San Diego dates back to the nomadic Indian tribes who once inhabited the area. Juan Rodriguez Cabrillo, a Portuguese navigator hired by Spain, explored into the harbor of San Diego. He named the port San Miguel since their arrival coincided with the eve of the feast of St. Michael the archangel. What he found was an excellent harbor for shipping, a temperature climate and an ambundance of fertile soil.

WELCOME TO SAN DIEGO To make your move as worry-free as possible, This booklet will help acquaint you with San Diego and the surrounding areas. The average San Diego daytime temperature is 70 degrees and most days are sunny. If you prefer it a bit warmer, just move inland a few miles from the natural air conditioning of the Pacific Ocean. Either way, the humidity is generally low even in the summer. You will find that planning outdoor activities here is a snap because the average annual rainfall is less than 10 inches and most of it falls between December and March. The San Diego metropolitan area encompasses all of San Diego County and is home to three Navy installations comprising five Navy bases in addition to the Naval Medical Center. In the following pages, there is a variety of information to help you find your way around. If you’re looking for something to do around town, the research is already done and all the information on San Diego attractions and points of interest are listed as well. Hopefully, the information and resources in the following pages will help you and your family enjoy a smooth move. A total of 21 days only is authorized for personnel who are executing a homeport change/permanent change of station (PCS) move. Homeport change (HPC) orders authorize air travel from new homeport (San Diego) to old homeport (Norfolk) to execure household goods (HHG)/personally procured move (PPM)/privately owner vehicle (POV) moves and back to new duty station. Movement of household goods, PPM and government shipment of POV are authorized for members who are in receipt of homeport change orders with an OBLISERV DATE/PRD past NOV 16. Verify your HPC/PCS orders with the endorsement.

Temporary lodging expense (TLE) is authorized for member and dependents that require temporary lodging due to awaiting delivery of household goods and residency availability of family type government quarters. TLE is authorized in the vicinity of the old or new permanent duty station (PDS) in conjunction with a PCS move. Advanced pay is based on pay grabe and number of months requested.

Maximum allowed travel time per day while driving a POV is 350 miles per day.

Total Time

2709 miles equates to eight full days of travel time. Flat Per Diem is calculated at $129.00 per day. Eight days of travel multiplied by flat per diem of $129.00 equates to $1,032.00.

RELOCATING YOUR POV AND TRANSPORTATION IN SAN DIEGO WHO CAN SHIP A POV?

when it is turned in for processing. All household items and camping equipment must be removed.

A crewmember may be eligible to ship a POV in connection with a change of homeport only if/when they are issued a change of homeport (CHP).

WHAT YOU MAY NOT SHIP IN YOUR POV

TYPES OF POVs CREWMEMBERS MAY SHIP Only self-propelled, wheeled motor vehicles can be shipped. This includes automobiles, station wagons, jeeps, motorcycles, motor scooters, vans, and pickups. POVs that are modified to be “low riders” must have at least six inches of ground clearance to prevent damage to POV during car carrier loading and unloading. Also, POVs may not have a lift kit higher than three inches.

RESTRICTIONS Shipment is only authorized from the vessel’s losing homeport to the new homeport. Shipment to, from, or between any other location is not authorized. An eligible crewmember may ship at Government expense one POV that does not exceed 20 measurement tons. To determine vehicle size in measurement tons, measure the vehicle length, width, and height in inches, and then divide the answer by 1,728, and then divide by 40. If the vehicle exceeds 20 measurement tons, he or she will be liable for all additonal transportation cost incurred.

WHAT YOU MAY LEAVE IN YOUR POV You may ensure only authorized personal articles remain in your POV

- TVs and or DVD players, except factory installed; - Accessories not permanently installed; - Flammable or hazardous substances such as waxes, oils, paints, solvents, polishes. - Any pressurized cans.

WHEN LEAVING YOUR POV FOR PROCESSING - Ensure your POV contains less than onefourth tank of fuel (gasoline or diesel). - Have in your possession a valid driver’s license, proof of ownership (title and registration), and a photo ID. - Have in your possession a complete set of keys, to include gas cap and wheel lock keys, if necessary, upon delivery to the vehicle processing center. Retain a complete set of duplicate keys and have them with you when you pick up your POV. - Have a mileage of vehicle at time of turnin available. - Provide a destination address, phone number, and/or email address where you may be notified that vehicle is ready for pickup.

VEHICLE REGISTRATION Out-of-state vehicle registration for military personnel is valid until its regular expiration date. Upon expiration, the

vehicle registration may be renewed in your home state or an application can be made for a California vehicle registration. DMV will request the out-of-state vehicle title, last issued registration and the license plates. Contact the DMV for more information.

DRIVER’S LICENSE Active-duty personnel arriving in California may legally drive with a valid and unexpired driver’s license from another state. Family members are afforded the same privilege, but may find that their state is not as clearly defined. Check the DMV regarding the regulations as applied to your individual case. First-time license applicants will need to provide the DMV with proof of legal U.S. residency before a license can be issued. A military identification card meets this requirement.

GETTING AROUND The California Department of Motor vehicles website is the best source for all of your vehicle-related questions. Visit www.dmv.ca.gov for California driver’s license requirements and local vehicle requirements such as smog tests. If you’re thinking about registering your car in California, you may receive a reduced fee as a service member. Also check with Navy legal as you may qualify for benefits afforded by the 2009 Military Spouse Residency Relief Act. For California Highway Patrol rules, regulations and other information, visit their website at www.chp.ca.gov. To contact CHP for a non-emergency, call 800-TELL-CHP (800-835-5247). Vehicle use and maintenance in San Diego can be expensive, but there are mass transit options to help you get around town affordably. Your rental costs can be conveniently paid through our allotment system and include $10,000 Renter’s insurance coverage and all of the amenities and services of the community. Gas, water, and average electricity usage is also included in your rent. Excess electricity charges may be incurred through the DoD’s RECP program. Family Housing

Lincoln MIlitary Housing (LMH) manages the Public-Private Venture (PPV) housing in Navy Region Southwest. With more than 9,000 family housing units across 35-plus communitiies in the San Diego metropolitan area, Navy families have a wide variety of military housing options ranging from one-bedroom apartments to five-bedroom, singlefamily homes. Navy and Marine Corps Lodges

Navy Lodges are located at Naval Base San Diego and Naval Air Station North Island. A Marine Corps Lodge is located at Marine Corps Air Station Miramar. Reservations can be made online at www.dodlodging.net or by calling 800-Navy-Inn. The San Diego Navy Lodge has some pet-friendly rooms.

MEDICAL You should always call your PCM first for any required authorization. If your PCM is unavailable, your registered contractor can bridge the urgent care gap and provide authorization after hours or when traveling. If you are traveling out of your Prime Service Area anywhere in the United States, including Hawaii and Alaska, your regional contractor can authorize care and help you find a provider if the care is considered urgent. Urgent care is required for illnesses or injuries that would not result in further disability or death if not treated immediately, such as a sprain, sore throat, or rising temperature. If you call seeking authorization for routine care, you will be referred back to your military treatment facility for instructions. This initiative is intended to improve urgent care referral access, helping to reduce emergency room visits and health care cost for TRICARE beneficiaries. If your family receives bills from civilian medical facilities, they can contact Health Benefits

Advisor at the nearest Naval Medical Facility to help with medical claims.

DENTAL Dental care for eligible family members can be obtained two ways in the San Diego area. The MetLife TRICARE Family Member Dental Plan (FMDP) is the best and most dependable. The TRICARE FMDP is open to all active duty family members. All families are strongly encouraged to enroll prior to the ship’s deployment. The Sailor can enroll in the program by contacting the ship’s Disbursing Office. TRICARE FMDP Handbooks are available at the local Health Benefits Advisory Office in the Branch Medical Clinic at Sewell’s Point. The handbooks have complete coverage percentages and phone numbers to call for additional information. A list of providors can be obtained from the HBA. Tricare Standard is for those people who have special medical needs or are not residing near a medical treatment facility. To make appointments through TRICARE you must call (1-800-MET-LIFE or 1-800-6385433) or go to www.metlife.com. If there are no available appointments in a reasonable time, Tricare will provide the member a nonavailability code (number). This non-availability code will allow the individual to go to another clinic in the area for the care needed. Family members should remember they need this non-availability code (number) to file a claim if charges are incurred. Be sure your family is enrolled in DEERS at 1-800-538-9552 and provide the following:

FAMILIES WITH EXCEPTIONAL NEEDS The exceptional Family Member Program (EFMP) identifies members with special medical or educational needs. Assignment coordination is the primary function of the program. During the detailing process, every effort is made to ensure that family members are located where their special needs can be met. Children with special needs have many resources available in San Diego to assist with support and guidance to help navigate the special education system through the many school districts. EFMP is a mandatory program requiring enrollment of all dependents that reside with their active-duty sponsor and have special needs. FLEET AND FAMILY

leet and Family Support Center, San Diego (FFSC) welcomes all military members and their families to San Diego. FFSC is located in multiple locations on and off base to serve you, including: Naval Base San Diego, Naval Base Coronado and Naval Base Point Loma, and in the Navy housing areas of Murphy Canyon, the Village at Serra Mesa, Bayview Hills and Gateway Village and Santee. FFSCs operate at each base to provide information and referral services, education and training classes, personal financial management, employment assistance for family and transitioning service members, deployment support, ombudsman support, and counseling family members. All FFSC programs and services are free and confidential.

FFSC PROGRAMS The following are some of FFSC’s most popular programs. For more information on other various programs, visit your local FFSC. Personal Financial Management (PFM) stresses proactive, long-range financial education and training aimed at preventing financial crisis and ensuring financial success. It is imperative that we teach Sailors financial responsibility at every stage of their careers. Establishing a life cycle approach for Sailors and families will form a continuum from recruitment through retirement. This preventative and educational approach to PFM allows Sailors to focuse on mission needs and will ultimately increase retention and readiness for our Navy. The Deployment Support Program is designed to help service members and their families successfully manage the challenges of deployment by assisting them to better anticipate and understand the physical and emotional demands associated with deployment. Prior to deployment, the FFSC and Chaplain Corps provide Sailors and their families information and education to help them anticipate and deal with the

physical, emotional and spiritual needs of the family during the weeks before the impending deployment. During deployment FFSC offers services to support family needs. FFSC also supports the ombudsman program, which provides a communication link between the families and the command. Individual Augmentees (IAs) and their families can access a wide range of support for every stage of their deployment as well. Individual and Family Counseling services are offered for situational adjustment problems, which may be excluded from coverage under TRICARE behavioral health plans. The goal is to provide professional assistance early, before signifcant problems develop. Individual, marriage, family and child counseling and referrals are available as well. The Family Advocacy Program addresses the prevention, identification, intervention, follow-up and reporting of child abuse and domestic violence. Licensed professionals provide assesment and intervention services. A variety of prevention/education classes are available to active-duty members and their families. Family Employment Readiness Program: The Navy recognizes that frequent relocations associated with the military lifestyle create career challenges for military spouses. The Family Employment Readiness Program addresses those challenges in basic workshops, career planning, resume writing, interview techniques, federal employment information, self-assessments, goal setting and vocational tests. Resources available include libraries, computer job listings locally and nationwide. The Family Employment Readiness Program also provides employment support and educational referrals for military family members as they relocate due to reassignment. The Sexual Assault Prevention and Response Program (SAPR) provides a comprehensive, standardized and victimsensitive system to prevent and respond to sexual assault. The key components

of SAPR are sexual assault awarness and prevention education, victim advocacy and data collection. Transition Assistance Management Program (TAMP): Changing careers is a stressful undertaking, perhaps even more so for those leaving the military service after many years. TAMP offers a full-service approach to effectively manage career change and discover all employment opportunities. Relocation Assistance Program: The constant in the life of the military member and their family is change. FFSC offers information on the moving process, entitlements, new duty stations and tips for success. Additionally, welcome aboard packages and other information is available to military members and their families who are new to the area. From access to basic household items to individual support and workshops, the FFSC supports every aspect of the relocation process. Retired Activities Office: The purpose of this program is to support and enrich the lives of retired military personnel and their families. The Retired Activities Office, which is staffed by volunteers, provides the link between retirees, local military communities and other government agencies that provide assistance to retirees and their families.
