the investigation to help inform her research. However, according to the school board, she has “continued to engage in an ongoing pattern of intimidating conduct since her removal from office” and continues to “unfairly characterize School Board staff who brought forward complaints of bullying and harassments as weak and overly sensitive.” The adjudicator noted that the former trustee still calls some of them the “sick leave six” on social media, that she's said they have “delicate feelings”, and that she doesn’t think the feelings and emotions of the witnesses are relevant to whether or not she should view the confidential notes from the investigation. The adjudicator didn’t buy the grease that Bacchus was selling, noting that “Two separate, independent investigations found that bullying and harassment had occurred, yet the applicant’s public statements deprecate and minimize the experience of the victims of that bullying and harassment.” They went on to say that

“In my view, the applicant’s [recent] twitter activity and her [recent] news articles [columns written by her and published in the Georgia Straight] suggest that she will likely continue to use the public forum to express her displeasure with, and criticism of, anyone who participated in the

investigation.” The Order rightly denied Bacchus’ request, concluding that the VSB staff members’ very real fears of retaliation were founded. The adjudicator agreed that “disclosure [to Bacchus] will threaten the mental health of the witnesses,” who

participated anonymously, and who were previously bullied and harassed by her. The history has been written. It’s time for Bacchus to accept the facts, move on, and let these poor people live their lives in peace. By Bob Kronbauer

Vancouver School Board investigation which deemed that she had harassed and bullied school board staff. It was one of two investigations that ended up with the same conclusion; the other was conducted by WorkSafeBC. The information that she sought included the details of interviews given by VSB staff members who claimed they were fearful that she would exact revenge on them, should she get her hands on it. In the Order it’s noted that the VSB expressed concern over the impact that “[Bacchus]’s behaviour had, and continues to have, on their personal and professional lives and their mental and physical wellbeing. The School Board’s affidavit evidence shows that many witnesses had to take sick leave or stress leave and others left their employment in order to avoid having further contact with the applicant.” In her application, Bacchus innocently claimed to be writing a book about the BC Liberals and their time in office, and that she needed the now-historical notes from

.C.'s Office of the Information & Privacy Commissioner has just released an Order which shines a light on how, more than three years after being fired, former Vancouver School Board trustee, Patti Bacchus, is still haunting the staffers she bullied while in office. Released on September 22nd, 2020, the Order was authored by an adjudicator, Layli Antinuk, who headed up an inquiry related to a matter involving an applicant trying to gain access to the confidential notes contained in a 2017 investigation. The Order doesn’t name the applicant, but Glacier Media has cross-referenced information in it, confirming that it was former Vision Vancouver trustee Patti Bacchus. Some of that information is contained in the tweets shown below, which are quoted within it. The inquiry was launched after Bacchus made a request for documents under the Freedom of Information and Protection of Privacy Act. She was seeking specific information from the 2017

Committee calls for Vancouver to cancel 'rent debt' accrued during the pandemic

I

f you struggled to pay your rent this year, you're not alone.

While the Province placed a temporary ban on evictions due to the COVID-19 pandemic, tenants must pay back all of their unpaid rent by July 21, 2021. Now, the City of Vancouver’s Renters Advisory Committee is calling on Mayor Stewart, City Council, and city staff to take meaningful action to immediately house all homeless individuals, and cancel rent debts accrued during the pandemic. The committee says that the challenges brought on by COVID-19 have exacerbated

the existing housing crisis in Vancouver, and further jeopardized people’s abilities to find and keep their housing. "Housing is a human right, and this has been acknowledged by Canada’s National Housing Strategy, as well as the United Nations. Further, housing is widely accepted as a key determinant of health, and experiences of homelessness, particularly during the COVID-19 pandemic, put individuals at profound risk of various healthrelated harms and render them unable to safely and privately social distance," read a statement from the committee. The ad campaign was created to stir up public consideration about the world’s overpopulation problem, explained Dave Gardner, executive director of World Population Balance. “As soon as we realized [the ads] were being misconstrued we took them down,” he told Vancouver Is Awesome, “We realized our error." One of the controversial ads, which pictured a Black child, spelled out: “The most loving gift you can give your first child is to not have another.” Gardner responded to the resulting backlash, which included accusations of racism. “I want the children who are brought into this world to have a bright future, one with clean air and water, a livable

"Social assistance rates in BC ($760 a month for a single person on welfare and $1,183 for a person on disability) have remained virtually stagnant for years, and continue to be far below the poverty line. The Provincial government authorized a $300 top-up for people on social assistance for the months of April through December, in recognition of the ways that the COVID-19 pandemic is violently exacerbating health and social inequities experienced by people living in poverty. This top-up—which is absolutely necessary and must be permanently adopted—does little to support individuals in securing safe, affordable, and accepting housing," it adds. Renters Advisory Committee spokesperson Taylor Fleming tells Vancouver Is Awesome in a phone interview that the relocation of Oppenheimer residents in the Spring should have included more consultation with the campers. "They need to work with the Strathcona

residents to see what they want. Some people like the no-guest policy, they think it keeps them safe. Some like cameras," explains Fleming. "Others think yeah--that's really high surveillance." Fleming adds that there isn't a "quick fix" to the homelessness crisis in the city and that it should accommodate a diverse spectrum of needs. That said, she notes that the issue is of immediate concern. And while many people have struggled to pay rent across Canada due to the pandemic, the committee stresses that this is particularly true in Vancouver. According to the 2016 census, up to 35% of renter households spend well-over a third of their income on housing. The committee underscores that, "Rents have not been forgiven, only delayed, even for those most impacted by the pandemic" and that many tenants will not be able to pay back the accrued rent. fter a seven-year run, Chinatown's Bestie has packed it in. Their last day of business at 105 E. Pender Street was Sunday, October 4. "It’s been fun. After 7 years, a plethora of pretzels, life changing friendships and countless currywursts, this week will be our last," revealed the restaurant on Instagram. SENIORS Rollout of COVID alert app remains murky for B.C.

patient anonymously upload their status on the COVID Alert app if they get a positive test. The app uses Bluetooth to exchange random codes with nearby phones, alerting others who’ve downloaded it if they’ve been in close contact with a COVID-19 positive patient. No personal information is ever shared and no location services information is collected. The app does not share any identifiers such as a phone number or address. Instead, it generates a randomized code used for alerts. The code is stored in what the prime minister described as a secure national database. “It is an ongoing discussion,” B.C. provincial health officer Dr. Bonnie Henry said during a COVID-19 update last week. “The team with the federal government

is working with individual provinces sequentially, so we are on that list, but we are also working with them to make some adjustments that will meet our needs. Some of which they're working out right now with Newfoundland and Labrador, who is the next on the list.” Henry said she is “not exactly sure when” the app will be ready for B.C. “But I know we are on the to-do list for some time in the coming weeks. And I will say with the caveat that as long as it can meet the needs that we have, to supplement what we are doing in our contact tracing here,” she added. With a provincial election underway, a B.C. Ministry of Health spokesman referred to Henry’s comments following questions from BIV. Three million people have downloaded the app so far, while 610 Canadians have used it to report a positive test. The federal government, which is spending $10 million to promote downloads for the app, isn’t able to delineate in which provinces users live. Since July it has been deployed in Manitoba, New Brunswick, Newfoundland and Labrador, Ontario and Saskatchewan. It remains unclear when British Columbians will be able to make use of it.

hen a national contacttracing app was announced in June, officials in Ottawa emphasized it would roll out first in Ontario, where early testing was taking place. But Prime Minister Justin Trudeau added at the time B.C had been working closely with the app partners — Canadian Digital Service, the Government of Ontario, BlackBerry Ltd. and Shopify Inc. — and signalled the COVID Alert app would soon hit the West Coast. Three months later and B.C. is still without the contact-tracing app that’s already been deployed to half the provinces. Capacity and technical issues are not behind the slow deployment to B.C, according to Health Canada. “It's just ensuring that each of the public health units are able to be trained and do user testing,” spokeswoman Marika Nadeau said during an October 1 technical briefing. “Right now we're we are working with British Columbia to onboard … We are assessing additional or complementary features that could be part of the application.” British Columbians can download the app but it will not report a diagnosis to local health authorities. But in Ontario, where the app launched in July, a health-care professional can help a

hile everyone must wear a mask on transit in Vancouver - unless they have a medical exemption - a few people simply ignore the rule. However, TransLink says customers shouldn't try to enforce the mask policy if they see someone who isn't wearing a face covering. Not only could the exchange end in aggression, or worse, but not all medical exemptions are visible. Last week, a fight on a public transit bus in Surrey broke out over a disagreement about a face mask. When a man asked the other man if he had a medical exemption, the maskless man became belligerent.

That’s because, last Thursday, Vancouver City council approved a $12.5-million Granville Street Connector for the 66-yearold bridge. The bridge sees a little over 65,000 motor vehicles and over 25,000 trips on six bus routes, with almost 80 buses per hour during peak periods cross, according to a staff report. However, staff noted, there’s not nearly as much foot traffic on the bridge compared to other False Creek bridges – due to “comfort and accessibility challenges.” City staff reported that on a summer day, the bridge only sees nearly 2,000 people walk across, a few hundred cycle, and “essentially nobody, who requires using a wheeled mobility aid.” As such, eight lanes are proposed for the bridge – two of which will be used to add space on either side of six-car lanes for cyclists and pedestrians. This will require temporary cement barriers between cars and cyclists, as well as

reallocating two car lanes to the bridge deck – where new traffic signals will be installed for the pathway’s crossings across Fir and Howe Street ramps. “The pressures on the City’s budget due to the effect of the pandemic are substantial and yet the improvements to the Granville Bridge and Drake Street identified in this first phase are critical to Vancouver,” said Mayor Kennedy Stewart. “Providing safe, sustainable, and accessible ways to cross the bridge is essential, particularly in light of a growing city and region facing a climate crisis.” Construction is slated to begin in 2022 on the scaledback project. MASK TRANSIT CONTINUED FROM PAGE 11 "There are several exemptions to this policy and not all medical conditions are visible.” On Aug. 24, a small group called Hugs Over Masks gathered outside of Metrotown SkyTrain Station to protest TransLink's new mandatory mask policy. However, TransLink says that 'anti-maskers' represent the minority of its riders. TransLink staff conducted spot checks at high customer volume locations across the system over several days last month. Approximately 31,000 customers were counted as part of the spot checks, and about 92 per cent of these customers were seen wearing masks. Customers are required to wear non-medical masks or face coverings while onboard all TransLink vehicles as physical distancing is not always possible on transit. Although Transit Police can enforce this rule requiring face coverings on transit, the initial focus of this policy is on awareness. Exemptions for TransLink’s mandatory face-covering policy include: • Anyone with an underlying medical condition or disability which inhibits the ability to wear a mask or face covering; • Persons unable to place or remove a mask or face covering without assistance; • Children under 5 years of age; • Employees working behind a physical barrier or within areas designated for employees and not for public access; - Police, employees, or first responders in an emergency. The mandatory mask policy is part of TransLink’s Safe Operating Action Plan, which includes increased cleaning and sanitizing of transit vehicles and hubs, increased service levels and steps to create space between customers where possible. Liberal government would restrict camping in city parks, ban roadside panhandling and look at alternative approaches to mental health and substance emergency calls, party Leader Andrew Wilkinson said last week. Wilkinson claimed the NDP has moved to make tent cities permanent fixtures in communities. He accused the NDP of warehousing and failing those with mental health and addictions issues without full medical supports.

“People are getting fed up with growing street crime and the increase in violent incidents. We’re all appalled at hearing stories of people being chased, harassed, or attacked. This is wrong, and it needs to be fixed,” Andrew Wilkinson

While a Liberal news release used the homeless camp issue as a springboard to discuss other crime-reduction pledges, it offered no solutions to the main issue. In response to Wilkinson’s comments, the NDOP sent out

a news release saying, “For any journalists who missed the details on Wilkinson's much-touted ‘Plan to Restore Public Safety and Help the Most Vulnerable,’ we've summarized them here:” The page was blank. The NDP has worked to end some camps, moving people into other accommodations with assistance from municipalities. Some camps have been closed down through municipal or court orders. Housing Minister Selina Robinson Sept. 9 didn’t comment on whether she supported a sanctioned homeless campsite, saying the government’s focus is on “building the housing people need.” “We will continue to have conversations about how we can provide supports and services for people living outside or in shelters especially as we move into colder weather — including those people at Strathcona Park,” Robinson said, noting the government recently purchased the American, Howard Johnson and Buchan hotels in Vancouver for additional housing. Wilkinson said a Liberal government would work with municipalities, police, and community organizations. He said his party would ensure courts, law enforcement, and first responders have all the tools they need to ensure

BC Supreme Court approves MEC's sale to Kingswood Capital

BC Supreme Court justice has approved LA-based Kingswood Capital Management’s bid to buy Vancouver-based outdoor-gear retailer MEC for an undisclosed amount. The decision comes after weeks of dissent from many of MEC’s nearly 5.8 million members – opposition that included an attempt to launch a competing bid to buy the floundering company. "After a week of deliberations, the Supreme Court of British Columbia has decided to approve the sale of our co-op’s assets,"

a group of MEC members, known as SaveMEC, wrote in a statement posted to the group's Facebook page. "We recognize the decision, but are of course disappointed. We are currently meeting to discuss the decision and review it with counsel." MEC’s sale also comes after what some retail analysts say were decades of the co-operative retailer undercharging its members. t began, as so many things do these days, with a Zoom meeting. Brewers from six locations in every corner of British Columbia were banding together to make some good out of a challenging situation, and, in what might be a first for the province, they were going to create a single brew aimed at celebrating the province's craft beer industry and encouraging its drinkers to get out there and explore. The result: the new limited release Explore BC IPA with haskap berry, now in stores and pouring province-wide. Released Oct. 1 to mark B.C. Craft Beer Month, the beer is not just the result of the collaboration between its brewers - Wheelhouse Brewing in Prince Rupert; Fernie Brewing; Field House Brewing in Abbotsford; Red Collar Brewing in Kamloops; Bomber Brewing in Vancouver; and Vancouver Island Brewing in Victoria - but it's also the result of a collaboration between the province's tourism marketers Destination BC and the B.C. Ale Trail, the program and app that breaks the province into easy-to-follow self-guided "trails" of regional breweries. While waiting for B.C. to move into Phase 3 of its "Restart Plan" this spring, Destination BC reached out to Ken Beattie,

Executive Director of the BC Craft Brewers Guild and Lead Administrator for the BC Ale Trail, in the hopes they could work together to create something buzzy that would showcase B.C.'s talented brewers as well as tap into the pending uptick in British Columbians travelling around the province in the coming months. With the brewers - each situated on a different BC Ale Trail on board, and Vancouver Island Brewing selected as the brew site, the team got to work. Of course, rather than sit down around a table to talk and taste together, the brewers had to do what we are all doing these days, and get online for their meetings. Collab beers, however, are not out of the ordinary in the B.C. craft brew scene. "The ethic in the craft beer world is to work together," said Beattie during a - you guessed it - Zoom meeting and virtual

tasting to celebrate the release. "Collaboration is the norm." Using B.C. ingredients - malted barley from Gambrinus Malting in Armstrong, hops from Bredenhof farms in Abbotsford, and blackberries from the Fraser Valley - there was one additional ingredient in the mix that was definitely not the norm: haskap berries grown in Lumby. The single-batch brew is only available until it runs out. Look for the thoughtfully designed box, which points out where the ingredients are from across the province, containing six cans (with charming graphics that show off icons from around B.C.) at government and private liquor stores province-wide. CAMPBELL, William Leon Craig February 14, 1956 - September 25, 2020 After an amazing life slowed down by the brain disease Primary Progressive Aphasia, our one-of-a-kind Craig passed away at home on September 25, 2020 at the age of 64. He is survived by his loving wife Trina, daughters Tessa and Chantal, mother Joan, sister Margot, nephews Brent, Adam and Ross and mother-in- law Arla Owen. He was predeceased by his father David Hector Campbell, daughter Samantha, and father-in law Tom Owen. Born in Vancouver, Craig attended Shaughnessy Elementary, Eric Hamber Secondary, and UBC where he was a member of Beta Theta Pi fraternity and a member of UBC’s Big Block Club. He graduated in 1979 with a Bachelor of Commerce degree. Craig met his wife Trina on a blind date weekend at Sakinaw Lake, fell in love and married in 1992 at Sakinaw. Tessa was born in Vancouver in 1995, and Chantal was born in Montreal in 1997.

Craig lived life to the fullest. He knew how to work hard and play hard. There was never a dull moment in his company. He was often seen riding his bike (or unicycle) across the Lionsgate Bridge with his beaver helmet and Barbie basket, on his way to work. Sakinaw Lake was his retreat where he water skied, enjoyed the fire, the odd cigar and a good scotch. You could often find him hot tubbing listening to sixties/seventies music (especially The Rolling Stones) both at home and at the lake. Craig was a true adventure seeker and he travelled extensively, attending 4 FIFA World Cup soccer tournaments and 3 Olympic Games and for many years he attended the Hong Kong Rugby 7s. Craig taught us all by example. His positive attitude and gracious handling of a devastating brain disease carried us all through hard times. He showed us how to be patient, hard-working, frugal, fun-loving and to never sweat the small stuff. He was truly an inspiration and never had a negative thing to say about anyone or anything. Considered a legend by many, above-all, he was an exemplary friend, father, husband and son who appreciated the value of relationships. He will be dearly missed. Thank you to Dr. Malcolm MacDonald for his heartfelt care. In lieu of flowers, Craig would have appreciated donations to brain research through the “Djavad Mowafaghian Centre for Brain Health” at UBC (or a charity of your choice). Due to Covid restrictions, a celebration of his life will take place on a Zoom livestream October 10, 2020 1:00-3:00 pm. Access to the livestream will be by invitation.

Craig played and loved soccer from a young age, eventually playing for the UBC Thunderbirds from 1974 to 1978 and was on the 1974 team that won UBC’s first ever National championship. Craig was a frequent speaker at forest industry events across the country and was often called upon by the media for his views on the trends and transactions shaping the industry. He retired from his role as the Vancouver Consulting Leader in 2011.
