More than 100 military veterans homeless in Vancouver New homeless report says 56 veterans counted as ‘unsheltered’

Some news to share on the city’s March homeless count…

A total of 108 people counted as homeless in March said they served in the army, navy, air force, RCMP or a foreign armed force before they ended up on the street or in a shelter.

The numbers could be higher because only 1,226 people responded to the survey that volunteers conducted when they approached 2,223 homeless people during the 24-hour count.

The city also acknowledges volunteers don’t find all homeless people.

The statistics, which were not available for public release when the city presented its preliminary findings in June, do not break down exactly where the person served, or for how long.

But the report, which was

recently posted on the city’s website, said 52 were counted in shelters and 56 were considered unsheltered,

which includes people who were staying in a vehicle, or sleeping on someone’s couch.

vides further detail on city staff’s presentation to council in June, was prepared by the Homelessness Services Association of B.C., the B.C. Non-Profit Housing Association and Urban Matters CCC. Back in 2016, I wrote a story about the city’s move to start tracking the number of homeless veterans during the annual homeless counts.

At that time, I reported 127 homeless veterans were counted in Vancouver during that year’s count. In the 2015 count, 95 people said they had served in the Canadian Forces.

The city began asking whether a homeless person had served in the military because data from communities across Canada suggested that a small but consistent number of veterans were homeless.

Veterans Affairs Canada requested such polling occur so organizations could understand the scope of services homeless veterans require.

Tim Kerr, director of the Veterans Priority Program Secretariat at Veterans Affairs Canada, told me at the time the agency was developing a strategy to better find and track the country’s homeless veterans.

One government study, he said, identified an estimated 2,950 homeless veterans staying in shelters across the country. No information was available on where they served, or how old they were.

Now to some other data in the new report…

As long as I’ve been writing about the city’s count, readers and others have always been curious how many people counted as

homeless came to Vancouver from other parts of the country.

In the story I wrote in June, I reported that a total of 81 per cent of 1,183 homeless people who agreed to a survey said they were living in Vancouver when they lost their home.

So that’s about 958 people.

Of the 19 per cent who weren’t living in Vancouver, 41 were from elsewhere in Metro Vancouver, 72 in other parts of B.C. and 70 from outside of B.C. The new report gives further detail on this area.

Of 979 people who were polled about where they lived prior to coming to Vancouver and becoming homeless, the statistics are as follows: 89 from outside of Canada, 156 from elsewhere in Metro Vancouver, 299 from the rest of B.C. and 435 from the rest of Canada.

Which is interesting information — even more interesting when you match up the data with 976 respondents saying they lived in Vancouver for more than one year before losing their accommodation.

The report doesn’t say for how many years, although 146 of those 976 people said they lived in Vancouver all their lives before becoming homeless.

The 2,223 people counted as homeless in March was a record-breaking statistic. In 2005, the homeless population in Vancouver was recorded at 1,364, the lowest it’s been in the past 12 years.

A Vancouver first: social housing built over firehall

“I think we’re going to actually develop something really meaningful and special. I can tell you that the rest of the Canadian fire services [will be] looking at this innovation in the city of Vancouver and what we have achieved.”

YWCA CEO Deb Bryant noted that finding affordable housing in the city is difficult for most people, but especially for single mothers.

It’s the second mixed-use complex the YWCA has worked on in Vancouver — it also has four floors of social housing called Cause We Care House above the Strathcona library branch.

“No mom should ever have to choose between paying rent or buying the necessities of life,” she said.

“At the YWCA, that’s what we’re committed to doing — to seeing women and their families thrive and having a safe and affordable place to call home.”

Andrea said she’s just happy not to be stressed about housing or to have to move far away from Vancouver and her job in the city.

“I don’t have to worry about being able to get my daughter what she needs, I can do everything for her now,” she said, while tearing up after the ceremony.

As the holidays approach, Andrea, 34, is feeling relief.

Late last week, the single mom of a 13-month-old daughter, moved into a two-bedroom apartment in Pacific Spirit Terrace at Kerr and East 54th Avenue. The apartment is in the first social housing complex in Vancouver built above a newly constructed firehall.

For Andrea, who didn’t want to reveal her last name, it represents secure, affordable housing that she can live in for the longterm.

She said she’s had difficulty getting child support, which has made finding affordable housing in this market challenging.

When she realized the YWCA had selected her application for an apartment at Pacific Spirit Terrace, she cried “tears of joy.”

“I knew this was it. I knew this was going to be my home. And it was and it is,” she said at the grand opening of the building Dec. 2.

“I’m so grateful for this life-changing opportunity.

Because of this type of affordable housing, I’m able to celebrate something more than just four walls this Christmas. I can celebrate a plethora of memories I’m going to make here with my little girl. Memories like watching my daughter tiptoe her way out of her own bedroom each morning and baking cookies with her for the first time or watching her face light up when she sees the crumbs leftover from Santa’s plate on Christmas morning.

The project — a fourstorey, 31-unit housing complex over Firehall No. 5’s two-storey replacement building — was years in the making, involving the City of Vancouver, Vancouver Fire and Rescue Services and YWCA Metro Vancouver.

The city kicked in almost $11 million to replace the firehall, as well as $6.66 million towards the housing portion of the building, while the YWCA fundraised the remaining $4.71 million for Pacific Spirit Terrace.

The total project cost was $22.37 million.

Mayor Kennedy Stewart called the project “innovative” and said it’s an example of what governments and non-profits can do together to address the housing crisis.

“We’re taking city-owned land and transforming it, not only into a muchneeded firehall, which we’re [standing] in right now, but also 31 safe, new homes for dozens of women and

children,” he said.

Pacific Spirit Terrace — named after one of the major donors, Pacific Spirit Foundation — features 28 two-bedroom and three three-bedroom units, which rent for between $520 and $1,160 per month. Rents for 15 of the units are for people on income assistance — most will pay no more than $570, while another 16 of the units have rents based on Housing Income Limit (HILs) rates for households earning between $35,000 and $73,500. Most of the women moving in will fall into the lower range.

Women leaving abusive partners are being prioritized for units. The complex includes an art and play therapy room for children who’ve witnessed violence in their homes. The building also has an amenity room and a rooftop balcony. Staff will be on hand from 9 to 5 during the week to provide residents with information or referrals and to organize tenant events.

into the construction of the building and, when there’s no traffic, fire trucks won’t use sirens until they’re two blocks away.

While a few tenants have started to move in, it’s not expected to be full until the end of December.

Firefighters, meanwhile, are expected to take occupancy of the new Firehall No. 5 on Dec. 12.

It features office space, a kitchen, a fitness room, a community and training room, as well as private dorms. There will be four shifts of four staff at a time.

First Nations acknowledged in Gastown condo building sign Naoibh O’Connor

A Gastown strata council’s interest in doing something for reconciliation was realized when members held a ceremony to unveil a land acknowledgment sign Nov. 26. Posted in the lobby of the Van Horne Building at 22 East Cordova, the new wooden sign recognizes the land on which they live is unceded territory of the xʷməθkʷəy̓ əm (Musqueam), Sḵwx̱ wú7mesh (Squamish), and səl̓ ilwətaɁɬ (Tsleil-Waututh) nations.

The developer named the building, which was built about 20 year ago, “the Van Horne” after William Cornelius Van Horne who directed construction of the railroad.

Carol Sill, the strata’s past president, proposed the idea for a land acknowledgment about a year ago.

“I was feeling that it was important to do something for reconciliation. It seemed natural that, even though we have this tiny little elected body of a strata council, which is, really, not very

significant in the scheme of things, we still do have a physical building that will outlast all of us. So it seems like the least we can do is to have a land acknowledgment,” Sill told the Courier.

The strata council consulted with several experts, including Patricia Shaw and the First Nations and Endangered Languages Program at UBC, before settling on wording, using the First Nations Unicode font developed at UBC. When installed on a computer, the Unicode font allows the user to see and type certain characters used in First Nation languages.

Sill isn’t aware of any other condo buildings that have taken a similar step, but she hopes more will follow suit.

“I would love to see other buildings anywhere in Vancouver, but particularly Gastown, take this up.

We’ve done all the legwork.

We’ve figured out what to say. It’s all there. All they have to do is make signs for themselves,” she said.

Beverley O’Neil, a member of the Ktunaxa First Nation, has lived in the building since it was built.

O’Neil said she respects the relationship she’s had with the Musqueam, Squamish and Tsleil-Waututh for the 25 years she’s lived in the city, and admires how “generous they’ve been with their hospitality.” While on the board for Tourism B.C., she also worked with the three nations on a number of protocol initiatives.

Although O’Neil sits on the strata council, she told the Courier she deliberately refrained from being involved in discussions around the land acknowledgment proposal.

“I recused myself from conversations on it. I felt it was important for the council to make this decision without my involvement…

I wanted to make sure that I wasn’t in the meeting to convince them of something that was morally right to do.

I think it’s important that the council chose to do that without a First Nations person convincing them that it was the right thing,” she said.

Last week’s ceremony included elders from the three First Nations — Gail Sparrow from the Musqueam, Bob Baker from the Squamish and Carleen Thomas from the Tsleil-Waututh.

Thomas said she was surprised when she heard about the strata council’s decision to post the sign.

“But I was also encouraged to know that Canadian citizens out there are really taking time to learn about the places that they live,” she said. “The acknowledgment means a lot moving forward in rebuilding this relationship between Indigenous nations and the metropolis called Vancouver.”

Thomas added she’s pleased strata members took it upon themselves to take this step.

“They had enough knowledge to know that this was important — to recognize and honour and acknowledge the Indigenous

peoples that were displaced from their homelands and waters… the strata council, right now, can’t go back and change that, but acknowledging what their responsibility is in coming to reconciliation — it’s important.”

Land acknowledgments by official bodies such as the City of Vancouver have become increasingly commonplace, especially after Vancouver was designated a City of Reconciliation in July of 2014.

Staff at the city couldn’t pinpoint when land acknowledgments started, noting some politicians and city representatives took it upon themselves to do so prior to 2014.

In recent years, some city spaces have been renamed — the Queen Elizabeth Theatre plaza is now known as šxʷƛ̓exən Xwtl’a7shn, while the Vancouver Art Gallery’s north plaza is now known as šxʷƛ̓ənəq Xwtl’e7énḵ Square.

On Nov. 26, city council proclaimed the international year of Indigenous languages.

City council approves plan to encourage rental development Naoibh O’Connor

Vancouver council approved, at a Nov. 26 council meeting that ran well into the evening, a host of measures aimed at improving Vancouver’s rental housing market.

They include rental-only zoning, allowing up to six storeys in commercial zones not already covered by community plans, a new housing pilot program to permit four to six-storey buildings close to schools, parks and shops, policies designed to address affordability, and a partnership with CleanBC to enable renovations to existing rental buildings while keeping tenants in place.

Council voted in favour of the measures after listening to a parade of speakers who spoke for and against recommendations outlined in a 236-page staff report, which stemmed from a review of the city’s rental incentive programs.

Speakers included Vancouver residents, representatives from the Urban Development Institute, several developers, LandlordBC and non-profit housing developers.

Few purpose-built rental apartments were built between 1980 and 2009. Al-

though 8,700 rental housing units were produced over the past decade, the city still isn’t meeting its targets.

Citywide, the vacancy rate sits at close to zero — it’s at 0.8 per cent.

The City of Vancouver launched several rental incentive programs in recent years to encourage rental development, including STIR (Short-term Incentives for Rentals), Rental 100, and the Affordable Housing Choices Interim Rezoning Policy. Most recently, the city initiated the Moderate Income Rental Housing Pilot Program (MIRHPP).

The programs enabled developers to qualify for incentives such as increases to height and density, parking relaxations and development cost levy waivers.

Critics argued the programs aren’t creating units with rents that are affordable to average Vancouverites.

But studies from independent consultants hired by the city as part of the review concluded incentive programs were “absolutely necessary” to create new rental housing, they’ve already produced hundreds of units, and more incentives were likely needed to bolster supply.

separate clauses in a larger overall motion. Rental-only zoning will allow six-storey rental buildings in commercial zones not already covered by community plans. Rental projects in these areas won’t need to go through a rezoning process.

These commercial districts have also been added to the Rental Stock Official Development Plan, which is designed to protect existing rental housing units.

Rental-only zoning will be used as part of a pilot in areas 150 metres off main arterial roads near schools, parks and shops. Projects will still have to go through rezoning but will use a standardized template for buildings, which the city expects will cut six months

off process times.

The program that will enable renovations of existing rental buildings is a partnership between the provincial CleanBC program, LandlordBC and the city. It aims to support major high-cost structural and green building upgrades, while keeping tenants in place. Council approved a $1.5 million grant to LandlordBC to implement the pilot, which will also get a $1.5 million matching grant from CleanBC. Council will also continue on with its Moderate Income Rental Housing Pilot Program, which is geared toward creating some units affordable to households earning between $30,000 and $80,000. The city is

allowing 20 projects under the pilot. The timeline for consideration of the projects has been extended until January 2021.

Public hearings for the first three projects under the MIRHPP take place in December.

In a Nov. 27 press release, Mayor Kennedy Stewart praised all the approved measures.

“Vancouver residents told us loud and clear to take action on the housing crisis so that’s exactly what we’ve done,” Stewart said. “Together, these policies could help build upwards of 8,000 new rental homes over the next seven years, including nearly 5,000 homes geared to middle-income households, helping more of our friends and neighbours stay in Vancouver.”

Most, but not all, councillors were on board with the majority of the measures.

OneCity Coun. Christine Boyle said she was “excited” to support the report in full as housing and climate pieces were “woven together,” and it will create more rental homes across Vancouver.

“Rental housing is residential housing. It belongs in all of our neighbourhoods, so I’m excited about the lowdensity transition zones,”

she said before voting on the measures. “I would have been happy to see them be twice as big as they’re being proposed but I know [those] will be conversations we have in the city-wide plan, so I will wait to have that there. But I think one block off our arterials is the way we need to go so renters also don’t have to live on our busiest streets.”

NPA Coun. Sarah KirbyYung said she liked that the report attempted to create more equity between housing types.

“I don’t think renters should be less than homeowners,” she said.

NPA Coun. Colleen Hardwick argued that opportunities for increasing rental housing should be dealt with through the citywide plan. She said there was not enough time, notice or public consultation given to consider the 236-page report, and that the current council was elected to do things differently than the previous council.

Hardwick added that she was concerned the measures would undermine the citywide plan, that they fail to address the needs of people already here, that there’s a bias towards new construction, and that the incentives will put existing rentals and character homes at risk.

Get a room: Speed dating for renters comes to Vancouver Inaugural Speed Roomies event happens Dec. 10 in Gastown John Kurucz

The first rule of roomie club is that you most definitely talk about it.

You talk about where you want to live, who you want to live with and the kind of lifestyle you lead.

These are the basic tenets behind Speed Roomies, an event that’s equal parts social mixer, icebreaker and a new way to combat old problems in Vancouver — finding a place to live.

The event makes its first stop in Vancouver Dec. 10 at the Pint pub in Gastown, pairing “room havers” with “room seekers” in a ridiculously easy format.

Colour-coded stickers are given to each person representing what they have and what they want. Each group has different coloured stickers depending on their needs.

A second sticker contains room prices, neighbourhoods, budgets and lifestyle preferences: those who prefer to live with smokers — cigarettes or doobies — pet friendly accommodations, or other homes full of teetotallers.

From there, Speed Roomies’ involvement in the whole deal is done, and it’s up to the two parties to figure out everything else after the fact.

Speed Roomies is merely the middle man in the transaction.

It’s the brainchild of 27-year-old Greg Wheeler, who lived briefly lived in Vancouver up until the spring.

He’s now in Toronto, where his assessment of the rental market there is “insane.”

How about Vancouver, where rental vacancies have hovered around one per cent for what seems like forever?

Also, “insane.”

This, coming from a guy who lived in London, Eng. for two years where rents and availability are “way worse” than anywhere he’s lived in Canada.

Wheeler staged his first Speed Roomies event in Toronto earlier this year and suggests 50 to 65 per cent of participants left with some semblance of a match.

“A lot of people, for the most part, report some level of success,” Wheeler said.

“They’ve made contact with a number of people.”

The idea was born out of Wheeler’s frustration while trying to find a rental in London. Vacancies would go up on message boards, and landlords would conduct mass interviews with dozens of people in one shot.

“It’s very, very tough to try and distinguish yourself from all these people,”

City council must rein in its big-spending 2020 budget Proposed 9.3 per cent property tax increase is more bucks, less bang Mike Klassen

At the end of the month the year 2020 arrives. So get ready for a lot of bad puns about vision — 20/20, of course, refers to the measure of visual acuity, or sharpness of vision.

For Vancouver taxpayers, however, the outlook can be clearly summed in one word: “expensive.”

That’s because the proposed property tax increase of the draft budget, including the cost increases for utility fees from Metro Vancouver, is a recordsmashing 9.3 per cent.

You are forgiven for feeling light-headed upon hearing this news.

Vancouver’s new megaspending budget will be the first full expression of this city council, as they had rubber-stamped the previous one left by the Vision council.

The proposed 9.3 per cent budget increase therefore belongs to Mayor Kennedy Stewart and his 10 councillors — unless

something miraculous happens between now and the beginning of the fiscal year in April, that is.

Instead of a thoughtful deliberation with the public on spending priorities, the city seems hellbent on ramming it through before the holiday season.

Council must demand more time for a thorough budget review.

The mayor came out recently defending the increase. Naturally, he did so by positioning it as a way to increase budgets for police and firefighters. The current budget includes hiring 25 new police officers and 30 new firefighters, with the VPD budget increasing 7.3 per cent since 2019.

While more cops and firefighters make for convenient politics, should we not be debating these increases in the face of the city’s many years of plummeting crime statistics and the broad implementation of fire suppression systems in buildings?

relates to the failure to address the opioid crisis and demand for street drugs, which is a problem that deserves a separate solution than just hiring more first responders. Read my earlier column on the Swiss model for an approach on how to deal with it.

Councillors Adriane Carr and Christine Boyle have also publicly endorsed jacking up our taxes, both

arguing that Vancouverites are getting such a good deal we should be happy to pay more. Whether each of them has enough political capital stored up to withstand disgruntled city taxpayers will be borne out in the next election.

The average salary earner in our city would be lucky if they are getting an annual two per cent cost of living increase like most public

service workers. Put your hand up if your boss just gave you a pay increase just shy of 10 per cent.

How we arrived at the 9.3 per cent rate is not hard to explain. Under Mayor Gregor Robertson’s watch, the city drifted away from the principles of fiscal prudence. Remember all the stories about the bloated communications staff costing us millions? More than likely it was just the tip of the iceberg.

A decade ago, Vancouver was in the throes of a sudden global economic downturn, and the city responded with a short-term hiring freeze. It also conducted an overdue “core review” of services to find ways to harmonize work being done by multiple departments.

No one on council — and most certainly not the mayor’s office, which has the budget and staff to shape council’s agenda — is proposing an operational review of the city’s bureaucracy. How will anyone know if the city is getting the best bang for its buck

without one?

While in other parts of the world local governments are innovating by adopting 21st century smart technology and machine learning, Vancouver still has a horse-and-buggy approach to services such as permitting. The backlogs in those departments are said to be driving up the cost of building housing here.

Where is the City of Vancouver’s innovation agenda, and why isn’t council asking that question?

Another financial risk the city faces that no one wants to talk about is the fact approximately 10 per cent of Vancouver’s budget goes to debt servicing, at a time when interest rates are at record lows. If and when interest rates rise, taxpayers will get a double whammy as the city tries to contain costs.

This council loves to talk about how unaffordable our city is. Let’s see what they do with the one tool they actually have to make it more affordable. @MikeKlassen

Timing of new rental housing proposals questionable Michael Geller geller@sfu.ca

Last week, Vancouver passed several significant policies to promote the development of rental housing.

They included “prezoning” for six-storey rental buildings along main streets; allowing rental buildings on single-family lots in “transition zones” near main streets; continuation of the Moderate-Income Rental Housing Pilot Program (MIRHPP); and streamlining the approval process.

In general, I support these initiatives. However, the timing of some proposals as the planning department embarks on an extensive and expensive city-wide planning process is questionable.

Staff appeared to acknowledge this by calling their presentation “Action While Planning.” LOL. These new policies will now be further developed and brought back to council for public comment before final approval. In the meantime, here are some initial observations.

Pre-zoning for six-storey rental buildings along main

streets so that every project does not have to go through a lengthy and costly rezoning is a good idea. However, a similar approach should be adopted for all the developments along the Cambie Street Corridor, since despite the approved overall plan, every project must go through a separate rezoning.

Allowing four-storey rental buildings on singlefamily lots along and near main streets is also a good idea. However, I would like to see greater encouragement for townhouses and stacked townhouses by offering them the same density as apartments.

One program does concern me and other West Side residents. It is the moderate-income pilot program.

Creating more affordable rental housing for moderate income residents is an excellent idea. However, this program, like the initial STIR program, is poorly conceived since there are no applicable planning guidelines establishing what additional height and density might be acceptable.

with their neighbourhoods, including the 28-storey 10.5 FSR proposal at Broadway and Birch. Its density is three-and-a-half times of that currently permitted along West Broadway.

While higher densities will no doubt be approved once the Broadway Plan is approved, this is one action that should await planning.

Streamlining the rezoning and approval process is much needed. However, this has often been promised without results. Kaye Krishna, the city’s former

general manager of development services buildings and licensing, once proposed the equivalent of a “Nexus Lane” for experienced and qualified architects and developers. We are still waiting for it.

The staff report acknowledges that, notwithstanding higher densities, many developers will not build rental projects in Vancouver if annual tax and operating cost increases exceed permitted rent increases.

This is particularly true if Vancouver’s proposed 9.3

per cent property tax and fees increase is approved.

While these policy changes will ultimately result in more rental housing, they will not help the poor souls who slept outside in the freezing cold last night.

Sadly, there are more homeless people on Vancouver streets today than in 2008 when a former mayor promised to end homelessness.

The successful modular housing program has accommodated approximately 650 formerly homeless people, providing both shelter and support services. But it is expensive, and other solutions are required.

In addition to building more permanent housing, some people could be housed in existing suites with support services. Institutional care is needed for some suffering with mental illness and more drug treatment facilities are needed. Family reunification programs could benefit some homeless people wanting to connect with relatives or friends.

Creating more shelters is another short-term solution.

However, many existing shelters do not offer a place for residents to lock up their possessions or an address

for those seeking employment.

Sadly, and I hesitate to write this, new mini-storage facilities often offer a better standard of accommodation than some shelters.

Another short-term solution would be to relocate modular structures from northern work camps or purchase new buildings offering rooms with shared or private bathrooms, along with kitchens, dining and gathering spaces.

While these buildings can be ugly, they need not be.

They can be “wrapped” with attractive designs and landscaped to improve their appearance.

To decrease the likelihood that these buildings become permanent, they could be located on privately owned properties awaiting redevelopment, with property tax relief for the landowners.

While many will question this solution, it would seem preferable to allowing the homeless to sleep in park tents or at Georgia and Granville.

Think of it as another example of “action while planning.” @michaelgeller

‘Useful’ discussion of DTES appreciated Re: “Build a Downtown Eastside for all people to live in,” Nov. 28.

Mike Howell’s article on the Downtown Eastside with Michael Clague’s comments are a useful discussion of the area. Many of the people who live there did not originate there, but come from all over. People with problems are often not welcome in their own communities, as Joel Motherwell pointed out. The support and help that they need are not available at home so they end up where the services are — the Downtown Eastside.

For some it becomes a community and works well, for others it’s very bad news. A small fortune is spent there daily, and not nearly enough anywhere else. Such an unbalanced system will always have problems.

For those who are mentally ill, it is difficult to get the care they need. When the big mental institutions were closed, the in-

For example, local government taxes on an average Vancouver house (2002 assessment: $292,200) increased 4.9 per cent annually in 2002-2016, rather than the two per cent quoted in the article . Annual inflation for Vancouver during this period averaged 1.4 per cent. Current inflation is 2.4 per cent.

Downtown Eastside

The Downtown Eastside.

It is, without question, the city’s most challenging neighbourhood.

It is the epicentre for drug addiction, for violent crime, for homelessness and acrossthe-board poverty.

Those are longstanding, unfortunate facts.

But the Downtown Eastside is also a vibrant community for people who live there, work there and visit the area, which technically includes Chinatown, Strathcona and Gastown.

Anchored by the Carnegie Community Centre at Main and Hastings, which has for decades served as a living room of sorts for residents, the neighbourhood is home to historic buildings and streets, popular restaurants and live music venues.

For many people though, those two words put together — Downtown and Eastside — conjure up images of visible drug use, street disorder and questions about how such a rich city has ignored its most vulnerable.

The Pivot Legal Society, which has a long history of acting on behalf of marginalized people, has called it “one of the most concentrated districts of poverty, illness and addiction in the world.”

Mayors, premiers and prime ministers — previous and current — were and continue to be keenly aware of the need to do better in what has long been a political minefield for politicians.

This year, as the Courier reported over many months, the neighbourhood again made news for all the wrong reasons, set off largely by the growing homeless camp in Oppenheimer Park.

We wrote stories about business operators and music venue owners complaining about street disorder and the detrimental effect on business.

We reported on the escalation in violence and shootings, and kept track of the number of people who continue to die of drug overdoses.

We talked to tourists about their impressions of the neighbourhood. We wrote about the city’s bid to expropriate the Balmoral and Regent hotels from the Sahota family.

We interviewed Philadelphia Mayor Jim Kenney about his visit to the Insite supervised drug injection site on East Hastings.

We talked to the organizers and artists behind the DTES Alley Mural Project and their attempt to make a bleak backstreet known as “Crack Alley” a little less grim.

We wrote about another record-breaking homeless count — 2,223 people counted in March — and how much of the population is concentrated in the Downtown Eastside.

We heard former Musqueam Indian Band chief Wendy John talk about her concerns related to the Downtown Eastside and the ripple effect it was having on life on the band’s reserve in South Vancouver.

And we continue to write about the Oppenheimer Park tent city, which reached its one-year anniversary mark in October, and is where a Texas murder suspect lives as he awaits possible deportation.

It is that range of coverage which led the Courier’s editorial staff to choose the Downtown Eastside as our Newsmaker of the Year in 2019.

The neighbourhood and the news generated by it was considered more newsworthy than any other event or development in Vancouver we covered over the past 11 months.

That’s not to say there were no contenders.

coupled with marches that attracted thousands to the streets, including one featuring Swedish teen environmental activist Greta Thunberg, was among the considerations for Newsmaker of the Year.

So was the federal election campaign and its results, which, despite significant shifts across the country, saw every Vancouver incumbent re-elected, including Liberalturned-independent Vancouver-Granville MP Jody Wilson-Raybould in a tight race.

The closure of automotive repair shops around the city and the mass exodus of businesses along South Granville also factored in the Courier’s deliberations for what topped the news this year.

The demise of businesses was also evident in the arts community, as we learned in the stories we wrote about the closure of art spaces, including Clark Drive Studios after 17 years in business.

Tax and rent hikes led to the closures.

Though losing longtime businesses adds to the narrative of an increasingly unaffordable city — a previous Newsmaker two years running — it was the Courier’s news coverage of the Downtown Eastside that dominated our pages and website this year.

‘Levels of violence we have not seen before’

It really began when Daryl Nelson and his sister, Lindsay Thomas, of the familyrun Patricia Hotel in the 400-block East Hastings complained July 18 to the police board about the increase in public disorder outside their doors.

They told the board of an increase in vehicle break-ins in their parking lot and an escalation in “levels of violence that we have not seen before” towards their staff.

“This is also an issue that has unfortunately been observed and commented on regularly [on travel websites] by travellers that we accommodate throughout the year,” Nelson told the board, which is chaired by Mayor Kennedy Stewart.

The mayor’s response to the Courier after the meeting was the problems on the streets were “all related to housing in the end.”

That’s why, he said, he and council were working to create more housing and lobby the provincial and federal governments to provide money to build homes for people in need.

“That’s really what going to help people here — is to get housing that has the wraparound support services that we need,” the

mayor said.

Police Chief Adam Palmer, standing next to Stewart, agreed: “Housing is key.

Get them off the streets and give them a decent place to live.”

‘What’s tolerable to us, should not be tolerable’

The absence of affordable housing, particularly for people with low or no incomes, is most evident at the Oppenheimer Park homeless camp a few blocks from the Patricia Hotel.

As the summer progressed, the tent city’s media profile increased as the park board general manager issued an unsuccessful order for campers to vacate the park.

The mayor then requested temporary jurisdiction of Oppenheimer from the park board, but commissioners rejected his request. Stewart said he had a plan for the camp, but has still not said if it involves a court injunction.

Palmer, on the other hand, supports a court injunction.

The park board, meanwhile, wants the mayor to create a task force to deal with issues of poverty across the city, not just at Oppenheimer, which police have said is the new Main and Hastings.

Deputy Police Chief Howard Chow made that statement at a park board meeting in September in reference to the number of police calls to Oppenheimer — 704 between January and August, a significant increase over the 383 answered the previous year.

“Nowhere else in the city would you see this, and we’re talking about very serious types of calls — shootings, weapons calls, firearms calls, overdoses, sex assaults,” Chow said at the time.

Campers who spoke to the Courier in October downplayed the level of crime in Oppenheimer, with Amanda Whitefield saying: “We watch out for each other, and I don’t feel any more at risk being here since the day I showed up in the Downtown Eastside four years ago.”

The street disorder, which was noticeably greater along the Hastings corridor than previous years, is a point Mo Tarmohamed raised when we spoke to him in September.

“It was somewhat tolerable before, but that’s because we’ve normalized it so much,” said Tarmohamed, who owns the Rickshaw Theatre near Main and Hastings.

“What’s tolerable to us, should not be tolerable. It was bad eight years ago, and

even then I thought it wasn’t normal. Now it’s 10-fold worse.”

‘It’s not magic’

How does it get better?

A couple of weeks ago, we received an email from Michael Clague, the former director of the Carnegie Community Centre.

Clague also served as co-chairperson of the Downtown Eastside Local Area Planning Committee.

Attached to his email was a “prescription” to improve life in the Downtown Eastside (DTES). He titled it “It’s not magic.”

He listed seven priorities.

Here they are: 1. Build shelter-rate housing in the DTES and throughout the city.

2. Raise the shelter rate allowance.

3. Give those currently living in the DTES the option of remaining in the community or relocating to elsewhere in the city.

4. Provide social and health supports within a continuum of care 24/7 in those residences where they are required for the welfare of residents.

5. Provide safe custodial residential care for residents whose condition is such that they are at risk to themselves and to others.

This means that people at risk for self-harm and for harm to others are voluntarily and involuntarily living in supervised residences for designated periods of time to ensure they have the best available health care. Advocacy and legal guarantees are designed so that their inherent rights and liberties are respected.

6. Remove restrictions on access to addictive drugs (decriminalize).

7. Design and provide culturally relevant programs and services, especially involving the large Aboriginal community.

In his email, Clague acknowledged he wasn’t breaking new ground with his prescription, pointing to the many residents, reports and studies calling for action over the years.

“The ingredients for changing conditions for the better in Vancouver’s Downtown Eastside are well-known and proven,” he wrote.

“To be sustained, they do require systemic change in policies and practices. And they do require new and re-allocated resources.”

The implementation of any of this — getting the prescription filled, if you will — remains an open question that only politicians can really answer.

Teen environmental activist Greta Thunberg put world leaders on notice Oct. 25 in a hard-edged speech that echoed across an overflowing plaza of her peers gathered outside the Vancouver Art Gallery. The Swedish 16-year-old’s blunt criticisms aimed at world leaders about a planet headed for extinction occurred after a climate strike march Sept. 27 that attracted tens of thousands of people to city hall and downtown. Two weeks later, a group called Extinction Rebellion r shut down the Burrard Bridge in the name of fighting climate change. The same group organized two subsequent protests, clogging downtown streets for hours. The marches came as city council adopted a set of “six big moves” to fight climate change, including ensuring space and water heating systems installed in new buildings and those replaced in existing buildings are zero emission.

All of Vancouver’s MPs retained their seats in the federal election, but Jody Wilson-Raybould in Vancouver-Granville was the only one to do so without the support of a party. She won a narrow victory after taking a gamble earlier this year to run as an independent candidate in a race she won handily as a Liberal in the 2015 election. Mayor Kennedy Stewart, who suggested during the campaign that Conservative leader Andrew Scheer would be “a disaster for the city” if elected prime minister, called the

Liberals’ re-election “great news for Vancouver and I expect the new government to deliver on affordable housing, safe supply and a SkyTrain all the way to UBC.”

In October, South Granville businesses Ouisi Bistro, West Restaurant and women’s clothing store Plum announced closures. The Courier counted 25 for-lease signs during the reporting of the story. Skyrocketing property taxes, fractured lease negotiations and minimum wage increases were factors in their demise. In April, the Courier learned of six auto repair shops from Cambie to Kingsway going under or moving elsewhere.

ART SPACE LOSS

Clark Drive Studios, Renegade Studios, Acme Studios, Merge, INDEX, 333 and SBC Restaurant — all closed this year. It’s part of a continuing trend in Vancouver, with Richards on Richards, the Columbia, Picadilly Pub, the Media Club and the Brickyard, among many others, having closed since 2010. A report from the Eastside Culture Crawl found that 78 per cent of more than 300 artists polled said they plan on moving because rents are going up or the building they rent is being redeveloped. In another report, city staff reviewed property taxes of 11 studio sites and found an average tax increase of more than 77 per cent over the past five years.

Why is it that the weeks leading up to Christmas and Hanukkah seem to fly by at warp speed?

One day it’s Thanksgiving and the next we’re counting down the Fridays until the holidays with Facebook memes featuring Will Ferrell as Elf. (By the way, Best.

Christmas. Movie. Ever.)

And with so much going on — the shopping, wrapping, baking, parties, kids’ and grandkids’ concerts and events, church, the entertaining, visiting with family and friends, not to mention everyday life, including work, laundry, meals, etc. — it’s easy to forget the holidays are

supposed to be about spending happy times with loved ones. (OMG, I’m starting to have an anxiety attack just thinking about it.)

Merry Christmas and Happy Hanukkah to you all.

To be truthful, I have a love/ hate relationship with the holidays. I love the lights, the kids, the socializing with family and friends, but I’m not a fan of having to fit in so many extra errands in the little spare time I have.

Which is why, at least one

night in December, you’ll find me drinking eggnog and wrapping presents until midnight.

Market or taking visitors to see the largest Christmas tree in Western Canada at the Vancouver Art Gallery plaza.

Even if you don’t celebrate Christmas, it’s almost impossible to survive the month of December without getting drawn into some kind of holiday festivity.

To help with some of that planning, in this edition of Lifetime I’ve included a fairly extensive list of holiday events and markets I’m hoping will fit in with your seasonal schedule, whether that’s taking the grandkids to see Canyon Lights at the Capilano Suspension Bridge, an evening at the Bloedel Conservatory, perusing the Vancouver Christmas

I’ve also included a story about a new exhibit at the North Vancouver Museum and Archives written by my talented colleague Jeremy Shepherd from the North Shore News, highlighting the Second World War efforts here at home, particularly by the women, which includes some interesting vintage images.

The home front New exhibit looks back at wartime, women and the days when JELL-O powder was a sugar substitute. Display mixes cold facts, warm memories.

In the event a swarm of fighter planes filled the North Shore sky and started dropping bombs, women were asked to remember six words.

“Keep cool and don’t get excited,” the air raid handbook for women recommends. “If you are caught in the open without shelter, lie face down on the ground and protect the back of your head with your handbag.”

That advice is included in the North Vancouver Museum and Archive’s new exhibit: Women & Wartime: Defending North Vancouver 1939-1945. While the Second World War never came closer

As a little girl who was new to North Vancouver, Darlene Jacobi remembers searchlights probing the darkness for an enemy.

Born in Flin Flon, Man., Jacobi moved to North Vancouver as a child. Her uncles joined the army “even though they were supposed to be Mennonite pacifists,” she explained.

“But nobody came to bomb us,” she reported in a 2011

got a job at Burrard Dry Dock and the family lived in a wartime house near Fell Avenue, a neighbourhood dubbed Skunk Hollow.

“In a certain season, the scent came out, and all the neighbours laughed and laughed at our garden of skunk cabbage,” she recalls.

Former District of North Vancouver mayor Murray Dykeman remembers the 1940s as a time when cars were scarce, churches doubled as community centres and bacon fat was a movie ticket. On Saturday afternoons he’d head to the Nova Theatre at 14th

phonograph records. His uncle held onto them for a Japanese friend who was interned.

“They weren’t frightened to use it,” he notes.

“This was all waiting for him and it was returned,” Green says.

There was a timber boom in the 1930s, he says, remembering his dad’s job exporting logs overseas.

“They were sending logs to Germany mostly, some to Japan,” he recalls. “Now of course when the war came that business just dropped dead.”

While his father worked repairing ships, Green helped the war effort as a bike messenger, pedalling to Lonsdale school with a tin hat and a gas mask during air raid drills.

“We had practice blackouts and everybody had to have tar paper or some means to cover their windows so the light didn’t shine out of your homes,” he said in a 2007 interview.

Green’s stories are a mix of boyhood memories and sociological observations.

The exhibit also features a photo of the Yada family, North Vancouver grocers who didn’t come back to the city after losing their home and business during internment.

The exhibit, researched by Sam Frederick, features a variety of perspectives on life during the war.

There’s the air raid handbook that offers women instructions on making a “siren suit” out of ski togs, flat-heeled shoes and a beret. Women were told to wear, “serviceable clothing ... even if you must sacrifice styles and conventions.”

There were patriotic rallies, victory gardens and salvage drives, Frederick says, noting some women wanted to serve and others worked at the Shipyards.

“We seemed to have more snow in those years,” he says.

“But y’know, memories play tricks on you... I can remember lots of heavy frosts where the school grounds would rise right up and you would walk on top, crunch, crunch, crunch “Once the war was over, all those women lost their jobs,” down through the frost.” she notes.

There are photos of the bungalows between Second and Sixth streets that housed shipbuilders and artifacts ranging from a gas mask to an advertisement for Victory Bonds. “When your husband comes home and tells you that he has been asked to buy a Victory Bond but naturally wants to talk it over with you first, don’t say ‘no,’” the pamphlet instructs.

Jacobi, who went on to teach at Canyon Heights Elementary, remembers scooping up sawdust from the harbour and keeping it dry enough to heat the living room in the family home on Churchill Crescent. She recalls her mother heating up the kids’ clothes in the oven during the winter.

Green remembers the shortages of butter, meat, coffee, tea and gasoline.

“The sugar ration was the worst,” he says. “There would be a mass rush by the moms to get out to the store to get a couple of Jell-O powders.”

The city’s Snow Angel program is back and now is the time to either sign up for help — or sign up to help.

The program helps match Vancouver residents living with limited mobility to neighbours willing to lend a hand to remove snow and ice outside their homes.

Snow Angels assist those who are unable to obtain assistance from professional snow removal companies, members of the household, friends, or neighbours.

The goal of the program is to ensure residents with disabilities, seniors living alone and low-income families will have the sidewalk in front of their home shovelled. According

to the city’s snow removal bylaw, all Vancouver property owners and tenants are responsible for cleaning snow and ice from the full width of the sidewalks that surround their home or business by 10 a.m. on the day of the snowfall. Property owners and occupants who fail to comply by that time may receive a $250 ticket for an owner-occupied house, $400 for tenant-occupied properties and up to $800 for development lots.

So far this year, 244 property owners have been charged in relation to the heavy snowfall from February.

Due to photographic proof from the city, the majority or those charged have agreed to pay their fine, while others had a date set for trial.

How to request a Snow Angel Are you a senior? Have limited mobility? If you need help clearing your sidewalk, call 3-1-1 when it’s snowing — and at least one centimetre is sticking on the sidewalk — and a staff member will try to connect

METHOD Preheat oven to 450˚F. Cut squash in half and discard the seeds. Place cut side up in a shallllow l baki king i dish. In a smalllll bowl, mix ixx butter, maple syr yrup r and brown sugar and then divide betw tween w the two tw w cavities. Sprinkl kle l both halves with chililil powder, cinnamon, and salt and pepper.

METHOD Put the egg yolks in a bowl, set the bowl over a pot half full of simmering water.

Whisk the yolks for twoto-three minutes until they thicken slightly. Remove the bowl from the heat and begin adding the ghee slowly at first, whisking constantly. Whisk in the lemon juice and season with salt and pepper.

Roast for 45-50 minutes or untilill the flesh is fork-tender and remove from frr the oven and allllow l to cool slightly.

Scoop flesh into a large bowl

Poached eggs 4 eggs, cracked into indivi vidual i bowls or rameki kins i 1 tsp (5 ml) mll kosher salt 2 tsp (10 ml) mll white vinegar vii

METHOD In a medium sauce pot half filled with water, add kosher salt and white vinegar and bring to a simmer over medium heat.

Use the handle of a spoon to quickl kly l stir the water in one direction until it’s all smoothly spinning around.

Add the eggs one at a time into the centre of the whirlpool.

Turn off fff the heat, cover the pan and set your timer for five minutes.

Remove the egg with a slotted spoon and serv rve v immediately.

Toast four slices of sourdough bread.

To finish the dish, scoop the smashed squash onto the toasted sour dough bread. Top each toast with one poached egg, spoon the hollandaise over the poached egg.

Public transit is a lab for UBC researcher Jessica Kerr

Thousands of Vancouverites traverse the city by bus or SkyTrain every day, and one University of B.C. researcher is now turning the public transit system into a lab to study how people navigate the city’s unwritten rules and social differences.

Sociologist Amy Hanser says public transit is one of the few spaces in the city where people regularly come into close contact with different people.

“Cities are often represented as places where different types of people mix and intermingle,” she says.

“But if you think about it, we don’t interact that much with strangers as we move through the city… The public bus is a perfect place to study such interactions. It is a nominally public space where all kinds of people not only mix but do so in close proximity.”

For the first part of the study, Hanser says, she will ride buses making observations and notes along the way. She says she will be looking at things like where people sit, under what circumstances people interact

Gift of warmth

With the winter weather upon us, a group of local organizations and businesses have come together to collect warm clothing for Vancouver’s binners.

Vancouver Regional Recycling, along with spud. ca, the Binners’ Project and Working Gear, announced Nov. 20 the official launch of Gift of Warmth in support of the city’s binner community.

Until Dec. 14, Vancouver Regional Recycling will be accepting donations of warm winter clothing and gear for some of the city’s most vulnerable residents.

For the study, Hanser has chosen routes that traverse the city moving through different neighbourhoods.

“I am intrigued by how public buses transform as they move through the city, taking on the character of different neighbourhoods as people get on and off,” she says, adding that the level of social interaction on buses is also fascinating.

“When we ride a bus, we pretend we are not paying attention to people around us, but in fact we must be closely attuned to other riders, offering seats when required, mov-

“These are people that most people ignore or actively avoid on the street, but on the bus that is not so easy,” she says. “These encounters can be challenging, and I

Hanser says she also hopes her work will provide some insight into “collective life in the modern city.”

“How do we actually live diversity through close encounters with other people?

What does this tell us about the city, about the people who make up the city, and about what life is like in the city?”

As if Kerrisdale isn’t already one of the prettiest neighbourhoods in Vancouver, during the days leading up to Christmas it literally glows.

That’s thanks to the fact businesses, banks, restaurants and services enthusiastically take part in the annual Window Decorating Contest, which brightens up the village with lights, greenery, decorations and festive holiday displays.

If you plan on visiting Kerrisdale this month to check out the holiday vibe, you might want to time it to coincide with one of the special holiday events taking place in December, including free horse and carriage rides Dec. 7, 14, 21 and 23.

The gentle giants of AAA Horse & Carriage will also be decorated — with bells and velvet ribbons — as they carry shoppers along West 41st Avenue. The rides start at West 41st Avenue and Yew Street.

Adding to the nostalgic feel of the holidays in Kerrisdale are the roving Christmas quartets and tuba and brass bands, which will perform from noon to 4 p.m., Dec. 7, 8, 14, 15, 21, 23 and 24. This roaming entertainment hits every part of the village, so you’ll be sure to see

IMPORTANT TRANSIT NOTIFICATION TransLink has announced the new RapidBus is set to start running along West 41st Avenue in January, with a scheduled start date of Jan. 6.

According to TransLink, the route is the second busiest in the city after Broadway. The new bus will replace the 43 Express, which currently runs that route. Once in service, the new RapidBus will have the capacity to move up to 4,400 people per hour during rush hour, connecting to the Expo Line, the Canada Line, Oakridge Centre, Kerrisdale and UBC. On Dec. 13, the Brock House/Kerrisdale Hand Bell Ringers are hosting a free afternoon of sing-along carols and refreshment in the lounge of the Kerrisdale Seniors Centre, which is housed in the Kerrisdale Community Centre 5851 West Blvd. The centre is also hosting an open house Jan. 11, which offers a great opportunity for interested residents to check out some new and established programs, enjoy light snacks and refreshments and learn about what the centre has to offer.

For the past two years, Hilary and Cliff Atleo, indigenous partners in life and business, have operated a bookstore on wheels called Iron Dog Books. Maybe you’ve seen them booking it around the Lower Mainland in their distinct, large red-panel truck, setting up shop at various festivals and farmer’s markets.

Inside the truck is a cozy cross between a tall ship’s cabin and, as Hilary once described it, “an old British philosopher’s den.” Either side of the interior is lined floor to ceiling with dark wooden shelves filled with new and used books.

By having a rolling store, the Atleos managed to avoid Vancouver’s notoriously high rents, bringing the books to you instead of the other way around.

But times are changing for the Atleos, who also have two young children.

After two years on the road, they’re parking the truck in the Hastings-Sunrise neighbourhood in order to open up a permanent bookstore.

“We’ve gone through two winters in the truck,” said Hilary, who grew up in rural Ontario and has Anishinaabe and Scottish heritage. Her husband Cliff is Nuu Chah Nulth and Tsimsian. “When it rained a lot, we realized that the truck is really small.”

mortar location, hopefully somewhere close to their Burnaby Mountain home.

“We looked at several different areas. Our priority was finding a community that needed a bookstore,” Hilary explained. “It was really my husband Cliff who said, ‘I think Hastings-Sunrise is the right neighbourhood for us.’ We’re really good friends with Paula Lindner, who owns Baaad Anna’s Yarn Store at 2667 East Hastings St. When a real estate agent put up a sign in the store next to hers, she took a picture and sent it to me, saying, ‘You have to call them.’ I did, and here we are.”

The new location of Iron Dog Books was previously occupied by the Curry Zone restaurant. There hasn’t been a general interest

bookstore in HastingsSunrise in many years.

Before the Atleos moved in, the landlord completely removed the old kitchen and gutted the space, making it a 1,000-square-foot perfectly blank page.

“We’ve already been approached by a couple of local authors to do launches in here, which I’m extremely excited about,” Hilary said. “I think we could pull people in from East Van, North Van and Burnaby, since we’re right off the highway.”

The store’s design is essentially a larger version of their snug truck, with dark wooden shelves lining the walls. The new space will be a new and used “comprehensive generalist bookstore” and will also include a carpeted nook for kids books, middle readers, and

young adult novels. The Atleos encourage readers to bring in their used books.

“I really think bookstores are a partnership between the people who come in and the people who own them,” Hilary said. “Anyone can bring us their second-hand books. We offer two options — we can give you a store credit, which can be used on anything in the store with no restrictions. The other option is you can drop off your books for donation, we calculate the store credit and give it to local organizations who could use it.”

In recent years, HastingsSunrise has welcomed an array of independent retailers filling voids, such as Red Cat Records, Burcu’s Angels vintage clothing and the Learnery, an inviting, educational shop that features games, kids books and crafts. The Atleos hope they’ll fit right in.

“Our goal is to try and engage with and reflect the community we’re going to be a part of,” Hilary said. “The biggest change from the truck, which will occasionally still be in operation, is that the store can hold about 14 times as many books than the truck can hold. Just the ability to more closely provide what people actually want will be great.”

Iron Dog Books opens this Friday, Dec. 6, at 2671 East Hastings near Slocan Street.

catch a second wind before they close down Darcy’s or the Lucky Bar. Victoria’s Moon Under Water Brewery is honouring this local legend by turning it into a beer — a really good beer. This version of the Shaft

is a Russian imperial espresso stout, and it tastes and smells almost exactly like its namesake — and, at 10.5 per cent ABV, it can do just as much damage if you’re not careful.

In addition to the requisite espresso, Moon Under Water added hazelnut extract, Mexican vanilla, cocoa nibs and lactose sugar to achieve the full effect. The result is a rich and creamy dessert stout that’s deceptively smooth.

While many dessert stouts have a tendency to be cloyingly sweet, the Shaft manages to avoid this with the bitter espresso balancing out the lactose sugar. This is still a very sweet beer, obviously, but that sweetness thankfully doesn’t overstay its welcome — unlike that four-top that

ordered well-done steaks five minutes before closing.

Annual silent auction showcases work of Indigenous artists

Being a graffiti artist has taught KC Hall some invaluable lessons in time management.

In a past life, the Vancouverite had to make every second count as he and his crew would work under the cover of darkness for hours to leave their mark without being detected.

Those days of straddling the lines of legality are now behind him, but Hall still adheres to the mantra of making every second count.

“When we did pieces down in train yards or other massive productions, we had to be in there and out of there in a very short period of time,” Hall said.

“I’ve carried that over to my work now.”

Hall is one of more than a dozen Indigenous artists taking part in this weekend’s annual Bentwood Box Silent Auction at the Museum of Vancouver.

Running 5 to 8 p.m. on Dec. 7, the event will include an artist reception and exhibition, along with a silent auction from which all proceeds will be donated towards the Urban Native Youth Association.

The show will include each of the 17 participating artists offering their own takes on the bentwood box — a type of Indigenous art found specifically in the Pacific Northwest. Made predominantly from red or yellow cedar, the boxes are employed in all manner of uses: storing clothes or other objects, transporting goods, cooking or for ancestral burial remains.

Hall’s design is based on a series of photographs sent to him by family members from his First Nation near Bella Bella. His cousin and uncle happened upon a bentwood box hidden under a rock bluff near Roscoe Inlet thought to be around 140 years old.

The distinctive curves, lines and red colour scheme — referred to as formline art — found on the box signify that whomever painted it was a fellow member of the Heiltsuk First Nation. Hall and company believe the box likely contained the belongings of a chief who died around 1880 if not earlier.

“The image of the box really struck a chord with me,” Hall said. “I was amazed that something of that calibre was just sitting untouched for well over 100 years.”

random doodles and scribbles to graffiti. While graffiti still plays prominently in his output, Hall also dabbles in murals, painting and graphic design and customized skateboards.

resident has had two murals included in Vancouver Mural Festival over the past two years and presented a blanket to Prince William and the Duchess of Cambridge when the royals visited B.C. in 2016.

He keeps coming back to graffiti, though his relationship with the art form has changed over time.

“There’s a group of socalled graffiti artists who only do house fronts, bus stops and trains and it’s not like the art of graffiti, it’s more a case of throwing your tag up and having a tag everywhere,” Hall explained. “In my mind, those people are vandalists, they’re not graffiti artists because graffiti takes a level of expertise from every level of your life’s course.”

Vancouver-shot Volition tempts fate at Whistler Film Fest

Volition is that rare breed of independent feature film that appeals to a wide range of people.

It’s for people who watch True Romance on a first date and point at Clarence and Alabama and say, rather breathlessly, “That’s what I want in a relationship.

It’s for people who’ve pondered long and hard about fate and free will and who, despite their long/hard pondering, have yet to decide where they come down on this key existential question.

It’s for people who love a cinematic puzzle like Christopher Nolan’s Memento, and don’t mind if that complicated puzzle comes with a big hit of sci-fi.

Vancouver cinephiles will finally get their chance to screen this critically acclaimed sci-fi thriller when Volition finally has it

Canadian premiere at the 19th Whistler Film Festival this week.

Volition tells the story of a broken man named James (McMorran) who has been clairvoyant for most of his life. As the film opens, James is pulled into a sketchy diamond scheme with a couple of experienced criminals (cousins played by real-life brothers John and Frank Cassini) and their dim but brawny friend from jail (played by Aleks Paunovic) just as he’s fallen head over heels with an infinitely cool young woman (Apanowicz) and begins to have premonitions

of his own grisly murder.

And that’s just the first 10 minutes of the movie, which somehow manages to honour projects such as Memento, True Romance and The Twilight Zone while creating something that is very much its own thing.

“I’ve always been into esoteric ideas,” says Tony Dean Smith. “I loved science fiction films growing up, and films about our nature, our perception, and our place in the universe.”

He first had the idea for Volition back in film school, but describes the original idea as shallow. “It was a surface adventure,” he says.

“It would have been fun, but it wouldn’t have made you think.”

It was years later, when Smith was working on a music video for McMorran, that he felt he’d found his character.

“This music video was about this downtrodden, broken man who’d been beaten up by love in his life, and literally that character in that video is dressed exactly the same way that our character would be dressed,” recalls Smith. “Adrian had this real authenticity about him. He was broken and wounded but lovable and worth working on. So I gravitated towards this idea that Volition isn’t a superhero movie. It’s about a guy with a gift. The concept went so much deeper.”

Not that it was all smooth sailing after that fateful meeting and creative epiphany. The film had a false start in 2013, when Smith and co. were about to go to camera and their funding fell apart. However, the false start gave Smith some further insight into James, and what this important character is really all about.

“I realized that underneath the high concept and

the clairvoyance, it was really about a character who was stuck in his life, and that was a theme that I could really dig into,” says Smith.

“I started to challenge me to ask, ‘OK, what will it take for me to get off my ass to keep hustling to make this film?’ Like for James, ‘What does it take for him to make him fight against this fate with which he lives?’”

For Smith, it took hard work, patience, a bonkers shooting schedule (they crammed what should have taken 25 shoot days into 18 days), and profound respect for everyone involved in bringing this story to the screen, from crew to actors to audiences.

“It’s been gratifying and electrifying to find our niche sci-fi genre audience who’s digging the film and the concepts that we’re presenting,” says Smith.

Volition is one of 86 films from around the world screening at the 19th Whistler Film Festival, which runs until Dec. 8. Volition screens on Dec. 5 and 6.

Jake Virtanen’s frustrating defensive play is holding him back Canucks winger keeps scoring goals in limited minutes

Jake Virtanen has every tool a hockey player could want.

Virtanen has elite speed on his skates, great hands developed with skills coach Pavel Barber, a strong and solid frame for delivering body checks, a heavy wrist shot that is particularly deadly on the rush, and has even shown in recent games that he can deliver a nice pass. His backhand saucer pass to set up Elias Pettersson for a goal against the Pittsburgh Penguins last week was as neat and tidy as you could ask for.

When Virtanen is on his game, he’s a boon to the Canucks, creating opportunities out of seemingly innocuous rushes with his speed alone. The trouble is that Virtanen isn’t always on his game.

Virtanen has been criticized for his lack of hockey IQ, as he makes some poor decisions with and without the puck sometimes. You can see it on the rush, which should be his strength: when he has room up the wing, Virtanen can be dangerous off the rush with his speed. When opposing defenders keep a tight gap, giving him less room to go wide up the wing, he runs into problems. Instead of a quick pass to a teammate or a chip off the boards to get in on the forecheck, far too often Virtanen just skates directly into danger and loses the puck, leading to a rush the other way.

Perhaps the bigger issue, however, is a lack of consistency. It’s hard to tell what you’re going to get from Virtanen not just on a gameby-game basis, but on a shift-by-shift basis.

That’s the most frustrating part, because when he’s playing at his best, he can be a nightmare for opposing teams. Heading into Tuesday’s game against the Ottawa Senators, Virtanen was tied with J.T. Miller for the most five on five goals for the Canucks, with seven.

Taking into account Virtanen’s more limited ice time, he’s one of the team’s most efficient scorers, right behind Elias Pettersson with 2.21 points per 60 minutes at five on five.

Virtanen’s fans, then, frequently wonder why he doesn’t get more ice time and opportunity. While he has played on a line with Bo Horvat a lot this season, he’s still averaging just 12 minutes per game and getting no time on the power play. He’s played less on the power play than AHL call-up Tyler Graovac.

It’s when you start to dig into the defensive numbers that Virtanen starts to look more and more suspect, a testament to the inconsistency in his game. At five on five, Jake Virtanen has been on the ice for the highest rate of shots against on the Canucks, at least among Canucks that have played at least 10 games this season.

In other words, when Virtanen is on the ice, the opposing team gets more shots on goal.

This lines up with the eye test: Virtanen’s lack of puck management leads to turnovers and his lapses in defensive coverage lead to longer shifts stuck in the defensive zone.

It’s more than just shot quantity, however; opposing teams get high-quality scoring chances when Virtanen is on the ice.

That is aptly illustrated by his defensive heatmap from HockeyViz.com, which illustrates where the opposing team gets shots when Virtanen is on the ice at five on five.

Virtanen’s heatmap features a massive pocket of red directly in front of the Canucks’ net, the most dangerous area on the ice. The “Threat” marked on the heatmap means that teams get scoring chances that are 23 per cent more dangerous than the NHL average when Virtanen is on the ice. That’s the worst mark on the team; when Virtanen isn’t on the ice, the Threat is minus-12 per cent, meaning the Canucks give up chances 12 per cent less dangerous than league average.

If you’re looking for a reason why Virtanen

doesn’t get more ice time, it’s the turnovers and defensive breakdowns that lead to those dangerous scoring chances for the opposition.

It feels like the Canucks and their fans are just waiting for that lightbulb moment, the instant where Virtanen flicks a switch and “gets it,” and becomes a more effective hockey player as a result. Until that happens, if it ever does, Virtanen will remain an enigma.
