a flintlock trigger mechanism. The problem was delivery; Bushnell tried floating the barrel downstream, hoping it would bump against an anchored ship. He also constructed a one-man, pedal-driven submersible he called Turtle. Its mission was to fasten a mine to a ship’s bottom. In several forays, Turtle was able to maneuver to a target but not to attach her weapon. Bushnell recognized that his delivery systems were inefficient, but the practice of floating mines on the current persisted for another ninety years—an eternity in the history of technology. Mine warfare’s first major innovation was to address the delivery problem by targeting moving ships with stationary mines. An early instance of this technology (as well as one of the first uses of electromagnetic technology in Western war—see chap ters three and four) was an electrically-fired battery of bottom mines that defended Kiel harbor in the First Schleswig War (1848–51). The Russians were also early adopters, using moored, chemically fuzed contact mines to defend Kronstadt in the 1854 Crimean War. However, these systems were never tested in action, and the delivery question remained open.

In February 1917, German U-boats launched a savage unrestricted campaign against both Allied and neutral shipping. At its peak in April, 860,000 tons of Allied merchant shipping was sunk. Britain’s supremacy at sea was being severely challenged and with it the chances of victory in the wider war.
