Police ‘seized’ more than 600 guns in 32 months VPD pushes for record-keeping requirements for long gun sellers

Let’s talk about guns.

Yes, this is a bit of a departure from what I usually write about.

But the prevalence of guns in Vancouver is still very much a civic issue when it comes to public safety, as I learned in reading a report that went before the Vancouver Police Board Feb. 21.

Get this — the Vancouver Police Department “seized” 648 firearms between Jan. 1, 2016 and Sept. 6, 2018.

The majority were non-restricted rifles and shotguns, which have not been subject to a registration requirement in Canada since 2012.

Before I get to a quote from the report, I should tell you that I posted an earlier online version of this piece and had a retired Vancouver police officer contact me and question his former employer’s use of the word “seized.”

The retired officer, who is a hunter and sport shooter, said he would be willing

to bet “seized” also means guns surrendered during amnesty programs and collected via estate executors, or other guns turned over from owners who no longer wanted them.

As of writing this, I had not received a response from the VPD to determine whether the retired officer’s informed hunch was correct.

In the meantime, this is what the VPD is saying about long guns: “The general prevalence of long guns in Canada, together with their relative affordability and inability of law enforcement to trace them to a purchaser, makes them appealing to criminals who lack the resources to obtain illegally sourced handguns.”

So what does the VPD want to do about that?

The answer is in the report, which requested the police board approve a resolution to push for record-keeping requirements for retailers who sell non-restricted firearms. The board approved the resolu-

tion Feb. 21 and it will now go before the Canadian Association of Police Governance, a national organization that has the ear of the federal government.

The end goal for the VPD is to show their support for legislation known as Bill C-71 being proposed in Ottawa.

The Bill not only calls for record-keeping requirements for retailers but an overhaul of the background check system

and further restrictions on transporting a gun.

This, of course, has riled up responsible gun owners, including a current officer who also contacted me via email, saying: “Going after hunters, target shooters — the very people who are generally the most law-abiding — is not going to change the problem that exists with the criminal element.”

The majority of the 648

guns “seized” by police over that 32-month period were “known to bear Canadian import markings, indicating Canadian origin even in absence of registration records.”

Which means guns were manufactured outside the country and shipped to a Canadian store such as Canadian Tire or Cabela’s, then sold to a person with a valid possession and acquisition licence.

With retailers not required to maintain any records of the buyer of a non-restricted firearm such as a rifle or shotgun, the report said “investigators are often unable to establish the identity of the person who purchased or owned the firearm. This creates significant investigative hurdles to criminal charges being laid.”

The report added that a significant portion of firearms used in gun violence are domestically sourced, nonrestricted firearms, and often these firearms are obtained as a result of a break and enter.

Other guns “seized”

over the 32-month period included prohibited handguns, restricted long guns and prohibited weapons such as sawed-off shotguns.

Some antiques were seized.

Last August, the VPD and other departments displayed more than 120 guns seized from Lower Mainland gangsters targeted in Project Tariff, Project Temper, Project Triplet, Project Treachery and Project Territory.

Despite the prevalence of guns in Vancouver, the 2018 year-end crime stats from the VPD show crimes that typically involve a firearm are on the decrease. The number of homicides since 2009 has not reached more than 19 per year and bank robberies dropped from 111 in 2009 to 39 last year.

The number of “shots fired” incidents saw a high of 36 in 2009 before dropping below 30 for the years leading up to 2017, when 31 incidents were recorded.

Doctors call for ‘heroin compassion clubs’ to reduce overdose deaths B.C. Centre on Substance Use ties drug deaths to organized crime, money laundering and housing unaffordability Mike Howell

A B.C. organization whose mandate is to develop and help implement new approaches to substance use and addiction has recommended “heroin compassion clubs” be set up in Vancouver and across the province to reduce the mounting number of overdose deaths.

Dr. Evan Wood, executive director of the B.C. Centre on Substance Use, said that such a model would allow a heroin user to join what would most likely be a non-profit organization to buy medicalgrade heroin instead of relying on fentanyl-laced heroin from the streets.

“I’m going to share with you what elected officials will often acknowledge privately, but are hesitant to acknowledge in public — and that’s that the fentanyl epidemic is a natural consequence of heroin prohibition,” said Wood at a Feb. 21 news conference, where the Centre released its

report on the call for heroin compassion clubs.

In his opening remarks, Wood tied the fentanyl crisis to a spike in organized crime, money laundering and housing unaffordability, which was a first in Vancouver for a harm reduction organization advocating for new approaches to drug addiction.

“As you’ve seen, recent investigations [by police, government and journalists] have concluded that about $5 billion per year is being laundered in the Lower Mainland real estate market,” he said. “And I can say with a lot of confidence, that is just the tip of the iceberg.”

Setting up heroin compassion clubs would allow governments to control and regulate the use of heroin, while at the same time “waging economic war” on organized crime, said Wood, who emphasized such a club would only provide membership to severely addicted drug users assessed by health care professionals.

could buy heroin and you’re not a heroin user, you’re not going to be able to buy heroin [at a compassion club],” he said, acknowledging the proposal would first need federal government approval.

A compassion club member would be allowed to purchase a personal amount of heroin at a site that Wood envisions would include an

injection room, along with addiction treatment services and programs to train users on how to use the overdosereversing naloxone.

The heroin, or diacetylmorphine, would be obtained through a pharmaceutical supplier through federal government legal means and handled in a safe and secure manner similar to how pharmacies

operate. The report makes comparisons to compassion clubs that supply cannabis to members.

Cost to buy medicalgrade heroin for the user hasn’t been finalized but the goal is to make it cheaper than what’s available on the street. One-tenth of a gram of heroin sells for approximately $20 on the street.

The idea, which was inspired by harm reduction activists Dean Wilson, Erica Thomson and Ann Livingston, is in response to the unprecedented number of overdose deaths in B.C, the majority of which linked to the deadly synthetic narcotic, fentanyl.

Overdoses have wiped out almost 3,000 people in B.C. in the past three years — 993 in 2016, 1,487 in 2017 and 1,489 last year. Those numbers are expected to increase once the BC Coroners Service concludes investigations. In contrast, 183 people in B.C. died of an overdose in 2008.

The increase in deaths has come despite efforts by governments, health care

experts, harm reduction workers, police and others combatting an overdose crisis that shows no signs of abating. Governments have spent hundreds of millions of dollars in attempts to reduce the death toll.

Maryse Durette, a spokesperson for Health Canada, said in an email that the agency supports “additional options to help support the recovery of people with problematic substance use.”

“Medication-assisted treatments are an additional tool for reducing harms, providing pathways for recovery and improving health outcomes,” she said.

“Given the scope of issues associated with establishing medication-assisted treatments as an alternative to toxic street drugs, as well as the number of stakeholders involved, this work is ongoing. The report from the B.C. Centre on Substance Use will be considered as part of this work.”

Skookum Festival not returning in 2019 Jessica Kerr

Skookum, the three-day music festival that hit Vancouver’s Stanley Park last September, isn’t returning for a repeat performance this year, instead taking a year off to get ready for 2020.

Billed around the “music that moves us, the food that delights us and the art that inspires us,” the 2018 festival was dubbed an “overwhelming success” by organizers with a reported 51,000 people attending over three days. However, some attendees were critical of the event, complaining online about long lineups for food and toilets.

That said, fans of the festival will have to wait another year for a repeat performance.

“As the inaugural year required extensive planning and artists often book on an 18-month cycle, event organizers are currently working towards a 2020 return,” organizers said in a statement

In a statement on its website, the festival says: “Following a successful launch, work is already underway to bring Skookum back as an annual festival in 2020.”

Vancouver Park Board approved Skookum at an incamera meeting in July 2017.

A park board spokesperson told the Courier that organizers would have to go back to the board for approval of any future proposal.

The festival took over Stanley Park’s 17-acre Brock-

ton field complex Sept. 7 to 9 with multiple stages that saw the likes of the Killers, Florence and the Machine, Arkells and Metric perform.

There were a total of 52 stage performances, which included 25 B.C. artists and 14 Indigenous groups.

Project Territory is part of a larger police initiative, Taskforce Tourniquet, which was formed by the Vancouver Police Department in March 2017 in response to increasing gang violence in the region and has grown to include officers from the provincial Combined Forces Special Enforcement Unit of BC (CFSEU-BC), the RCMP, the Integrated Homicide Investigation Team and other municipal police departments.

Vancouver police announced Feb. 26 more arrests and charges in an ongoing investigation into organized crime in the region.

“The Vancouver Police Department continues to engage regional and national partners to combat gang crime,” Supt. Mike Porteous said in a press release. “These arrests represent the success of ongoing partnerships and cooperation at a national level, including Ottawa Police Service, to combat this serious public safety issue.”

Four men — 22-year-old Moeen Khan of Surrey, Pashminder Boparai, 30, of Abbotsford, and Mustapha Ali, 28, and Nobin Malonga-Massamba, 23, both from Ottawa — are charged with conspiracy to commit murder. Ali and Malonga-Massamba are both in police custody and are facing additional firearms-related charges.

Khan and Boparai are currently wanted on Canadawide warrants.

“We’ve been, as of yet, unable to locate them,” Acting Insp. Lisa Byrne, who is also team commander of the task force, told reporters Tuesday morning.

The arrests and charges are part of Project Territory, which resulted in a number of arrests and more than 92 criminal charges last August. At that time 92 charges were brought against 14 individuals, some

In a bid to get more students into seismically safe schools, save money on maintenance and free up other money for capital projects, staff at the Vancouver School Board have reopened the school closure debate.

In a draft long-range facilities plan released to the public Feb. 22, VSB includes an analysis of 28 schools at high risk in an earthquake that have low enrolment. Those schools are not formally being recommended for closure, but they have been identified as possibilities.

It’s all about getting students into safe schools as quickly as possible, said VSB secretary-treasurer David Green.

“The challenge is that you have declining enrolment and excess capacity,” Green said. “Not all of our schools will probably be seismically upgraded because we have too much capacity.”

The last time this topic was before the school board, in 2016 under the former Liberal government, tensions were high, to say the least.

Trustees ended up getting fired by the province and several senior staff members went on medical leaves after a contentious public meeting.

It was always inevitable the topic would rear its head again before too long — the VSB has more than 10,000 empty seats in its schools, a number that is projected to grow in the next eight years to 12,000 or even 17,000 if new schools are built. That excess room is mostly found in old, dilapidated schools that are not safe if an earthquake hits and that need millions of dollars in maintenance.

Schools that qualify for seismic upgrading are funded at the “lowest cost option,” which causes bizarre situations like that at the 98-year-old Cavell elementary where the province will pay $15.6 million to upgrade the school, while ignoring maintenance issues and a required expansion, but won’t pay $21.2 million for a new school, even though that would save $2.5 million over the coming decades.

The new draft plan is designed to address those problems, by closing some schools and developing a strategy to sell off some parts of the district’s $7.6 billion in land and buildings.

The complex, 179-page report takes each of those 28 identified schools and calculates whether there would be enough room in the surrounding schools if

that school closes. In all but five, projections to 2027 show there would be enough space.

Some of the schools analyzed in the report will be familiar to readers — many of them, such as Bruce, Queen Alexandra, Carleton, Seymour elementary schools and McBride and Champlain Heights annexes, were also considered for closure in 2010 and again in 2016.

Others were also on the chopping block in 2016, including Britannia and Gladstone secondaries, Tecumseh annex, and Dr. A.R. Lord elementary. Still others are entirely new to the list, such as Renfrew, Nootka, Grenfell, Thunderbird, Franklin, MacCorkindale, Champlain Heights, Mackenzie, Henderson, Cunningham and Grandview elementary schools, Windermere secondary and Tillicum annex.

Not all of these schools could close — since all of them are on the city’s east side, many of them are adjacent to each other. A few schools on the west side were also analyzed — Prince of Wales and Point Grey secondaries and Queen Elizabeth elementary — but the study found there would not be enough room in nearby schools if any of those schools were closed.

Cross boundary students were included in projected enrolments, VSB communications said in an email.

There’s a long way to go yet before any school closes.

First, there are several meetings to get feedback over the next couple of weeks. The Ministry of Education, which plays a pivotal role in funding seismic upgrades and new schools, also must concur with the report, something Green believes will happen.

“There is always back and forth between the ministry and the VSB about our long-range facilities plan,” Green said.

The board will vote on the draft plan in April. If it’s approved, a list of schools that would proceed to the formal consideration for closure would be created by the end of September.

There is then a process for public consultation before the board makes a final decision. In any case, no schools will close before the start of the 2020-2021 school year, Green said.

If the board had its own capital, it could avoid issues like those that have arisen about the Cavell upgrade or the Hamber replacement.

“These should be relatively simple decisions that a board could make if they had sufficient funds to contribute to projects,” Green said. “The only way we can do that is if we dispose of portions of sites or do something with Kingsgate Mall.”

Vancouver’s new city council is boring, and that’s OK

These are tough times for the media and others who closely follow the proceedings at Vancouver city council. Unless you are OK with continuously nodding off, that is.

You see, something strange happened when Vision Vancouver was swept out of office.

Watching city council got kind of boring. Delightfully so.

It is not as though you need to shotgun a can of Red Bull to stay awake when tuning in to council meetings. Important business is still being dealt with in the chamber.

It’s just that with the previous councils, like with a car crash, you could not look away. Today, not so much.

And, trust me, I am really OK with this.

It is not the preponderance of rookie motions, or the meeting agendas themselves that are inducing

a form of narcolepsy among city hall watchers.

Rather, it is because it seems that the 11 members of this council are actually working collaboratively, and the business of the city is happening slowly but surely.

Gone are the constant fireworks we saw during Vision’s near decade in power.

For example, in the four months since council began meeting I am unaware of a single cheap shot thrown by one councillor at another. By contrast, this was a regular occurrence in the Vision years.

Sure, there are disagreements on policy and approaches to solving complex problems, but these differences are being dealt with in an adult-like manner.

Something else that strikes me about the new council is the fact that all councillors get to meet with the mayor regardless of their political stripe. To his credit, Mayor Kennedy Stewart signaled early in his administration that he

would have an open door for his council colleagues.

In his nearly 10 years as mayor, a meeting between Gregor Robertson and a member of the opposition was rarer than finding a four-leaf clover. One former NPA councillor told me they never met oneon-one with the mayor even once.

Stewart’s much-ballyhooed meetings with 20

randomly selected Vancouverites were also an important, if symbolic, sign that the famous bubble his predecessor governed from has been burst.

The last mayor who might have been accused of being a bit on the dull side was Philip Owen, who governed for three consecutive terms.

Owen, for all of his tony West Side pedigree, did a good job of presenting him-

self as a man-of-the-people.

I remember how he kept his composure on live TV during monthly cable-access channel open-line town halls.

During Robertson’s time as mayor, the public’s best engagement opportunity was when he would be DJing in a night club, while wearing headphones.

Our current mayor also has a little bit of that Perry Como quality so brilliantly parodied by Second City TV, when they portrayed the crooner singing while tucked in bed under a blanket. Stewart also gives off that “Mr. Relaxation” vibe.

Again, after what we experienced under Vision, I am good with this.

And so too, probably, are the city staff who risked getting caught in the crossfire during the battles held in the council chamber. Whereas today, staff might need a triple-shot of espresso before a regular council meeting to perk them up.

If we needed a cringeworthy reminder of life

under the Robertson regime, we got it earlier this month when he posted a photo of his newest love interest on Instagram.

One would have thought announcing his next career move might have been more apropos.

It was an attentiongetting stunt by the person who still refers to himself as @MayorGregor on Twitter.

Not surprisingly, the story triggered a bout of Vision derangement syndrome all over again on social media.

I have one more takeaway from how the new city council conducts itself. It is noteworthy how strong collaboration across party lines did not require reforming the way we elect the council.

For those who tout a ward system for Vancouver as a way to improve governance, it is worth asking if dividing up the city would make council function better than it does right now, as dull as it might be to watch. @MikeKlassen

Don’t expect Speculation and Empty Homes taxes to increase rental stock Michael Geller geller@sfu.ca

Do you know the fundamental differences between the provincial government’s so-called Speculation and Vacancy Tax and the city’s so-called Empty Home Tax (EHT)? Don’t worry, you’re not alone.

According to a recent op-ed in the Vancouver Sun

by Josh Gordon, one of the architects of the provincial tax, the main purpose of the tax has been missed in the media and disregarded by critics. So, what is its main purpose? To tax “millionaire” satellite households living in British Columbia, whose income is earned abroad, and are “dodging” their income tax responsibilities. Regardless of whether the property is vacant or not.

So, despite its name, according to Gordon, the Speculation and Vacancy Tax is not intended to catch real estate speculators nor turn empty homes into rental accommoda-

tion. Rather, it is to collect money from households who are not paying their fair share of income tax.

If this is its primary purpose, you might well wonder why there are separate tax rates for B.C. and Canadian residents. You might also wonder why the City of Vancouver is now considering modifying its tax to become more like the provincial tax.

I learned this from a local journalist who asked me to comment on a city staff report that was suddenly scheduled to go to city council this week.

It was prepared in response to a council directive at the end of January to review and improve the fairness and effectiveness of the EHT. Before we look at what “improvements” are being contemplated, it is worth studying some of the results of the EHT as set out in the city report.

between 10,000 and 25,000 empty homes that could be brought into the rental market. However, according to the report, the number of homes declared vacant, without valid reason, was 1,085 in 2017 and 922 in 2018 — 525 properties were declared vacant for both years.

The city expects to receive $38 million from these vacant properties. That equates to an average of $41,215 which equates to an average

$4.1 million property. This is not going to be an affordable rental. Speaking of which, the report notes that a significant number of formerly vacant units did return to the rental stock. How many?

ments are proposed for the 2019 tax year.

These amendments include narrowing the tenancy exemption to essentially exclude non-arm’s length tenants such as family members, expanding the exemption for a place left vacant because of the owner’s death and narrowing the exemption because of a sale during the year.

Tax lawyer Noah Sarna had posted recommendations to make the tax fairer. Sadly, they were each ignored by the city.

During the election campaign, the mayor advocated for an increase in the EHT from one per cent to three per cent. The staff report recommends exploring various options such as different rates for B.C. and other Canadian residents and foreign owners, different rates for different categories of properties and rates based on the number of years a property is left vacant.

The report also recommends that future amend-

ments be the subject of further public consultation or internal analysis before a recommendation is made.

Public consultation or internal analysis?

Hopefully there will be public consultation since these and no doubt other proposals are significant and ignore those who have long questioned the fairness and efficacy of this tax.

Now, in answer to the fundamental differences between the provincial and city taxes, the provincial Speculation and Vacancy Tax is levied on individual property owners as opposed to the EHT which is a tax on the actual property.

However, what is not clear to many of us is whether these taxes are intended as a substitute for income tax, a way to catch real estate speculators, an effort to bring vacant properties onto the rental market, or simply a cash grab to generate revenues for other housing purposes. @michaelgeller

Cross section of East Van responses Re: “Public cross art has warped and ruined meaning of East Vancouver,” letter, Feb. 6.

I concur with Andrew Turner, with whom I share membership in a large tribe if not a common ancestor, in finding that ugly cross in truly poor taste aesthetically, but wonder why of all possible symbols he labels that “a symbol of oppression, war, tyranny and colonialism.” The Cross of Jesus represents “in this day and age” for probably a majority of human beings personal liberation from those forces that enslave us, peace with God and one’s neigh-

bour, the unique dignity and value of every one of us, and the hope of prevailing when we speak truth to power. That is certainly my testimony, even if I do live on the West Side.

I grew up in the East Side of Vancouver in the ’70s, and often saw scribbles of that symbol at bus stops or various locations, and I’d be willing to bet that almost anyone who printed that graffiti down would hardly be considered a churchgoer. For them the cross was simply an easy design to use to express their pride in living in the East Side of Vancouver.

Council approves detox and social houg complex East Van facility designed to address housing and addiction crises Naoibh O’Connor

Vancouver city council, in a unanimous decision following a two-day public hearing, approved on Feb. 21 a rezoning application that will allow for construction of a detox and social housing complex on a large site at Clark Drive and East First Avenue.

The City of Vancouver owns the land and Vancouver Coastal Health and BC Housing are involved in the project, which is designed to address the affordable housing and addiction crises.

Bonnie Wilson, director for inner city services for VCH, was in council chambers for the vote. She welcomed the decision.

“We’re obviously thrilled that council and this community has been so supportive of this initiative. We’re really excited to become a part of this very vibrant and diverse community,” she told the Courier.

The project includes 90 social housing units; social enterprise space for Indigenous healing, wellness and community economic development; a withdrawal centre with 51 in-patient withdrawal management treatment beds, out-patient and home-based withdrawal

management services; a sobering centre for people while they withdraw from substances; 20 short-term transitional beds; and an academic teaching, research and learning centre.

Wilson said she appreciated concerns some people raised about the project during the public hearing.

“I know that it’s hard to sometimes wrap your head around projects like this, but we will work very hard to reassure them, to answer their questions and to give them whatever information they need to help them to feel as comfortable as they can.”

Adriane Carr noted that the city had received 180 emails in support of the rezoning application and 85 against.

During the hearing, 30 speakers voiced support in person, while 14 objected.

Supporters praised the proposal for addressing

serious issues the city is facing. They insisted it would not only fit in well but be welcomed by most people in the neighbourhood, that it would help reduce the stigma surrounding addiction problems and it would enable people to get help sooner in their addiction battles and save lives.

Opponents argued it was too big and that community-scaled facilities throughout the city are preferable.

They also questioned why so many services needed to be combined in one building, that the housing units wouldn’t be that affordable and that the proponents failed to consult properly.

For the housing portion of the building, BC Housing plans to rent about 50 per cent of the units at or below Housing Income Limits (HILs) levels, while the remaining would be rented at CMHC private rental market rates. The

organization also hopes to “deepen” the affordability level if possible as the project progresses.

At current HILs rates, a household earning $41,500 would pay $930 a month for a studio. A household with an income of $43,500 would pay $1,080 for a one-bedroom, while a household earning $58,000 would pay $1,300.

The CMHC private rental market rate for a onebedroom is $1,730 for the neighbourhood, and $2,500 for a two-bedroom.

Carr said while she would also like to see the level of affordability improved, the overall benefits of the project were significant and that many of the concerns people raised had been addressed by the applicant team.

“It’s going to be an incredible addition to our community,” she said.

Before the vote, Carr tabled an amendment, which was approved, to include

a Good Neighbour Agreement in the project. Some councillors, such as OneCity’s Christine Boyle and COPE’s Jean Swanson said it would be stigmatizing, but Carr countered that it would build bridges and support within the neighbourhood.

Swanson unsuccessfully tried to get other clauses inserted -- one that would require a third of the housing units be rented at welfare shelter rates and another to ensure that all tenants who are demovicted as a result of the project would be able to return to the new building at their current rent or less. City manager Sadhu Johnston said the first clause could threaten the viability of the project, while the second was also problematic as BC Housing is required to do income testing for social housing units. Tenants will, however, have first right of refusal for units if they qualify through income testing.

But Swanson succeeded in getting a clause included that will ensure tenants who are demovicted be guaranteed suitable accommodation during displacement at their current rent or less.

She said while the project would be better had all her amendments been adopted, she still supported it.

NPA Coun. Rebecca Bligh said she hoped the facility would help people get onto the road to recovery faster, while her NPA colleague Colleen Hardwick said although she struggled with the scale of the building, at the end of the day she supported it as a way to

address the city’s housing and addiction problems.

Rob Fisher, a Grandview-Woodland resident who lives four blocks from the site, wasn’t pleased by the decision.

He spoke against it during the public hearing over concerns about its scale.

“I understand the purpose, I understand the needs that it’s trying to meet, I disagree with the form,” he said.

“I’m disappointed. I didn’t hear a lot of acknowledgement of the concerns expressed by neighbours. I heard a lot of acknowledgement of positive sentiment expressed by people that didn’t live in the neighbourhood. I am surprised that the objections of those living in the neighbourhood were acknowledged so little.”

Now that the rezoning application is approved, Fisher said opponents have no choice but to accept it.

“If people are going to go there for treatment, they’ll be welcomed. They’ll be treated as neighbours. No one wants anyone to come to harm from this. Everyone wants people who need treatment to get it. Everyone wants to welcome the people in social housing as neighbours. We want to be inclusive. Again, the objection was not to the treatment centres, it was not to the social housing. The objection was to the massive size and scale of this [project] and the objection was to the lack of true community engagement.” @naoibh

It’s unusual to see a pair of dogs — in this case Hazel and Trink — at a press conference packed with developers, real estate types and politicians. But not when you’re trying to underscore the fact a new development will be pet friendly in a city where it’s notoriously difficult to find an apartment that accepts animals.

That was the case Feb. 20 at a ground breaking for a 21-storey market rental building going up at 1500 Robson St. in Vancouver’s West End. The pooches got a frontrow seat to hear speakers,

including Mayor Kennedy Stewart, praise the tower, which will produce 128 rental units, a third of which (42 units) will be two- and three-bedroom family-sized apartments ranging from 753 to 978 square feet.

London Life Insurance Company is the owner of the project, which is being developed by GWL Realty Advisors and designed by IBI Group.

It’s one of the first rental towers to be built along Robson in decades, “in a city that’s in need of rental housing and in a neighbourhood of luxury condominiums,” according to GWL Realty, and the first rental project on Robson to be

approved under the city’s West End Community Plan, which was adopted in 2014.

Ralf Dost, president of GWL Realty Advisors’ real estate portfolio, said it’s important to create more purposebuilt rental apartments given Vancouver’s tight vacancy rate and the fact much of the existing stock is dated and in need of upgrades.

“We also know how challenging it is to make financial sense of multiresidential developments, especially in this West End neighbourhood, so all of these factors make the launch of this project today that much more gratifying,” he said.

Stewart agreed that

increasing the supply of secured market rental apartments “is more important than ever” when more than 50 per cent of residents are renters and vacancy rates are at an all-time low.

“It’s the kind of groundbreaking we all like to come to because it is helping us with our key problem of [increasing] market rentals. We need all kinds of rentals in the city — we need affordable rentals, but market rentals are also a key part of fixing our supply problem,” he said, while adding that residents have also been pushing for the construction of units big enough for families.

Rents will be at market rates “Increasing the supply as well as diversity of rental housing in our city will benefit all Vancouverites, especially young families.

I used to rent right across the street so I know how vibrant this neighbourhood is, and bringing 128 more families in here is just going to really help the local merchants.”

The highrise, located at the corner of Robson and Nicola streets, is expected to be completed in 2021.

It will feature “substantial” bicycle storage and maintenance facilities, as well as indoor and outdoor amenities, including fitness, yoga and lounge rooms, a rooftop patio and a common area for tenants on the penthouse floor.

It’s replacing a low-rise commercial building that used to face Robson, which featured a few residential units, as well as a residential building behind it that was mostly rented to international students. The 12 tenants who lived in the two buildings were relocated elsewhere with some assistance. GWL Realty Advisors provided tenants

with the equivalent of two or more months’ rent based on length of tenancy, and support with moving expenses.

It’s too early to say what rents will be in the new building, but they will be at market rates.

The average rent for a bachelor suite in the West End was $1,254 in 2018, according to CMHC data, while a one-bedroom was $1,566, a two-bedroom was $2,330 and a threebedroom was $3,368 — tough rates for the average Vancouverite to afford.

Stewart told the Courier the city is focused on ensuring both market and affordable rental units are created.

“We need rental for all income levels. I’m a renter.

My wife and I are renters, and we can afford to live in market rental housing, and that’s what we live in.

There’s lots of employment in this city that’s coming in where you have folks that have a higher income level that need this kind of housing too,” he said. “[While] our focus is going to be on making sure we maximize the number of the non-

market housing units that we have built, we also have to encourage this kind of build... That’s why I’m here at this announcement today. [It’s] because this kind of housing is also needed.”

When asked what he would say to West End residents who’ve complained the community plan bumped up land values so high that it’s pushing people out of the neighbourhood due to redevelopment, Stewart said: “The West End area plan is full of protections for folks living there now and into the future, so we just have to make sure we get the balance right.

It is these developers and these construction companies that are building all the housing in the city. We are living in a market economy.

However, we have to do everything we can to incentivise non-market housing development and get the federal and provincial governments back into the housing game so they can help us provide much more affordable units. But the focus is on rentals of all levels here at the city.” @naoibh

A rezoning application has been filed with the City of Vancouver for a six-storey mixed-use market residential building in Mount Pleasant that would include a 37-space daycare.

The project, being considered for 1940 Main St.,

also features retail space at ground level.

The daycare would be on the second level, while the strata units are proposed for the second to sixth floors.

News Analysis highlights connection between planning programs and land values Naoibh O’Connor

If you’re a property owner, it’s good to be in an area with a recently approved community plan but it’s not so great for residential and commercial renters or established businesses.

The relationship between planning and land values is illustrated in Andy Yan’s latest analysis of property assessment data.

The percentage change in total assessment values by City of Vancouver planning area in 2018-2019 was highest in neighbourhoods with relatively new community plans, while there was a decline of 10 to 24 per cent in property values on the West Side and a two-and-a-half to five per cent drop on the East Side. Parts of downtown, as well as the industrial lands in the City of Vancouver, soared in prices.

In terms of planning areas, Strathcona’s total assessment values went up by 16 per cent, as did ones in Marpole, while in Mount Pleasant and Downtown they increased by 13 per cent, the West End by 12 per cent and Grandview-

Woodland by 10 per cent.

The Downtown Eastside’s (Strathcona) community plan was adopted in 2014, Marpole’s in 2014, Mount Pleasant’s in 2010, the West End’s in 2014 and Grandview-Woodland’s in 2016.

“It’s [about] understanding the economics and land value consequences of these types of planning programs — that they invariably have an effect on land values and, in turn, the people who live

and work on them,” Yan said.

“If you look at the breakdown in neighbourhoods, you see a very distinct pattern. Downtown Vancouver is actually an interesting example… it’s all been moved into flexible zoning, in terms of it being a version of CD-1 [comprehensive development district] in one form or another, but if you look at everywhere from GrandviewWoodlands to Strathcona, these are all neighbour-

hoods that recently received a community plan.”

Yan noted that while properties in planning areas with new community plans did go up, they weren’t necessarily uniform across all zoning types in each planning area. For example, while properties in Marpole, on average, went up 16 per cent, light industrial properties in that area went up 57 per cent and one-family dwellings went down seven per cent.

While increases to assessed values are lucrative for property owners or speculators who want to sell, renters and those holding leases face significant costs.

“The takeaway is the connection between planning and land values. It really is a windfall for some property owners yet it risks being a hurricane for renters — and that’s both commercial and residential,” Yan told the Courier. “... On the eve of the citywide plan, you better have the mechanisms to shelter renters, commercial and residential renters, as well as established businesses. That is really the lesson out of this particular analysis.”

A citywide plan is the development stages for Vancouver. Its objective is to create a vision for the city and more certainty around development and land use.

Yan’s analysis is part of a series of analyses on Vancouver property values that he’s been doing in the City of Vancouver since 2009, beginning with a study of the $1-million line in singlefamily homes, which he produced while working at Bing Thom Architects.

“Since nearly every singlefamily home in the City of Vancouver is over $1 million since 2017 [which] ended that analysis, this particular examination pivots to look at all types of land use by planning area,” he said.

Yan said more research is needed to understand the consequences of planning programs and what measures can be put in place to mitigate negative consequences.

That said, he said it’s difficult to predict what will happen to land values in the future in light of the upcoming federal election, the changing global environment, the fluid finance situation, a possible increase in interest rates, the increasing difficulty in obtaining credit and the cooling down of sales.

“Basically, cheap, fast and global capital are all in flux in Vancouver. Before, when they were all lined up, that helped power the property tax increases in Vancouver but now that the alignment is ajar, what happens to land prices is going to be interesting to watch over the next year — is this a break in the weather or is this climate change.” he said.

Arts Umbrella connects with remote classrooms Northern Arts Connection brings two-way video instruction to communities across Canada’s north John Kurucz

A quick scan of Google maps suggests travelling from Vancouver to the Carcross/Tagish First Nation would take around 30 hours of non-stop driving through some of Canada’s most remote terrain.

Situated just north of the B.C. border and slightly south of Whitehorse, the remote Yukon community is roughly 2,400 kilometres away from Arts Umbrella’s headquarters on Granville Island.

Until two weeks ago, there was very little linking the 700-person community with an arts hub in Metro Vancouver. Two-way video technology has made that vast distance a non-issue.

One of Vancouver’s oldest

arts education groups, Arts Umbrella has rolled out a collaborative curriculum called Northern Arts Connection, which links instructors locally with classrooms in some of the country’s more inaccessible locations.

Two streams of programming are offered out of Arts Umbrella’s Surrey campus, covering both the visual arts and theatre.

Now operating in 40 schools across Canada’s north, Arts Umbrella’s first foray into the program began a couple weeks back in the remote Yukon community.

“We’re learning as we go, but the feedback already has been very positive,” Arts Umbrella president and CEO Paul Larocque told the Courier.

piece of a far larger puzzle that involves a partnership with tech firms Cisco and

TakingITGlobal called Connected North. Aimed at kids in both high school and

elementary school, classes have been launched across all three territories, B.C., Alberta, Saskatchewan, Manitoba and Ontario.

The focus is to deliver those classes to underserved, remote communities, with a focus on providing those lessons for First Nations learners. While other course streams focus on science, technology, math and literary studies, Arts Umbrella’s lessons will key in on visual art, printmaking, calligraphy and theatre workshops.

Connected North and Arts Umbrella partner up to develop lesson plans and curriculum. Any physical material is shipped to schools prior to the lessons starting.

Once the plan is ready to roll, a pair of cameras are set up: one faces the instructor,

the other faces the course materials.

“We’re learning how to use the technology so the experience for the students is the same as if they were in the classroom,” Larocque said.

“The instructor is virtually there and able to walk students through the entire process.”

Given the program’s infancy, Arts Umbrella’s goal is to reach between 500 and 1,000 students this year. By 2022, the number is expected to jump to 2,500 and instruction will be offered out of Arts Umbrella’s revamped digs on Granville Island.

“This is about building community and delivering profound life experiences through arts education,” Larocque said. @JohnKurucz

Plus-size models own the runway in A Perfect 14 Locally produced documentary premieres at Vancouver International Women in Film Festival

Fashion-forward, the fashion industry is not.

Wokeness might be the lifestyle choice du jour for on-trend millennials, but when it comes to topics such as body positivity, inclusion and diversity, the fashion industry still has some waking up to do.

Take longtime tastemaker Karl Lagerfeld, who died this month at the age of 85.

Lagerfeld spent decades at the helm of Chanel, and he made no secret of his disdain for plus-size models, stating in a 2008 interview, “Curvy women should not walk the runway.”

“It’s the fat women sitting in front of televisions with their pack of crisps who say slim models are hideous,” said Lagerfeld in Charles Ameline’s 2013 book The World According to Karl.

Lagerfeld might have been one of the only designers willing to go on the record with his views, but he wasn’t the only one to hold them.

The fashion industry has — explicitly and seemingly without remorse — long valued thinness. This bias is evident in print ads, on runways, in commercials and in the selection of sizes available in high-end stores.

Who’s missing? Anyone

“One of the biggest problems is that designers choose to not make clothes for plus-size people,” says Vancouver filmmaker Giovanna Morales Vargas.

“They think it diminishes their brand.”

Vargas immersed herself in the world of plus-size modeling for her film A Perfect 14. The locally produced documentary has its Canadian premiere next week at the 2019 Vancou-

ver International Women in Film Festival, and Vargas says her film is the first to cast its lens exclusively on models size 10 and up.

‘There have been other films about body positivity, and there have been other films that touch on plus-size models, but ours is the only film that’s concentrated on plus-size models,” says Vargas.

A Perfect 14 follows the journeys of three plus-size models — Vancouver-based Elly Mayday, Kerosene Deluxe from the Nether-

lands and Australian Laura Wells — as they navigate an industry that, while historically unwelcoming, might be on the cusp of change.

Vargas’s starting point was Mayday. The two had waitressed together nearly a decade ago. “She always said she wanted to be a model, and I remember people laughing behind her back because she was a curvy lady,” says Vargas.

When Mayday launched a Facebook fan page and began posting photos from her modeling jobs, Vargas

says she was inspired to lean in and learn more about plus-size modeling. “Every time I saw a photo of her, she looked like a model, because she was a model,” says Vargas. “But she wasn’t this regular model that you usually see in magazines.”

Vargas “became obsessed” and, with Mayday’s assistance, began to reach out to the plus-size modeling community to see if they’d be willing to talk about their experiences in the biz.

The result of her efforts is a film that shows three plus-size models working, navigating social media and reflecting on the challenges of feeling beautiful in a society that traditionally averts its eyes when curvy women take centre stage.

In one revealing sequence, Deluxe attempts to find plus-size clothes in high-end boutiques, to no avail.

It was difficult to find opposing voices willing to go on the record, notes Vargas — although it’s common knowledge that such voices drive the industry.

“We couldn’t make a film about a bunch of people complaining about how society doesn’t understand them, and then not touch on the other side of the topic,” she says. “We never, ever got a big designer who would agree to be on cam-

era and say, ‘I don’t want to make clothes for plus size people.’ But they don’t.”

Vargas did manage to include the story of one design student who was told she couldn’t create a plus-size collection for her final project because the idea of such a collection was unfathomable.

That said, the film doesn’t paint an entirely negative picture of the fashion industry, which is waking up to the fact models need to reflect beauty in all its forms, according to Vargas.

“Making this film, it changed my life completely,” says Vargas.

“Now I look at people and I want to celebrate them.

If we encourage humans to be who they are, they’re going to help us design and build a better society, a society that we can all contribute to.”

Manage expectations

You can check online to see which rides will be open or closed for maintenance.

You don’t want to be endlessly talking up the Pirates of the Caribbean to your kids only to find it shuttered for repairs.

Merchandise, candy and confections are everywhere in Disneyland. Set guidelines for your kids before you go, so they know what they can and cannot expect.

We allow our kids to choose one thing to take home with them. Like Aladdin in the Cave of Wonders, they do so very carefully. Unfortunately, my son chose a First Order Judicial Stormtrooper Laser Axe, which almost broke my hand the first time he hit me with it.

On Disneyland day

Disneyland opens at 9 a.m. Try to arrive at the parking lot at 8:30 a.m.

Before you even get into the park, mentally prepare yourself for five different lineups (parking, security, the tram that takes you to the front gate, ticket kiosk and main entrance). This scenario may turn you from beauty to beast before setting foot in Disneyland, but the lines all move quickly.

Once inside Disneyland,

get moving. Walt Disney designed the park like an orange tree: the roots are the square at the front entrance, the trunk is Main Street and the various lands are the branches. The park was built to be enjoyed clockwise, starting in Adventureland and moving to Frontierland, then Fantasyland and finally Tomorrowland. (Toontown is a dead end at the top of the park, but we never really make it in there, and the new Star Wars Land doesn’t open until later this year.)

I’m a nostalgic purist, so we militantly follow Walt’s clockwork orange plan. The first attraction we hit up to start our day is a 1955 original: Walt Disney’s Enchanted Tiki Room. No thrills, no spills — just a bunch of singing animatronic birds, flowers and tikis.

Now that you’ve set the right vintage tone for the rest of your day, you’ll want to get strategic. While the rest of your family joins the line for the African Cruise, run over to grab your Fast Passes for a busy nearby ride like Indiana Jones or the Haunted Mansion.

ly checking your watch like the White Rabbit, you can also get that aforementioned MaxPass, which allows you to book as many FastPasses as you want on your phone with no time restrictions.

We usually go wall to wall, from opening to closing, and by the time we’re finally trudging out of the Happiest Place on Earth at around 9 p.m., we’ve usually bagged between 15 and 20 rides, two meals, plenty of snacks and one toy per kid. After 12 hours of solid, exhausting fun, we’re finally ready to let it go. It was in a Facebook post dated Feb. 11, that Davie Street business owner Shawn Bourgeault joked about not feeling well. His close friend John Boychuk told the Courier 10 days later that Bourgeault had been struggling with a particularly nasty flu for a couple of weeks, despite having had a flu shot. Boychuk believes it was that flu that contributed to Bourgeault’s death, sometime over the Family Day long weekend.

Bourgeault was 54.

“His death was very sudden,” says Boychuk, who noted he was speaking as a friend and not an official spokesperson.

“He’d been dealing with this flu for three to four weeks and it was affecting his chest.”

Bourgeault was the owner of Davie Village Tanning on Davie Street Boychuk says Bourgeault’s mother and other family members were expected to arrive in Vancouver from Alberta last week to take care of details concerning Shawn and his estate. Boychuk adds Bourgeault was not only very close to his family, but also had a partner who lived in Edmonton.

Boychuk says an official cause of death — or even time of death — had not yet been determined at the time of the

Boychuk says Bourgeault went home Friday night, Feb. 15, after complaining to friends about not feeling well, so no one was surprised when they didn’t hear from him for a couple of days while he recuperated over the weekend. Bourgeault was found dead in his home Feb. 19.

Bourgeault was the owner of Davie Village Tanning on Davie Street and Boychuk says if there was ever anyone considered a “fixture” in the Davie Village, it was Shawn.

Besides being a longtime friend, Bourgeault had worked as a manager for Boychuk and Paul Allen at their Davie Village Banana Tans location for years before eventually taking it over and rebranding it as Davie Village Tanning.

With craft breweries trending towards more approachable beers, two styles have emerged as the big winners: hazy pales and lagers.

Hazy pale ales and IPAs seem to be getting most of the attention these days, probably because that style of beer didn’t really exist five years ago. Low hop bitterness coupled with big hop flavour and aroma make it a game changer for breweries trying to reach people who might have been initially turned off craft beer because of that 100-plus IBU nuclear hop bomb they had in 2008.

The rise of craftbrewed lagers hasn’t gotten nearly as much attention, however.

Lagers aren’t nearly as sexy as hazy pales; they don’t have the big bold flavours, the juicy fruitiness, the crazy names or psychedelic can art.

But have a look at the beer list of just about every brewery in the province right now and you’ll notice that along with the hazys, there’s a lager or two.

This wasn’t the case five, 10 years ago, for a lot of reasons. Firstly, at that point in time, craft beer was trying to differentiate itself from the macrobreweries who overwhelmingly brewed lagers. To be seen as different, they had to brew beers that were different.

Beers like IPAs, sours, Russian imperial stouts.

Secondly, there was the logistics involved.

Lagers — whether they be helles lagers, pilsners, Dortmunders, märzens, or what have you — are technically difficult beers and typically take more than a month to make — much longer than ales. Newly opened craft breweries that were struggling to keep up

with demand couldn’t afford to devote the tank space to lagers, especially when they could make a blonde ale that could kinda, sorta (not really) pass for a lager in little more than a week.

Today, many breweries have become established and addressed their capacity issues, allowing them to make proper lagers. A lot of brewers are also a lot better than they were five, 10 years ago, and feel far more comfortable brewing the style.

Meanwhile, beer nerds and the general drinking public alike have both realized something: craftbrewed lagers are goddamn delicious! They’re subtle, well balanced and endlessly drinkable.

These are all good things.

Lagers are not going to smack you in the face with big hop flavours; they’re going to gently entice you with a harmony of floral hop notes and biscuit-like malt character.

Sometimes you just want to be romanced!

Enter Four Winds’ Hüftgold. This traditional German-style pilsner is made with all German ingredients and even sports traditional blue-and-white Bavarian livery on its can.

Hüftgold was previously only available at the brewery, but the beer’s popularity and a gold medal win at the B.C. Beer Awards back in October have prompted the Delta brewery to offer it in a wide release.

There’s nothing bold or brash about this beer, nor have any shortcuts been made. This isn’t some insipid, shapeless massmarket watery sports drink masquerading as beer. This is lager as it was intended: clean, dry, subtlety flavourful and utterly without fault. It is uncompromising in its quality and exceptional in its balance.

Abby Dy, Marketing Manager of Planet Bingo on Main Street, says while there are still older fans of the game, the majority of their players are between the ages of 35 to 55. “But we also get players in their 20’s, who often arrive in groups of three or more for a fun night out playing bingo” says Dy, who notes about 60 to 70 per cent of those who frequent Planet Bingo are female.

The machines also offer personal play, which means players don’t have to take a break between games.

New players to Planet Bingo are often surprised to find out that at any one time there is often at least one jackpot paying between $10,000 and $20,000. There is also the daily chance to win $100,000 from the province-wide electronic Big Bingo game — Planet Bingo has had four $100,000 jackpot winners.

Dy adds Planet Bingo is also a place where friends are made. “A lot of our regulars come alone, but are met by many of their close bingo friends that they have developed after playing often over time,” says Dy. “Some players come specifically to pass time with their friends or family and not so much to win big. Winning is more of a bonus to them.”

Besides the demographic, another change that’s come to the game is the optional use of electronic bingo machines, which have changed the way fans of the game play. “You

Accident survivor wants ICBC cap revoked Scott Carlson says under new system his life changing injuries could have been deemed ‘minor’ Financial advisor Scott Carlson describes a serious motor vehicle accident he was involved in 17 years ago as “life altering.”

Carlson was in West Vancouver in 2002, attempting to make a left-hand turn in his pickup truck when he was hit from behind by another vehicle estimated to be travelling at between 60 and 70 kilometres an hour.

“They never hit their brakes,” says Carlson, remembering that day. “I was told later that if I hadn’t been in a truck, I probably would have died.”

The accident not only created significant injury to Carlson’s head, neck and back, it also derailed his university and career path.

Carlson adds the accident and ensuing fight with ICBC, which lasted years, also affected his mental health and he suffered from fatigue, depression and anxiety.

Carlson initially attempted to deal with ICBC by himself, but soon realized he was in over

his head. It was then he turned to a personal injury lawyer who successfully helped him negotiate ICBC. It’s because of his personal experience, Carlson is concerned about the injury cap ICBC is introducing April 1, which means the most an injured party can claim for when it comes to pain and suffering will be $5,500.

“Because a lot of my injuries were soft tissue damage and mental health, ICBC didn’t want to recognize them,” says Carlson. “It would have been better if I had broken an arm or leg, because those injuries are more clear cut.”

Carlson says anyone who needs advice about the new ICBC regulations should contact Rights Over Arbitrary Decisions for British Columbians (R.O.A.D.), a coalition of legal and health professionals fighting ICBC to have that cap revoked. As of April 1, ICBC will also have the power to assess which injuries are classified as “minor.”

According to R.O.A.D.’s website, a “minor

injury” is not a medical term — “it’s a phrase coined by the insurance industry and some government bodies to remove an individual’s right to be treated and assessed uniquely.”

“All injuries determined to be ‘minor’ by ICBC will be subject to the new injury cap regardless of an individual’s personal circumstances, or unique needs. Often it is not until months or years after a collision that the true extent of pain, suffering and/or longterm impairment becomes clear,” reads the website in part.

R.O.A.D. experts say adding insult to injury, if an individual disagrees with ICBC’s decision, the only way to challenge it is through an online system called the Civil Resolution Tribunal. That tribunal is an online dispute system developed just two years ago to help resolve disputes, such as strata-related issues.

“Many of my injuries were soft tissue damage,” says Carlson. “But I’ll be dealing with them for the rest of my life. No amount of money will give me back my health, but if this cap had been in place at the time it would have affected me too.” 

“On the wings, we’ve got Brock.”

That was Canucks GM Jim Benning after the trade deadline on Monday, expressing his excitement for the future of the franchise. He extolled their three young centres — Elias Pettersson, Bo Horvat and Adam Gaudette — and talked about the young defencemen they’ll have coming in the near future, as well as Thatcher Demko in net.

On the wings, however, he named just one player: Brock Boeser.

It was a legitimately stunning moment, as it seemed like a tacit admission from Benning that they only have one legitimate winger as part of the core of their team. Perhaps it wasn’t intentional to leave out players such as Nikolay Goldobin, Jake Virtanen and Josh Leivo. On the other hand, maybe he was right to do so.

The truth is that the Canucks seriously lack top-six wingers, either in the NHL or in their prospect system. Goldobin, Virtanen and Leivo all have question marks and might all be better suited to playing on a third line on a Stanley Cupcontending team.

The same is true of reclamation projects such as Ryan Spooner and Tanner Pearson, and depth wingers such as Antoine Roussel, Tyler Motte and Markus Granlund. The Canucks have more than enough third-line wingers, but in order to move from rebuilding to contending, they need more impact from the wings.

Add in the uncertain future of Sven Baertschi, who is still recovering from post-concussion syndrome, and it should become clear that the wings need to be as much a priority for the Canucks as overhauling the defence.

That’s troubling, because there’s not a lot of help waiting in the wings of the Canucks’ prospect pool, which got even more shallow with the trade of Jonathan Dahlen on Monday.

Now, Dahlen and his agent did request a trade, so there’s a lot to unpack in regards to how Utica handles its prospects and whether Dahlen was too impatient or entitled. For the moment, let’s focus on the aftermath: the Canucks traded away

Kole Lind’s development has stuttered in Utica, where he’s tallied just 11 points in 37 games. Jonah Gadjovich has struggled even more than Lind in the AHL. Wingers such as Petrus Palmu, William Lockwood and Lukas Jasek are longshots to even make the NHL, let alone be impact top-six players.

This is where the Canucks’ past reticence to acquire draft picks could come back to bite them. The reality is that most prospects never make the NHL, something Benning discussed in the weeks leading to the trade deadline.

“The numbers speak for themselves if you go over the history of the draft,” said Benning. “If you’re looking at the top

five picks, they have a chance more often than not to become impact players over time. But if you look at the bottom five picks in the first round, some of those guys don’t even play.”

Benning used this reasoning to justify not acquiring more picks. The opposite argument can be made, however: since most prospects don’t pan out, you need more picks not fewer, so you have a great chance at finding those few prospects that do make it. With fewer picks to fill their system, the Canucks need a higher percentage of their prospects to pay off.

With Dahlen already gone, the Canucks now have to hope that one or two of the wingers they have left in their system take big steps forward.
