FINANCIAL STABILITY PARTNERSHIP (FSP) - UNITED WAY OF CENTRAL FLORIDA APPROVED INDICATOR LIST AND POLICIES FOR INCOME PARTNERS ADOPTED DECEMBER 2013 R EVISED MAY 2014 REVISED SEPTEMBER 2014 REVISED NOVEMBER 2016 Overview Florida Prosperity Partnership (FPP) is the Lead Agency for the Financial Stability Partnership (FSP). After a year-long community study ending in 2013, UWCF funded FPP. FPP is responsible for coordinating the work of the FSP and reporting the collective results. Specifically, Florida Prosperity Partnership is charged with supporting FSP Income Partner growth and is expected to improve the collective FSP Indicator-Achievement by at least 10%. Florida Prosperity Partnership is responsible for facilitating a regular monthly meeting of the Financial Stability Partnership. As the Lead Agency, FPP will also: 1. Coordinate Free-Tax-Prep sites, tax site training and Free-Tax-Prep marketing a. Track Free-Tax-Prep results 2. Facilitate general marketing and promotion of the FSP services 3. Track increased participation in Matched Savings Program for higher level savings (also known as NEXT STEPS) 4. Recruit volunteers and provide training for Master Money Mentors 5. Provide support and training for BankOn! Central Florida 6. Provide or facilitate professional development and “train the trainer” classes for members of the FSP, including but not limited to: Money Smart, basic credit counseling, methods for teaching financial education classes and achieving employment credentials 7. Train and motivate Partners to provide consumer services at locations beyond their own facilities. 8. Report the need for procedural updates In the Reference Guide to UWCF so that information posted on the UWCF web site is current and accurate. THE UWCF FINANCIAL STABILITY PARTNERSHIP INCLUDES ALL PARTNERS AWARDED UWCF INCOME ALLOCATIONS TO PROVIDE FINANCIAL EDUCATION AND/OR ADVANCED CREDIT PROGRAMS. INCOME PARTNERS WHO RECEIVED FUNDING TO PROVIDE FINANCIAL EDUCATION/CREDIT COUNSELING WILL: (WAIVERS MAY BE APPROVED BY THE INCOME STEERING TEAM). 1. Respond to general public inquiries (including phone and walk-in) concerning personal finance issues 2. Case manage individuals or provide referrals to the appropriate resources 3. Provide Financial Education Classes utilizing curricula approved by the Income Steering Team a. Money Smart b. BankOn! c. Master Money Mentors

d. Financial Education Classes are expected to include: i. Use of bank accounts, emergency savings accounts and life insurance as a means to family financial stability 1. Monitoring of emergency savings ii. Budgeting 4. Identify credit score and provide initial credit repair support and refer appropriate clients for advanced services at UWCF funded Partners who provide advanced credit programs (Catholic Charities and Mulberry Community Service Center). 5. Provide Free-Tax-Preparation services with savings options and referrals to Financial Education Classes. 6. Refer clients to Florida Prosperity Partnership for the Matched Savings Program (NEXT STEPS) program as appropriate FSP Partners are encouraged to provide services beyond their own facilities and client base; sites may include but are not limited to churches, employees at local workplaces and clients served by other UWCF partners. OPTIONAL: Match client with “Money Coach” utilizing University of Florida’s Master Money Mentors. Acknowledging the time constraints of FSP Income Partner counselors, this can increase collective results.

APPROVED INDICATOR LIST AND FSP REPORTING POLICY Count of Indicator-Achievement by Initiative Leader, Florida Prosperity Partnership (FPP) FPP will count the collective Indicator-Achievements of all of the members of the UWCF Financial Stability Partnership to assure an annual partnership growth of 10%. United Way of Central Florida will not double count achievement results when reporting to the community. Each individual partner is publically credited with their contribution to the community goal. FPP will contribute its own direct service Indicator-Achievement counts to the community total and will seek an annual 10% annual growth of the total partnership. The FPP direct service count will also be tracked separately.

COUNTING OF INDICATOR-ACHIEVEMENT BY FSP INCOME PARTNERS FSP Income Partners count clients in their Logic Model Base Number when they receive one or more of the following: 1. Required participation in basic financial education and budgeting classes 2. Job training and/or improved credentialing 3. Active Matches with money coaches FSP Income Partners count four possible success options in their I-Indicator when: 1. $300 may come from a series of deposits into savings, from a tax return or a combination of both o C.I.T. would like to see evidence of systematic deposits. o Match-cash incentives may only be given after the $300 achievement. (Toys, food, grocery cards are acceptable to be given as incentives before $300 achievement.) o Measurement tool is a bank statement or tax return showing direct bank deposit of at least $300 2. Credit Score improves o Measurement tool is the pre/post report from one of three approved credit reporting agencies (Equifax, TransUnion, Experian). o Credit increases for spouses may be counted separately; i.e. if both spouses improve credit scores, Income Partner reports two successes 3. Client earned a job credential o Measurement tool is the industry recognized certificate of completion. The following credentials are approved (other credentials should be researched through the Regional Demand Occupation List maintained by Career Source Polk and may be requested for approval by the Steering Team):  G.E.D.  C.D.L.  Certified Nursing Assistant  Home Health Aid  Day Care Assistant  Occupational Health & Safety Act  Traffic Flagger  Fork Lift Operator  Micro-Soft Products Certification  Cosmetology/Barber  Food Safety Certification  Completion of college degrees 4. A case managed client finds employment or increases family income o Measurement tool is pay stub or evidence of non-governmental support payments. There must be supportive activities provided by the UW partner. o

In a subsequent fiscal year, if the FSP Partner program continues to engage and case manage the individual/family to a higher level of success, the family or individual who achieves (a) an additional threshold of $300 savings, or (b) additional credentials may be counted in the “I-Achieved” as successful. o Programs should develop a system to support and track families long term.

COUNTING INDICATOR (I-ACHIEVED) SUCCESSES WITH CLIENTS SHARED BY COLLABORATING FSP INCOME PARTNERS. Income Partners count unduplicated clients in their Logic Model Base Number when the following services are provided exclusively by the FSP Income Partner program: 1. Participation in basic financial education and budgeting classes that meets the program’s attendance requirement 2. Job training and/or improved credentialing 3. 4. Basic credit and debt management services ADVANCED CREDIT COUNSELING PROGRAMS COUNT THE FOLLOWING SUCCESSES AS THEIR OWN I-ACHIEVEMENT:

Clients who improved their credit score due to delivery of advanced credit services beyond those provided by the FSP Income Partner program. (Clients provided basic credit services may only be counted by the FSP Income Partner program.)

ADVANCED CREDIT PROGRAMS WILL NOT PROVIDE JOB TRAINING OR MONEY COACH MATCHES FOR CLIENTS ALREADY SERVED BY FSP INCOME PARTNER PROGRAMS, THOUGH THEY MAY PROVIDE THESE SERVICES TO THE CLIENTS THEY EXCLUSIVELY SERVE IN THEIR OWN PROGRAM. CLIENTS SERVED BY FSP INCOME PARTNER PROGRAMS AND ADVANCED CREDIT PROGRAMS ARE COUNTED BY BOTH PROGRAMS. Each program provides different services. FSP INCOME PARTNER PROGRAMS AND ADVANCED CREDIT PROGAMS WILL NOT PROVIDE THE SAME SERVICE TO THE SAME CLIENT. Each service (money coach match, job training, basic financial education, advanced financial counseling) is counted only once by either the FSP Income Partner Program or the Advanced Credit Program. Partners may NOT count the same activity/service twice. Income partners must provide an unduplicated count of clients, but individual clients may receive multiple services. Therefore the number of services provided will often be larger than the number of clients served. More than one program can be funded to provide services to a family or individual with multiple needs. WE ASK FSP INCOME PARTNERS TO REQUEST CREDIT COUNSELING ASSISTANCE FOR THEIR CLIENTS FROM THE LESS EXPENSIVE ADVANCED COUNSELING SERVICES ALREADY FUNDED BY UWCF FOR THAT PURPOSE. Contracting with private consultants outside of the partnership should be a last resort used only when credit counselors already funded by UWCF are not available. More than one partner provides services to the same client/family/student/patient under many circumstances. The client who is served in a shelter and at a free clinic is counted in both places. The student who attends an afterschool program and receives tutoring from a 2 nd partner is counted both places. That is to be expected. It takes collaborative efforts to help people with serious problems to improve their lives. There are two very distinct INCOME services – basic financial education (with money coaches, etc.) and advanced credit counseling services. Some clients only need one service; some clients need both. PROFESSIONAL DEVELOPMENT FSP INCOME PARTNERS AND ADVANCED CREDIT PROGRAMS MUST HAVE AT LEAST ONE STAFF MEMBER THAT CAN SERVE AS A: 1. Money Smart Trainer. Attendance documentation is required confirming in-person training or web training. Money Smart is the curriculum approved by the UWCF Income Steering Team for financial education. AND 2. Certified Credit Counselor of Financial Health Counselor from the National Association of Certified Credit Counselors. This NACCC certification must be “current” at the beginning of the fiscal year starting July 2018 and at the beginning of each new fiscal year, thereafter. These credentials provide similar knowledge regarding credit and are earned through a two day training or web equivalent and trainees must pass required tests to qualify. FSP INCOME PARTNERS ARE ENCOURAGED TO HAVE A STAFF MEMBER CERTIFIED AS A Master Money Mentor – Training is offered by the Polk County Cooperative Extension Services and University of Florida.
