the red, white and blue was Kibru Pam (Pasadena, Calif.), who faced one batter over the minimum through his first four innings and allowed just two hits over that span. Mexico finally broke through in the fifth inning, scoring a run on a bases loaded ground out, but Pam prevented any further damage with a strikeout to end the inning. In total, Team USA accumulated 10 runs on 10 hits in the contest while holding Mexico to just two runs over four hits. For the first time in program history, the United States were the COPABE U-12 Pan-American Championships gold medalists. “I can’t say enough about our guys,” said Fine. “From start to finish, we continued to build every day. These kids gave everything we asked of them. It’s a special group and they have a medal to show for it.” For their efforts in the tournament, four members of the U.S. team received All-Tournament awards and honors, with Kibru Pam (MVP), Kailand Halstead (Batting Champion, Catcher), Dean Moss (RBI Champion, First Baseman) and Brock Thompson (Second Baseman) each receiving recognition. “These guys looked adversity in the eye and handled it like pros,” said Schworer. “Being in a foreign country and seeing the bigger picture of working together for their country and playing for the name on the front of the jersey was truly special to see.”

The 12U National Team’s success in the tournament qualified it for this year’s WBSC U-12 Baseball World Cup in Taiwan, where the three-time defending World Champion Team USA will look to protect its title once again. With Fine and the rest of the coaching staff returning, history is once again ripe for the taking for the 12U National Team in 2019.
