"Fillmore in Millard County was designated as the site of the first territorial capitol of Utah. One wing of the capitol building was built in the early 1850s before the seat of government was returned to Salt Lake City. The eastern part of the large county was settled first, as Pahvant Utes under their leader Kanosh welcomed pioneers to their homeland."
