EXECUTIVE DIRECTOR / CEO On behalf of the national governing body for our sport in the United States, we would like to welcome you to the 2021 USA Baseball National Team Identification Series Champions Cup! Although the past year has presented many challenges, we are thrilled to have returned to play and once again enjoyed a full calendar of programming this summer, including the National Identification Series Champions Cup and baseball’s recent return to the Olympic programme. Team USA also returned to the Olympics for the first time since 2008 this year and earned a silver medal at the Olympic Games Tokyo 2020 following a strong run through the tournament. The opportunity that the National Team Identification Series brings to athletes across the nation is unlike any other. It not only provides the opportunity for athletes from every corner of the country to compete with the nation’s best players, but also the chance to represent the United States in international competition as part of our national teams or national team development programs. We are committed to bringing first class competition and development opportunities to the players, coaches, and fans of the participating teams who will come through the National Training Complex over the course of the next three weeks. As you begin play, we wish all of the players and teams good luck as they strive to bring a championship title back to their region, as well as earn a spot on a USA Baseball roster in the future. Being selected to represent your region at the Champions Cup is just the beginning of your baseball career and we are excited to provide a truly once-ina-lifetime opportunity to each and every one of you. WHY THE NTIS IS I M P O R TA N T On the surface, the USA Baseball National Team Identification Series (NTIS) is the widest reaching and most comprehensive player identification event for Team USA – but it’s so much more than that. “Something that people may not know is that aside from being an opportunity to play for a national team, it’s one of the highest quality baseball experiences that a player can have playing the sport,” said Ann Claire Roberson, who will oversee the day-to-day operations at the NTIS Champions Cup. “We have an incredibly dedicated staff, we have some of the best facilities in the world, and we offer a chance for players to represent their country that they can’t get anywhere else.” The sheer significance of the NTIS is not only felt during games. While winning the Champions Cup is the immediate goal, the importance of the event extends before the players ever arrive and after they depart the National Training Complex. Players receive feedback and evaluation at regional events before making it to Cary, North Carolina, as well as from USA Baseball’s staff and a talented collection of professional, collegiate, and high school coaches during and after the event itself. But it’s not just the reach and impact of the Champions Cup through each participating athlete’s baseball career that takes a step forward every single year. The NTIS itself has also grown significantly throughout the years. What started as three age groups competing over one weekend in 2009 has grown to six age groups competing over three weekends in 2021. The program allows players to be evaluated for an opportunity to participate

with one of five USA Baseball national team and national team development programs. Even as the largest and most comprehensive identification event USA Baseball offers, the organization knows that there’s always even more room for growth. “It’s an event that we are always striving to improve and grow. We’ve seen a long list of talented athletes come through this program,” Roberson said. “We expect the competitiveness, quality and the scope of the event to continue into the future.” That list of talented athletes includes seven-time Team USA alum and current New York Mets outfielder Albert Almora, five-time Team USA alum, current Houston Astros shortstop Alex Bregman and two-time Team USA alum and current Philadelphia Phillies right fielder Bryce Harper. At the end of the day, players who are extended an invitation to a national team or national team development program will be one step closer to wearing the stars and stripes. Players will have the opportunity to hone their craft while playing with and against the best players at their age in the country. Even so, while it may be obvious that the players who participate in the NTIS are talented baseball players, it takes more than that to represent the red, white and blue. “Obviously we look for a talented high-level athlete, but we look for individuals that are capable of being part of a team who will serve as strong representatives for the United States and who embody and represent the values of USA Baseball,” Roberson said. 2021 NTIS CHAMPIONS CUP

FROM NTIS TO THE I N T E R N AT I O N A L S TAG E : TERMARR JOHNSON AND MIKEY ROMERO TURNED NTIS EXPERIENCE INTO A GOLD MEDAL

M

ikey Romero vividly remembers watching the 2017 National Team Identification Series (NTIS) Champions Cup Selection Show and hoping to see his name pop up. He was sitting at school, excitedly watching the show in anticipation. When his name did get called, it was a moment that Romero will never forget. “I saw my name on the third slide of the selection show,” Romero said. “I just felt really excited that I was going to be given an opportunity to represent the United States.” Romero eventually turned the NTIS selection into a spot on the 2019 15U National Team, where he played alongside another past participant of the NTIS: Termarr Johnson. But without the start both players got at the NTIS, the opportunity to represent Team USA in international competition might have never happened. Johnson, who caught the eyes of the USA Baseball task force when competing at a camp in Georgia, was equally excited about the opportunity to participate in the NTIS. “It was amazing when I found out that I made it to the NTIS,” Johnson said. “It was a really good opportunity for me to play with some of the best talent across the country, so it was really an amazing feeling.” Johnson and Romero stood out at the NTIS, eventually making the 2019 15U National Team roster and capturing a gold medal at the World Baseball Softball Confederation (WBSC) U-15 Baseball World Cup Americas Qualifier in Playa Del Carmen, Mexico. But for the two standout players, the lessons and values they learned while participating in the NTIS Champions Cup were a key part of their run to Team USA and a gold medal. The NTIS uses a six-region system to identify the best players across the country. Those athletes compete 4

throughout the summer in their regions, before AllRegion teams are named and invited to play in the NTIS Champions Cup in Cary, North Carolina, which provides players with national exposure and skill-development opportunities, while also giving them the chance to possibly represent Team USA in future international competition. “Instantly, I learned about being a good teammate,” said Johnson, who represented the Southeast at the NTIS Champions Cup in 2018. “I learned about doing small things to help my team win. I remember laying down bunts and doing the job with runners in scoring position, and just having fun while helping the team win.” Romero, who played for the Northwest at the NTIS a year earlier, grew as a player simply by being surrounded by some of the best talent from all around the country, “Being recognized and playing with some of the top players from your area was really fun,” Romero said. “Being able to come to the USA Baseball National Training Complex and competing against the best players was an awesome experience.” Romero competed in the 13U NTIS in 2017, while Johnson played in the 14U NTIS the following summer. After standing out in the event, both took slightly different paths to eventually earning a spot on the 15U National Team. For Romero, there was another step to take before making it to National Team Trials. The summer after his NTIS performance, the infielder was selected to participate in the 2018 14U National Team Development Program (NTDP) – a program that included skill

development sessions, off-field educational seminars, and intrasquad Stars vs. Stripes games. There, Romero continued to catch the eyes of the evaluating coaches and staff. He was one of 17 NTDP athletes invited to the next year’s 15U National Team Trials, where he was one of 72 players battling for a spot on the final 20-man 2019 15U National Team roster. It was at trials where Romero first met Johnson, who had earned an invite to the 2019 trials following his performance in the 2018 14U NTIS. And after both made it from the NTIS to trials, Johnson and Romero also made it through both phases of the National Team Trials to earn spots on the 2019 15U National Team. “The feeling I had when I found out I was selected for the 15U National Team was amazing,” Johnson said. “I felt like I did something great, and being able to be a part of that was really fun. I felt like I was part of a team bigger than myself.” While the duo went on to win gold later that summer, they both remember how it all started. Without the NTIS, which provided the players with an opportunity to catch the eyes of the USA Baseball coaches and staff for the first time, they might not have had the chance to represent the United States on the international stage at all. The exposure that they got, and the lessons that they learned, continue to be instrumental as Johnson and Romero get further into their baseball careers. “The NTIS taught me that there a lot of really good players out there,” Romero said. “I learned to always play with my hair on fire and to always keep working.”

ALUMS IN THE MLB DRAFT KUMAR ROCKER

No. 10 overall; New York Mets Kumar Rocker was selected with the No. 10 overall pick by the New York Mets out of Vanderbilt in this year’s MLB Draft. Rocker was a member of the 2017 18U National Team that won Team USA’s fourth consecutive World Baseball Softball Confederation (WBSC) Baseball U-18 World Cup gold medal in Thunder Bay, Canada. In two appearances and one start for Team USA, Rocker had a 1.93 ERA and picked up six strikeouts in 4.2 innings pitched.

BRADY HOUSE

No. 11 overall; Washington Nationals Brady House is a two-time Team USA alum that was selected No. 11 overall by the Washington Nationals in this year’s draft. House first played on the 2015 12U National Team and hit .320 (8-for-25) with five RBIs on the team that won the WBSC U-12 Baseball World Cup. He then won another world championship three years later with the 2018 15U National Team at the WBSC U-15 Baseball World Cup, this time batting .448 (13-for-29) with a team-high 14 RBIs, earning himself a spot as the pitcher on the WBSC All-World Team.

JACK LEITER

No. 2 overall; Texas Rangers Jack Leiter was selected No. 2 overall in this year’s MLB Draft by the Texas Rangers out of Vanderbilt. Leiter played for Team USA on the 2018 18U National Team that won the program’s eighth consecutive gold in international competition at the COPABE U-18 PanAmerican Championships in Panama. The right hander led the U.S. pitching staff during the tournament, going 2-0 and not allowing a run while giving up just two hits and striking out 20 batters in 8.0 innings of work.

No. 5 overall; Baltimore Orioles Colton Cowser was selected No. 5 overall by the Baltimore Orioles in this year’s MLB Draft after playing collegiately at Sam Houston. During his time with the Bearkats, he played on the USA Baseball Collegiate National Team in 2019. Cowser hit .273 (9-for-33) with 3 RBIs during his summer with Team USA.

No. 13 overall; Philadelphia Phillies Andy Painter played alongside House on the 2018 15U National Team and was selected No. 13 overall in this year’s MLB Draft by the Philadelphia Phillies. Painter had a team-high 13 strikeouts in the tournament and went 2-0 with a 0.90 ERA in two starts. The right hander started and earned the win in the gold medal game and was named to the WBSC All-World Team at first base for his efforts.

COOPER KINNEY

No. 34 overall; Tampa Bay Rays Cooper Kinney was selected by the Tampa Bay Rays with the No. 34 overall pick in this year’s MLB Draft and played previously on the USA Baseball 12U National Team in 2015. In four games with Team USA, Kinney hit .400 (2-for-5) with two RBIs to help the red, white, and blue in its second consecutive world championship at the WBSC U-12 Baseball World Cup.

R E N O VAT E D AND READY FOR BUSINESS USA BASEBALL TEAM STORE WELCOMES FANS BACK IN 2021 by CRAIG SPELL

mprove efficiency, expand functionality, enhance facilities, but most importantly, upgrade the customer experience. These were the goals in mind when USA Baseball set out to renovate its Team Store at the National Training Complex in Cary, North Carolina. After the summer season in 2019, the decision was made to move on from the previous store and create something even better. The plan was to expand during the offseason and be open for events in 2020. But things don’t always go according to plan.

Not long after that, the COVID-19 pandemic put the world on hold and along with that, it put a halt on the new Team Store. Now though, a year later, the store’s doors are finally ready to be open. So, what can fans expect when they visit the new Team Store for the first time this summer? Well, first and foremost, an even better experience. “Our ultimate goal in renovating the Team Store was to create a more enjoyable shopping experience for everyone visiting the NTC,” said USA Baseball Senior Director of Retail Carrington Nicholson. “When we


renovated, we changed the layout of the store to make the shopping experience more practical.” Shoppers will appreciate this firsthand when they visit the renovated store, starting with where they’ll purchase their new gear. In the previous iteration of the store, the registers were in the middle of the store, causing some backup in areas where customers were entering and shopping. Now, the checkout counter has moved to one side of the store to help improve the flow of traffic around the merchandise. But it’s not just the design and layout that’s changed, the renovation also expanded the entire footprint of the Team Store. During the makeover, a wall was knocked down to create even more retail space – meaning more space for new and exclusive gear and more room for shoppers to browse all the best USA Baseball styles from their favorite brands. “The need to expand the Team Store is a reflection of the organization’s continued growth at retail and its successful long-term relationships with outfitting partners and licensees including Baseballism, New Era, Nike and Panini America,” said USA Baseball COO, David Perkins. With a larger Team Store, shoppers that visit the National Training Complex will have a wider variety of merchandise available from those brands that goes beyond anything the store has had before – including exclusive looks and styles not even available on USABaseballShop.com. The store’s constantly growing

collection features apparel for men, women, and kids of all sizes as well as unique accessories and gifts. “The completion of the expansion and remodel of the USA Baseball Team Store at the National Training Complex is the first step in the organization’s vision to provide enhancements throughout the facility which will benefit players, coaches, families and fans,” says Perkins. In typical USA Baseball fashion, there is always a forward-thinking mindset as the National Training Complex and the organization’s impact continues to grow. And the renovation of the Team Store is just the beginning of an exciting future at the home of Team USA in Cary.

11U Southwest Stars

1 1 U : S O U T H W E S T S TA R S

After winning the 11U NTIS Champions Cup in 2018, the Southwest Stars repeated in 2019 with an 8-5 victory over the Northwest Stars in the gold medal game. The first inning was jam-packed, with the Southwest putting up five runs in their first trip to the plate. The game’s first run was scored on an error before Carter Hadnot drove in the second run with an RBI single. A bases-loaded walk plated another run before the Southwest added two more to go up 5-0. But the Northwest battled back, with their first five hitters reaching base to open the bottom of the first. They scored three runs on a walk, wild pitch, and RBI groundout before Kayden McHenry hit a two-run double to tie the game at five in the first inning. The Southwest took the lead back in the third on an RBI single by Andrew Felizzari to go up 6-5. An inning later, Sean Downs found the gap in right-center field to add two more runs and that was all the squad needed to claim the 8-5 victory and the championship. Hadnot finished the day 3-for-4 with an RBI single for the Southwest Stars, also earning the save with two shutout innings to secure the win.

In a battle of the Southwest, the Stars topped the Stripes, 2-1, to win the 2019 12U NTIS Champions Cup gold medal game. The low-scoring affair saw the Stars take a lead in the top of the second inning on a two-run double by Patrick Petrossi. The ball stayed fair down the first base line to open the scoring and give the Stars a lead that they would not relinquish. John Short dominated on the mound for the Stars, shutting down the Stripes offense for the game’s first six innings. The Stripes threatened in the bottom of the seventh, scoring a run and putting the tying-run on third base with one out, before third baseman Miles Layton secured the win with back-to-back web gems to prevent the tying run from scoring and securing the 2-1 victory. Short, who went the distance, earned the championship game win for the Stars.

In the 2019 13U NTIS Champions Cup gold medal game, the Southwest Stars knocked off the South Stars, 5-1, to claim the championship.


After a pitchers’ duel in the early innings, the Southwest Stars cracked the scoreboard on a bases-loaded walk to go up 1-0 in the third inning. Later in the frame, Kibru Pam hit an RBI single to shallow left field to drive in two more runs and put the Southwest on top, 3-0. The South threatened in the bottom of the fourth, loading the bases with two outs. But Aiden Yancy fielded a hard-hit groundball and made a spinning throw to first base to strand all three runners and keep the Southwest in front. The Southwest then extended its lead in the top of the fifth, when Maximo Martinez hit a two-run double down the line in left field, putting his team up, 5-0. The South got on the board in the bottom of the sixth on a passed ball, but Southwest’s Talin Gardini shut the door with four strikeouts in two innings to secure the win and the gold medal.

Braylen Dritz tossed a complete game shutout to lead the Southwest past the Southeast, 1-0, in the 2019 14U NTIS Champions Cup gold medal game. The Southwest nearly opened the scoring in the first inning, loading the bases before Southeast pitcher Osnel Rojas escaped the jam with a strikeout. Rojas then got out of another jam two innings later, inducing an inningending double play with a pair of runners on to keep the game scoreless. The game’s only run was scored in the sixth inning when Logan de Groot drove in Jaydon Kea with a single in the sixth inning. With the tying run on third base and one out in the seventh, Southeast nearly tied the game on a fly ball to right field, but Ricky Smith caught it and threw the tying run out at home plate to secure the close 1-0 championship victory. Dritz’s shutout earned him the win, while Christian Rodriguez got the loss for Southeast.

Munster was 2-for-3 with a walk and three RBIs for the Northwest Stars, while Ryan Lee, who came out of the bullpen in the fifth inning for the Northwest, earned the win. 16U: NORTHWEST STRIPES

The Northwest Stripes tossed a one-hitter to take down the Southeast Stars, 3-1, in the 16U NTIS Champions Cup gold medal game in 2019. Taber Fast, Francis Freenor, and Lucas Kelly were all dominant on the mound, holding the Southeast to just one run en route to the victory. The Northwest opened the scoring in the bottom of the first inning when Robert Hipwell hit an RBI single to put his team up, 1-0. They added another run an inning later on an RBI single by Logan Johnstone, giving the Northwest a 2-0 advantage. The Southeast nearly put a rally together in the top of the third, but Northwest infielder Gary Hall made a diving play to end the inning and maintain the two-run lead. The Southeast eventually cracked the scoreboard in the top of the fifth when Christopher Landaas crossed the plate on a wild pitch, but that was their only offense of the game as the Northwest put the finishing touches on a 3-1 victory. Freenor got the win for the Northwest, and Kelly was credited with the save.

Cayden Munster led the Northwest Stars to a 7-4 win over the Southwest Stripes in the 15U NTIS Champions Cup gold medal game. Munster walked in his first at-bat in the second inning before stealing second base and coming around to score to put the Northwest up, 1-0. The Southwest answered in the third inning when Isaiah Jackson’s two-run double to right field made it 2-1. Still down in the fifth, the Southwest plated the tying run on an RBI groundout by Ethan Winslow to make it 2-2. Later that inning, Munster roped a triple off the right field wall to score another run and put the Northwest on top by one. Grayson Reveal and Bryant Viskovich then followed with back-to-back RBI singles to put the Northwest up, 5-2. Munster extended the lead with a two-run single for a 7-2 lead. The Southwest got two runs across

EVENT RULES The National Team Identification Series Champions Cup will follow the National Federation of State High School Associations’ (NFHS) baseball rules. The following rules and guidelines are provided in addition to, in substitution of, or in place of the rules provided in the NFHS Baseball Rule Book.

ELIGIBILITY

• To be eligible for the National Team Identification Series Champions Cup, players must be born on or after January 1, 2010 (11U); January 1, 2009 (12U); January 1, 2008 (13U); January 1, 2007 (14U); January 1, 2006 (15U); January 1, 2005 (16U). • PENALTY: If physical evidence is presented to USA Baseball, or a team admits to using an illegal player, all games in which the illegal player participated shall be forfeited.

FACILITY GUIDELINES

The National Team Identification Series Champions Cup will utilize the following dimensions: • 11U and 12U: 51’ mound, 75’ bases • 13U+: 60.6’ mound, 90’ bases

TOURNAMENT FORMAT

• The 11U, 12U, 13U, 14U, 15U, and 16U tournaments will feature 12 teams. • The first day of the tournament for each age group will feature registration and the Opening Ceremony • The second day of the tournament will feature USA Baseball’s Testing Day, an opportunity for athletes to participate in Prospect Development Pipeline Performance Assessments and on-field athletic assessments for the Task Force, their region coaches, and teammates. • Every team will be placed into a pool of three (3) teams and will compete in round robin play in its pool, playing two games on Day 3 of the event. • The four (4) pool winners will be seeded following pool play using the “Standings Tie-Breakers” rules below. - Teams seeded #1–#4 will begin a single-elimination bracket-style playoff. - The remaining teams will play in two consolation games over the final two days of the tournament. • The semifinals will take place on Saturday, and the third place, and championship games will be played on the final day of the tournament (Sunday).

GAME PLAY

General Rules • All team rosters must have a minimum of 16 (11U-13U)/18 (14U-16U) players and 2 coaches. Rosters should not exceed 16 (11U-13U)/18 (14U-16U) players. • A “mandatory play” rule will not be enforced at the National Team Identification Series Champions Cup.

However, it is encouraged that all healthy players on the roster participate in the tournament. • In an effort for fair play and competitive balance, USA Baseball recommends that each athlete participate in a minimum of eight (8) innings or five (5) at-bats for position players, and/or a minimum of three (innings) or nine (9) batters-faced for pitchers throughout the event. • The USA Baseball Tournament Director will predetermine all home and away team assignments in all pool play games. The higher seed will serve as the home team throughout all bracket-round and consolation match-ups (E.g., #6 vs. #1; #1 is the home team). • USA Baseball reserves the right to “roll” an inning, regardless of outs, runners on base, or score, etc. Lineups • A maximum of 10 players are allowed in a lineup. • A tenth hitter, or extra hitter, hereby known as the “EH,” may be utilized by any team. The use of an “EH” is optional. If one team elects to use an “EH,” the opposing team is not required to do so as well. The extra hitter must be indicated in the line-up as the “EH.” The “EH” will be treated as any other starter and cannot be eliminated during the course of the game. The “EH” can exchange positions with other defensive players in the lineup. The starting batting order must be followed in order; the changing of the “starting batting order” once the game begins is strictly prohibited. Extra-Innings/Tie-Breakers • All pool-play, consolation, and third-place games at the National Team Identification Series Champions Cup shall be seven (7) innings or two hours and fifteen minutes (2:15). No new inning can begin after time has expired. • If a pool-play, consolation, or third-place game is tied after seven (7) innings and time permits, teams shall continue the game using the international tie-breaker rule until a winner is decided or time has expired. If a game that exceeds the time limit ends in a stalemate, the game will be recorded as a tie. • A time limit will not be enforced in quarterfinal, semifinal, and championship games. International Tie-Breaker Rules The international tie-breaker rule dictates that a runner will be placed on first and second base with no outs to begin the inning. The batter must be the player deemed next-up in the batting order following the previous inning and the two players preceding the batter will be placed on first and second base, respectively. Forfeits In the event a team must forfeit a game, a 7-0 loss will be assigned to a team’s record.

STANDINGS TIE-BREAKERS

If, at the end of pool play (if applicable), two or more teams finish with identical records, the following pro-


cedures will be used to break standings ties for bracket-play seeding: 1. Pool play overall record 2. Head-to-head result; provided all tied teams have played each other 3. Fewest runs allowed (overall) 4. Overall run differential 5. Coin flip

EJECTIONS/SUSPENSIONS

• Any ejection of a participant (player, coach, or fan) during a game will receive an automatic one-game suspension. The incident will then be reviewed by the USA Baseball Technical Committee, consisting of the Tournament Director, Umpire-in-Chief (if available), Site Supervisor, and a member of the USA Baseball Task Force. The Technical Committee will assess the ejection and then determine an additional penalty, if any, for the participant. • Penalties may include suspension for a subsequent game(s), suspension from the tournament, or a team forfeiture resulting in a 7-0 loss. • Any participant who is ejected from a game a second time during the event shall receive an immediate suspension for the remainder of the tournament.

INCLEMENT WEATHER

• In the event inclement weather occurs during the tournament, the bracket-round games will be given priority in rescheduling. USA Baseball will do its best to ensure that all teams participating in consolation games will play in an even number of games; however, cannot guarantee an even number of games for all participating teams. • Games rescheduled due to inclement weather may be played at an off-site facility at the discretion of USA Baseballl.

UNIFORMS & SAFETY

• Coaches must wear a helmet in order to be on the field. A hard helmet is required; no flap, single flap, and double flap helmets are permitted, while “skullies” and cap inserts are strictly prohibited.

BAT GUIDELINES

• All teams are required to adhere to the USA Baseball Bat Guidelines below (Bat Guidelines can be found at USABaseball.com/Bats/Guidelines). • 11U, 12U tournaments bat requirements: • There are no specified weight/length ratio limits for bats in the tournament. • Bats may not exceed 32” in length and barrel diameters may not exceed 2 5/8. • Non-wood and multi-piece wood bats must be USABat certified in order to be used in the tournament. * • 13U tournaments require bats to be any wood or metal BBCOR (-3) bat OR an approved USABat. • 14U and 15U tournaments require bats to be any wood or metal BBCOR (-3) bat.

• 16U and 17U tournaments require bats to be any solid (one-piece) wood bat or an NFHS approved BBCOR wood barrel baseball bat. • *USABat certifications are reflected in the Washington State University Sports Science Lab and the NCAA and NFHS BBCOR approved baseball bats list.

PITCHING RULES In accordance with USA Baseball’s assimilation of Pitch Smart guidelines, the National Team Identification Series Champions Cup will use a hard pitch count as the standard for setting pitcher-use limitations for the tournament. The 2021 Pitch Smart guidelines can be found on page 2 of the rules document. • Pitchers may not pitch three consecutive days regardless of their pitch counts in the two previous days (e.g., if a pitcher throws 10 pitches on day one and 15 pitches on day two, they are still ineligible to pitch on day three) • If a pitcher exceeds a pitch count threshold in a single game that requires a mandatory rest day, they are ineligible to pitch in an additional game in the same day regardless of their daily pitch count total.

PENALTY FOR VIOLATION OF PITCHER USE LIMITATION RULES

• If a pitcher is found to have exceeded their allowed numbers of pitches during a game, the illegal pitching situation will be rectified immediately and the incoming pitcher will be permitted as many warm up pitches as the umpire deems necessary prior to resuming the game. The Technical Committee will review the infraction and reserves the right to suspend the manager for the next game if the infraction is deemed a purposeful breach of the rules. The Technical Committee will be comprised of the Tournament Director(s), Umpire-in-Chief, Site Supervisor, and a member of the USA Baseball Task Force. • If a pitcher is found to have exceeded their allowed pitches for a game after the game is completed, the manager may be suspended for the next tournament game. The Technical Committee will review the infraction and reserves the right to suspend the manager for the next tournament game plus one additional game if the infraction is deemed a purposeful breach of the rules. • In either case, the pitcher in question will not receive any direct penalty, but will be made to adhere to the prescribed days of rest based on the number of pitches at the time of the infraction. The team in question will not receive any direct penalty (beyond penalization of the manager), but will continue to be required to adhere to the prescribed pitch count rules for the remainder of the event. 2021 NTIS CHAMPIONS CUP

TOURNAMENT PITCHER USE LIMITATION RULES

• If a pitcher reaches the daily max pitches in a game threshold (75 [10U], 85 [11U-12U], 95 [13U-16U], 105 [17U-18U]) while facing a batter, the pitcher may continue to pitch until any one of the following events occur: 1. That batter reaches base; 2. That batter is retired; 3. The third out is made to complete the half-inning. • A pitcher’s required rest is based off a hard pitch count of actual pitches thrown and does not reset to the pitch count tallied at the beginning of the last batter faced. If a player has thrown 19 pitches and, after facing the last batter of the inning, has thrown 24, then that pitcher’s pitch count for the day is 24 (not 19) and they are required to take one day of rest.

REPORTING

• USA Baseball official scorers will be responsible for the official pitch count at each field. • An aggregate pitch count report for all teams in the tournament will be distributed electronically at the completion of each day’s games to the team contact on record. The pitch count is monitored and kept in the tower, and is the only official pitch count that will be used. Managers or coaches pitch counts are NOT official, but they are welcome to periodically check with the official scorer to ensure their count is correct. The official scorekeeper will communicate the pitch count at the beginning of each inning or as needed. • Should a pitch count be protested, the protesting team must present an official score book or digital score keeping application to the Site Supervisor and Tournament Director(s). • The pitch count kept by the tower can be overturned if both the Site Supervisor and Tournament Director conclude that a mistake was made on behalf of USA Baseball’s scorekeeper. The new pitch count will be recorded and reflected in the following day’s pitch count report.

SUSPENDED GAMES (PITCHING)

• For purposes of applying the pitcher-use limitations in the event a team plays twice on a single day (because a prior game was either postponed or suspended), the following rules apply: • A pitcher’s per-game total pitch maximums (but not mandatory rest) shall be deemed to be “reset” in a resumed game. However, pitchers are still restricted to per-game and daily pitch maximums set forth by the Pitch Smart Guidelines prior to and after suspended and resumed games. • The pitcher of record at the time a game is suspended becomes subject to a mandatory rest day if they exceed a pitch count threshold (20+ [10U-14U], 30+ [15U+]) and will not be eligible to pitch in the resumed game if it takes place during their required

rest time, including a resumed game occurring at a later time on the same day. • A pitcher who is required to rest for a day must rest for all games on that day (I.e., resting during the resumption of a postponed or suspended game shall not satisfy a mandatory rest day, even if there is a subsequent game on that same day).

DOUBLEHEADERS

• The second game of a scheduled doubleheader will not serve as a rest day for pitchers having thrown in the first game of the day (E.g., a pitcher who has thrown 20 [10U-14U], 30 [15U+] or more pitches in the first game of the day may not pitch in any subsequent game that day and is subject to the appropriate number of rest days based on the total pitches thrown). • A pitcher who has thrown 1-20 [10U-14U], 1-30 [15U+] pitches is eligible to throw in any subsequent game that day; however, they will still be limited to the daily max of 75 [10U], 85 [11U-12U], 95 [13U-16U], 105 [17U-18U] pitches for the day. • Due to the nature of the tournament format, the USA Baseball Operations Staff will provide each coach with an updated pitch count sheet as soon as possible prior to the start of their second game of the day on days where a doubleheader is scheduled.


2021 PITCH SMART GUIDELINES • Many players were limited in how much baseball they could play over the last year due to COVID-19. As players return in 2021, they should make sure to do so • • safely by following all applicable COVID-19 guidelines and the following return-to-sport recommendations: • Because many players missed seasons, they should be careful to ramp up slowly to avoid injury; we know players are excited to get out there and compete, but it’s important to gradually increase the intensity and frequency of your playing to avoid injury. • Players should ramp up their strength and conditioning program in advance of resumption of throwing. • As much as possible, players should aim to lengthen and not shorten their standard pre-competition throwing progression timelines. An example throwing program is shown here (link). • Pitchers should account for all types of throws when systematically building up in preparation for game competition. The stress on the throwing arm from any long-toss, flat ground throws, weighted ball exercises, and bullpen pitches should be considered. Weight-

ed ball programs should not be used to accelerate pre-season throwing progression. • Players with reduced workloads last year should consider gradually building up their pitch counts, more rest between outings, and a lower overall workload this year. • Proper nutrition and sleep go a long way in maximizing baseball performance and reducing injury risk. • As always, it is important that players avoid pitching with arm fatigue or injuries to other body regions; being proactive about your health will help keep you healthy for the long-term. • It’s beneficial for amateur athletes to take time off from baseball each year and play multiple sports to further athletic development. • Many baseball players have showcase opportunities to enhance their recruitment into collegiate and professional baseball. Players should only participate in showcases when they are healthy and have had appropriate time to build up their throwing and strength and conditioning.
