action alerts Your help needed to protect Colombian activists FoE ATALC is concerned about the serious situation facing Colombian community leaders and academics, including those belonging to FoE Colombia/CENSAT. On 8 June, Felix Manuel Banguero, a member of the Regional Coordination Team for Black Communities development (PCN), the Pilamo Community Council, was arrested and subsequently indicted on charges of rebellion and conspiracy. Similarly, at the beginning of July, the Regional Office of Huila opened a criminal investigation into the distinguished professor Miller Dussan, concerning “the irregular nature of the behaviour of professor Dussan Miller” in the demonstrations that have been held against the Quimbo hydroelectric project. In addition, on 7 July, the home and workplace of Hildebrando Vélez Galeano was raided. Vélez Galeano, is an environmentalist, professor, and member of PCN Palenke Alto Cauca, and was director of FoE Colombia and International Coordinator of FoEI’s Climate Justice and Energy Programme in 2009 and 2010. Since 17 February 2011, when Sandra Viviana Cuellar went missing, both his and his daughter’s houses have been simultaneously attacked on two occasions. Computers with information, primarily concerning the search for Sandra Viviana have been stolen, along with papers about their academic research and documents relating to their social struggles. Show your solidarity by writing a letter to the Colombian Ministry of Foreign Affairs to protest against this treatment of Colombia’s community leaders and academics - you can find more information about ATALC’s call to the Colombian government, and an address to write to here: http://www.foei.org/en/blog/grave-situation-of-community-leaders-and-academics-in-colombia Paraguay: Correa released, but coup opens door to GM and extractives Tensions have been running high in Paraguay for some time as those with commercial interests, especially in the soy industry, have tried to crush the reformist government of Fernando Lugo, because of his government’s efforts to promote land reform and curb the worst excesses of corporations and the extractive industry. On 15 June police moved in to evict landless campesinos from land dubiously acquired from the state by a former and long-time Colorado Party (right wing) senator, Blas Riquelme. A gunfight broke out and at least 17 people were killed, including six police. Miguel Correa, a twenty-year old participant in FoE Paraguay/Sobrevivencia’s community project was arrested by police for involvement in the killings, despite having been nowhere near the event at the time. He was still in prison weeks later, although he has now been released as a result of an international outcry, including by means of an action coordinated by FoE EWNI, and support from Amnesty International: http://www.foe.co.uk/news/demand_justice_for_miguel_36422.html Following the gun battle, President Lugo, who was elected as a champion of the poor, was impeached by the Senate and replaced by Frederico Franco – although other Latin American heads of state have refused to recognise the new president and have questioned the constitutionality of the process: http://www.aljazeera.com/news/americas/2012/06/201262383641605671.html Key Lugo ministers were also removed from office, including Environment Minister Oscar Rivas, and Miguel Lovera, head of Plant and Seed service SENAVE (responsible, amongst other things, for issuing licences for GM crops). Both are associated with FoE Paraguay. Lovera was replaced by Jaime Ayala, president of Pacific Agrosciences, an agrochemical company. This was almost immediately followed by the approved release of GM cotton Bollgard-BT, and an announcement that four new GM maize varieties, and one new GM soy variety were

EJRN/corporates: challenging corporate capture of the UN On 5 June, World Environment Day, FoEI turned the spotlight on to the influence that big business currently wields at the UN, urging the institution to limit multinational corporations’ excessive influence in its decision-making processes. FoEI launched an online public petition asking UN Secretary General Ban Ki-Moon to take the steps needed to reclaim the UN from corporate capture. 422 civil society organisations representing millions of people around the world signed in support. Twenty years after the last Earth Summit in Rio, which launched conventions to tackle climate change, biodiversity and desertification, we now face a situation in which world leaders are prepared to sell out people and the planet to protect corporate interests. The Rio+20 ‘The Future We Want’ declaration fell way short of the action needed to tackle the planetary crisis we face, and did not include any of the real solutions demanded by the alternative People’s Summit. FoEI was a key player in this latter summit, an alternative space where over 200 civil society groupings worked together for nine days generating real and equitable solutions to tackle the crisis we face. On Friday 22 June, activists of Associação de Homens e Mulheres do Mar (AHOMAR), Almir Nogueira de Amorim and João Luiz Telles Penetra (Pituca) disappeared. Their bodies were found days later with indications that they had been murdered. Real World Radio interviewed AHOMAR’s chair, Alexandre Anderson de Souza, about the murder of the two fishermen and the situation suffered by the fishing communities in Bahía de Guanabara in recent years. It is a story of loss of common goods, and threats and persecution, but also of struggle and resistance. 5

As a mining activist he was scheduled to participate in the People’s Summit to expose the negative impacts of Brazilian mining corporation Vale, at the third International Meeting of People Affected by Vale. Justiçia Ambiental and Vunjanhe have supported hundreds of Mozambican families that have been resettled by Vale in the Moatize district of Mozambique, and Vale has failed to comply with the promises made when the works began. Vale was one of the official sponsors of Rio+20. FS: Demanding food sovereignty at FAO summit FoEI’s Food Sovereignty programme participated in the 3rd Special Conference for Food Sovereignty, Rights and Life, organised by the International Committee for Food Sovereignty - Regional Coordination Latin America and the Caribbean (IPC-LAC) on 22-25 March, and the 32nd Regional Conference of the Food and Agriculture Organisation (FAO), 26-30 March. Both were held in Buenos Aires, Argentina. The civil society organisations united around a declaration questioning the industrial, intensive, large scale, concentration model, which is aimed at the export of raw materials and led by transnational companies. They also rejected the FAO’s definition of forests, which encourages land grabbing to expand monoculture plantations. And while they recognised the FAO voluntary guidelines on the ‘Tenure of Land, Fisheries and Forests in the context of National Food Security’ as a step in the right direction, they rejected the report ‘Land Market Dynamics in Latin America and the Caribbean’. Drafted by FAO-LAC, this report states that the issue of land grabbing is restricted to just two countries, Argentina and Brazil. On 29 March, a delegation of the IPC, which included Martín Drago on behalf of FoEI, met with FAO Director Jose Grazziano to address a range of issues. One of their key strategies at present is the campaign against GoldCorp, which demands the closure of the Marlin Mine in Guatemala. The aim of the meeting was to bring together people from across the FoEI federation who are coordinating and steering FoEI's programmes (including campaigns and cross-programme projects) for four days of reflection on their work and to develop proposals for priorities, strategies and plans for the coming years. This was an important opportunity to evaluate jointly the work we have been doing together during the past few years, take lessons learned on board, take stock of the changing context in which we work, and consider our priorities for moving forward. People engaged in the international programmes are now following up on the work done at the meeting to develop programme workplans for the coming year. More information on the strategies and activities that FoEI’s programmes will be focusing on in the coming period will be shared with the federation at the upcoming Biennial General Meeting in El Salvador this November. 6


CJE: coordinators and steering group meet The CJE Coordinators, Steering Group members and programmes and communications representatives from the FoEI IS met for four days in London at the end of April, to discuss the regional feedback on the strategy options paper, and make progress on developing and refining the draft strategy, and on positioning. The meeting involved two types of positioning discussions: further work to agree a position on a global temperature target, and early exploration of positioning issues around effort-sharing for global emissions cuts and negative emissions technology. CJE: new co-coordinator from Mozambique Following a recruitment process in February-March the FoEI Excom appointed Dipti Bhatnagar of JA!/FoE Mozambique to the position of coordinator of the FoEI Climate Justice and Energy (CJE) programme. Dipti has more than ten years experience working with grassroots movements on issues of social and environmental justice in India, the United States and in Mozambique. Dipti will be jointly coordinating the CJE program with Sarah-Jayne Clifton of FoE EWNI. CJE/F&B: update on coordination arrangements for FoEI REDD work In the interests of clarity over responsibilities, and taking into account that FoEI’s work on REDD focuses on supporting grassroots struggles and the rights of communities in relation to forests and forest governance - both areas of work that are being driven forward by the F&B programme – it has been agreed that it makes sense for the Forests and Biodiversity programme to lead FoEI work on REDD. Africa: FoE Africa drafts strong declaration at regional meeting FoE Africa held its Annual General Assembly 9-12 May in Accra, in Ghana. Representatives of FoE groups from Ghana, Liberia, Malawi, Mauritius, Mozambique, Nigeria, South Africa, Sierra Leone, Swaziland, Tanzania, Tunisia and Uganda attended. They demanded respect for the right to land in Africa, as well as food and energy sovereignty. In a concluding declaration they stated that climate change, the push for natural resources of the region, gas and oil extraction, land grabbing, forest and biodiversity degradation and the imposition of genetically modified food are some of the main challenges faced by the continent. They also demanded equity and justice principles at Rio+20, due to take place in June in Rio de Janeiro, Brazil. The most recent victory occurred when councillors from South Gippsland Shire unanimously supported a motion calling for a moratorium on CSG after a spirited community campaign. More than 130 community members packed the Council meeting to listen to the debate. The Council joins those from Bass Coast, Colac/Otwa, Port Phillip and Yarra in opposing CSG operation pending a full inquiry. The Young FoEE network officially started in June 2007 after a group of young activists from national Young FoE and FoE groups came together to initiate youth cooperation across the Europe region. In a booklet "Nature is not for sale!"(available in French, English and Spanish), they explain what the issues at stake are, and what the social and environmental impacts of the ‘green economy’ are. FoEE joined up with the European counterparts of participating German NGOs to organise a protest in Brussels. The campaign garnered attention in the press, most notably in Poland, the country currently blocking talks on the issue. Hungary: government scores badly on environmental policies 42 environmental NGOs in Hungary assessed the government’s environmental performance at its midterm point. The preparation of the 32-page evaluation document was led by FoE Hungary. The overall environmental performance was rated at 1.89 (on a 1-5 scale), which shows how bad it is! The most problematic areas are energy and climate, and environmental governance issues. They have been faced with a difficult choice: either to evacuate by bearing evacuation-related expenses themselves or to stay in the district fearing radiation exposure. To solve this difficult situation, Watari residents and supportive NGOs mobilised a civic movement to hold the government and nuclear company TEPCO responsible for compensating voluntary evacuees. Together with Citizens Against the Fukushima Aging Nuclear Power Plants, FoE Japan also published an English language booklet "Citizen's Movement for Establishing the Rights to Evacuate: Watari, Fukushima and Beyond.” You can download the booklet at: http://www.foejapan.org/en/news/120308.html FoE Japan also launched the Poka-Poka Project in January 2012. Thanks to generous donations from across Japan and overseas, they have been able to help children, pregnant women, and their family members - more than 1,600 people in total between January and March - stay in Tsuchiyu Hot Springs to spend time away from their severely contaminated home areas. The second term of the Poka-Poka Project began in early May 2012. The Project is also offering seminars on radiological protection, and political developments regarding compensation and long-term evacuation programmes. FoE Liberia scored a major victory with respect to the ongoing ArcellorMittal corruption campaign, when the Government of Liberia welcomed a report from FoE Liberia/Sustainable Development Initiative (SDI), which claimed that over US$300,000 had been mis-managed by officials. The government is now going to conduct its own audit of Liberia’s Social Development Fund with a view to redressing the matter. Netherlands: launch of ‘worsethanbad.org’ How much worse does the biggest oil disaster in the world have to get before the offender starts cleaning up? Apparently even worse than it is now, because Shell has still taken no action. FoE Netherlands/Milieudefensie believes this is unacceptable and has started an international campaign to bring attention to the oil disaster in Nigeria. Its new 'Worse than Bad' campaign, launched in May, shows the suffering that the Dutch oil concern has been causing in the Niger Delta for decades and asks site visitors to support FoE in its struggle against the Dutch multinational. Many ways to do so are shown on worsethanbad.org. Switzerland: urban sprawl campaign scores two successes FoE Switzerland recently achieved two important victories in its campaign again urban sprawl and for sustainable land use. The Swiss parliament has introduced new legal provisions that will stop the expansion of land that can be built on for 20 years. In addition, the people of Switzerland have decided, through a referendum, to stop the unrestricted development of tourism. Municipalities will have to make sure that less than 20% of the houses in their area are second homes. This is a clear signal that people want to stop the destruction of nature for the profit of a few. You can contact him on: dave@foei.org ExCom discussion about financial crisis and critique of capitalism The ExCom’s March meeting began with a discussion of the current global context and what it means for FoEI. Many nations are facing debt crises and increased austerity measures, which are hurting the poor in particular, as the gap between the very rich and everyone else increases. We are seeing increased militarisation around resources, and attacks on activists. FoEI sees this for what it is: power is concentrated in the hands of corporations and nature has been turned into a commodity. The situation in the world presents an opportunity for FoEI, because there is now a more open critique of capitalism happening. This means that we need to develop our analysis further and embed it more into our work. We need to provide local answers and find a way to communicate them on the national and international scale. We need to create new tactical alliances, including with unions. And we need to clarify our position in the world: in some places, we are known only as environmental advocates and our social justice message is lost. By pushing us into the ‘green box’ our opponents are able to marginalise us. We need to look at how we communicate and what messages we are sending. The ExCom is interested in integrating Young FoEE more into the federation, including the possibility of having a youth delegation attend FoEI's BGM in November in El Salvador. The ExCom believes that youth programmes should be encouraged and developed by all regions, if possible, with the IS playing a supporting or facilitating role. Solidarity visits in 2012 FoEI has successfully raised funding to help the member groups when they are under threat and for solidarity visits and activities. After discussing the conditions faced by many of our member groups the ExCom has prioritised a trip to one or more Central American countries, after the BGM. The staff of the IS will also work to develop a rapid response mechanism for when our member groups are threatened. They envision a system to help the impacted group send letters, contact embassies and address other urgent needs. Currently, if groups are threatened and need urgent help, they should contact their regional structures. Regional ExCom members can take a request to the IS. FoEI publishes new corporate capture report Twenty years after the first Rio Earth Summit there are real concerns about the increasing influence of major corporations and business lobby groups within the UN. The first focuses on the Sugarloaf Reservoir, Melbourne's only reservoir, which is supplied from the Yarra River, downstream of one of Australia's most intensively farmed (and sprayed) regions. Sugarloaf supplies drinking water to over 1.5 million Melbournians living in the north and west of the city. The herbicides Atrazine and Simazine were both detected above European Guideline levels and above levels which have been determined to impact on hormones. This funding is administered through the Membership Support Fund (MSF). The call for proposals is open to associate and full member groups from the Africa, APac and ATALC regions. Member groups in non-DAC recipient countries cannot apply for this fund except for legal support. Member groups with outstanding financial obligations to FoEI are not eligible. To check if your group is up-to-date with its FoEI membership fees and reporting obligations please inquire at the secretariat by sending a message to msf@foei.org. The budget for project proposals should not exceed €10,000. If the budget does exceed €10,000 the applicant group needs to have secured co-funding for the project. 11,000 Nigerians sue Shell in London Courts On 23 March 2012, six months after Shell admitted liability following two massive oil spills in the Niger Delta, law firm Leigh Day & Co served formal legal proceedings on the oil giant in the High Court in London for compensation on behalf of over 11,000 Nigerians after negotiations broke down the previous week. This is the first time Shell or any oil company has faced claims in the UK from a community from the developing world for environmental damage caused by its oil extraction operations. Brutal murders of anti-mining activists in Mexico and the Philippines Anti-mining activists continue to be brutally repressed in countries such as Mexico and the Philippines. On March 5, 2012, Jimmy Liguyon, an indigenous leader and human rights advocate, was killed by suspected paramilitary forces and the Philippines Army. Liguyon was a local government official who staunchly opposed the entry of mining companies in his province. Liguyon is the ninth anti-mining activist killed since July 2010, under the repressive Aquino government. In Mexico, social and environmental activist Bernardo Vásquez Sánchez was also killed, on 15 March, in an ambush by suspected paramilitary agents of a mining company. Two of his companions during the ambush, Rosalinda Dionicio Sánchez and Andres Vésquez Sánchez, were also seriously wounded. Sanchez was the second anti-mining activist killed in Mexico this year for opposition to mining operations in Oaxaca. On 19 January, community activist Bernardo Méndez Vásquez also died from bullet wounds when the municipal government ordered the police to fire at people protesting against the Fortuna Silver mining project. Contact: kalikasan.pne@gmail.com Cambodian forest campaigner killed Chut Wutty was the director of the Natural Resource Protection Group and one of Cambodia’s leading campaigners against illegal logging and land grabs. He was shot dead by military police on 25 April. He was guiding two journalists from the Cambodia Daily to investigate illegal logging in the Cardamom Mountains in Koh Kong province. Chut Wutty had taken the journalists to look at the Stung Atay dam in Pursat province. The dam is being built by China National Heavy Machinery, in an area that was until recently dense forest. The company that has the contract to clear the reservoir area, MDS Import Export, has, according to Chut Wutty, been illegally logging outside the reservoir area and inside the Central Cardamom Protected Forest.
