The report was published in 2012 and funded by ESMIG (European Smart Metering Industry Group). The report is based on a study on best practice in stimulating energy efficiency via ICT tools including 100 case studies.

- The main factor preventing the progress of Demand Response and energy efficiency programmes is the lack of appropriate and effective education, communication and feedback of information to consumers.
- A program including multiple feedback channels tend to work best.
- The customer is oftentimes more willing to embark on programs if getting guarantees of the terms and conditions related to the program – and their situation afterwards.
