Army Emergency Relief program Kicked off 1 March and runs through 15 May: AER provides emergency financial assistance in the form of no-interest loans or grants to Soldiers, as well as tuition assistance for Family members. In 2010, AER provided $69.7 million in financial relief to 62,000 Soldiers and their Families. Annual Overseas Housing Allowance Utilities Expense Survey 1 – 31 March: This survey is intended for all military personnel who reside off-post in privately leased or rental housing under the OHA program and in-country (Germany) for six or more months. Homeowners should not take this survey as historically their expense data is different from renters upon which this program is based. The survey is currently available here. Additionally, Service Members will receive an e-mail Notification from the Defense Travel Management Office (DTMO) with the direct link to the survey. WHY IS THIS SURVEY IMPORTANT? Every year DTMO conducts a survey to identify how much Service members spent during the previous year for utilities (e.g., electricity, heating fuel, water, trash removal, and sewer fees). The data from this survey is used to determine Utility Allowances, which are part of the Overseas Housing Allowance (OHA). Collection of rental data is not part of this survey. DTMO obtains rental data directly from the pay system. HOW DO YOU TAKE THE SURVEY? Service Members taking the survey are required to report the average monthly cost of utilities and routine maintenance from the past year. To complete the OHA utilities expense survey, Service members should have actual bills or records of their utilities and maintenance expenses. They will be expected to compute a monthly AVERAGE for each of these expenses. FOR MORE INFORMATION or questions please contact Randall D. Tax season is here Go to http://www.grafenwoehr.army.mil/tax.asp for tax forms, FAQs, tax center info and more! Customers should bring all W-2 and 1099 forms, a social security number for each family member, and routing and account numbers from your bank for refunds. Soldiers, civilian employees and retirees can download wage and tax statements, Form W-2, from the Defense Finance and Accounting Service at www.dfas.mil. Most banks and investment companies will mail statements of interest and dividends, Form 1099, by the end of January. Taxpayers with complicated returns should take extra time to ensure that their documents are in order and should always have a copy of their prior year tax return available for their tax preparer. A tax return is complicated when it includes capital gains, rental real estate income or loss, foreign earned income or foreign taxes paid, or multiple state income tax returns. Updated Community Bus Schedules at Main Post and Rose Barracks Effective as of 7 March: Updated schedules will apply for the community buses at USAG Grafenwoehr. Changes are not dramatic, but were necessary, among others for better interface with the train connections at Freihung and Vilseck. Scheduled ESSO outage 13 March: The Army & Air Force Exchange Service has a scheduled system outage which will impact the ESSO Fuel Ration Card System for Germany on Sunday, March 13, beginning at 5 a.m. and ending at 10 a.m. Central European Time. Between these hours, customers in Germany will not be able to purchase fuel at Exchange gas stations or use their fuel ration card to purchase rationed fuel at ESSO stations off-post. Also, the Exchange will not be able to issue or replace
fuel ration cards, do balance/ration inquiries or add money to fuel card accounts. Customers should plan accordingly and fuel up and perform any card activities prior to the outage, or wait until the outage ends.

Bulk Trash Pickup for the City of Grafenwoehr, Gmuend and Huetten 21 March: Curbside, in front of your home. Bulk Trash has to be out on curbside NLT 6 a.m. Pick-up is provided by the local county. What will be picked up? Everything, that is too big or too heavy to go into the normal refuse container, such as: Furniture, mattresses, carpets, washing machines, dryers, radios, TVs, ovens, stoves, bicycles, strollers, and other items which cannot be dismantled, torn or broken down to a size that would fit in the regular refuse container. Each single item should be no larger than 80x40x32 inches and should not be heavier than 110 lb. Bulk trash consisting of metal (i.e. bicycles, washers, dryers, stoves, etc.) and electronic equipment (such as large appliances, small appliances, cooling devices, information & telecommunications including entertainment equipment) should be put out separately next to the normal bulk trash. What will not be picked up? - Normal refuse, recyclable material, Yard waste like cut grass, branches, etc... - Hazardous waste - Tires, car parts, batteries, wrecked cars, motorcycles - Doors and windows (with or without glass), laminated floor, rouleaus - Construction debris - Night storage heaters Pick ups will be performed in three steps: 1. Combustible material: like upholstered furniture, mattresses, rugs, etc... 2. Electronic equipment: i.e. TV, PC, printer, scanner, radio, VCR, DVD player, monitor, vacuum cleaner, refrigerators and freezers (no permission sticker required anymore), etc… together with Household Metal items: i.e. bicycles, ironing boards, washer, dryer, dishwasher, stoves (oil stoves and oil barrels must be totally emptied) etc… 3. Salvageable wooden furniture: (i.e. bed frame, wardrobe, chair, table, etc….) Smaller electronic appliances (i.e. hairdryer, toothbrush, telephones, drilling machine etc.) should be brought to the drop off point ―Company Bergler‖ in Weiherhammer, Etzenrichter Str. 2, Mon.-Fri. from 8 a.m. – 4 p.m. hour, CIV 09605-92090. GCSC 2011-2012 Scholarship Program Deadline 28 March: The Grafenwoehr Community and Spouses' Club is offering academic scholarship awards for the 2011-2012 academic years to senior students and family members (spouses and dependents). This is a tremendous opportunity for eligible military and civilian family members from the Grafenwoehr, Vilseck, Netzaberg and surrounding military communities desiring to pursue a secondary education. The Asymmetric Warfare Group (AWG) Recruiting Team 6 - 7 April: 10:30 a.m. & 1:30 p.m., at the Education Center, Main Post Bldg. 538, Room 4. The AWG is seeking senior NCOs and Officers for our Operational Advisor Teams with unique skills and possessing the following attributes to include operational/combat experience, capable of independent and small team operations, ability to assess complex situations and develop innovative solutions, excellent communication skills and desire to effect change to the Army’s culture. Operational Advisors (ASI U9) positions are available to active duty NCOs (SFC – SGM) and officers (MAJ –LTC). Our Operational Advisors are the center piece of the AWG. Staffed by seasoned warfighters and functional experts, these advisors become the “Center of Excellence” for innovative thinking and developing new tactics and countermeasures to defeat asymmetric threats. USAG Grafenwoehr Spring Cleanup 9 – 13 May: Main Post Grafenwoehr and Rose Barracks military community members, to include off-post housing areas, will participate in the 2011 Spring Clean Up to improve the appearance of our community facilities, clean our areas of responsibility, and prepare for the upcoming summer. Spring Cleanup is Everyone’s Responsibility: All Soldiers, Civilians and Family Members will participate. This applies whether you live in government or governmentleased quarters, as well as at the work place. Areas of concentrated emphasis are homes, work places, and designated common areas Please help make this the best place to live and serve in Germany by sorting your trash and keeping our area neat and clean. 9 – 11 May: Housing areas and Soldiers’ quarters. Maximum participation of housing occupants is necessary to successfully execute this program. Soldiers will report to their Area/Building Coordinators to receive specific instructions for clean up. Sponsoring Units will also participate in their respective areas. Focus will be on the entire building (basements, washrooms, storage rooms, etc.) and a 50 foot perimeter around the buildings and the common areas. End state is a complete cleaning of housing buildings, common areas, and grounds.
12- 13 May: This is time for units, support agencies, and commercial establishments to clean their areas of responsibility. All agencies occupying facilities are required to participate in cleanup efforts. The Rose Barracks Recycling center to be open 8 a.m. – 5 p.m. during this time. The Self Help Store will have tools and equipment available. Special materials required should be obtained from Self Help Store NLT 1-week prior to the Spring Cleanup (paint, topsoil, beauty bark, etc). Units will be able to pick up any required equipment NLT April 18. All checked out equipment must be returned to Self Help Store NLT 1 week after scheduled cleanup. Bulk Trash Pickup for the On-Post Housing, will take place on May 10 in Grafenwoehr and May 11 on Rose Barracks. Place items curbside, at designated locations (signs will be posted). Items to be picked up are as follows: Furniture, mattresses, carpets, washing machines, dryers, refrigerators, freezers, large TVs, ovens, stoves, bicycles, etc., and other items that cannot be dismantled, torn or broken down to a size that would fit. Refrigerators and freezers must be handled and placed with care so that the cooling coils will not get damaged. No material should be set out before 6 MAY or after 7 a.m. on Friday May 13. Pick ups will be performed in three steps: Please stack separated: 1. All metal items /like washers, dryers, bicycles, etc. 2. All other material /like mattresses, carpets, furniture, etc. 3. All leaves, green waste should be placed in Baskets/Containers or placed in clear trash bags so that the worker know it’s leaves and not refuse. Items that would fit in a normal car’s trunk, like microwaves, vacuum cleaners, computer- and stereo components, small TVs, etc. should be brought to the Grafenwoehr Landfill individually by the owner. The Recycling Center is located on Wilbur Road on Rose Barracks. Many items will not be collected including: Normal refuse and recyclable material (cardboard, paper, cans, glass, plastics, etc.) => individual bins – excess please take to Community Recycling Center! - Hazardous waste like batteries, oil, antifreeze, paint, cleaners, solvents, etc. => DPW Self Help Store (Bldg.394 # )! - Wrecked cars, car parts, motorcycles, engine parts, etc. => Take to separate container at Auto Craft Shop! 2011 Voting Season All registered voters must revalidate their status with their registered voting states. Submitting an FPCA to their state local election official will register eligible voters to vote, update their mailing address with their state local election office, and request an absentee ballot for all state and federal elections to include primary elections. See your unit voting officer for a mail-in SF 76, or visit the Federal Voting Assistance Program website at www.fvap.gov for specific state information.
Quarterly Newsletter, The Dispatch The winter edition, published by the Defense Travel Management Office, is currently available online. The Dispatch aims to provide timely travel-related news and updates. Highlights include changes to U.S. Government rental car program, page 2; security issues when traveling overseas with mobile devices, page 4; travel trends - increase in airline fees, what may be reimbursable and what is not, page 7 and DTS training available, page 8 and 10.
Easter egg customs through customs Be aware when mailing Easter items through customs as they may be banned from import into the U.S. Regular chicken eggs and Kinder surprise chocolate eggs fall inot this category and bring fines for mailing. Additionally, Easter decorations are often banned from import to the United States because of the agricultural pests and diseases that they may carry. People should not ship or mail scenes that contain moss, bark, pinecones, untreated straw or other materials that may harbor insects or plant diseases. Non-commercial, manufactured scenes and other decorative items made with wood (no bark), that are processed can be mailed but are subject to inspection in the U.S. Findings of pests or plant disease on the items will result in them being seized. Mobilization and Deployment Your ACS Mobilization and Deployment Program is now offering three different RESET Training sessions to help Families manage and embrace the changes that occur when our Soldiers deploy. These classes will help guide you to transition positively after the long separation and give you an idea of what to expect upon your Soldier’s redeployment. RESET covers everything from reconnecting and communication to tips on understanding children’s reactions to a Soldier’s return. Facility & Road Closures /Construction/ Openings Grafenwoehr Postal Service Center, new entrances Current: The Grafenwoehr Postal Service Center lobby throughway has been blocked to accommodate renovations. To receive Postal Finance services, customers are asked to use the new entrance on the North Side. For Mailroom services, customers are asked to use the South entrance near the vending machines. Main Post Traffic Circle, current road and traffic revisions Now – end of April: Total closure of the north part of Wilbur Road between the Grafenwoehr Water Tower and the new traffic circle. Traffic from Gate 1 to reach the JMTC HQ, Bank and Community Mailroom area will be detoured via Argonne Ave and Gettysburg Ave. During this phase traffic through the construction site will be limited to: east to west or east to south. All other traffic will reroute via Saratoga Avenue. The one lane available on Gettysburg Ave. of the southern portion of the traffic circle will only allow traffic flow from east to west (USAG HQ – JMTC HQ, Mailroom ...) and south towards Burger King and to access Concord Road (Tower Theater). Traffic from the JMTC HQ, Bank Community Mail Room and Service Credit Union area will have to leave via Childers/York Road or Shiloh Ave. Since it is not possible to allow oncoming traffic between Burger King and the Traffic circle the right lane of Wilbur Road will be blocked right after the access to/from Burger King.
Additional road construction work on Fisher Street will block thru-traffic. Access to and from the Grafenwoehr Tax Office (Bldg 216) will be via Argonne Ave. Directions for alternate pedestrian and vehicle traffic will be posted.

School News DXM Community Awareness Campaign Poster Competition Vilseck High School Students (deadline March 29) and Netzaberg Middle School (deadline March 30) are eligible to participate. Three winners will be selected from each school and one of the winners will be voted by judges as the overall winner. 1st Place $200, 5 other top picks get $60 each. Listen for announcements at your school for the person designated to collect posters. No late entries - sorry. Poster Theme: ―DXM - Awareness and Alternatives‖ The Poster must be a message that educates the Public about‖what DXM is and the risks associated with misuse and abuse.‖ The Poster must also have a message of what are ―healthy alternatives to drug abuse." Poster must have the theme written, incorporated or designed on the poster front. Creativity is encouraged. Poster Size: The Poster must be 22 inches (wide) x 28 inches (tall); the design must be vertical. The student must write their name, grade and school on the back of the poster and turn the poster in flat and not rolled up. Poster size is the regular full size sheet of a poster board sold at the PX. Design of Poster: Poster must be original art work by the student—pencil, ink, paint, photography, graphic art, computer generated art or a combination. No copyrighted material is to be used on the poster. Design can be a combination of words and art work. Vilseck Elementary School Continuous School Improvement News VES staff has spent a great deal of time analyzing assessment results of the past year to determine our new focus for instruction. The analysis led us to develop 2 new goals. Our school vision of ―Vilseck Expects Success‖ will remain the same. The new goals are: Goal 1: By 2016 all students will improve competency with numbers and operations as measured by increased performance on assessments. Goal 2: By 2016 all students will demonstrate improved reading comprehension through written and oral communication as measured by increased performance on assessments. The staff will investigate research based interventions and strategies to help us achieve these goals. As always, parents are encouraged to participate in our Continuous School Improvement process by attending our staff development days or joining one of our committees. Red Hot Reader’s Month It is that time of year again where VES will host its’ wildly successful Red Hot Reader month. Traditionally it has been held during the month of March. This year, in consideration of Terra Nova testing and the movement of the Spring Break date, Red Hot Reader month will be held from 21 March-15 April.
