hile aircraft maneuver seamlessly and with wellpracticed accuracy, Sailors in the cramped compartment of flight deck control direct the launch, recovery, reload and repositioning of these 32,080-pound war machines laden with up to 15,000 pounds of firepower and fuel. “Out there on the flight deck is a very,

very, very dangerous job so there has to be controlled chaos,” said Aviation Boatswain’s Mate (Handling) 1st Class Carmine Bosco, covering for the aircraft handling officer (ACHO) during night operations. “There has to be someone that knows the rules, regulations and everything that goes on in order for everything to flow properly, and that’s where we come in: flight deck control.”

F

light deck control is the central communication hub for flight deck operations, and requires several tools and departmental representatives to efficiently execute flight operations. A detailed air plan, or schedule of flight operations, is a fundamental piece of mission success, said Bosco. “We can build an air plan all day long and go to conduct that air plan, but there’s two sides to an air plan,” said Lt. Cmdr. Gregory Curl, the ship’s ACHO, also known as the handler. “There’s an operations side and there’s a maintenance side.” The handler, stationed in flight deck control, usually wears a yellow jersey and works with other representatives to determine how to position aircraft on the flight deck. The person across from him is the air wing’s maintenance liaison,

providing insight to mission-ready aircraft. Just off-center of the small space is a to-scale model of the flight deck affectionately known as the Ouija board. It provides a mapped overhead view of the flight deck for plotting aircraft movements. To make the process more manageable, flight deck control uses various symbols, such as thumbtacks, jacks and washers, to indicate the status of the aircraft on deck. Flight deck control is equipped with multiple communication devices, such as sound-powered telephones, radios and an intercom the handler uses to give directions to the crew on the flight deck. During flight operations more than 200 Sailors work on the flight deck. The colors of their uniform identify the Sailors and their roles during

operations. In flight deck control, a rainbow-array of jersey donned Sailors work together to direct traffic. An aviation boatswain’s mate (fuel), identified by a purple jersey, is a watchstander working in shifts next to the Ouija board. They coordinate and assist the handler to ensure aircraft are sufficiently fueled for flight. Bosco said the fuel representative knows about every aircraft that needs fuel, and they also know what fuel stations are running. The Sailors wearing red jerseys are weapons representatives. They notify the handler if any of the aircraft need ordnance. Elevator operators, clad in blue, track every elevator movement, aircraft launch and recovery with hand clickers hung from the ceiling

of flight deck control. “All of these [Sailors] are essential to the aircraft carrier like a unique cog to get the machine working,” said Curl, referring to flight deck operations. “It’s crucial that the standardization of the operations inside of naval aviation happens.” These Sailors also use specific manuals for procedural safety during operations. Bosco said that there are manuals for emergency situations on the flight deck, such as rescue firefighting, and salvage manuals. Standardized procedures across all aspects of flight operations are critical to a cohesive, effective and efficient team, and one of flight deck control’s key partners is primary flight control, also known as pri-fly. Read more information on primary flight control in next Sunday in part two of ‘Controlled Chaos’.

AMBASSADOR VISITS USS GEORGE WASHINGTON

T

he aircraft carrier USS George Washington (CVN 73) hosted the British Ambassador to the U.S. and other senior British officials for a day at-sea to observe carrier operations, May 19. Ambassador Sir Kim Darroch was joined by British Army Maj. Gen. Richard Cripwell, defence attache, as well as Minister Defence Materiel Steve McCarthy. The delegation received a tour of the flight deck, flight deck control, bridge, primary flight control, hangar bay, and squadron ready room during a visit that focused on the complexity of carrier operations and logistics. “It was thrilling to visit the USS George Washington and witness the first-rate capability of our U.S. partners,” said Darroch. “To the outside eye, the flight deck might look like organized chaos, but it’s amazingly and perfectly run. This impressive military operation is just one of the many reasons why we consider the U.S. to be our partner of choice in meeting the global security challenges of today.” Capt. Timothy Kuehhas greeted the guests upon arrival and hosted lunch in his in-port cabin. “It was a great opportunity to have Ambassador Darroch aboard and to provide the delegation a chance to see our day-to-day at-sea operations,” said Kuehhas. “This visit strengthens our ability to collectively address maritime challenges.” Currently, the Royal Navy is constructing the British aircraft carrier HMS Queen Elizabeth, the first of its class, scheduled to commission in 2017. “We are building an aircraft carrier, not quite as large as this one, but we wanted to see you guys operate a large ship,” said Darroch. “One of the exciting things about our new carriers is that they are going to be as interoperable as possible with your carriers and pilots.”
