t's over a century old, and has seen lots of changes through the years, but for 2020, the Fair at the Pacific National Exhibition (PNE) is going to be one like none other in its history.

There will also be a parade, and heaps of fair food for the whole family to enjoy.

ICBC pandemic response measures expire August 20

T

hree ICBC pandemic-response measures will expire in coming weeks as drivers return to their cars and the province’s restart plans progresses.

The provincial insurer said August 7 that customers are reinsuring vehicles at higher than historic levels. Since April 23, some 300,000 new plate policies have been issued for non-fleet customers compared with the approximately 120,000 non-fleet customers

who cancelled their insurance policies for the same time period.

ICBC suggested customers talk to their brokers to ensure proper insurance, including those people using their vehicle for the delivery of food or medical products and services.

Waiving of the $18 re-plating fee and of the first knowledge test fee for learner driver's licence holders whose licence expired during

the pandemic will remain in place.

Customers can continue to renew their insurance by phone and email with the help of brokers, while those still facing financial hardship and who pay for their insurance on a monthly basis can defer payments for up to 90 days with no penalty.

The BC Utilities Commission had approved the Insurance Corp. of British Columbia’s (ICBC) waiver of the $30 insurance cancellation charge, suspension of fleet vehicle insurance and allowance of unlimited deliveries by drivers in non-delivery rate classes.

Those measures went into effect April 23 and are slated to end August 20.

Private passenger vehicles continue to have up to six days per month for delivery use.

T

hree Vancouver police officers have tested positive for COVID-19 after breaking up a party of over 100 people.

In a tweet, Vancouver Police Union president Ralph Kaisers said two entire patrol teams are also off work and self-isolating after officers came in contact with the virus while responding to the "out of control" gathering.

His tweet came in response to Health Minister Adrian Dix's claim that he "can't imagine being more concerned," amid a rising number of COVID-19 cases across B.C.

VPD Const. Tania Visintin confirmed to V.I.A. that three officers have tested positive for the COVID-19, but could not offer any additional information about how they contracted the virus.

She said those who were exposed to the three officers are now self-isolating at home.

The news came one day after provincial health officer Dr. Bonnie Henry announced that at least 45 of B.C.'s new COVID-19 cases last week had been linked to private parties in the Metro Vancouver area.

Henry said the number of contacts related to those parties is around 400.

A “good portion” of the 1,518 people currently isolating across B.C. also came in contact with the virus as a result

of private events, Henry added.

“It seems to be that there are overlapping social groups that have been to a number of parties…slightly different from what happened in the Interior, but a similar concept,” she said during last Thursday's press briefing.

As cases continue to rise, Dix spoke directly to those organizing or attending private parties and gatherings when he said, “Enough."

"That’s enough now. Refusing to accept that COVID-19 changes everything – must change everything – puts all of us at risk… Let’s be clear, it’s not the location of the behaviour, it’s the behaviour in the location," he continued.

“Whether it’s table-hopping or packed houseboats or freefor-all parties in a private residence, large groups over an extended time period are the biggest welcome mat there is for COVID-19 and it’s time to stop putting out that welcome mat.”

Vancouver Park Board could have legalized drinking in parks this year

I

f not for a Vancouver Park Board decision last month, Vancouver parks and beaches could have had designated areas for responsible alcohol consumption by now.

Although physical distancing protocols have prompted the cities of North Vancouver and Port Coquitlam to designate public drinking areas in specific park sites, alcohol is still very much prohibited in Vancouver’s public parks.

The crux of the issue is that the Vancouver Park Board has authority over Vancouver parks and beaches. Under the BC Liquor Control and Licensing Act, “municipalities” and “regional districts” can designate public zones for alcohol consumption. Unfortunately, Vancouver Park Board is neither a municipality nor a regional district as per provincial law, thus confining Park Board’s executive authority over liquor control to a sort of legal purgatory.

This is why Vancouver City Council was able to approve four, non-park outdoor plazas to allow alcohol consumption, while the Vancouver Park Board is unable to authorize similar designated zones at parks and beaches.

BC Attorney General David Eby recognized that the permanent fix for this legislative limbo is an amendment to the BC Liquor Control and Licensing Act to include Vancouver Park Board. However, as Eby expressed to Vancouver Park Board in a July 30 letter, this legislative change is “unlikely to be passed into law for at least a year”.

In the interim, the BC Attorney General’s office offered a “second solution”: With Park Board’s permission, the BC government could temporarily assume regulatory authority of Vancouver’s parks and beaches. The Province would then implement the instructions of the Park Board “wherever possible” until such time the necessary amendment to the BC Liquor Control and Licensing Act is passed.

This outcome surprised Attorney General David Eby. In the July 30 letter to Vancouver Park Board, Eby emphasized that by only pursuing the BC Liquor Control Act amendment and not temporarily ceding regulatory authority to the Province, Park Board would effectively “not allow public consumption of liquor in designated Vancouver parks this summer.”

Ultimately, Eby offered a “hybrid approach” to allow the public to consume liquor in designated Vancouver parks. The long-term solution was, as Park Board has pursued, a statutory amendment to the BC Liquor Act, which Eby clearly stated will take “at least a year” to complete. The short-term solution was, as Park Board rejected, a temporary transfer of authority that would have seen Vancouver park and beach space designated for alcohol consumption this summer.

Instead of pursuing both solutions, as Eby recommended, Park Board opted only to pursue the long-term fix. This decision effectively deprived Vancouver the ability to legally permit responsible alcohol consumption at all parks and beaches this summer.

As it stands, the gist of why public drinking is not permissible in Vancouver parks remains embedded in the language of the BC Liquor Control and Licensing Act. But, despite the best efforts of BC Attorney General David Eby to find an expedient, short-term solution, Vancouver Park Board decided to reject the interim measure that would have allowed responsible alcohol consumption in the city’s parks and beaches.

How will schools keep kids safe?

Here are some of B.C.'s strategies

A cohort is a group of students and staff who remain together throughout a school term. Those groups are required to remain consistent for all the activities within schools, including lunch, recess, classroom changes and the like.

How that strategy will be put into place in local schools is part of the plan, under development now, that will be available Aug. 26.

In the meantime, the B.C. Ministry of Health and B.C. Centre for Disease Control have published public health guidance for K-12 schools that provides some insight into the kind of measures that will be put in place above and beyond the creation of the cohorts.

One of the questions on the minds of parents and teachers has revolved around the idea of physical distancing, and how the recommended two-metre distance between people could possibly be maintained in a school setting.

The answer? It doesn’t need to be.

“Within the cohort, minimized physical contact should be encouraged, but a twometre physical distance does not need to be maintained,” the public health guidance document says.

It recommends a number of other strategies that should be implemented “wherever

• Avoid close greetings (e.g. hugs, handshakes).

• Encourage students and staff to not touch their faces.

•Stagger recess/snack, lunch and class transition times to provide a greater amount of space for everyone.

• Take students outside more often.

• Organize learning activities outside.

• Take activities that involve movement, including physical education, outdoors.

• Playgrounds are safe; ensure appropriate hand hygiene practices before and after play.

Time to be extra careful in preventing human-caused fires, says BC Wildfire Service

I

t’s been a mercifully tame wildfire season to date, with fires in the Coastal Fire Centre well below the 10-year average— but with high temperatures persisting, that could soon change.

“It’s time for the public to be extra careful in preventing human-caused fires,” said BC Wildfire Service wildfire technician Marc Simpson.

“We have dry conditions, we’re seeing fires starting now, and actually this weekend we were seeing them grow beyond spot sizes.

“We don’t have unlimited resources, so we really want to reduce any human-caused fires we can.”

As of Aug. 3, there were just 11 fires burning in the Coastal Fire Centre, and just 69 to date since April—a far cry from the 109 fires to the same point last year, and the 10-year average of 106.

The region’s fire hazard was greatly reduced by the rains of May and June, Simpson said, noting that hazards are always expected to increase in July and August.

But the relatively wet spring means more resources are available should activity pick up, Simpson said.

“What really stretches our resources is when we get a draw on resources provincially [earlier in the season],” he said.

“Right now we have good capacity for resources in our crews up north. They have very little fire activity, so should we get more fires down here, we’re going to be able to pull those resources down from up north as well.”

The Pemberton Fire Zone, which Simpson has worked out of

for much of his 25-year career, is also benefiting from a new three-person response crew added in April (to go along with two, 20-person crews and three, three-person crews).

“Their primary objective is to get to the fires quickly and control them at the smallest size possible,” Simpson said, adding that the self-contained crews can travel by truck or helicopter, and have the equipment to stay on a fire for 24 hours.

“So we can fly them to a mountainside where a lightning strike has occurred, and they can use hand tools and chainsaws and assistance from a helicopter to hopefully suppress a fire at the smallest size possible.”

Further, Simpson’s position with BC Wildfire was transitioned last fall to more of a prevention focus, allowing him to get more in-depth with FireSmart initiatives and fuel management programs in the region.

“It gives us more horsepower; more time dedicated to prevention activities,” he said.

“There’s a lot to do, and that’s the focus of my work [now], where in the past I’ve had duties as far as basically helping run a 60-person firefighting base.”

Driver ticketed after insecure load of lumber hits cyclist on Sea-to-Sky A Vancouver man is nursing serious injuries while e RCMP say the driver of the truck whose load knocked him off his bicycle has been ticketed.

Police say the tru ruck u had a load of lumber in its bed, with the longer lengt gths t protru ruding u above the cab of the pick-up, and the strap holding the load steady appeared to have broken.

The load was hanging well over the right side of the vehicle when 45-year-old cyclist Todd Nickel says he was hit from behind, breaki king i his clavicle, scapula and eight ribs and punctu turing u a lung.

The police statement says the driver was located and issued a $196 ticket for driving without consideration and a $288 ticket for having an insecure cargo, but those fines will only apply if there is a conviction.

Annual Vancouver salmon dinner turns into province-wide celebration

Woman launches petition after dog killed in off-leash park

A

Vancouver woman has launched a petition that calls for sectioned off areas of dog parks for smaller breed dogs.

In a Change.org petition, Vanessa Tom says she took her eight-pound dog Zooey to play at New Brighton Park, which is an off-leash dog park, on July 12. She writes that Zooey was enjoying herself, and even befriended a smaller pooch while she played in the open park.

Sadly, Zooey's playtime was cut short when a much larger dog attacked her. Tom adds that the attack was unprovoked, and Zooey was dead in seconds.

Now, Tom is calling for the City of Vancouver to section off areas of its parks for smaller dogs, which is already the case in

some but not all off-leash parks in the city.

She notes that this sectioning could be done easily in New Brighton Park, which already has two separate entrances.

"We need to make this a mandatory change...

All off leash dog parks throughout the city of Vancouver should have a section for small breed dogs. They deserve to live and play without fear of being attacked and killed," Tom writes.

"As pet owners it is our duty to love and protect our animals. Let's keep our small dogs safe and make a positive change on behalf of Zooey."

At the time of this writing, 2,088 people have signed the petition.

However, due to COVID-19 restrictions, this year’s Wild Salmon Celebration has morphed into a provincewide multi-day event, giving salmon fans and B.C. diners several chances to support local restaurants and honour our most iconic seafood.

The fourth annual Wild Salmon Celebration is hosted by the Chefs' Table Society of BC and the BC Salmon Marketing Council, and will take place Friday, August 21 through Sunday, August 23. The event will feature 10 chefs and restaurants in communities across B.C. In its new format, diners will be able to order special Wild Salmon Celebration dishes during the three-day period. Each dish will make B.C. wild salmon the star, and the restaurants will set the price.
