THE DISEASES

Overview The donor landscape has been initiated by the U.S. Agency for International Development (USAID) and the U.K. Department for International Development (DFID), both supporters of the World Health Organization’s 2020 goals to control or eliminate neglected tropical diseases (NTDs). This document was developed in response to the growing number of requests from the global NTD community to better understand the focus of donor contributions. The 2012 London Declaration on NTDs, a global policy ¢ milestone,63 underscores the growing global momentum to accelerate progress toward the 2020 goals. Every $1 invested by the US Government

Building on this, USAID and DFID are working closely with other donors to map out current NTD investments. Onchocerciasis

The donor landscape aims to clarify where donors are providing financial support to advance the WHO 2020 control and elimination goals, focusing on the following NTDs: lymphatic filariasis, trachoma, onchocerciasis, schistosomiasis and soil-transmitted helminths (hookworm, roundworm, whipworm). Purpose • Morbidity Management and Disability Prevention (MMDP), a complementary public-health intervention, focuses on providing access to a basic package of care to manage the disability associated with NTDs. The landscape provides information on MMDP investments related to lymphatic filariasis and trachoma. Efforts to address hydrocele, lymphoedema and trichiasis include targeted case finding, case management and surgical support.

The donor landscape is intended to be a resource for the NTD community and other global partners. It is regularly updated by donors and should be considered a living document. This resource can serve as a starting point for existing and new partners to identify partnership opportunities, explore ways to maximize existing resources and improve program coordination. The landscape represents activities carried out in the year 2016. Importantly, it also includes a comparison of donor contributions in 2012 against the backdrop of year 2016. Since the 2012 London Declaration on NTDs, the number of countries receiving donor support has increased significantly. Donor investments are highlighted by country, disease and program focus, through a combination of tables and maps. It provides a geographic view of where donors are providing support, in addition to showing the concentration of donors in each country. The landscape also features initial information on donor contributions towards global and regional mechanisms.

As an initial effort to capture donor investments in operational research, the landscape includes information provided by The Neglected Tropical Diseases Support Center (NTD-SC). Details are provided for operational research studies to date, showing the breakdown by country, program stage and disease focus. Based at the Task Force for Global Health in Decatur, GA, and affiliated with Emory University, the NTD-SC aims to optimize operational research to eliminate NTDs and is supported principally by the Bill & Melinda Gates Foundation and USAID. The NTD-SC is Secretariat for the Coalition for Operational Research on Neglected Tropical Diseases (COR-NTD).

Donor investments are captured for the following areas:

What the Donor Landscape does not provide

• NTD treatments (preventive chemotherapy), represents one of the key public health interventions recommended by the WHO to accelerate progress towards NTDs. The landscape maps out donor investments for NTD treatments focusing on these diseases: lymphatic filariasis, trachoma, onchocerciasis, schistosomiasis and soil-transmitted helminths (hookworm, roundworm, whipworm). Core activities that enable the successful delivery of NTD treatments include: disease mapping, planning, drug forecasting, training, information, education and communication activities, mass drug administration, monitoring, impact evaluation and surveillance.

This is not an exhaustive list of donors, but represents an ongoing effort to collect information from major donors supporting the set of NTDs mentioned above.

Donor contribution towards other NTDs are not represented. The information presented is at the donor level. The landscape does not indicate the mechanism used to provide support in country, such as non-governmental organizations or direct financial support to Ministries of Health/Finance. Funding levels are not included. The tables, maps and other graphic elements are not proportionate to donor funding and do not reflect level of commitment or interest. Donor Input USAID has gathered and assembled this information on behalf of the following donors.

Guided by the belief that every life has equal value, the Bill & Melinda Gates Foundation works to help all people lead healthy, productive lives. In developing countries, it focuses on improving people’s health and giving them the chance to lift themselves out of hunger and extreme poverty. In the United States, it seeks to ensure that all people—especially those with the fewest resources— have access to the opportunities they need to succeed in school and life. Based in Seattle, Washington, the foundation is led by CEO Sue Desmond-Hellmann and Co-chair William H. Gates Sr., under the direction of Bill and Melinda Gates and Warren Buffett. The Children’s Investment Fund Foundation is an independent philanthropic organisation, headquartered in London with offices in Nairobi and New Delhi. Founded in 2004, CIFF is the world’s largest philanthropy that focuses specifically on improving children’s lives. CIFF works with a range of partners seeking to transform the lives of vulnerable children and adolescents in developing countries. The Conrad N. Hilton Foundation was created in 1944 by international business pioneer Conrad N. Hilton, who founded Hilton Hotels and left his fortune to help the world’s disadvantaged and vulnerable people. Founded in 1986, Carlos Slim Foundation has benefited millions of people through high-impact programs focused on the most vulnerable population in Latin America. With a high sense of social responsibility, efficiency and opportunity, Carlos Slim Foundation develops programs in many different fields like education, employment, health, nutrition, social justice, culture, human development, support in natural disasters, economic development, protection and conservation of the environment; which contribute to improve the quality of life of people of all ages, promote the formation of human resources and create opportunities that foster the integral development of individuals and their communities.

DONOR LANDSCAPE

Since its independence in 1961, the State of Kuwait has been participating in the economic developmental efforts, motivated by its firm belief in the principles of cooperation and humanities. Therefore, Kuwait proceeded to establish the Kuwait Fund for Arab Economic Development, the first institution in the Middle East to take an active role in the international developmental efforts. The Kuwait Fund extends loans on concessionary terms to finance development projects in developing countries. The Fund also provides technical assistance to finance the costs of the feasibility studies of projects, as well as the training of nationals of the recipient countries. In addition, the Fund subscribes in the capital of international and regional development institutions. Today, Kuwait Fund forms a solid bridge of friendship and solidarity between the State of Kuwait and the developing nations. For over a century, Merck has been a global health care leader working to help the world be well. Merck is known as MSD outside the United States and Canada. Through our prescription medicines, vaccines, biologic therapies, and animal health products, we work with customers and operate in more than 140 countries to deliver innovative health solutions. The END Fund is a private philanthropic initiative dedicated to ending the five most common NTDs. It advocates for innovative, integrated, and cost-effective NTD programs. The END Fund also facilitates strong partnerships with the private sector. This has had a tremendous impact on lessening the burden of NTDs and will be key to unlocking the potential of seeing the end. The ultimate goal is to ensure that all people enjoy healthy and prosperous lives without the risk of NTDs. The Queen Elizabeth Diamond Jubilee Trust is a charitable foundation with a mission to leave a lasting legacy, owned by the whole Commonwealth, in honour of Her Majesty The Queen. The Department for International Development is a United Kingdom government department responsible for administering overseas aid. The goal of the department is to promote sustainable development and eliminate world poverty. The United States Agency for International Development is the lead U.S. government agency that works to end extreme poverty and enable resilient, democratic societies to realize their potential.
