Ms. Alexander is the Contracting Officer/Team Lead for NASA - Johnson Space Center in Houston, Texas. She began working as a Civil Servant in 1978. Ms. Alexander has provided support as Contract Specialist/ Contracting Officer in Johnson Space Center's Space Station Procurement and Projects Procurement Offices with responsibilities for awarding and administering multi-million and multi-billion dollar contracts in support of NASA's Missions. She is currently leading the procurement activities associated with the NASA Agency-wide Protective Services Acquisition, which will provide Protective Services for all the NASA Center's throughout the United States.
Michael Bell National Aeronautics and Space Administration Manager, Benchmarking and Metrics Michael Bell is the Business Management System Manager at NASA's Kennedy Space Center (KSC), Florida and is the focal point for the Center’s ISO 9000. As KSC's benchmarking manager, Bell serves as the focal point for external organizations interested in comparing their process performance with processes at KSC and facilitates benchmarking teams. Bell joined KSC in 1994 as a management analyst in the human resources directorate integrating FTE requirements for budget formulation. Prior to joining NASA, Bell worked in the electronics manufacturing industry as an industrial engineer designing and managing factory layout projects, conducting manufacturing simulation, and quality auditing. Bell has also worked as an adjunct instructor at the University of Phoenix in the area of quality improvement. In addition to his technical background he is a certified facilitator and serves as a mediator in the Center's Alternative Dispute Resolution process.

Introducing the National Aeronautics and Space Administration (NASA) Glenn Delgado National Aeronautics and Space Administration Assistant Administrator, Office of Small Business Programs Mr. Glenn A. Delgado is the Assistant Administrator of the National Aeronautics and Space Administration’s (NASA) Office of Small Business Programs. As the Assistant Administrator, Mr. Delgado provides executive leadership and policy direction for developing and implementing policies and initiatives throughout NASA, to ensure that all categories of small businesses are afforded opportunities to compete for agency contracts. Prior to his appointment to NASA, Mr. Delgado served as the Acting Director of the Department of the Navy’s Office of Small Business Programs. He was the Department of Navy’s Mentor-Protégé Program Manager for the six years he was assigned to the Navy’s Small Business Program Office. Other responsibilities included conducting statistical analyses of the Navy’s Small Business Program targets, monitoring the Navy’s Veteran-Owned Small Business Program, and undertaking several special projects. Mr. Delgado also served as the Director of Small Business for the Naval Air Systems Command (NAVAIR). He has over 25 years of acquisition experience.
Margot Dorfman U.S. Women's Chamber of Commerce – CEO National Procurement Council Outreach Coordinator Margot Dorfman is the CEO of the U.S. Women's Chamber of Commerce. She is a visionary leader who has dedicated herself to promoting the economic and leadership interest of women. Her extensive background in business, business ownership, publishing and nonprofit leadership has prepared Ms. Dorfman to set the vision for the U.S. Women's Chamber of Commerce. Dorfman founded Arizona Women's News, Hispana News and the Greater Phoenix Chamber Business Connection. She holds a Master's Education from Lesley University and a B.S. in Education from Northeastern University. Additionally, her experience includes over ten years in executive positions with General Mills and other Fortune 500 firms.
Elaine W. Hamner National Aeronautics and Space Administration NASA/MSFC Office of Procurement Ms Hammer currently serves as the Assistant Director for Agency Initiatives, Office of Procurement, NASA/Marshall Space Flight Center. She previously held positions in the MSFC Office of Procurement: Manager, Science & Center Operations Support Department; Chief, Space Programs and Institutional Support Division; Team Lead, Space Programs & Institutional Support Division; Branch Chief, R&D Support Division; Section Chief, Research & Development and Operations Division. Ms Hammer was selected for the NASA Professional Development Program, NASA Headquarters (1992-1993).
Deborah Melvin Boeing Staff Manager, Small Business Debbie Melvin joined The Boeing Company at Kennedy Space Center in April 1990 and was appointed to Staff Manager, Small Business in September of the same year. Debbie has personally received the NASA-KSC Certificate of Appreciation Award for exceptional contributions to the Small and Disadvantaged Business community in 1994 and a Group Achievement Award from NASA Headquarters in Washington in 1995 for contributions to the enhancement of the Socioeconomic Program. She is active in the small business community serving four years on the KSC Small and Small Disadvantaged Business Council; and has served in the Brevard Small Business Assistance Council as secretary, vice president and is currently President. Two years ago she was appointed by the Florida Governor to the Board of Directors of the Florida Small Disadvantaged Manufacturer’s Corporation. She is currently the Vice-chair of the Board.

Introducing the National Aeronautics and Space Administration (NASA) Duane Ratliff Dynamac Corporation Program Director, Life Sciences Support Contract, Kennedy Space Center Duane Ratliff serves as the Dynamac Corporation’s program director for the Life Sciences Support Contract at the Kennedy Space Center. Duane began his career at the Kennedy Space Center as project lead in the biomedical research laboratory, investigating ways to reduce the physiological stresses associated with ground crew and payload processing activities. In 2003, Duane became project manager of the Agency electronic health record system. In 2005, Duane took a brief leave from the Kennedy Space Center to join the HealthSouth Corporation as the Director of Quality and Risk Management. During his tenure with HealthSouth, he implemented several quality improvement programs to improve health care delivery and successfully brought facility operations within budget. Duane returned to the Kennedy Space Center in 2007 to serve as program director for the Life Science Services Contract.
Terry Williams, Editor U.S. Women’s Business Journal Terry Williams has a broad background of community and business leadership experience. She began her professional career as an orchestra conductor. Her conducting experience includes, Music Director of The Nouveau West Chamber Orchestra and Musical Theater of Arizona; Guest Conductor of The Phoenix Symphony; and Conductor of Orquesta Mexicana de la Juventud (Mexico City, Mexico). In her early thirties, Ms. Williams found that she was very drawn to the business world and became a successful business owner gaining experience in retail, B2B and government contracting. In 2001 she (along with Margot Dorfman) founded the U.S. Women’s Chamber of Commerce. During her work of the USWCC, she traveled the U.S. talking with small business owners about their business growth challenges and found that there is a need for a strong focus on assisting small businesses in procurement market sales. With the launch of the National Small Business Federal Procurement Summit in April 2004, she announced the launch of the National Procurement Council - the national trade association for small businesses active in procurement markets. Ms. Williams served as NPC’s first president. Ms. Williams currently serves as the Editor for the U.S. Women’s Business Journal.
