Introduction

Theschoolbusserviceexiststogetstudentstoandfromhomeandschoolsafelyandsecurely.

Thisbookletisdesignedtogiveparentsandstudentscomprehensiveinformationontheservicesprovidedby theUWCSEABusServiceDepartment Inadditiontogeneralinformation,itgivesdetailsofthetermsand conditionsoftheserviceandoutlinestheresponsibilitiesandexpectationsofallthoseinvolvedintheservice. Pleasereadthesesectionsandmakesurethatyouandyourchild(ren)areawareoftherulesandguidelines thattheyareexpectedtofollow.

Inthefinalsection,contactandemergencytelephonenumbersareclearlylisted Pleasemakesurethatyou havethesenumbersavailableforeasyaccesswhenrequired.Also,youwillfindaQuestionandAnswersection whichanswersthemostfrequentlyaskedquestions.

Alongwithourcontractedbusserviceprovider,ouraimistoensurethesafetyofthestudentsandtheefficient runningofthebusserviceisgiventhehighestpriority.TheBusServiceStaffunderstandstheimportanceofa safe,promptserviceandhopestocontinuetoachievethesegoals.Anyconcernsorcommentsthatyoumay havewillbereceivedanddealtwithquicklyandefficiently Pleasedonothesitatetogetintouchifwecanbeof anyassistance. BusServiceOverview

TheBusServiceDepartmentisrunbyourcontractedbusserviceproviderYellowBusandismonitoredbya UWCSEAappointedTransportManageroneachcampus.Ourbusserviceproviderhasbeencontractedto ensurethatappropriatestandardsofbusmaintenanceandsafetyareconsistentlymet

Besidesusingtheirownbuses,thebusserviceprovidercontractsprivatebusestorunoncontractforUWCSEA. Theyhirebusesthatareingoodandsaferunningorderandaremaintainedtothehighstandardsexpectedby ourparentsandtheCollege Eachbusjourneyissupervisedbyabusattendant

TheBusServiceDepartmentisabletoprovidethefollowingservices:

● Roundtrip(hometoschooltohome)

● Morningtrip(hometoschool)

● Aernoontrip(schooltohome)

Underexceptionalcircumstances,roundorsingletripsmaybeavailabletostudentswhoarenotregisteredbus ridersbutarefullyenrolledUWCSEAstudentsregisteredwiththeMinistryofEducationSingapore.

Busesleavethebusbayatapproximately2.10pm(Infants(K1–G1)and3.15pm(G2–G12).WhenActivitiesand Servicesarerunning,anActivitiesbusservicedepartsat315pmforInfantstudents,440pmforGrades2–12 students,andashuttlebusservicedepartsat6.15pm(G5–G12).

Alltheseservicesaresubjecttospaceavailabilityandroutings.

Note:The440pmaer-schoolactivitybusesforDoverCampuswillstartoperatingfromthe4thweekofeach newacademicyear.

GeneralGuidelines

Standardofvehicles

Studentsaretransportedinavarietyofbusesrangingfrom10-seaterminibusesto49-seatercoaches.Therewill benoseatingforInfant(K1–G1)ridersinthefrontseat(nexttothedriver)ofthebus

Eachofthesebusesisequippedwiththefollowing:

● Air-conditioning

● Fireextinguisher

● Firstaidkit

● Communicationsystem(i.e.,mobilephone,trunkedradio)

● Seatbeltforeveryseat

AllbuseswillundergoregularinspectionsatLTA-approvedcentres,incompliancewithLTA'sregulatory requirementstomaintainthehighestsafetystandards.InternalchecksbytheUWCSEABusServiceDepartment aremadethroughouttheyear,andeachbusmustpassaninspectioncarriedoutbythedepartment

Eachbusdriverisequippedwithacommunicationdeviceforemergencysituations.Driversarenotallowedto usethisdevicewhilstdriving;noprivatecallswillbeentertainedduringtheirjourney.

Astand-bybuswillbeactivatedtosubstituteforaregularbuswhencircumstancesdemandit

Behaviourexpectationsofstudentpassengers

Ifastudent’sbehaviouronthebuspersistentlygivescauseforconcern,wereservetherighttoaskparentsto makealternativetransportarrangements

Routings

Pleasenotethatourcontractedbusserviceprovidermaynotbeabletoprovideaserviceforcertainpartsofthe islandduetoinsufficientdemandsandtheunacceptablelengthoftimethatastudentmayhavetospendona schoolbus.Theavailabilityofthesedistanceroutingsisreviewedregularly;pleasecontactusformoredetails.

TheBusServiceDepartmentalsoreservestherighttorefusebusserviceforroutingswhichdonothavea minimumnumberofsixchildrenperminibusandroutingsthatarebeyondthetimetravellimitsetbythe schoolforthewelfareofthepassengers.ForstudentsintheInfantSchool,wemayalsodenyarouteif,inthe opinionoftheclassteacher,thechildisnotmatureenoughtotravel

Pleaseensurethatyouunderstandthisinformationbeforeregisteringyourchildattheschool.

Enrolment

Enrolmentintothebusserviceisonlynecessaryonceperyear;yourenrolmentwillbeautomaticallyrenewed everyterm.

RidersinGrade10andthosewhohavewithdrawnfromthebusserviceduringthetermmustre-registerifthey wishtoresumebusservice.

Ifyouraddresschanges,pleasenotifyussothattheBusServiceDepartmentcanmakearrangementstoserve yournewaddress.WerecommendthatparentscheckwithourBusServiceDepartmentaboutbusavailability beforeestablishingresidenceormoving.Becausebusseatsareassignedbasedondemand,spacemaynot alwaysbeavailablefromyournewplacelaterintheschoolyear.Althoughwewilldoourbesttoaccommodate everystudent,"latecomers"canonlybeassignedaseatifspaceisstillavailableontherequestedbusroute.

Toenrol,pleasecompletetheonlineTransportRequestFormandremitpaymenttotheBusServiceOffice Alternatively,aprintableformcanbedownloadedfromtheschoolwebsiteorahardcopycanbepickedup fromtheBusServiceOffice Adepositmayberequired

Pleaseallowtwoworkingweeksbetweenthedateofsubmissionandthestartdateofbusservice.Late submissionoftherequestformmayresultinstudentsnotbeingabletostartusingthebusonthedesireddate.

Onlystudentswhohavesuccessfullycompletedtheregistrationprocessandmadepaymentfortheschoolbus serviceareallowedtoboardthebus.Pleasenotethatbusseatsarenon-transferable,andparents/guardians cannotassignortransfertheirchild'sseattoanotherstudentorsiblings.

Feestructure

Thefeesarepayableperterm.

Payment

Paymentmaybemadedirectlytoourcontractedbusserviceproviderbycash,chequeorinterbanktransfer Familiesorcompaniespayingbyoverseaswiretransfer,orinforeigncurrency,willhavetobearany miscellaneouschargesassociatedwiththisformofpayment.

Termination

Shouldyouwishtoterminatetheuseofservice,writtennotificationmustbereceivedbytheBusServiceOffice twoweeksinadvanceofthelastdayofservice

Whereachildiswithdrawnfromtheschooland/orbusservice,arefundofhalfofatermfareisapplicableifthe child’swithdrawaldateisbeforethemid-termbreak,providedthattwoweeks’writtennoticeisgiven.No refundwillbemadeifachildwithdrawsfromtheserviceaerthemid-termbreak

Lostproperty

AnyitemsfoundinthebuswillbereturnedtotheBusServiceOffice.Ifitemsareclearlylabelledthecampus Receptionteam,whichisresponsibleforlostandfounditems,willcontactyouandyourchildviaemail All otheritemswillremaininthecustodyoftheCollege’slostandfoundatthemainreception.Asalways,students shouldbeencouragedtolookaertheirbelongings,aswecannotbeheldresponsibleforsuchlosses.

Communication

Wewillendeavourtokeepyouinformedofanybusserviceissues.Iftherearesignificantdelaysinbusserviceor incasesofemergency,parentswillbecontactedby,atleast,oneofthefollowingthreemethods,dependingon theissue:

SMSmessagingtoyour mobilephone

Pleaseensurethatyourcontactdetailsareuptodate.SMSmessageswillbesenttoONEparent’smobile number(only)asrecordedontheBusServiceDepartment’sdatabase.Youcancheckthecontactdetailsthat theCollegeholdsforyouandmakeanychangesnecessaryviatheonlinedatabase

Videoandmusic

Wedonotallowthescreeningofvideosonanybuswhichmayhaveavideo/DVDmachine.Music/videosareto beplayedonpersonaldevicesonly,andstudentshavetowearearphonestolisten

Seating

Asageneralrule,theinfantridersareseatednearesttothebusattendant,butthiscanbealteredifanolder childneedstobenearthebusattendantformedicalorbehaviouralreasons Olderriderswillbeseatedona first-come,first-servedbasisdependingontheparticularcircumstancesofthebus.Onlytheolderridersare allowedintheseatingavailableintheveryfrontofthebus,nexttothedriver.

ResponsibilitiesOfUsersOfTheBusService

Allinvolvedwiththebusservicehaveadutytoensurethatsafetyandefficiencyaremaintainedwhilstusing thisservice.Theseexpectedresponsibilitiesaredetailedasfollows:

Parents’responsibilities

PleaseinformtheBusServiceDepartmentifthereisanychangetoyourchild’stransportarrangements

Communicationisthemainthingaparentcandotoensuretrouble-freeuseofthebusservice.Ifforanyreason atallyourchildwillnotusethebusservicethattheyhavebeenbookedon,morningoraernoon,please informtheBusServiceOfficeinpersonorbyphoneoremailonedayaheadofthedayofchange Thiswill ensureotherpassengersandstaffarenotinconvenienced,andforsafetyreasonsweknowwhereallofour passengersare

Parentsshould:

● Ensurethatstudentsareatthepick-uppointatthedesignatedtime.Pleasenotethatabuswillwait onlyoneminuteaerthedesignatedtimebeforemovingontothenextpick-uppoint Unfortunately, wewillnotcallyoutocheckwhereyourchildis,andtheschoolwillnotberesponsibleforsubsequent traveltoschool.

● EnsurethatInfantriderscarrytheirbusIDtagsatalltimesduringtravel

● InformtheBusServiceDepartmentifforanyreasonyourchildwillnotbeusingthebusoriftheyhave anychangestotheirtravelarrangements.InthePrimarySchool,youshouldalsoensurethatyounotify theclassteacherviathestudent’scontactbook

● Ensurechildrenareawareofappropriatebehaviourandtheconsequencesofmisbehaviourwhileon thebus.

● Makeyourchildrenawarethattheymustwearseatbeltsatalltimes

● Boosterseat:InfantSchoolchildrenwhoarerequiredtohaveaboosterseat,pleasearrangeitandpass ittothebuscrew.Pleaserecovertheboosterseataerthecompletionofthejourney.Youare encouragedtobringyourownduetoitsspecifications,sizesandhygienepurposes Thebuseshave 3-pointsafetybeltssoitisnotnecessarytogetone.

● EnsureanadultispresenttocollectInfantSchoolchildrenfromthebusattheendoftheday Parents areresponsiblefortheirchildrenuptothetimethatthebusattendanthelpsthechildrenontothebus andfromthetimethatthebusattendantreleasesthemattheirdrop-offpoint.ParentsareNOT permittedtorideontheschoolbus

Achangetopick-upanddrop-offdestinationispossiblebutrequirestwoweeks’writtennotice.When determiningthechangeofdrop-offorpick-uplocation,theBusServiceDepartmenthastherighttorefusea requestifthedestinationisnotwithinthebusservicearea,ifthereisnoseatavailabilityonthebusthestudent istransferringto,orifthedestinationisnotanotherstudent’shouseoreducationalinstitute.

Noteonplaydates:BasedonChildandDataProtectionpoliciesaswellasinsurance,Infant/JuniorSchool childrenmayonlyrideontheirassignedbusservice.itisnotpossibleforanInfant/Juniorstudentto accompanyafriendonanotherbusforaplaydate,forexample.

Noteonchildsafeguarding:ChildprotectionisatoppriorityoftheCollege;ifparentsnoticeanysymptomsof childabuseinanyform,theyarerequestedtoreportittotherespectivePrincipalandHeadofCampus immediately.

Students’responsibilities

Therearespecificguidelinesforbehaviouronthebus.WhilstusingtheBusService,studentswillbeexpectedto adheretothefollowing‘RiderBusRules’:

RESPECTTHEFEELINGSOFOTHERSANDTHEIRRIGHTTOHAVEASAFE,PLEASANTANDPEACEFUL JOURNEY.

● Wewillarriveatyourbusontime

● Wewillwearproperlyadjustedseatbeltsatalltimes.

● Wewilltalkquietlyandpolitelytooneanother.

● Wewilltreateachotherwithrespect.

● WewillshowrespectandlistentotheBusServicestaff.

● Wewillkeepthebusclean.

● Wewon’tkeepeveryonewaitingortrytosaveseats.

● Wewon’tmoveaboutthebusoropenthewindows.

● Wewon’tshout,makeloudnoisesorusebadlanguage

● Wewon’tteaseorfight

● Wewon’tberudetothebusattendantordriver

● Wewon’tthrowthings,spitorleavelitteronthebus

● Wewon’taskthedrivertoplayourmusic.

● Wewon’teatordrinkonthebus,exceptforwater.

● Wemayonlyleavethebusatourdesignatedstop.

Unfortunately,MiddleandHighSchoolstudentswhoforgettotelltheBusServiceOfficeaboutchangestotheir normalsetbusscheduleareoneofthemaincausesofdelaysinbusestoandfromtheschool.Thissimplelack ofconsiderationleadstoagreatdealofinconveniencetootherusersofthebusserviceandwastesagreatdeal ofstudentandstafftime.

Inordertorunanefficientserviceandshowdueconsiderationtoothers,thesesimpleruleshavebeen developedforallbususersandareprintedinallcontactbooks.

Morningbususers

Pleaseensurethatyouarriveforthebusinplentyoftimeinthemorning,thebuswillwaitoneminuteandwill leavewithoutfurtherwarning.TheBusServiceDepartmentwillnotcallyoutoremindyouorwakeyouup.

Aernoonbususers

● Donotkeepyourbuswaiting.IfyouaredoinganActivityorService,godirectlyfromyour activity/servicetoyourbus Thebusdoesnothavetowaitforyou,andifyoumissthebusyoumayhave toarrangeyourowntransport.

● Ifyouarenotgoingtousethebus,pleaseensurethatyourparentsinformtheBusServiceOfficebythe firstbreak Thiscanbedonebyemail,phoneorinperson Grade11and12studentscaninformtheBus ServiceOfficedirectly.

● DonotgohomebyanyothermeanswithoutensuringthattheBusServiceOfficeknowsthatyouwill notbeusingyourbus Thisincludestravellinghomewithyourparents

● IfyouarenotdoingyourscheduledActivityorServiceaerschoolforanyreason,youwillstillhavea seatreservedonyourbusandwillberequiredtogohomeonthisbus Youwillnotbeabletogohome onanearlierbusunlessexcusedbyyourActivityorServiceteacher.

● PleasemakesurethatyoutelltheBusServiceOfficewithwrittenpermissionofbuschangefromyour teacher/instructor/parentifyourschedulechangesforanyreason Thisisyourresponsibility;donot dependonmembersofstafftodothisforyou.

● IfyoudonottelltheBusServiceOfficeaboutanychangestoyournormalbuspatternandthiscauses aninconveniencetootherbususers,youwillbegivenawrittenwarningviayourteacher Aerthree suchwarningsyoumaybesuspendedfromtheschoolbusserviceandyourparentswillneedto makealternativearrangementstobringyoutoandfromschoolforasetperiod.

Cross-transferofbuses

OnlyMiddleandHighSchoolbusridersareallowedtocross-transferontoadifferentbus,subjecttothe availabilityofseats.

3-StrikePolicy

AbuswarningsystemwasinstitutedtotryandimprovethebehaviourofstudentsusingtheBusService.Itisa simplesystemandconsistsofaseriesofpre-wordedlettersthatareissuedbytheBusServiceinresponseto academicstaffrequests Aerthreewarningsstudentsareremovedfromthebusserviceforaperiodoftimeto bedeterminedbytheacademicstaff.Certainoffencesorbehaviourscouldleadtoinstantsuspensionfromthe BusService

Ifabusisdamagedthroughstudentmisbehaviourthenthestudentwillbeexpectedtopayforanydamage done.

ThissystemisoperatedintheCollegewithsomedifferentiationtosuittheagesoftheridersinvolved

Reporting/ReferralSystem

IfariderdoesnotfollowtheBusRules,andaerreceivingsufficientverbalwarningsfromtheBusService Department,awrittenreportwillbesubmittedtotheTransportManager.

Thesereportswillbesenttoclassteachers/tutors/mentorsandtheHeadofGrade(HoG) Teachers/tutors/mentorswilldiscussthismatterwiththestudentandthereportwillbesenthomeforparental information

Theteacher/tutor/mentorwillthenconfirmbacktotheTransportManagerthatthereporthasbeen appropriatelydealtwithandifnecessaryasktheBusServiceDepartmenttoissueaformalwarning(see3-Strike Policy)

Althoughbehaviourreportstakeonefulldaytocirculatetotheteachers/tutors/mentors,itisimportantthatthe correctadultspeakstothestudentregardingtheirbehaviour.

Teachers’responsibilities

● Teacherswillensurethatthefollowingmeasuresaretakenforallstudentsintheirclasseswhoareusing theBusService:

● Teacherswillensurethatstudentsareletoutofclassesintimetocatchtheirbuseshome

● SchoolstafflookingaerInfantriderswillaccompanythemtothebusattendantattheendofeach schoolday.

● ActionwillbetakenonreceiptofabehaviouralcomplaintfromtheBusServiceDepartment

● Intheeventofanydelaytoastudentundertheirsupervision,theyshouldinformtheBusServiceOffice.

Principals’responsibilities

ThePrincipalofeachschoolwillberesponsiblefor:

● ThroughtheVicePrincipals,HeadsofGrade,thePrincipalswillfollowupwithindividualstudents whosebehaviourpersistentlygivescauseforconcern

● Ensuringthatstudentsareremindedregularlyaboutbussafetyandbehaviouronbuses.

BusAttendants

ABusAttendantwilltraveloneverybuswherechildrenmovefromhometoschoolorschooltohome.ABus Attendant’sroleisoneofsupervisionandgeneralwelfareofstudentsonly.

BusAttendants’responsibilities

● Tolookaerthewell-beingandsafetyofallstudentsonthebus.

● ToreportanymisbehaviourofstudentstotheBusServiceOffice.

● ToreportanysymptomsofchildabuseinanyformtotheBusOfficeimmediately. BusAttendantsfoundbehavingdishonestlyorirresponsiblymayhavetheirservicesterminated Security

● Attendantsmustnotopenthedoortospeakwithunauthorisedpeopleorallowunauthorisedpeopleto boardthebus

● Attendantsmustimmediatelyreporttothedriveranysuspiciousvehiclefollowingthebus.

Accidentandemergencyprocedures

● AttendantsareinstructedtoremaincalmandcheckthattheBusDriverandStudentsaresafeand unhurt

● AttendantsmustcontacttheBusServiceOffice,andcallthepoliceand/orambulanceifnecessary.

● Attendantsmustnotleavethestudentsunattended Administration

● Attendantsmustnotleavethebusuntiltheirdutyiscompleted.

● Attendantsmustreporttothebusdriverand/orBusServiceOfficeiftheyfeelunwell.

● AttendantsmustcheckthatthecorrectBusNumberSignisproperlydisplayedandclearlyvisibleonthe front,sideandrearwindows.

● Attendantsmustcheckthatworkingseatbeltsareavailableforeachseat Onthebus

● Attendantsmustaccuratelymarkstudentattendanceforeveryroute.

● Attendantsmustensurethatstudentsarewearingseatbeltsatalltimes.

● Attendantsmustneverbedrawnintoanyargumentwithorrespondphysicallytostudents.

● Attendantsmustnotdisciplineanystudentandmustavoidphysicalcontactwithstudents.

● Attendantsmustnotgivefood,sweets,drinks,etc tostudents Ontheroad

● Attendantsmustensurethatstudentsgetonandoffthebussafely.

● AttendantsmustcontacttheBusServiceOfficeifanadultisnotpresenttomeetanInfantSchool studentatthedrop-offpointandkeepthestudentonthebus.

● AttendantsmustnotleaveanInfantSchoolstudentatastopalone.

BusDrivers

BusDrivers’responsibilities

● Totransportallstudentstotheirdestinationssafely.

● ToreportanysymptomsofchildabuseinanyformtotheBusServiceOfficeimmediately BusDriversfoundbehavingdishonestlyorirresponsiblymayhavetheirservicesterminated.

Security

● Driversmustnotopenthedoortospeakwithunauthorisedpeopleorallowunauthorisedpeopleto boardthebus.

● DriversmustimmediatelyreporttotheBusServiceOfficeanysuspiciousvehiclefollowingthebus.

Accidentandemergencyprocedures

● DriversareinstructedtoremaincalmandcheckthattheBusAttendantandstudentsaresafeand unhurt.

● DriversmustcontacttheBusServiceOffice,andcallpoliceand/orambulanceifnecessary

● Driversmustnotleavethebus/studentsunattended.

Vehiclemaintenance

● Driversmustensurethebusiscleanandingoodmechanicalconditionbeforeeverybustrip.

● DriversmustcontacttheBusServiceOfficeifanadultisnotpresenttomeetanInfantSchoolstudentat thedrop-offpointandkeepthestudentonthebus.

● DriversmustnotleaveanInfantSchoolstudentatastopalone

● DriversmustcheckwiththeBusAttendantthatallstudentsareseatedwiththeirseatbeltsfastened beforethebusmovesoff

● Driversmustnotdisciplineanystudentswhoaremisbehaving.

● Driversmustavoidphysicalcontactwithstudents

● Driversmustnotgivefood,sweets,drinksetc.tostudents.

● Driversmustnotstopthebusatanyunofficialstopstomeetstudents’,teachers’orparents’special requests.

OnCollegepremisesandinthebusbay

● Driversmustobservethespeedlimitontheschoolcampus.

● Driversmustnotsmokeontheschoolcampusorwhilestudentsareonboardthebus

Weexpectalldriverstodriveaccordingtotherulesoftheroadanddrivecarefullyandsensibly.Ifa schoolbusisobserveddrivingoroperatingdangerously,thebusnumberand/orthelicenseplatenumber shouldbereportedtotheTransportManagerimmediately.

InfantActivityBusInformation

YellowBus,UWCSEA’sbusserviceprovider,willoffertransportforInfantSchoolchildrenenrolledinaer schoolActivitiesandServicesthatendat250pm K2andGrade1studentswillhaveaccesstothisbusservicein Season1,andK1students(DoverCampusonly)willhaveaccesstotheActivitiesprogrammeandthebuses startinginSeason2.

Afewpointstonoteaboutthebusarrangements:

● InfantSchoolfamiliesmaysignupforthreetypesofbusservice:morningonly,aernoononlyor morningandaernoon.Busserviceisfivedaysaweek.

● Atdrop-off,Infantstudentsmustbemetbyanadult Ifanadultisnotpresenttomeetthechild,Yellow BuswillreturnthechildtoUWCSEADovertobepickedupbyanadult.Supervisionwillbeprovided untilthechildispickedup PleasenotethatYellowBusmaydiscontinuethisserviceforasecond occurrence.

● Ifithappensforasecondoccurrence,parentsneedtomakealternativearrangementsoftransport movingforward

● IftheBushasanextassignmenttogotoandisnotreturningtoschool,theBusauntywilluseataxito bringthestudentbacktocampusandthentoreturntotheBus;thecostforbothtripswillbe reimbursedbytheparent
