On a sun-speckled Saturday last month, Shirene Young was interviewed by a film crew documenting the unique array of historical homes in Millwood. Young lives with her husband Patrick in a home built in 1910 by Harry Salmon, a Kansas native known as one of the pioneers of Millwood. The residence – originally part of a 90-acre parcel – is recognized as the very first home established in the community. Young could have just as adeptly navigated questions about a variety of topics related to the city she has called home for the past 18 years. An employee of the Inland Empire Paper Co. from 1989 to 2020, Young became the public face of Millwood’s signature business. She has also tackled major responsibilities with civic groups like the Millwood Community Association and Millwood Impact and served as a board member for Friends of the Argonne Library and Valleyfest.
Young enrolled at Judson Baptist College in Portland and attended for one year before returning to California and getting married in 1977. Three children followed – Josh, Aaron and Alysia. In 1983, the family moved to Eugene, Oregon.
It was there where Young latched on with a company that coordinated electronic records for medical offices. She began as a receptionist before transitioning to bookkeeper. Her next stop was at a CPA firm in Eugene. Around the same time, she took classes at a local community college in accounting and became a licensed tax consultant. “I realized I had a talent for numbers,” Young said. In 1989, Young and her family relocated to Spokane, settling first in the north part of town. Not long after the move, Young saw a listing in the newspaper for a bookkeeper/ accountant at Inland Empire Paper Co. She interviewed and got the job. Young became part of a company recognized as the commercial
cornerstone – and namesake – of Millwood. The paper mill opened in 1911, paving the way for a steady flow of commercial and residential development in an area that would incorporate as one of Spokane County’s earliest jurisdictions in 1927. Young moved steadily up the ladder at IEP, transitioning into the Forestry Dept. before taking over as purchasing agent in 1993. Her final role was as business manager. One of her most challenging tasks in a tenure that spanned 31 years was to oversee the purchase of a new paper machine, the heart of the mill. The project ran into a hurdle when the company that manufactured the machine went out of business. Young saw the acquisition through over the course of three years. In 1994, Young moved to Millwood, just a few blocks from IEP. “I can’t tell you how nice it was to walk to work, especially in the winter,” she said.
As a resident of Millwood, Young plunged into community causes. She was there at the start of Millwood Better for Business which morphed into the Millwood Community Association, a group that coordinates civic staples like the Millwood Farmers Market, Pumpkin Patch Community Garden, the annual Christmas Tree Lighting and Millwood Daze. Young was also among the inaugural members of Millwood Impact, a social service effort that has collaborated with Second Harvest on food distributions and food pantries as well mentoring and after-school programs at local elementary schools. Young also finds time to serve on the boards of Valleyfest and Friends of the Argonne Library as well as volunteer at Berean Bible Church. “The city of Millwood is very fortunate to have someone as dedicated and civic-minded as Shirene Young,” said Millwood Mayor Kevin Freeman. “She is a tremendous asset to the community.” Shirene and Patrick have six kids and a dozen grandkids in their blended family. Since retiring from IEP in 2020, Young has savored the role of world-class, doting grandma.
Young grew up a long way from the tree-lined neighborhood that she now calls home. She was born and raised in Southern California in a community surrounded by family and friends. Her dad was a veteran who worked as a fireman with the city of Los Angeles while her mom was a homemaker and secretary at the local church. The middle child with an older sister and younger brother, Young was an honors student who enjoyed music and sports. She played the violin and piano and excelled at math, history and science. Before she graduated from high school in 1975, Young considered pursuing a career in landscape architecture.
While at IEP, Young revisited a goal she had set years before – earning her college degree. That became a reality in 2007 when she received her diploma from Whitworth University in organizational management.
Q: You’ve talked about having an “idyllic” childhood. How did growing up in a safe, family-friendly neighborhood influence your perception of what a community could and should be?

A: I feel the close family I was afforded when growing up, with relatives living side-by-side and families watching out for each other, did provide a model for community. Hopefully I brought that sense of caring and friendliness to my own neighborhoods. Sometimes it is as See YOUNG, Page 4

A: Yes, Millwood has retained that “small town” feel. Of course, growing up in Southern California many wouldn’t think as “small town.” When young, I think our “city” is the neighborhood frequented. For me, my “city” was school, grandparents and aunts/ uncles, church and each of these was close enough to walk. Millwood has that same feel – able to walk just about everywhere needed: school, church, grocery stores, barber shops, coffee shops, restaurants, parks, library, even hardware stores! Our city is wonderfully situated on quiet streets, with fantastic small businesses. Even though we are dissected by a very busy arterial it is still easy to get to most places. Q: You always had a goal of graduating from college. Why was it important for you to follow this dream and eventually earn your degree from Whitworth in 2007? A: I do joke that it took me the longest of everyone in my family to finish college – 20 years! But persistence paid off. I started college right out of high school like so many but life took some turns. I guess it was once started, I was determined to finish. Even though it took me a while, it was definitely worth it. And I like to think I gained even greater value by getting the degree later in life; I was certainly able to apply the theory immediately! Q: You had some diverse career stops before landing at Inland Empire Paper Co. in 1989. How did that previous experience stand you in good stead by the time you began your long tenure at IEP? A: I was able to join IEP with a great background in accounting, having worked for a CPA firm in Oregon and certified in tax returns. I had done accounting for many types of entities such as partnerships, trusts, family estates, etc. and had

to get up to speed quickly when auditing an entity. A manufacturing corporation was new for me and I fully expected to see hundreds of people working in the mill. Much to my surprise, when Clyde Anderson, president of IEP at the time, toured me through the mill, I saw very few – but highly skilled – workers manufacturing these huge reels of paper. The paper mill is highly automated and it is truly fascinating to see the process of converting a waste product (wood chips) into paper. Later, after I had been at the mill a few years, they added recycled paper to the mix. Q: How much did you know about the history of the paper mill and its connection to the town when you started there and how did your appreciation of that history grow over the years? A: I was very fortunate to be able to work on our Centennial project – which involved gathering the history of the prior 100 years and working with highly talented author and video producers to develop a book and video to celebrate the 100 years of IEP. There was this realization that our current workforce was benefiting from all of the work and effort of prior generations – and that what we were doing would build the foundation for the next generation. So many of our workers were from families that had actually built and started the mill and they overcame huge obstacles – two world wars, the 1930s Depression, lack of materials – and yes, I did find out they had recycled paper and even cotton rags to make paper in the 30s and 40s. The book was titled “Challenge and Change” in recognition that each generation has their own set of challenges to work through and they are uniquely suited to solving those challenges. Q: Speaking of history, you live in one of the most storied homes in a neighborhood with no shortage of them. What have you appreciated about having an address that has such a rich legacy? A: I’m not sure there is a lot of recognition of our house simply because we are directly across the street from a truly unique and magnificent home The Rosebush House. I’m sure most people driving through Millwood think of it as the Tudor home. The Naccaratos have

done a fabulous job of maintaining this beautiful home and are so gracious when people stop and take photos. And of course, there are ties to IEP as this home was built by Waldo Rosebush, one of the managers of the paper mill. The mill was instrumental in the many unique homes built in Millwood – they had a home loan program for employees, provided building plan options and even helped dig out basements. The mill helped plant the many trees seen throughout Millwood and the city has done a great job of maintaining and improving our “urban forest” by instituting a Tree Board, becoming a Tree City USA and planting the arboretum. The city is fortunate to have employees and residents that go the extra mile and even applied for and received a grant to conduct a tree inventory in the city to insure healthy trees in our future. Q: Tell us how Millwood Better for Business group transitioned into the Millwood Community Association and what the focus of that group is now. A: Our Millwood Better for Business group was an ad-hoc group of business owners and a few residents that gathered when the Argonne Road project started. As we all know, local road work has a huge negative impact on the local businesses during construction. Our group became the point of contact for raising issues with the contractor and/or city during construction. After the project, we put on our first Millwood Daze celebration as a way to invite people back to our local businesses – we called it “Taking Back Our Street” and it was a fun day with passport and prizes to let our neighbors and general public that business on Argonne was back. Since that time, we have worked on Millwood identity. Too often, people driving through Millwood are going north to south and we are just the access to I-90. We have worked with many other groups such as the Girl Scouts who did a great job of selling tiles for our recently added gateway signs. As we started doing more activities that required fundraising, it was apparent the group needed to have official recognition as a charitable organization, so we filed in 2015 as a 501(c)(3) with the mission of promoting the quality of life of residents and to support a vibrant business community in
the city of Millwood. We do this through facilitating and conducting cultural, educational, charitable and business enhancing activities. Q: Speaking of local causes you’re involved in, what kind of impact do you think Millwood Impact has had since its formation? A: Millwood Impact has grown substantially and during the pandemic perhaps differently than originally planned. They focus on addressing unmet needs of West Valley students and families and during the pandemic was the vehicle for free weekly food distribution in the parking lot of Millwood Presbyterian Church. This year they were able to provide snacks to classrooms – that little granola bar can help increase energy and focus for growing students. As an example of cohesive efforts, WVHS students did a snack food drive to help provide granola bars and fruit cups for this project. In May, Millwood Impact was able to return to hosting the STAR Club which provides after-school programs and mentors for third through fifth grade students. They are currently providing this for students from Orchard Center on Mondays and Wednesdays and plan to add on Ness Elementary next year. The great aspect of this program is the mentoring component – mentors are encouraged to continue to meet with students even during the summer. Millwood Impact will host some summer activities to keep up the contact. There is tremendous interest in the program so I’m certain it will continue to grow and of course I would encourage anyone interested in just helping out – there will be a spot for you! Another example of cohesive efforts is Zion Lutheran Church. They have been providing before school care for some students from Orchard Center. They have taught students life skills such as making breakfast, washing dishes and making art projects. This has been a wonderful example of stepping up to meet needs. Q: I’m guessing you could write a book on this subject but in your opinion, what makes Millwood special? A: Interconnections – business, schools, churches, residents and of course our city government– each one doing their part to support, maintain and enhance our city.

Whether they’re in the pool or playing in the sand at the seashore, having someone who can help, should an emergency arise, is essential. Wear life jackets when applicable. 4. Sports Safety: Not only can injuries happen, but heat exhaustion and dehydration can happen more often in the summer months. It helps to be conditioned to the activities in which we’re preparing to engage. Warm up, stretch, gear up, go with a buddy, and remember to cool down and stretch afterwards. 5. Prepare and emergency weather kit: Summer is known for its long days, but it’s also a prime time for severe weather like thunderstorms or hurricanes. Parks and Parking see potential changes coming By Lincoln DoWright Current Contributor City Hall Building Update On May 3rd, the city received an update from Shane McFetridge, the cities special legal counsel representing the city in a lawsuit filed by the City in Spokane County Superior Court on April 27, 2020 against Meridian Construction, Architects West, Allwest Testing & Engineering, and Eight31 Consulting over construction and/or design defects that have been discovered in the City Hall building since its completion in September 2017. Mr McFetridge noted that all parties have agreed to beginning mediation and that the first session was conducted on March 17, 2022 and additional mediation sessions are scheduled for late fall 2022. In the event that mediation is not successful, trial is set for March 6th, 2023. City Manager John Hohman also brought forward and update on the expenses incurred so far for the litigation and construction fixes, noting that the City is approaching the previously established limit which included $500,000 allocated in 2019 and $500,000 in the cities 2020 budget. Mr Hohman requested an additional $700,000 in authority to get the city through early 2023 but noted that the city fully expects to be reimbursed for all such costs as part of any settlement or trial verdict. The City Council unanimously approved the recommendation. 2022 Budget Update The City Council while formally approving the 2022 city budget back on Nov 9th, the City immediately begins compiling a list of changes or modifications to the budget based upon decisions made by council and items tracked by the Accounting Department which are all put together into one or two budget amendments each year. This was the first amendment for the 2022 budget. The overall budget amendment

included $4,522,805 increases in Revenue and $6,439,111 increases in expenditures. Included within that was • $160,000 decrease in grant proceeds to reflect the actual HHAA (Homeless Housing Assistance) funds that were awarded to the City. • $23,000 decrease in expected Park and Recreation revenues for 2022. • $36,342 increase in salaries, taxes, and benefits related to the increase in city councilmember salaries based upon the Salary Commissions recommendations which went into effect on April 19th, 2022. • A move of $55,813 from the janitorial services contract to salaries, taxes, and benefits related to bringing the custodian position for City Hall in house. • $475,000 increase in code enforcement abatement costs due to several high-cost abatements that have either occurred or are planned in 2022. • $175,364 increase in expenses due to a reorganization of city staff which included a new Community and Public Works Director position. • $89,805 to replenish the Winter Weather Reserve Fund back to the balance of $500,000. • $3,593,000 transfer to the Capital Reserve Fund which represented the 2020 yearend fund balance in excess of 50% of recurring expenditures. • $273,000 increase in transfers from the Hotel/Motel Tax fund to the Tourism Facilities Fund • $750,000 for the construction of the Buckeye Ave Sewer Extension project through an allocation of CLFR funds • $560,000 expenditures for the cities contribution toward the joint improvements of the new library being constructed adjacent to Balfour Park. • $759,600 increase in expenditures related to the amount still owing for the purchase of WADOT property adjacent
to Sullivan Park. The public hearing received no comments and the City Council has final approval of the proposed budget amendment scheduled for the May 31st meeting. Grant Opportunities In March of 2022 the Washington State Department of Transportation (WSDOT) issued a call for project for the Pedestrian and Bicycle Program and the Safe Routes to School Program which aims to improve safety and increase the number of people walking or bicycling. After reviewing the cities six-year transportation improvement plan and the comprehensive plan they proposed three different projects would be the most eligible. • Spokane Valley River Loop Trail: Plante’s Ferry Park to Sullivan Park • South Barker Corridor Improvements: Sprague Ave to 4th Ave (excluding the roundabouts) • South Barker Corridor Improvements: 4th Ave to 8th Ave (excluding the roundabouts) After a brief discussion by the City Council, the priority was given to the South Barker Corridor Improvements and direction was given to not apply or the Spokane Valley River Loop Trail. Parking on Private Property The City Council continued a discussion around issues / complaints the city is experiencing around code enforcement issues focusing on how the city could strengthen regulations around parking on private property. Staff reviewed scenarios around for major categories which included junk vehicles, vehicle parking / storage on private property, camping on private property, and parking requirements for multifamily developments. Junk Vehicles have been a hot topic for the city for a number of years. City Staff pointed out that the definition of what constitutes a junk vehicle is actually defined in state law. One alternative to regulating junk vehicles would be to establish a new classification which
would be around unlicensed vehicles. And weather to reduce the number of vehicles permitted. Vehicle Parking and Storage issues had primarily been regarding non-junk vehicle storage on private property as well as RV parking on private property. The Council talked about limiting the number of parked cars on private property to 5 uncovered cars and limit the number of RVs parked on private property to 2 as well. No final decision were made but this will be the proposal as it comes forward for further discussion. Camping on Private Property, Spokane Valley currently does not have any regulations against camping on private property but the city gets complaints from neighbors around people camping on their property in either tent type cities or in RVs. The Council discussed limiting tent camping to for no more than 48 hours at a time and then also by the total number of days per year allowed. It was also discussed to limit the amount of RVs allowed to two or one with a special permit that would allow a second one. Multifamily Developments, are currently required to have 1 to 1.5 parking spaces per dwelling unit plus an additional 5% of total spaces needed to a be allowed for guests. City staff pointed out that one issue that has been coming up lately is the additional charge for covered or garage parking which isn’t always being used by the renters however is included in their parking counts during development. The City Council suggested that this requirement be upped to 2 parking spaces required per dwelling unit. It was also pointed out that this will not affect existing multi family or apartment complexes as they were already constructed but would apply to new developments. Zoning Changes The City Council approved the 2022 Comprehensive Plan Amendments which included four changes which were recommended for approval by the Cities Planning Commission. • 10506 E 10th, Changing 1.03 acres from Single Family Residential to

Multi Family Residential • 17105 E Montgomery (a parcel now owned by the City), changing .45 acres from Single Family Residential to Parks and Open Space. • Property SouthEast of 44th and Bates (parcels now owned by the City), changing 17.64 acres from Single Family Residential to Parks and Open Space. • Updating the Bike and Pedestrian Map to include the Spokane Valley River Loop Trail. ARPA Funding The City of Spokane Valley is scheduled to receive approx. $16 million in funds from the COVID recovery funding from the federal government often times referred to as the American Rescue Plan Act (ARPA). While the City had established a subcommittee to help organize potential funding projects they had only allocated $1 million of the funds so far. In anticipation of the Innovia annual meeting, on May 10th the City agreed to allocate $1 million of the ARPA funds towards Innovia’s Launch Northwest program and asked if the Innovia Executive Director or Ben Small to come and present the project to the council as a whole at an upcoming council meeting. Consensus was given by the Council with Councilmember Padden opposed requesting more details to be provided before she could support the allocation. Pavement Management Program Update In 2021 the City established a Streets Sustainability Committee which resulted in four priority focus areas with recommendations around: Prioritization of local access streets, Implementation of surface treatments, Project delivery options, and funding options. The Council focused on the Project Delivery Options first with staff proposing a different delivery method for contracting out the work related to the Pavement Management Program. City staff highlighted the difference between projects that are in the traditional capital improvement program vs projects performed within the Street Maintenance Contract. Projects within the Capital Improvement Program which requires full plans and specifications which typically result in projects which take between 4 to 6 months to accomplish and cost an average of $50 per square yard compared to 1 to three weeks to accomplish projects for as little as $15 to $20 per square yard to complete under the Maintenance Contract. Based upon the analysis provided the City Council gave consensus to establish a new unit-priced bid contract similar to the street maintenance contract for the $3 million of funding for the pavement preservation program CenterPlace With the departure of the CenterPlace
Coordinator who was the point person that help promote utilization of CenterPlace, the city staff had been having conversations on how to best represent CenterPlace and the idea of contracting out the operation of the facility was brought up by one of the valley hoteliers. The Council agreed to learning more about what a contracted operation might look like but no decision was made to date. Senior Center While the City Council reviewed the contract for the Senior Center at CenterPlace which the City doesn’t charge the Senior Center. While Councilmember Woodard wanted to have a conversation about potential other usage of that space and having a better location for the senior center. It appeared that the other city council members were not interested in discussing moving the senior center. Future of Castle Park At the end of the May 10th city council meeting, Councilmember Padden with concurrence from Mayor Haley, Deputy Mayor Higgins, Councilmembers Woodard and Hattenburg asked to consider converting Castle Park to single family residential development. Parking in Public Right-of-Way Continuing the conversation on code enforcement but focusing on how people are allowed to park cars in the right of way of a street. The City Council discussed restricting the right-of-way to prohibiting the parking of junk vehicles and well as prohibiting parking of a vehicle within 15 feet of either side of a USPS mail box. The enforcement of these regulations was discussed and is in discussion with Scope volunteers which should be coming forward soon and how much the ticket should be. Again no decision were made at this point but will be coming back for one more review soon. Advanced Agenda While it is subject to change the City Council is expected to review the following topics in the month of June: May 31st, final action on the 2022 budget amendment and the public parking and awarding a bid for the Sprague and Barker Intersection Bid Award. Also that night the council is set to get an update on the vacant parcel along Mirabeau as well as hear about signal box art wraps. On June 7th, first reading of the Police Contract and hear a report about compression breaks, new Hearing Examiner Rules, Impact Fees, and the 6 year transportation improvement plan. June 14th will be the annual city council budget workshop to start developing the 2023 city budget but also a brief meeting that evening as well to review code enforcement issues. June 21st meeting was canceled due to the conflict with the Association of Washington Cities Conference.

“Resilient” is one way to describe East Valley senior Connor Bly. The school’s ASB president battled back from two ACL surgeries and a stress fracture in soccer over four years, making it a point to support his teammates, even when on the sidelines. As a member of East Valley’s C.H.A.O.S. program – Creating a Positive Environment at School – Bly and other students focus on generating optimistic energy and engagement. “We try get as much student involvement as possible so they feel important,” Bly said. The group has coordinated a talent show and brought music in during lunch period, among other efforts. Bly maintains a 4.0 grade point average and is a member of the National Honor Society. As a volunteer, he has pitched in with custodial efforts at EV and cleanup of Newman Lake. Bly will attend Whitworth University this fall.
Shelby Swanson’s inaugural fastpitch softball season in the Greater Spokane League left more than a few opponents walking back to the dugout. The East Valley freshman pitcher tossed 95 strikeouts in 57 innings for the Knights while compiling a 4-4 record. At the plate, Swanson hit .591 with nine doubles and five home runs. She also played third base and outfield. “She’s just a good kid,” said EV coach Kelli Peckham. “She led by example, working hard and always cheering on her teammates.” In a win against rival West Valley, Swanson collected 15 strikeouts and only allowed two earned runs. “I just went out there and competed,” Swanson said of her premiere campaign. She also plays club softball for the Spokane Mudhens. Swanson participated in junior varsity volleyball last fall at EV and maintains a 3.5 grade point average.
You could say Kyle Bosch has made an impact of note n 38 years as a music educator. Bosch has spent 35 of those years in the West Valley School District and served as band instructor at Centennial Middle School since 1998. He was recently named Educator of the Year by the Greater Spokane Valley Chamber of Commerce at the Gem of the Valley banquet and, in 2015, received WVSD’s Above and Beyond award for his dedication to and leadership of students. “Kyle has done an exceptional job through music and the performing arts to challenge our students to make a difference,” said WVSD Superintendent Kyle Rydell. Bosch earned his bachelor’s degree from the University of Washington in music education and his master’s in teaching from Portland State. He and his wife Cheryl will celebrate their 40th wedding anniversary this month.

It is once again cap and gown season at local high schools as seniors prepare to say farewell to the schools that have educated and nurtured them. What’s notable about this graduation season is that it is the first since the pandemic began to go forward with no restrictions on large gatherings. While seniors in some schools will have a limited number of tickets for family members, the limits are imposed because of the size of the venue, not because families can’t sit within six feet of each other. Graduating classes will be able to walk in together and sit together as a group. Masking is not required, but those who would like to wear a mask may do so. That’s all a relief for Zachary Szymanski, who is graduating from Central Valley High School. He’s been gauging the progress of the pandemic based on his baseball seasons. In 2020, the season was cancelled. There was a partial season in 2021 and this year, baseball was back to normal. He said that gave him hope that he would be able to have a normal graduation ceremony. “Being able to have a full baseball season was reassuring that we would be able to have graduation,” he said. “My family is going to come in, we’re going to be able to celebrate.” Szymanski said his brother graduated in 2020, but didn’t get to have a graduation ceremony. He and his classmates bore the brunt of the pandemic’s effects, Szymanski said. He has been taking Running Start classes at Eastern Washington University for the last two years and will continue there in the fall. Though he hasn’t been in classes with his fellow graduates this year, he’s still planning to enjoy graduating with them. “I’m looking forward to it,” he said. “With me being in Running Start, it’s almost like I’m out of high school already. It’s an affirmation of my hard work.” It’s not just students who are looking forward to getting back to normal, but West Valley School District Assistant Superintendent Vicki Leifer said she wonders what normal is anymore. “The only normal thing we’re doing right now is that we don’t have to ask the Health District for permission to hold our event,” she said. While there have not been any restrictions on large gatherings in Spokane County for a few weeks, Leifer said there’s always the worry that a district event could turn into a super-spreader for COVID. She said the district asks anyone who is not feeling well to stay home that day.
While the West Valley High School and Dishman High School graduations will be back to what they were before the pandemic began, traditions that began at Spokane Valley High School during the pandemic will continue because people like doing it that way, Leifer said. Students in the Spokane Valley High School Core and Academy programs, a relatively small number of students, will have their graduation spread over two days, June 7 and 8, at the school. There will be a mini graduation ceremony for each individual student over the course of the two days. “They prefer that,” Leifer said. “We didn’t know that they preferred to do it that way until we had to change it.” West Valley will also continue putting celebration signs in the yard of each graduating senior and putting up social media posts highlighting each senior, both things that started during the pandemic. Leifer said that those methods of celebration are more personal. “We’ll continue some of those things,” she said. The Central Valley School District also plans to continue the tradition of putting signs in the yards of their graduating seniors. S.C.O.P.E. long time leader retires By Nina Culver

Rick Scott has retired after serving as the director of the Sheriff’s Community Oriented Policing Effort (S.C.O.P.E.) after 15 years, but don’t look for him to be sitting down with his feet up. He’s already lined up a part-time job, plans to keep volunteering with S.C.O.P.E. and is setting up side projects. “I call it semi-retired,” he said. Scott was born in Spokane but spent the first few years of his life in Montana until his father drowned in a boating accident. His mother moved the family back to the area, where their families were from, to raise her three boys. Scott said he often wonders what might have happened if his father hadn’t died and he grew up in Montana. “You wonder how things could have been different,” he said. “I could have been a sheep herder.”

In 1997, Scott began volunteering with S.C.O.P.E., which was founded in 1994. The neighborhood got a federal Weed and Seed grant, which provides financial assistance to neighborhoods to reduce crime and build community programs. The organization needed someone to oversee the grant program and Scott applied, even though it meant taking a pay cut. “I felt the passion to help my community out and keep the crime rate down,” he said.
Scott said he enjoyed getting to know the volunteers. Currently, about 70 percent of volunteers are over the age of 60. Younger people with kids at home just don’t seem to have the time for something like S.C.O.P.E., Scott said.
It was a four-year grant and when the funding ran out, the position of S.C.O.P.E. director became vacant. Scott applied and was hired. The organization was a lot bigger then, with about 600 volunteers working out of 16 stations. In recent years, the number of volunteers has been holding steady at around 300 and there are 14 stations.
It wasn’t unusual for Scott to work between 60 and 80 hours a week, but it wasn’t because being a director is necessarily time intensive. It was because he loved to go to the various S.C.O.P.E. events and help out. “A lot of that runs itself a bit, you just have to give some guidance,” he said. “I really liked working on the ground with the volunteers.”

He worked for Keytronic and IBM before taking a job at Rainier Bank, which later became Bank of America. He worked on ATM’s and computers, keeping all the electronic equipment up and running.

of accumulated comp time. He didn’t cash it out, though he did end his time as director by taking five weeks of vacation. Once he turned 70 it was time to scale back, Scott said. He wanted to stop working while he could still go hiking with his wife of 27 years, Gina, and visit his children and grandchildren in Wyoming. “That was my determining factor,” he said of turning 70. “There’s other things in my life that I have missed out on. My wife has been good about not having me around a lot.” But that’s not to say that Scott will be kicking back and enjoying retirement on his front porch. Last year he helped Linda Thompson at the Greater Spokane Substance Abuse Council apply for a grant to build relationships between law enforcement and citizens. She got the grant and Scott said he agreed to manage the program since his contacts with law enforcement make him a natural fit for the task. His brand-new business cards identify him as the GSSAC community safety partnership coordinator. “I told her I’d help her out,” he said. “I’m very excited about this. It’s county wide, so it includes the city of Spokane.” Scott said Thompson asked him to devote 10 hours a week to the task, but he’s already thinking of putting in more like 20. He acknowledges that he has to get better about setting his boundaries when it comes to work. “It’s definitely a passion,” he said. “It keeps me going. The batteries keep charged up.”
“We just did everything in house,” he said. “It was nice.”
He also wants to keep focused on trash pickup and graffiti. He always enjoyed organizing trash pickup days in Edgecliff and organizing volunteers to paint over graffiti. He plans to keep working on those projects. “Those are two of my side deals right now,” he said. “I’ll probably be doing things.”
Along the way he moved into the Edgecliff neighborhood in Spokane Valley. “At that time, Edgecliff had a pretty high crime rate,” he said. His garage was broken into, which led him to discover S.C.O.P.E. The organization has more than a dozen stations in Spokane County, including one in Edgecliff. The organization is staffed by volunteers who patrol neighborhoods and trails, do business prowl checks, provide traffic control at vehicle crash scenes and crime scenes, check homes while residents are on vacation and a variety of other tasks that assist the

Scott said he thoroughly enjoyed his time at S.C.O.P.E. and loved working with the volunteers. He looks forward to joining their ranks again. “It’s been a great time,” he said. “The volunteers are actually the soul of S.C.O.P.E. There’s so much stuff with S.C.O.P.E., so many great events, so many great people.”

CV girls soar to league, regional track titles By Craig Howard

The senior class of track and field athletes at Central Valley High School had not experienced a traditional season since their freshman year. The 2020 campaign was shelved due to the COVID-19 pandemic while last year’s schedule was reduced to five weeks in the wake of virus concerns. CV girls coach Geoff Arte said the defending Greater Spokane League champion Bears took the high road this season instead of dwelling in regret. “They could have whined and complained about what they lost but they just came back and went to work,” Arte said.

Seniors have led the way for CV this season. Cassidy Haddad was an alternate for state in 2018 and currently holds Washington’s third fastest time in the 300-meter hurdles at 46.10. She is state bound in the event as well as the 100-meter hurdles and 4 x 100 relay.
“I’m so proud of what our team was able to accomplish this season,” said Lamb, one of over 30 seniors on the squad. The season opened earlier than normal with the first practice on Feb. 25. In track, she has excelled in the mile, 2-mile, 800 meters and 4 x 400-meter relay. She set a personal record of 5:11 in the mile at the district meet. “I’m beyond grateful to have a normal senior season,” Lamb said. “My goal was just to be better than the season before.” Other seniors were keys to the undefeated campaign. Izzy Carpenter established herself as one of the top five discus throwers in the state while twins Sydney and Savannah Spraggins were stellar in the relays. Saira Schoener was a standout in the javelin and discus. Fiona Hart excelled in 100-meter, 200-meter and relays and won the 200 at the Van Kuren Invite before suffering a leg injury. On May 19-20, the CV girls – as well as the CV boys – took first place in the 4A regional meet. The Lady Bears will send a large contingent to state, including:

Spokane County Library District has expanded its service that reaches out to customers who are unable to easily visit the 11 libraries in the District. The team is now called Mobile Services. Some of the ways this team reaches out include providing books through the mail, bringing materials into facilities, and visiting communities with LINC, the new library on wheels and the latest addition to SCLD. Books by mail is a program that helps Spokane County residents check out library materials when they cannot easily leave their residence to borrow and return library books. The SCLD van makes regular visits to retirement facilities, assisted living homes, and apartment complexes, and if you are a resident, you may have seen library staff rolling carts filled with library materials into lobbies for you to browse. LINC, the new Mobile Services
kits each contain a book, activity guide, and toys or manipulatives—blocks, coins, puzzles, and so on—that help demonstrate a concept for preschoolaged children and their families. For older kids, we have added “STEM Explorer Kits” on a variety of topics, such as human anatomy, exploring the outdoors, astronomy, and robotics. You can check out an “Avista Energy Efficiency Kit” to help you track down the energy vampires in your home and save money on your electric bill. If you enjoy DIY projects and crafting, you can check out an upholstery kit, sewing machine, camera, telescope, and even an Instant Pot.

Our Project Memory items include electronic tools to help you convert older film, video, photo, and audio formats to new digital formats, such as VHS or 8mm film to digital, so you can preserve and share your memories anew.
The convenience of this new catalog can help you plan ahead to get the most out of these items (so long as items aren’t already reserved). If you want to get a good look at the annual Perseid meteor shower in August, you can reserve one of the Orion Telescopes in advance. If you are hoping to take new family photos at a summer reunion, you can reserve a DSLR camera for the event.

This election will be a little different for some of us. Every 10 years after the completion of the US Census the process to reexamine the boundaries for our elected officials districts and to change them to better match the distribution of the population. With these changes the biggest difference our community will notice is that anyone south of the city limits of Spokane Valley and Liberty Lake or East of the city limits of Liberty Lake will no longer be in the 4th Legislative District (currently represented by Senator Padden and Representatives McCaslin and Chase) but are now in the 9th Legislative District (currently represented by Senator Mark Schoesler and Representatives Joe Schmick and Mary Dye).

A second major change is with a change in a state law that changed our County Commission from having three commissioners which must reside in independent districts but elected from the entire population of Spokane County to five commissioners who not only must reside within their districts but are also elected only by their district. For us in Liberty Lake we are in Commissioner SPOKANEDistrict COUNTY4 which is currently by 2022 represented 4th Legislative Mary Kuney. For Spokane Valley District Boundary and Millwood, those living north of Sprague Ave and west of Flora Rd 7000 are now in Commissioner District 3 which is currently represented by Joh Kerns.
