It not only provides the opportunity for athletes from every corner of the country to compete with the nation’s best players, but also the chance to represent the United States in international competition as part of our national teams or national team development programs. USA Baseball is proud of our track record in developing youth players into premier athletes and that process begins at events just like this one. USA Baseball alumni and MLB stars, including Clayton Kershaw, Bryce Harper, Eric Hosmer, Alex Bregman and many more, have started right where you are at this very moment: participating in a USA Baseball national team identification event. Then, they used that experience as they continued their careers with USA Baseball and eventually on to Major League Baseball. We are committed to bringing first class competition and development opportunities to the players, coaches and fans of the participating teams who will come through the National Training Complex over the course of this week. WHY THE NTIS IS I M P O R TA N T B Y E M I LY F E D A W A On the surface, the USA Baseball National Team Identification Series (NTIS) is the widest reaching and most comprehensive player identification event for Team USA – but it’s so much more than that. “Something that people may not know is that aside from being an opportunity to play for a national team, it’s one of the highest quality baseball experiences that a player can have playing the sport,” said Ann Claire Roberson, who will oversee the day-to-day operations at the NTIS Champions Cup. “We have an incredibly dedicated staff, we have some of the best facilities in the world and we offer a chance for players to represent their country that they can’t get anywhere else.” The sheer significance of the NTIS is not only felt during games. While winning the Champions Cup is the immediate goal at the event, the importance of the event extends before the players ever arrive and after they depart the National Training Complex. “The program does provide insights for every player if they are willing to be honest with themselves about how they stack up,” USA Baseball Chief Development Officer 4
Rick Riccobono said. “I’ve always believed that as a former player, players are smart, and they know where they fit in with their peers and they know the players that have advanced skill sets and the players that they’re ahead of. [At the NTIS] they’re able to receive feedback that a coach or a parent can’t give them.” The NTIS has grown significantly throughout the years. What started as three age groups competing over one weekend in 2009 has grown to six age groups competing over three weekends in 2019. The program allows players to be evaluated for an opportunity to participate with one of six USA Baseball national team and national team development programs. Even as the largest and most comprehensive identification event USA Baseball offers, the organization knows that there’s always room for growth. “It’s an event that we are always striving to improve and grow. We’ve seen a long list of talented athletes come through this program,” Roberson said. “We expect the competitiveness, quality and the scope of the event to continue into the future.”

That list of talented athletes includes seven-time Team USA alum and current Chicago Cubs outfielder Albert Almora, five-time Team USA alum, current Houston Astros shortstop Alex Bregman and two-time Team USA alum and current Washington Nationals right fielder Bryce Harper. At the end of the day, players who are extended an invitation to a national team or national team development program will be one step closer to wearing the stars and stripes. Players will have the opportunity to hone their craft while playing with and against the best players their age in the country. Even so, while it may be obvious that the players who participate in the NTIS are talented baseball players, it takes more than that to represent the red, white and blue. “Obviously we look for a talented high-level athlete, but we look for individuals that are capable of being part of a team who will serve as strong representatives for the United States and who embody and represent the values of USA Baseball,” Roberson said.

FROM THE NTIS TO T H E N AT I O N A L T E A M When USA Baseball’s National Team Identification Series (NTIS) began back in 2009, it did so with the goal of identifying and maturing the very best baseball talent in the nation. This was no easy task as some of the best baseball talent can often be difficult to discover. Players don’t always have the big platform such as a nationally ranked high school or travel team where they can showcase their talents. NTIS provides this stage for all of its athletes and gives them the opportunity to be recognized. “Our goal with NTIS is to make it possible for kids all over the country to have a chance to be seen, no matter where they’re from,” Senior Director of Baseball Operations Ashley Bratcher said. “If they have the passion for the game and the necessary work ethic to back it up, we want to ensure they get the opportunity to show it.” With 6 regions spanning the country and six age groups, NTIS has provided more opportunities for young baseball players to be recognized and developed today than ever before. “This experience is different and special for these kids because it’s an opportunity to represent something bigger than your high school team or your travel team,” continued Bratcher. “They’re playing with players from all over the 6
country who are challenging them to compete at a different level than they have ever competed before. “Thousands of players have participated in the NTIS and it has certainly made an impact on their lives and playing careers,” continued Bratcher. “I’m proud to have been a part of an initiative that has and will continue to make such a positive impression on our pastime’s future.”
Albert Almora Jr.
Albert Almora Jr. is a seventime USA Baseball alum and a centerfielder for the reigning World Series Champion Chicago Cubs. Since 2007, Almora has competed on seven national teams, which ranks him second among all USA Baseball

alumni for the most National Team appearances all-time. Almora also participated in the 2008 National Team Identification Series (NTIS) with the USA Stars East and in 2009 with USA Stars Blue. In the 2012 MLB Draft, Almora was selected No. 6 overall to the Chicago Cubs. Almora began with USA Baseball by being selected to play on the 14U National Team for two consecutive summers. Following his time on the 14U team in 2008, Almora participated in the NTIS and was selected for the 16U National Team that won the gold medal at the 2009 IBAF ‘AA’ World Youth Championships in Taichung, Taiwan. He also participated in the NTIS the following summer and was again selected for the 16U National Team in 2010, leading the 2010 16U Team to their fifth consecutive gold medal. Almora was selected for the 18U National Team in 2010, where Team USA ended the World Championship with a tournament-best 7-1 record. The following year Almora led the 2011 18U National Team to a gold medal at the COPABE Pan Am “AAA” Championships in Cartagena, Colombia. Almora was recognized for leading the 2011 team to a 9-0 record and the gold medal by being named the tournament MVP and was also awarded the 2011 USA Baseball Richard W. “Dick” Case Award, which is presented
annually to USA Baseball’s top player to honor the memory of the organization’s founding Executive Director and CEO. After spending three years in the minor leagues and a stint with the USA Baseball 2015 Professional National Team, Almora made his MLB debut at Wrigley Field against the Philadelphia Phillies on June 8, 2016. He quickly earned his big league status in his first fielding opportunity by throwing out a runner at home to complete a double play. It was his defensive prowess and base running skills that made this rookie an integral part in the Cubs’ 2016 World Series win. It was Almora that scored the run to put the Cubs ahead 7-6 in extra innings of Game 7. The Chicago Cubs went on to clinch their third World Series Championship title and first since 1908, 8-7 over the Cleveland Indians. With his rookie year and a World Series title under his belt, Almora continues to prove himself in centerfield and at the plate for the Chicago Cubs. Alex Bregman is currently the starting third baseman for the Houston Astros, who are off to one of their best starts in franchise history in 2017. Bregman is a five-time USA Baseball alum and was also a participant in the 2009 National Team Identification Series (NTIS) with the Mountain West Region. He eventually became the No. 2 overall pick of the Houston Astros in the 2015 MLB Draft. Bregman took advantage of the opportunity that the NTIS offered and was quickly identified by the USA Baseball coaching staff for future national teams. The following year Bregman was selected to play on the 2010 16U National Team and later won the USA Baseball Richard W. “Dick” Case Award, which annually recognizes USA Baseball’s top player. Bregman batted .564 at the plate going 22-for-39 with two home runs and 17 RBI leading

Earlier this year, Bregman was the youngest player on the 2017 USA Baseball World Baseball Classic team that won the gold medal at Dodger Stadium in Los Angeles, California. O N E Y E A R L AT E R FROM THE CHAMPIONS CUP TO THE 2019 15U NATIONAL TEAM BY SEAN ASHER Nine members of the 2019 USA Baseball 15U National Team that will participate in the COPABE U-15 Pan-American Championships this September participated in the NTIS Champions Cup at the USA Baseball National Training Complex last year, including Drew Burress, Louis Rodriguez and Logan Saloman. In total, 13 of the 20 players on the 15U National Team this year roster have participated in the NTIS at least once in their playing careers.
LOUIS RODRIGUEZ 2018 14U S O U T HE R N C A LIF O R N IA
Louis Rodriguez was selected to the 15U National Team Trials Phase I after playing in the NTIS Champions Cup for the Southern California region in 2018. “It was a fun process. I got to meet a lot of good people, from the coaching staff to the players. I would love to [play in the NTIS] again if I have the chance,” said Rodriguez. Rodriguez started on the mound in Southern California’s second game of the NTIS Champions Cup, throwing seven innings and allowing three runs (none earned) while striking out six. He also went 3-for-7 at the plate, good for a .429 batting average, helping Southern 10
California to finish with a 3-1 record at the 2018 NTIS Champions Cup. Rodriguez’s showing earned him a selection to the 2019 15U National Team Trials Phase I. “I had to really work [to be selected from NTIS]. I had to get my craft ready, work out a lot, sometimes up to three hours a day of getting after it and just having my mind set on one goal: making the 15U National Team,” said Rodriguez.
DREW BURRESS 2 0 1 8 1 4 U SO U T HEAST
A two-time NTIS participant, Drew Burress proved that he was ready to play for Team USA after helping lead the Southeast region’s 14U team to a perfect 4-0 record and Champions Cup gold in 2018. “I think playing in the NTIS definitely helped me make [the 15U National Team]. It was a first look at me for some of the [USA Baseball Task Force], but also, I developed as a baseball player that week. I saw some great pitching, and good coaching that helped me tune in my swing and prepare me for 15U [National Team] trials,” said Burress. Burress went 3-for-9 at the 2018 Champions Cup and was tied for the team lead in doubles with one. His performance helped him get selected for the 15U National Team

Trials Phase I this year in Cary, where he went on to make the 20man 15U National Team roster. “There’s great talent and competition all over at the NTIS. Even if you don’t get selected, it at least allows you to get a look by some of the [USA Baseball Task Force], and it lets you get better than you were before,” said Burress.
LOGAN SALOMAN 2 0 1 8 1 4 U SO U T HWEST
After leading the Southwest region to a 13U gold medal in 2017, Logan Saloman returned to the NTIS Champions Cup once more in 2018 to show that he had what it takes to play for Team USA. “I saw all the players out there and I knew that it would be tough to get selected, but I knew I had the potential,” said Saloman. Saloman went 5-for-7, good for the team lead in batting average with .714. He also pitched 4.2 innings of one-run baseball, striking out six, to help Southwest finish with a 2-2 record at the 2018 NTIS Champions Cup. “I loved the NTIS. All my coaches were great. My teammates were great. I created a real bond with all the players that I met and still stay in contact with them today. I learned a lot about the game and really got
better. It was a great experience,” said Saloman. Saloman’s showing both at the plate and on the mound did not go unnoticed. He received a selection from the 2018 NTIS and was invited to this year’s 15U National Team Trials Phase I, where he would eventually earn a spot on the final 20-man 15U National Team roster. SOUTHEAST CROWNED 2018 NTIS CHAMPIONS CUP WINNERS The 2018 NTIS Champions Cup took place over the span of three August weekends at the USA Baseball National Training Complex in Cary, North Carolina, and the Southeast region turned in a performance of the ages. The 13U, 14U, and 16U Southeast region teams each secured gold medal wins in back-to-back-to-back weekends, leading to the region’s first NTIS Champions Cup title in 2018.

NTIS CHAMPIONS CUP HISTORY 2018 GOLD MEDAL WINNERS BY AGE GROUP BY SEAN ASHER
11U: SOUTHWEST
Brody James pitched a complete game to lead Southwest to the 11U NTIS Champions Cup gold medal, defeating Southern California 6-2 at Thomas Brook Park in Cary, North Carolina. Southern California scored the opening run of the game a run on a wild pitch to take a 1-0 lead in the bottom of the first, but Southwest answered back with a run of its own in the third to tie the game up at one apiece. From there, Southwest went on to score in all but one of the following innings en route to the title, winning 6-2. James threw all seven innings for Southwest, allowing just four hits and two runs (none earned) with four strikeouts in the gold medal game. He also walked and scored a run to help his own cause. 16
Meanwhile, Colton Christman, Gavin Hottle and Ryan Harwood managed multiple hits, combining for three runs and three RBIs. Headed into the gold medal game, Southwest won all three of its preceding matchups by two runs or fewer, with two of the three wins coming in one-run ballgames. Luis Mejia led Southwest in hits (six) and doubles (three), while James threw the only complete game for Southwest at the 2018 11U NTIS Champions Cup.
13U: SOUTHEAST
Keilon Parnell stole home and helped Southeast walk-off Southern California 4-3 to secure the 13U National Team Identification Series Champions Cup gold medal. After Southeast scored on a wild pitch in the first to jump out

to an early 1-0 lead, Southern California answered back with three unanswered runs of their own, putting them out front 3-1 headed into the seventh inning. With just three outs remaining, Southeast rallied as back-to-back errors allowed them to tie the game at three. Parnell then reached on an error with two outs and, after advancing to third on a wild pitch, dashed for home plate as soon as the pitcher came set. He slid safely under the tag and walked it off for Southeast. Southeast finished the tournament with a perfect 4-0 record on their way to capturing the championship. The pitching staff finished with a collective 1.34 ERA through 26 innings while the offense hit .305 and combined for nine extra base hits. The gold medal
victory was the first for Southeast at the 2018 NTIS Champions Cup and they would also go on to win gold at the 13U and 16U age groups.
14U: SOUTHEAST
Southeast scored five unanswered runs in the final two innings of the 14U NTIS Champions Cup gold medal game, defeating Northern California 7-2 to win their third gold as a region at the 2018 NTIS Champions Cup. With the game tied at 2-2 heading into the bottom of the fifth inning, Southeast’s offense took control, scoring three runs in the inning, and adding two more in the bottom of the sixth to secure the title. Termarr Johnson (2-for-2, 2 BBs) and Riley Jackson (1-for-3) led the offense for Southeast, combining for five of the team’s seven RBIs in the gold medal game. Starting pitcher Evan Dobias settled down after giving up two early runs to pick up the victory, striking out four batters in his five innings of work. Southeast finished the tournament with a perfect 4-0 record, outscoring its opponents 36-12, and striking out 34 batters in just 28 innings. Johnson led the team offensively throughout the tournament, hitting .750 (6-for-8) with seven RBIs. The victory marked Southeast’s third gold medal of the 2018 NTIS Champions Cup after also winning at the 13U and 16U age groups.
DiFrancesco doubled to drive in two runs and give Southern California the early 2-0 advantage. The two runs scored on the DiFrancesco double were all that Southern California starting pitcher Horn would need as he turned in a complete-game, one-run performance on the mound. Both DiFrancesco and Horn finished the day 1-for-2 at the plate. The gold medal victory capped off an undefeated four-game stretch in which 15U Southern California outscored its opponents 17-9, with each of their wins coming by a margin of two runs or fewer. The Southern California pitching staff combined for a 1.69 ERA and a 9.00 K/9 mark in 29 innings at the 2018 15U NTIS Champions Cup, helping them to finish with a 4-0 record and the gold medal.
16U: SOUTHEAST
Bryce Fisher threw a complete game shutout to lift 16U Southeast to an 8-0 victory over Midwest, giving Southeast its second of three gold medals at the 2018 National Team
Identification Series Champions Cup in Cary, North Carolina. Fisher was brilliant on the mound in the gold medal game, allowing just four baserunners and striking out four en route to the complete game shutout victory. Leadoff man Alex Phillips and three-hole hitter Logan Sims combined to go 4-for-8 with three runs scored in the contest. In total, Southeast would score eight runs on eight hits and nine walks to lock down the 8-0 gold medal victory. The victory marked the first shutout of the tournament for 16U Southeast as they had allowed a combined seven runs while tallying eighteen runs of their own in their previous three matchups. The gold medal win was the second at the 2018 NTIS for Southeast as they had also won gold the week prior at the 13U age group.

EVENT AND PITCHING RULES TOURNAMENT RULES • All games will be played under NFHS rules • Please refer to USA Baseball’s NTIS Bat Guidelines for bats permitted at each age division • Please refer to Pitch Smart Guidelines for outline on pitch limitations throughout event – coaches are responsible for tracking and reporting pitch counts to USA Baseball staff post-game • In the case of inclement weather, USA Baseball reserves the right to enforce time limits in the event of rescheduling. Additionally, games that are rescheduled due to inclement weather may be played at an off-site facility. • USA Baseball reserves the right to “Roll an Inning Over” if they feel it is in the best interest of the game and/or athletes. • No team will play in more than two (2) games per day during the event unless due to rescheduling. • You are welcome to sub players in and out as you like – a no re-entry rule will not be in place • Coaches must wear a helmet to be on the field. A hard helmet is required; no-flap, single flap, and double flap helmets are permitted, while “skullies” and cap inserts are not permitted. • USA Baseball reserves the right to remove any coach from the dugout and/or premises. • The Technical Committee will review each rules violation further and reserves the right to issue subsequent sanctions. • Any participant (player, coach, fan, etc.) ejected from a game shall have the circumstances of his/ her ejection reviewed by the Technical committee. The Technical Committee will be made up of the Tournament Director, Tournament Coordinator, Umpire Supervisor, and any scouts that were present for the misconduct. • Games will be limited to 2 hours 15 minutes – if time runs out before a game has reached 7 innings, the game will be recorded as final. • Only consolation games can end in a tie – all bracket games will play into extra innings if a there is a tie after regulation (7 innings). Teams will play until there is a winner. • Batting cages are to be used in a respectful manner. Order of use is first-come-first-serve. USA Baseball staff will not monitor the cages and ask that once all members of a team have been through, the next team moves into the cage. • No mandatory play rule will be applied per game, however, all players that are on the roster are advised to participate in at a minimum of 8 innings

or 5 at bats for position players, and a minimum of 3 innings or 9 batters faced for pitchers only (excluding games that are subject to a Run Rule) throughout the entire event. This does not include players that are injured during the event. • Any coaches that do not adhere to the standards of USA Baseball are subject to removal from the game, and possible suspension. This is includes, but not limited to, appearance, interactions with players, parents, umpires, and staff, adherence to the rules and guidelines, and/or any disruption of the event. • Coaches are expected to keep all players and parents updated on schedule changes, and readily available throughout the week for any needs. Coaches are the main liaison between the parents and the USA Baseball staff, and are expected to act in a manner that is representative of USA Baseball.
TIE-BREAKER RULES • All games will be 7 inning or 2 hours and 15 minutes, whichever comes first. • Should the time limit be reached at the middle of an inning, the home team (if behind) will be granted the bottom half of the inning • No new inning shall be started after the conclusion of an inning if the time limit is reached unless: • The game (bracket play only) is tied, at which point the following inning will begin under International Tiebreaker Rules (ie: play through 5 innings, game is tied, 6th inning begins under International Tiebreaker) • All bracket games will be played until there is a winner • Only consolation games can end in a tie • If consolation game is tied with remaining time after the 7th inning, the 8th inning will be played under International Tiebreaker rules • If consolation game is tied with no remaining time (ie: 4 to 4 in the bottom of the 5th) the game shall end in a tie and no tiebreaker inning shall be played • Should a bracket game finish 7 innings tied with remaining time, the 8th inning will begin under International Tiebreaker Rules • There is no max on the number of innings played under International Tiebreaker Rules, however, the USA Baseball Tournament Director will stop the game at 3 hours • In the event the game is still tied after 3 hours,

the following will be used to determine a winner: • Hits in game • Team with less errors in game • Coin Flip • Only the Championship Game and Third Place Game will be played under no time limit
BAT GUIDELINES • Bat Protest Procedure: Teams wishing to protest the use of an illegal bat must notify the umpire before the next batter enters the batter’s box. Once the first pitch to the next batter has been thrown, the protest will be considered invalid. • Result of Successful Protest: A successful protest will result in the automatic ejection of the player committing the infraction and the manager of the infracting team. The protesting team can then choose to accept an automatic out or the result of the play. • Non-Team Related Occurrences: Players participating in USA Baseball camps or individual based identification events that are found to have committed an infraction will have their participation reviewed by the operating staff and may face expulsion from the event.
PITCHING RULES • In accordance with USA Baseball’s assimilation of Pitch Smart guidelines, the National Team Championships will use a hard pitch count as the standard for setting pitcher use limitations for the 2019 tournament. The 2019 Pitch Smart guidelines can be found on page 2 of the rules document.
PENALTY FOR VIOLATION OF PITCHER USE LIMITATION RULES • If a pitcher is found to have exceeded his allowed numbers of pitches during a game, the illegal pitching situation will be rectified immediately and the incoming pitcher will be permitted as many warm up pitches as the umpire deems necessary prior to resuming the game. The Technical Committee will review the infraction and reserves the right to suspend the manager for the next game if the infraction is deemed a purposeful breech of the rules. The Technical Committee will be comprised of the USA Baseball Tournament Director, Umpirein-Chief, one USA Baseball Site Supervisor and one member of the USA Baseball Task Force. • If a pitcher is found to have exceeded his allowed pitches for a game after the game is completed,
the manager may be suspended for the next tournament game. The Technical Committee will review the infraction and reserves the right to suspend the manager for the next tournament game and one additional game if the infraction is deemed a purposeful breech of the rules. • In either case, the pitcher in question will not receive any direct penalty, but will be made to adhere to the prescribed days of rest based on the number of pitches at the time of the infraction. The team in question will not receive any direct penalty (beyond penalization of the manager), but will continually be made to adhere to the prescribed pitch count rules for the remainder of the event.
scorekeeper will communicate the pitch count at the beginning of each inning or as needed. • Should a pitch count be protested, the protesting team must present an official score book or digital score keeping application to the Site Supervisor and Tournament Director. The pitch count kept by the tower can be overturned if both the Site Supervisor and Tournament Director come to the conclusion that a mistake was made on behalf of USA Baseball’s scorekeeper. The new pitch count will be recorded and reflected in the following day’s pitch count report.
SUSPENDED GAMES • For purposes of applying the pitcher use limitations in the event a team plays twice on a single day because a prior game was either postponed or suspended, the following rules apply: • The per-game total pitch maximums (but not mandatory rest) shall be deemed to be “reset” for the resumption of the suspended game. (For example, a pitcher who has thrown less than 30 pitches when a game is suspended may remain in the game and is not required to be removed prior to 95/105 pitches the next day (14U/15U/16U: 95, 17U: 105).);
REPORTING • USA Baseball official scorers will be responsible for the official pitch count at each field. An aggregate report for all teams in the tournament will be distributed electronically at the completion of each day’s games to the team contact on record. The pitch count monitored and kept in the tower is the only official pitch count that will be used. Managers or coaches pitch counts are NOT official, but they are welcome to periodically check with the official scorer to ensure their count is correct. The official
• A player who is a team’s pitcher at the time a game is suspended and then becomes subject to a mandatory rest day at the time the suspended game is resumed shall be removed from the game at the time the game is resumed. (For example, a pitcher who is in the game at the time the game is suspended and who has thrown 31 or more pitches in that game may not pitch in the resumption of the suspended game the next day.); • A pitcher who must rest for a day must rest for all games on that day (i.e., rest during a postponed or resumed suspended game shall not be deemed to satisfy a mandatory rest day if there is a subsequent game on the same day). (For example, a pitcher who is in the game at the time the game is suspended and who has thrown 31 or more pitches in that game may not pitch in either the resumption of the suspended game or any subsequent game that day.); • A pitcher who remains in at the resumption of the suspended or postponed game may not pitch in any subsequent game that day. (For example, a pitcher who is in the game at the time the game is suspended and resumed the next day may not pitch in the subsequent regularly scheduled game that same day.)

(For example, a 15U pitcher who has thrown 20 pitches in game one may throw in the second game that day, but is limited to only 75 pitches in that given game. At that point, the pitcher will be subject to the appropriate number of rest days based on the total pitches thrown that day, which in this case would be 4 days (76+ pitches).) • Due to the nature of the tournament format, the USA Baseball Operations Staff will provide each coach with an updated pitch count sheet as soon as possible prior to the start of their second game of the day on days where a doubleheader is scheduled.
