Exercise Goals • Enhance response operations for a major oil release/discharge • Validate plans and systems needed to ensure the highest level of preparedness. • Reinforce public/private partnerships to develop a viable local response capacity. • Meet the 15 PREP core components and Homeland Security Exercise and Evaluation Program (HSEEP) guidelines for exercise conduct.

Exercise Objectives • Demonstrate implementation of Andeavor’s response plan (FRP). • Demonstrate implementation of the EPA Region 8 Regional Contingency Plan (RCP). • Demonstrate integration and coordination of response activities among participating agencies.

An excavator struck the crude pipeline which activated the leak detection system at the refinery.
0705
A pipeline operator confirmed the line strike and notified the control room. The operator observed crude oil flowing past the lift station and the leading edge had not been identified.

Operations notified security. Security notified the Emergency Response Team to respond. Due to severity of the event, a decision was made by operations to shut off the crude pump which resulted in the J867 crude feed pump malfunctioning resulting in a seal fire. The pump was engulfed in fire and the flames were visible from the canal. Attempts by the operator to extinguish the fire were unsuccessful. The estimated crude release was 75,000 bbls. An unknown amount of crude oil reached the water.

The blast was heard at the crude pumps and the tank farm operator is not answering the radio. The smoke and flames from the crude feed pump has intensified.
