HOCKEY FACTS (from page one) • While the modern game was developed in Canada, ice hockey made it to the USA and was first played there in 1893. By the beginning of the 20th century, the sport had spread to England and other parts of Europe and now is very popular in North America and Eastern Europe. • The National Hockey League is considered the most important Ice Hockey league in the world and is made up of teams from the United States and Canada. For many years almost all NHL players were Canadians. • In 1917, the NHL began with the following “Original Six” teams: Boston Bruins, Chicago Blackhawks, Detroit Red Wings, New York Rangers, Montreal Canadiens and Toronto Maple Leafs. Through a sequence of team expansions, reductions and relocations, the league currently consists of 30 teams, 24 based in the United States and six in Canada. • The team that wins the NHL championship wins the Stanley Cup trophy. • The first Olympic Games to include ice hockey for men took place in Antwerp, Belgium in 1920; it was the Summer Games. However, the first Olympic Winter Games took place in 1924 in Chamonix, France, and also included hockey. Women’s hockey was added to the Olympic Winter Games in Nagano, Japan, in 1998. • Pucks weren’t always the same. Now, a puck must meet guidelines set forth by the NHL for weight and dimensions. In 1940, Hockey Hall of Famer Art Ross came up with the idea of having all pucks meet certain standards. Pucks have remained the same since then, with each

Credit Scoring Sees Short Sales and Foreclosures the Everyday Same

CHEAPSKATE Dear Mary: We are considering moving, but ®

by Mary we have a first andHunt a second mortgage on our home, and now the home’s value is less than what we paid for it. How would a short sale affect our credit? We have great credit scores and would like to keep it that way. Could you tell me more about a “short sale”? -- Kim, via e-mail

Dear Kim: In a short sale, generally the seller (you, by listing the home with a qualified real estate agent) finds a buyer who is ready, willing and able to purchase the home at a price that is less than the total amount required to pay off the mortgages on the home. The seller approaches the lender -usually through a qualified real estate professional, who presents the offer -- asking the lender to accept the short sale price as payment in full on the outstanding debt. There is nothing that says the lender has to cooperate, but often these days, lenders will agree to short sales. According to the folks at Fair Isaac, who create FICO scores, the effect of a short sale (when the seller is more than 59 days late) on a seller’s credit report is identical to that of a foreclosure. A short sale shows up as a “pre-foreclosure in redemption”

status, which is likely to result in a loss of 200300 points. This means a short sale seller with a previous FICO score of 720 could see it fall to 420. You may want to consider staying put for the foreseeable future. *** Dear Mary: My 2-year-old daughter loves playing with dry-erase markers, and she got some ink on her clothes. I have tried everything from soaking to washing in both cold and warm water to using Shout, color-safe bleach, hair spray, rubbing alcohol, Dawn liquid detergent and Murphy Oil Soap. I can’t get these stains out. I have not dried the clothes in the dryer, but after all of this effort, have I lost the battle? Do you have any other ideas? -- Carolyn P., via e-mail Dear Carolyn: This may be hopeless. However, I would try one more thing: Saturate the stains with WD-40. Allow the clothes to sit for 20-30 minutes. Then try to coax the stains out by blotting and rubbing with a clean cloth. Launder as usual. Good luck! *** Dear Mary: My parents are 91 and 92 and still are living independently; however, they are ready to move out of their home of 50 years and into a small apartment in the lower level of our home. Although they could afford an assisted living facility, they would prefer to live with us. I’m struggling with how much to charge them for their living expenses and care giving. I have the power of attorney and pay most of their bills. I have three siblings, and I want to be fair without taking advantage of my parents’ finances. Do you have any suggestions or guidelines for our situation? -- Mary J., Washington

At-Home Genetic Tests Stalled By FDA Report

Recently published in The New England Journal of Medicine, two excellent commentaries discussed the concerns of “Direct to Consumer Genetic Testing.” First, authors point out that there is no knowledge currently available on how to interpret many of these results. For example, if a young man is found to have a gene increasing the risk of prostate cancer, should he have more examinations and tests or even a biopsy? There is no answer to these questions, especially because the nature of prostate cancer suggests that knowledge of future risk may be of limited value -- if anything, it may prove more harmful than beneficial as patients grapple with the emotional turmoil of potentially developing a serious illness. There is also concern that the suggestion of increased risk of an illness may affect the ability to obtain employment or receive health insurance. Genetic testing offers incredible benefits for many patients but until further information is known, it’s best to use this technology under the careful supervision of a trusted physician. Your primary care physician can help you assess any future risk of illness and determine the appropriate path for prevention.

For cancer, heart disease, diabetes and Alzheimer’s, the role of genes is murky and hard to interpret. Multiple genes may be involved in the risk of a disease and other factors such as diet and lifestyle may be more important.

Where the facts don’t add up: Scooter doesn’t adore humans, at least not consistently. He is mistrustful of their intentions; he is fearful; he is overly territorial. Indeed, he will bite the hand that feeds him. Further, Scooter has not responded well to their training. And it’s hard to blame him. Lying on top of a dog is an act of dominance, not training. Personally, I consider it a form of animal abuse. But whatever you call it, it isn’t helping, and Scooter isn’t responding. He’s biting people. Scooter has a serious problem with aggression. I would never advise a dog owner to attempt to tackle a problem like this without hands-on professional guidance. This isn’t something that can be cured in a letter. Someone (else) could get hurt. A Social Security Lesson for Teachers It’s once again time for me to turn the tables on my old teachers by asking them to take a seat and pay attention as I deliver my semiannual lecture on the Social Security offset. This lesson isn’t directed at all teachers -- just those in states where teachers do not pay into Social Security. The two biggest such states are California and Texas, but there are a few others. And teachers really are not the only audience for this lecture. Anyone who works at a job that is not covered by Social Security (that’s a little less than 10 percent of the population) is impacted by the same rules. But for some reason, it seems to be teachers who are most confused by the law. I can tell by the e-mails I get that many teachers incorrectly assume that they have been singled out for Social Security offsets that they believe impact no one else. The law in question is the Government Pension Offset Law. In a nutshell, that law says that an amount equal to two-thirds of a non-Social Security-covered pension must be deducted from any Social Security dependent’s benefits a person might be due. In effect, the law prevents most teachers (and other folks who work at jobs not covered by Social Security) from collecting wife’s, widow’s, husband’s or widower’s benefits from a spouse’s Social Security record. What these teachers don’t realize is that the government pension offset law simply treats them in the same way that all other working people have always been treated. In other words, if a woman who worked at a job that was covered by Social Security gets a Social Security retirement pension, that pension has always offset any spousal benefits she

might have been due. Before the GPO law went into effect, teachers were among the few working people in this country who could get their own retirement pension AND a dependent’s benefit from Social Security. And the GPO law actually gives teachers a bit of a break. Social Security retirement pensions offset spousal benefits dollar for dollar. But a teacher’s retirement pension causes only a three-for-two offset. In other words, for each $3 you receive in a teacher’s pension, you lose only $2 from Social Security spousal benefits. To help illustrate the law, I’d like you to meet Bob and Carol -- and their neighbors Ted and Alice. They live in a nice suburb of Dallas. Their stories explain why the pension offset is fair. Bob and Carol both worked all their lives. And they worked at jobs that were covered by Social Security. In other words, Social Security taxes were deducted from both their paychecks. Neighbor Ted also worked at a job covered by Social Security. But his wife, Alice, was a teacher in Dallas. Texas teachers pay into a state teachers’ retirement system, but they do not pay into Social Security. Bob retired and is getting $1,200 per month in Social Security retirement benefits. Carol actually made a little more than Bob most of her life, so she’s getting a Social Security retirement pension of about $1,500 per month. Carol can’t get (and frankly, doesn’t expect) any wife’s benefits on Bob’s record because her own Social Security benefit precludes any spousal payments. In other words, Carol’s own retirement benefit offsets any wife’s benefits she might have been due on her husband’s record. And for that matter, Bob can’t get a husband’s benefit on Carol’s record because his own retirement benefit would offset it. Across the street, Ted is receiving roughly the same Social Security benefit as Bob, about $1,200 per month. His wife, Alice, is getting a $3,000 monthly Texas teacher’s pension. Before the pension offset law was in place, Alice would have been eligible for a $600 dependent wife’s benefit from Social Security in addition to her teacher’s pension. But now, the government pension offset law prevents that from happening. Alice thinks she and other teachers are being singled out for Social Security penalties. What she doesn’t understand is the law treats her the same way her neighbor Carol has always been treated. Again, it says that neither woman will get a dependent wife’s benefit from Social Security because she is getting her own retirement pension. For years, teachers and their unions have been “fighting to change this unjust law.” And every year, they find some pandering politician who needs a few votes from educators to introduce a bill to eliminate the government pension offset. And every year, the bill goes down to defeat because, as Bob and Carol and Ted and Alice have shown you, the law is eminently fair. Having said that, I will admit there is a selfish side of me that hopes these fighting mad teachers prevail. Because you see, I am also impacted by the offset. I get a civil service retirement pension that offsets any husband’s benefits I might potentially be due on my wife’s Social Security record. That’s the selfish side of me. But the practical side of me wonders why in the world I should be able to get my

comfortable civil service retirement pension AND a dependent’s Social Security benefit -- especially when the law prevents more than 90 percent of the population from doing the same.
