Memorandum of Agreement (MOA)
• MOA provides details of what installation support functions will be provided by supporting command (Air Force) to supported command (Army) • The MOA will thoroughly document the realignment of activities and functions • Approved performance standards are in MOA annex that details functions that will transfer • The MOA will be coordinated through the Joint Management Oversight Structure – signed by the Vice Chiefs of Staff
Current Status • Jan 2008 guidance from Office of Secretary of Defense – Directs Total Obligation Authority and Real Property transfer – Indicates implementation in 2 phases • Phase I: IOC – Jan 09, FOC – Oct 09 • Phase II: IOC – Jan 10, FOC – Oct 10 (San Antonio is in this group) • JBSA upcoming milestones: – Draft MOA complete – May 2008 – Joint Base Wing organization identified – May 2008 – Conduct critical task exercises – Summer 2008 – Validate implementation plan – January 2009 – Complete version 2 of MOA – May 2009 – Initial operational capability – Jan 2010 – Full operational capability – Oct 2010
