If a game is tied after 7 innings and time permits, teams shall enter an international tie breaker until a winner is decided or time is expired. If a team is losing by 15 or more runs after having batted in at least three innings, 10 or more runs after 4 innings or 8 or more runs after 5 innings the game is ended at that point. In the championship rounds of the semifinals and finals, every effort within reason will be made to complete games to a full seven (7) innings if weather should interfere. The extra hitter must be indicated in the line-up as the “EH”. The “EH” will be treated as any other started and cannot be eliminated during the course of the game. The

“EH” can exchange positions with other defensive players in the lineup. A player that starts the game as an “EH” or becomes an “EH” at any time thereafter, is not required to remain solely as the “EH”. The starting batting order must be following in order. Changing of the “starting batting order” once the game begins is strictly prohibited.

TIE-BREAKER RULES 1. (For seeding purposes only; in order of use) 2. Head-to-head competition provided all teams have played each other 3. Fewest runs allowed (overall) 4. Overall Run Differential (overall) 5. Coin flip

PITCHING RULES • In accordance with USA Baseball’s assimilation of Pitch Smart guidelines, the National Team Championships will use a hard pitch count as the standard for setting pitcher use limitations for the 2019 tournament. The 2019 Pitch Smart guidelines can be found on page 2 of the rules document.

PENALTY FOR VIOLATION OF PITCHER USE LIMITATION RULES • If a pitcher is found to have exceeded his allowed numbers of pitches during a game, the illegal pitching situation will be rectified immediately and the incoming pitcher will be permitted as many warm up pitches as the umpire deems necessary prior to resuming the game. The Technical Committee will review the infraction and reserves the right to suspend the manager for the next game if the infraction is deemed a purposeful breech of the rules. The Technical Committee will be comprised of the USA Baseball Tournament Director, Umpire-in-Chief, one USA Baseball Site Supervisor and one member of the USA Baseball Task Force. • If a pitcher is found to have exceeded his allowed pitches for a game after

the game is completed, the manager may be suspended for the next tournament game. The Technical Committee will review the infraction and reserves the right to suspend the manager for the next tournament game and one additional game if the infraction is deemed a purposeful breech of the rules. • In either case, the pitcher in question will not receive any direct penalty, but will be made to adhere to the prescribed days of rest based on the number of pitches at the time of the infraction. The team in question will not receive any direct penalty (beyond penalization of the manager), but will continually be made to adhere to the prescribed pitch count rules for the remainder of the event.

REPORTING • USA Baseball official scorers will be responsible for the official pitch count at each field. An aggregate report for all teams in the tournament will be distributed electronically at the completion of each day’s games to the team contact on record. The pitch count monitored and kept in the tower is the only official pitch count that will be used. Managers or coaches pitch counts are NOT official, but they are welcome to periodically check with the official scorer to ensure their count is correct. The official scorekeeper will communicate the pitch count at the beginning of each inning or as needed. • Should a pitch count be protested, the protesting team must present an official score book or digital score keeping application to the Site Supervisor and Tournament Director. The pitch count kept by the tower can be overturned if both the Site Supervisor and Tournament Director come to the conclusion

Daily Max

that a mistake was made on behalf of USA Baseball’s scorekeeper. The new pitch count will be recorded and reflected in the following day’s pitch count report.

• A pitcher who remains in at the resumption of the suspended or postponed game may not pitch in any subsequent game that day. (For example, a pitcher who is in the game at the time the game is suspended and resumed the next day may not pitch in the subsequent regularly scheduled game that same day.)

SUSPENDED GAMES • For purposes of applying the pitcher use limitations in the event a team plays twice on a single day because a prior game was either postponed or suspended, the following rules apply: • The per-game total pitch maximums (but not mandatory rest) shall be deemed to be “reset” for the resumption of the suspended game. (For example, a pitcher who has thrown less than 30 pitches when a game is suspended may remain in the game and is not required to be removed prior to 95/105 pitches the next day (14U/15U/16U: 95, 17U: 105).); • A player who is a team’s pitcher at the time a game is suspended and then becomes subject to a mandatory rest day at the time the suspended game is resumed shall be removed from the game at the time the game is resumed. (For example, a pitcher who is in the game at the time the game is suspended and who has thrown 31 or more pitches in that game may not pitch in the resumption of the suspended game the next day.); • A pitcher who must rest for a day must rest for all games on that day (i.e., rest during a postponed or resumed suspended game shall not be deemed to satisfy a mandatory rest day if there is a subsequent game on the same day). (For example, a pitcher who is in the game at the time the game is suspended and who has thrown 31 or more pitches in that game may not pitch in either the resumption of the suspended game or any subsequent game that day.);

DOUBLEHEADERS • The second game of a scheduled doubleheader will not serve as a rest day for pitchers having thrown in the first game of the day. (For example, a pitcher who has thrown 31 or more pitches in the first game of the day may not pitch in any subsequent game that day and is subject to the appropriate number of rest days based on the total pitches thrown.) • A pitcher who has thrown 1-30 pitches is eligible to throw in any subsequent game that day, however, he will still be limited to the daily max of 95/105 pitches on the day. (For example, a 15U pitcher who has thrown 20 pitches in game one may throw in the second game that day, but is limited to only 75 pitches in that given game. At that point, the pitcher will be subject to the appropriate number of rest days based on the total pitches thrown that day, which in this case would be 4 days (76+ pitches).) • Due to the nature of the tournament format, the USA Baseball Operations Staff will provide each coach with an updated pitch count sheet as soon as possible prior to the start of their second game of the day on days where a doubleheader is scheduled.

ON TOP OF THE WORLD

A RECAP OF THE 2018 15U NATIONAL TEAM BY CHRIS PHARIS The 2018 season for the 15U National Team began like any other in the squad’s seven-year history and it ended with the team etching their names in the history books after winning its first-ever World Baseball Softball Confederation (WBSC) U-15 Baseball World Cup, held at Estadio Kenny Seracin in David, Panama.

OPENING ROUND

Team USA opened the tournament by dominating China, 27-0, in a shortened five-inning game. After scoring three runs in the first, the squad exploded in the second, plating 14 runs on six hits and four errors by the Chinese, before adding three insurance runs in the third and seven in the fourth. 10

Team USA continued its dominating start to the tournament the following afternoon by earning its second straight shutout in a 10-0 victory over Germany. Once again, the bats were hot as the team scored runs in all four innings at the plate. After scoring a run in the first inning, the offense scored five insurance runs in the second to take the 6-0 lead. The squad added three more runs in the third before the game was called due to the international run-rule after the stars and stripes scored a run in the fourth. On the third day of play, the stars and stripes fell in a pitcher’s duel to Chinese Taipei, 2-1. The game was held scoreless through four-and-a-half frames, until Chinese Taipei broke the tie after using a leadoff double, a wild

pitch, and a single through the right side to take a 1-0 lead in the bottom of the fifth. The lead was short-lived, as the U.S. tied things up the following inning. However, Chinese Taipei would then take advantage of a bases-loaded walk to plate the eventual game-winner in the sixth. After the loss, the pressure mounted for Team USA, as the squad faced a potential elimination game every day for the remainder of the tournament. The team responded positively to that pressure by recording its third shutout of the tournament over Brazil, 8-0. In the first inning of the contest Team USA was rolling, with a 4-0 lead before a weather delay pushed the game back two days. In between the first and second innings of the weather delay against Brazil, the stars and stripes faced host-country Panama. Once again, the U.S. got off to a hot start, scoring three of its four runs in the first two innings. After Panama scored in the bottom of the fourth, Team USA bounced back to score a run in the top of the fifth, to make the eventual final score, 4-1. After resuming its game with Brazil the following day, the squad notched one run in the fourth and three more in the sixth to win the game and secure a spot in the Super Round of the tournament.

Panama to capture the 2018 World Baseball and Softball Confederation’s (WBSC) U-15 Baseball World Cup. In addition to the gold medal, six players earned additional hardware. Cody Schrier (San Clemente, Calif.) was named the World Cup Most Valuable Player and also took home the award for most runs and the batting title. Sam Dutton (Rainbow City, Ala.) earned the lowest ERA title and Brady House (Winder, Ga.) earned the award for most RBIs in the tournament. Four players, Andrew Painter (Ft. Lauderdale, Fla.) (starting pitcher), House (first base), Luke Leto (Portage, Mich.) (third base) and Ryan Spikes (Covington, Ga.) (outfield) were also named to the AllWorld Team for their outstanding play. ♌

SUPER ROUND

Team USA thrived under the immense pressure of the win-or-go-home Super Round. After allowing the Dominican Republic to score three runs in the first inning of the opening game of the Super Round, the stars and stripes scored one in the second to trail 3-1 heading into the third. After the Dominican Republic added another run in the top half of the inning, the U.S. offense exploded for five runs in the inning to take a 6-4 lead. The offensive production continued in the fourth and fifth innings as Team USA won the game 13-7. Following the impressive victory, the squad continued to roll, besting international powerhouse Cuba, 10-0, to record the fourth shutout of the tournament. The semifinal game matched world-powers Japan and the United States against one another. Team USA fell behind again, as Japan scored runs in the first and fourth innings to take a 2-0 lead into the bottom of the fourth. As was a staple with the team, the U.S. overcame adversity once again to score the final eight runs of the contest to secure an 8-2 win and a spot in the gold medal game.

GOLD MEDAL GAME

A sold-out crowd at Estadio Kenny Serracin watched a rematch of a game that pitted Team USA and the host country, Panama, against one another for the second time in four days. The stars and stripes wasted no time making putting pressure on Panama early, as they plated six runs in the first inning to take a commanding lead. Each team added a run in the fourth and Team USA closed out 2 0 1 9 N AT I O N A L T E A M C H A M P I O N S H I P S

2019 15U N AT I O N A L TEAM PREVIEW BY SEAN ASHER Entering its eighth season in 2019, USA Baseball’s 15U National Team has already established a reputation of success on the international stage. Team USA continued its success on the world stage in 2018, winning its first-ever World Baseball Softball Confederation (WBSC) U-15 Baseball World Cup title, defeating host-country Panama 7-1 to earn the gold medal. Since its inception in 2012, the 15U National Team has already compiled a total of four gold medals and has produced several athletes that have gone on to play professionally. This fall, the 15U National Team will travel to Playa del Carmen, Mexico to compete in the COPABE U-15 Pan-American Championships. Led by Manager Troy Cameron and a supporting staff that has a history with USA Baseball, Team USA will once again look to add more hardware to its mantle. When Team USA competes at the 2019 edition of the COPABE Pan-American Championships, it will do so as the three-time defending champions after earning gold medals in 2013, 2015 and 2017. Team USA boasts a 23-2 overall record at the Pan-American Championships and has outscored its opponents 272-63. The 2019 manager, Cameron, previously served as the field coordinator for the 2018 14U National Team Development Program (NTDP), as well as a coach at the 2018 15U National Team Trials. He is no stranger to the 15U National Team, after serving as an assistant coach for the gold medal-winning 2017 15U National Team. He will be accompanied by assistant coaches Manny Crespo, Jared Halpert and Karsten Whitson, who have all had previous experience with coaching with USA Baseball.

Crespo returns to the 15U National Team staff as an assistant coach for the second consecutive year after helping Team USA to its first-ever World Cup title in 2018. “I’ve known Manny since I was 15. It’s kind of neat,” said Cameron. “I’ve got pictures of when Manny and I were at the USA Trials together in 1996, so our friendship goes back about 25 years.” Halpert and Whitson both served as assistant coaches at the 2018 15U Trials and 14U NTDP, where they worked closely with Cameron. For his efforts at the 14U NTDP, Whitson was named the 2018 USA Baseball Volunteer Coach of the Year. This will be their first seasons as assistant coaches on a USA Baseball National Team. “There’s a lot of similarities between their experiences and personalities with mine,” said Cameron. “I think these kids are going to learn a lot from these coaches.” The 15U National Team will be selected through a two-phase trial system that will begin in July at the USA Baseball National Training Complex in Cary, North Carolina. Phase 1 will feature 72 players identified from the 2018 National Team Identification Series, 2018 14U NTDP, the 2019 National Team Championships and 2019 14U NTDP. Thirty-four of those athletes will then be invited to Phase 2 before the official 20-man roster will be named on July 31. “The goal is to pick the best kids we can to represent the United States the best way we can,” said Cameron.

“They have to understand what it means to be a Team USA member, but at the same time, the goal is to go win a gold medal. We won’t accept anything short of that.” The 2019 15U National Team will train in Houston, Texas, from September 6-10 before heading to Mexico to compete in the 2019 Pan-American Championships from September 13-22. ♦

“The goal is to go win a gold medal. We won’t accept anything short of that.” TROY CAMERON, 2019 15U NATIONAL TEAM MANAGER

COACHES SPOTLIGHT: TROY CAMERON Troy Cameron, the manager of the USA Baseball 15U National Team, has one goal in mind as he prepares for the 2019 season: to win gold. Cameron has a rich and deep history within the game, and while 2019 will mark his first opportunity to manage for a USA Baseball national team, he has a multitude of experience within USA Baseball, including serving as the field coordinator for the 2018 14U National Team Development Program and as a coach at the 2018 15U National Team Trials. He was also an assistant coach for the gold medal-winning 2017 USA Baseball 15U National Team. “In 2017, I got to be a national team assistant coach, which definitely checked the boxes of putting that uniform on, going to a foreign country and representing the United States,” Cameron said. “Now that I get the chance to do it as a manager, it’s kind of like doing it all over again for the first time. It’s an indescribable feeling and I can’t even put into words what it means to me to be able to [put on a USA Baseball jersey] from a managerial standpoint. I just hope I make everybody proud and we represent the United States the best we can.”

In addition to Cameron’s experience with USA Baseball, he just finished his seventh season as the head coach at St. Thomas Aquinas High School (Ft. Lauderdale, Fla.). He led the Raiders to the 2018 Class 8A FHSSA Baseball State Championship title and has won five consecutive district championships. Cameron was drafted No. 29 overall by the Atlanta Braves in the first round of the 1997 Major League Baseball Draft and played nine years of professional baseball. “I’m fortunate that I’ve gotten to do a lot of things within baseball and through baseball, and fortunate that I chased the dream for nine years,” said Cameron. “I’ve won championships at every level as a player. Now, as a coach, I’ve won the state championship. But out all of my experiences and amazing things I’ve gotten to do on a baseball field, number one on that list, by far, is putting on a USA uniform.” This fall, Cameron will have the opportunity to accomplish what he believes is the ultimate goal in the game of baseball: win gold for his country.

LOOKING F O RWA R D

2019 NATIONAL TEAM DEVELOPMENT PROGRAMS BY SYDNEY OCKER The USA Baseball National Team Development Program (NTDP) enters its eighth season in 2019. The elite development-based program features three age groups that bridge the gap between the national teams that compete internationally: 14U, 16U and 17U. The 14U and 16U NTDPs will be held at the National Training Complex in Cary, North Carolina, while the 17U NTDP will take place in Chicago. The NTDP offers 40 athletes an opportunity to connect with USA Baseball staff to better prepare for future national team experiences. The program includes skill development sessions, off-field educational seminars, an intrasquad series between Stars and Stripes teams, and exposure to professional scouts, college recruiters and the national team staff and task force.

most prestigious universities in the country, before we go to another top-notch university Northwestern University, and we cap that off with a trip to Miller Park. That’s something that we are really looking forward too and that is something the kids will be able to take with them for a very long time.” Over this five-day event, the 40 athletes will split into two teams and will engage in drills and game-like situations at morning practices, followed by Stars vs. Stripes games in the afternoons. “We are really looking forward to the week-long opportunity to not only see these guys perform on the field but to have some classroom sessions and teach them the USA way,” continued Jagoda.

17U NTDP

In its second year, the 16U NTDP will be held at the USA Baseball National Training Complex in Cary, North Carolina. Additionally, the week-long program will culminate with a game at the Durham Bulls Athletic Park, home of the Durham Bulls, the Triple-A affiliate of the Tampa Bay Rays. At both events, top professional, collegiate, and high school coaches from around the nation will give handson training on how to maximize a player’s potential while teaching them the importance of progression and fundamentals. “It’s an all-encompassing experience for these kids,” said Jagoda, “The most important thing is that they are getting in the system and they are learning what it means to wear the colors across the chest.”

The 2019 17U NTDP will return to Chicago, Illinois, for the third straight year from July 21-25. The nation’s top 17-and-under players will participate in a week full of development with a series of practices and games at Wrigley Field, home of the Chicago Cubs, the University of Notre Dame, Northwestern University, as well as Miller Park, home of the Milwaukee Brewers. “The 17U National Team Development Program is an opportunity for some of the best amateur players in the country to experience something truly extraordinary,” 18U National Team Director Frank Jagoda said. “They get to play at Wrigley Field, one of the most historic venues in all of baseball, in the great city of Chicago. On top of that, we get to go to the University of Notre Dame, one of the 14

Athletes invited to the 14U NTDP will compete at the National Training Complex from July 21-July 24. Unlike the 16U and 17U NTDPs, the 14U NTDP serves as a piece of the current year’s 15U National Team Trials. Following the completion of the 14U NTDP, 18 players will be selected to immediately participate in the 15U National Team Trials with a chance to be selected to compete internationally with Team USA. “The 14U National Team Development Program offers a unique experience for youth athletes to come to the National Training Complex and learn the fundamentals of the game at a critical point in their development as baseball players,” USA Baseball Senior Director of Baseball Operations Ashley Bratcher said. “In addition to their work on the field, the athletes will participate in classroom exercise that educate them on life outside of baseball. These educational resources and the opportunity to be identified for a national team makes the whole week a great experience for everyone involved.” While competition and education highlight all of the trips, playing in some of the nation’s best major and minor league ballparks is an experience these athletes will be able to carry with them for the rest of their lives. All-in-all, the experience allows then athletes to develop as great players on the field and even better citizens off of it. The NTDP experience creates a week full of great memories and friendships, offers competition they will not get anywhere else, and prepares them to make a national team roster in the future. ♦

SAME GOAL , DIFFERENT PAT H S BY AUBREY LOSACK AND SYDNEY OCKER USA Baseball provides a multitude of paths that all lead to a every athlete’s ultimate goal: earning a spot on a USA Baseball national team. For athletes like Hunter Haas and Cody Schrier, the journey to success has been long, but worth every second. The two have participated in multiple USA Baseball events throughout their young careers, including the National Team Championships and the National Team Identification Series (NTIS) Champions Cup. The USA Baseball NTIS is a comprehensive player identification program that launched in 2009. This program utilizes a six-region system (Midwest, South, Southeast, Northwest and Southwest) to provide athletes from all across the United States the opportunity to compete for a spot on a USA Baseball national team. Haas, who has participated in the NTIS Champions Cup multiple times, knows what a great experience it can be. “I first went when I was 12 years old and just playing on the little fields then going over to watch all the bigger kids on the big fields; I looked up to them,” Haas said. “Then that was me when I was 14.” The NTIS process begins by participating in camps and tryouts that are held in their designated region. Every region names 32 athletes from 11U, 12U and 13U age groups and 36 athletes from 14U, 15U and 16U age groups. These athletes are them split into two All-Region teams. The teams participate in the NTIS Champions Cup at the USA Baseball National Training Complex in Cary, North Carolina. At the Champions Cup, athletes participate in workouts and a championship-style tournament while they are being evaluated by national team coaches and scouts. From there, USA Baseball invites a minimum of 72 players to

16

either national team tryouts or an NTDP for the next calendar year. Haas participated in the NTIS program at both the 12-and-under and 14-and-under age groups, and while he was not selected for a team, his motivation just grew stronger. “I would come back from that just knowing what I had to do to work to get my game to what it needed to be to be one of the top 40 for the NTDP,” Haas said.

The NTIS Champions Cup offers experiences that cannot be compared to just any tournament. They receive individual skills testing, one-on-one interaction with USA Baseball task force members, competition and camaraderie with some of the best players in the country, all while getting chances to play in front of collegiate and professional coaches and scouts. “The best thing for me was confidence. Just to be around some of the top players in the country, even when we’re not playing, and knowing that they’re just normal people, knowing that I could be one of those guys was really cool for me,” Haas said about the NTIS atmosphere. Even though Haas was not selected for a team through NTIS, that motivated him to compete harder when he attended USA Baseball’s National Team Championships, where he was ultimately selected for the 16U NTDP. Haas credits his experience at the NTIS Champions Cup for playing a large role in helping him feel comfortable and excited at the National Team Championships. “From the NTIS, I was used to playing in front of scouts,” Haas said. “Playing with my team was awesome - I got to play with my high school team in such a big tournament.” Schrier’s USA Baseball career began when he tried out for Team USA through the NTIS and was eventually selected for following year’s USA Baseball 12U National Team Trials. After earning the spot on the roster in 2015, he proved his abilities as he helped the 12U National

Team to a gold medal at the World Baseball Softball Confederation (WBSC) U-12 Baseball World Cup. “It was a bit of a shock for me at the time,” said Schrier, “But going to Taiwan and playing with a group of guys who became my brothers was a great experience.” Three years and countless USA Baseball events later, Schrier continued his dominance on the international stage after leading the USA Baseball 15U National Team to its first-ever gold medal at the 2018 WBSC U-15 Baseball World Cup, where he earned Tournament MVP honors. Schrier is heading back to Arizona for the 17U National Team Championships in 2019, where he hopes to garner a spot at the 17U National Team Development Program (NTDP) and eventually play on the USA Baseball 18U National Team. Both athletes are poised to have a great future in baseball. Regardless of the path any player takes on the USA Baseball roadmap, it is designed to be an all-encompassing experience for young athletes that will teach them skills they can carry with them into their future baseball careers. ♦

SCOUTING A SCOUT A LOOK AT THE USA BASEBALL TASK FORCE BY AUBREY LOSACK

26

2 0 1 9 N AT I O N A L T E A M C H A M P I O N S H I P S

There are many things about USA Baseball that make it unlike any other. The experiences that USA Baseball gives the athletes, coaches and fans, the success of players and the sense of national pride are just a three in a long list of many. Add the USA Baseball task force to that long list. Task force members are a crucial part of the framework of USA Baseball. These members work all hours of the day during events to find the best individuals to represent USA Baseball. They select athletes for national teams, the National Training Development Programs and the National Talent Identification Series. Shabansky, who has been on the task force for over 10 years, said that one of the best parts about being part of the group has been seeing so many special players come through the USA Baseball program. That, and getting to see the whole group every year to go through the process over and over again. So, what does this all mean for the National Team Championships? Task force members use both the National Team Championships in Arizona and Florida to scout for the USA Baseball 15U National Team and 14U, 16 and 17U National Team Development Programs. “We’re selecting from two to three thousand players from around the country to go internationally and to play against foreign countries and try to win a gold medal,” USA Baseball task force member Robert Shabansky said. “That is something that no one else has and no one else can do. “There’s always the tangible things that we’re going to look for, but we’re trying to separate if you have those tangibles and can you actually play baseball,” Shabansky said. “What we will end up looking for as a group are the guys that are going to represent the country the right way.” Throughout the events, task force members will spend their days analyzing players and talking to coaches and will stay up through all hours of the night to make sure that they are finding the right athletes to represent USA Baseball. Shabansky describes those athletes as the players that hustle on and off the field, don’t show negative emotions if they make a mistake, guys that are willing to bounce back, run hard on every ball that they hit, are a good teammate and a good sportsman. All in all, a great baseball player and a great person as well. “They’re all going to fail at some point,” Shabansky said. “I think we get more from watching a kid fail than we do from watching them have success. But with that failure comes resiliency and sometimes it also shows that they’re a great teammate as well.” Be on the lookout for our task force members at both the National Team Championships in Arizona and Florida this year and maybe you can be part of more with USA Baseball. ♦

“They’re all going to fail at some point— but with that failure comes resiliency and sometimes it also shows that they’re a great teammate as well.” ROB SHABANSKY, USA BASEBALL TASK FORCE
