3. 5327-5477 Oak Street and 1006-1008 West 37th Avenue To rezone 5327-5477 Oak Street and 1006-1008 West 37th Avenue from RT-1 (Two-family dwelling) District to RM-8AN (Multiple Dwelling) District, to allow for a townhouse or rowhouse development with a maximum floor space ratio (FSR) of 1.20. 4. 650 West 41st Avenue (Oakridge Centre) (CD-1 Text Amendment) To amend CD-1 (1) (Comprehensive Development) District for 650 West 41st Avenue (Oakridge Centre). The proposed rezoning would increase permitted floor area from 424,600.7 square metres (4,570,356 square feet) to 468,938.9 square metres (5,047,617 square feet); increase the maximum FSR from 3.71 to 4.10; and increase maximum building heights to allow the additional development of 283 market rental units, 130 moderate-income rental units and additional office space.

The application also proposes to permit floor area exclusions for mechanical uses for an energy centre to a maximum of 22,891 square metres (246,397 square feet). C. The proposed amendments would achieve the intent of the by-laws and correct inadvertent errors, update references, and improve administration. D. Heritage Designation: 510 West Hastings Street (Standard Building) To amend the classification of the heritage building located at 510 West Hastings Street, known as the Standard Building, in the Vancouver Heritage Register from the ‘B’ evaluation category to the ‘A’ evaluation category, and to designate its structure and exterior as protected heritage property.

ancouver Canucks head coach Bruce Boudreau has to be careful not to become a nagging parent for Elias Pettersson. The centre has an elite shot — he just doesn’t use it enough. “It’s gonna be one of those things like a parent telling his kid to keep his room clean,” said Boudreau. “You have to say every day, ‘Let’s go, let’s clean the room up — let’s get shots on goal.’ But sometimes he wants to be too unselfish and look for passes where I want him to be a little bit more selfish and use that great shot that he’s got.” Pettersson is certainly shooting less often but it’s not just the lack of shots; his usual creative flair has been missing in action for most of the season. A month ago, Pettersson had just 17 points in 37 games, on pace for a paltry 38 points over a full 82 game season. It was enough that there were fans legitimately calling for Pettersson to be traded, whether on sports talk radio, on social media, or in the comments section of every Canucks blog in town. But, over the last month, the old Pettersson seems to have returned. Pettersson has 7 goals and 10 points in his last 12 games but it’s not just that he’s scoring — it’s how he’s scoring. He’s ripping wrist shots top corner, powering to the net off the boards, and cheekily banking pucks off a goaltender’s back. It’s the type of confidence

that was a hallmark of Pettersson’s first two seasons. Really, this shouldn’t have surprised anyone. Players with Pettersson’s elite skillset don’t just suddenly forget how to play. In his first two seasons, Pettersson racked up points at an amazing pace, while electrifying fans with his creativity and skill. That Pettersson isn’t gone forever. At 20 and 21, Pettersson scored 0.93 and 0.97 points per game. Over the last two

decades, the two closest comparable players at the same age are David Pastrnak and Jack Eichel, who scored at nearly the exact same pace. The key difference is that Pastrnak and Eichel immediately scored at over a point-per-game at 22 and 23, while Pettersson faltered. So, maybe Pettersson isn’t in that same elite category as Pastrnak and Eichel, but it’s folly to dismiss his first two seasons. Perhaps, instead of Pastrnak and Eichel,

the better comparable is Taylor Hall. Like Pettersson, Hall faltered after two strong seasons, albeit when he was a year older than Pettersson. At 21, Hall was in the top-10 in the NHL in scoring, then followed that up with 80 points in 75 games at 22. Then everything went wrong. Hall had just 38 points in 53 games in an injury-shortened season at 23 and, at 24, he again didn’t live up to his earlier potential, with just 65 points in 82 games for a struggling Edmonton Oilers team. After those rough two seasons, the Oilers traded Hall to the New Jersey Devils — infamously one-for-one for Adam Larsson. A season later, Hall racked up 93 points in 76 games and won the Hart Trophy as the NHL’s most valuable player. That’s not to say that Pettersson will follow the same path but it shows the danger of trading a high-end player after a couple of lesser seasons, particularly when one of those seasons was shortened by an injury. The odds are good that Pettersson will rebound from his struggles and be as good, if not better than his rookie and sophomore seasons in the future. In other words, don’t worry about Pettersson. He’ll figure it out, even if Boudreau has to remind him every day to clean his room — or, rather, shoot the puck. By Daniel Wagner - Pass it to Bulis

Supply chain issues halt firing of 9 o'clock gun

tanley Park's famed 9 o'clock gun won't go 'BANG!' for a while. That's because there's a global shortage of black powder, the explosive material that is used in the canon. As a result, the Vancouver parks board has announced the cannon won't be fired 'until further notice.' "This shortage is not unique to Canada; BP is in short supply throughout North America and Europe due to supply chain challenges and an overall decrease in manufacturing," says the board in a press release. "Since the Park Board’s long-time

supplier closed last fall, staff were only able to secure enough powder to fire until (Feb. 10.)" Staff are exploring other options to give the cannon its boom back, but so far they haven't been able to acquire anything. However, the intention is to get it going again, as the parks board describes the pause as temporary. The cannon was originally installed in 1894 as a way to tell mariners what time it is. Kid Carson leaves Z95.3 after controversial on-air rant

adio show host Kid Carson is leaving his show. Carson, who hosted the morning show at Z95.3 in Vancouver, won't be returning to that station's airwaves. His departure follows a broadcast on Feb. 9, where he discussed a variety of issues, including suggesting the powers-that-be are trying to control children through "a digital ID that will control every aspect of their lives that can be switched off any time." He also supported the Ottawa truck convoy protest, claimed the media wasn't telling the truth about things and noted that the Feb. 9 show may be his last. "I'll be the one who gets mocked for doing my own research," he said in the broadcast, which he subsequently uploaded to Instagram. He also discussed feeling like he wasn't allowed to talk about what mattered to him for several months, including vaccine mandates. He said he was pressured by the station's administration to avoid those topics. In a statement to Vancouver Is Awesome, Steve Jones, the senior vice-president of brands, content and radio at Stingray, Z95.3's parent company, confirmed Carson is leaving the show. "After today’s show, we reached a mutual decision to part ways. Kid has some very strong views on a number of polarizing topics," Jones wrote. "While we respect his right to have and express those views, they do not represent what Z95.3 is all about." In a follow-up interview with Jones, he explained there were a couple of reasons for the pressure on Carson and the parting of ways, including the tone of Carson's topics. "Z95.3 is not a politically charged talk radio station; it's a music lifestyle radio station. It is built to be a place of sort of stress relief, and fun and levity," he told V.I.A. "And it's not CKNW, it's not News 1130. It's not Fox News or Newsmax." That said, if one were looking at talking

about news and difficult topics, there has to be certain standards, he added. "We need to stay grounded in reality and facts," Jones said. "We were insistent that the content on Kid's shows stay in that space." He also noted that Carson's contract with the station was coming to a close and it was decided to end it early. Given the nature of Carson's broadcast and comments about it potentially being his last one to air, Jones said he isn't sure what Carson expected to happen. During the broadcast, Carson mentioned multiple times he was working on a subscription-based podcast and encouraged people to support him that way. Jones said it would be a "great forum" to explore a different type of show and called Carson a "great communicator and broadcaster." Carson, who's had stints at other Vancouver radio stations, started at Z95.3 on March 30, 2020. Up until recently, Jordan McCloskey co-hosted the Kid Carson Show with Carson, but left around Christmas of last year. Jones says the music will go on at Z95.3 in the morning. Since 2015, the City of Vancouver has used targeted land assessment averaging to calculate property taxes as recommended by the Property Tax Policy Review Commission in 2014. While averaging does not increase or decrease the City’s tax revenue, it affects the amount of taxes paid by individual property owners. The City transitioned from three-year to five-year targeted averaging in 2019. Under the targeted averaging approach, only those properties facing significant year-over-year increases in property values above a certain threshold (“hot” properties) would be considered for averaging. For eligible “hot” properties, the program calculates property taxes for the City and other taxing authorities using an average of the assessed land value for the current and prior four years, plus their current assessed improvement value, provided that this averaged value does not go below the threshold value. All other properties continue to pay property taxes based on their current year BC Assessment value. The table presented shows the estimated effect of the targeted five-year averaging program on the City of Vancouver’s general purpose tax levy for sample properties based on the thresholds proposed for 2022 (10% above class average change), subject to Council approval. The program requires an adjustment to the tax rates such that properties below the threshold would pay slightly higher taxes to provide tax relief for those “hot” properties above the threshold.

Amounts levied by other taxing authorities such as provincial schools, TransLink, BC Assessment, and Metro Vancouver are not included in the analysis. On March 1, 2022, Vancouver City Council will consider whether to use targeted five-year averaging for residential (Class 1), light industrial (Class 5) and business and other (Class 6) properties, and determine the appropriate thresholds for these property classes if targeted averaging is adopted. Should Council decide to use targeted five-year averaging, a bylaw will be adopted on March 29, 2022. Over 13,000 human poops were cleaned off Vancouver streets in 2021

ancouver City Council passed a motion on Feb. 8 calling for approval of $2,185,000 in grants to non-profit agencies who supplement the City of Vancouver's cleaning efforts, including a new effort to remove tens of thousands of human poops from public spaces. Various agencies including United We Can and the Kettle Friendship Society manage "micro-cleaning programs, support BIA’s citywide in dealing with litter challenges, support waste diversion initiatives involving the binning community, and provide job support and life skills training opportunities for youth and adults with employment barriers," indicates a report. The annual grant program has been running for the past 22 years, and in 2021 it included a pilot to remove a... well... a logjam. Officially known as the Feces Pilot Program, it was initiated to deal with the volume of feces reported through the City's Vanconnect app, and through calls from the public to 311 about poops they found in public. The pilot ran from March until December of 2021, and in that time more than 13,000 poops were recovered from the streets of our city. The report calls the pilot "low-tech," in that a "two-person response team collects feces for disposal and the affected areas are sanitized using a disinfectant spray." The team is managed by Mission Possible and operates weekday mornings in the downtown core. Their portion of the cleaning grants for 2022 is $100,000. By Bob Kronbauer

New Indigenous-owned jewelry store offers unique opportunity for artists

A

n online jewelry store has launched out of Metro Vancouver, selling works from a number of different Indigenous artists from across B.C. First Nations Designs opened its digital doors at the beginning of February 2022, with the production of their pieces being done on Squamish reservation land in North Vancouver. The store's founder, John Velten, is an Indigenous carver and sculptor who lives in Burnaby. He's had works commissioned by the City of Vancouver, Vancouver Mural Festival, and other clients. Velten saw a very specific opportunity in jewelry production, according to a media release. He approached both emerging and established artists, some of whom he says "never thought they could make precious metal jewelry, due to limited access to tools and technical understanding," and provided mentorship and support to help turn some of their ideas into real-life pieces that people can purchase. Artists include Corey Moraes, Danika Saunders, Edwin Neel, Gerrenp, Grant Pauls, John Velten, Mark Preston, Michelle Stoney, Morgan Asoyuf, Ovila Mailhot, Shawn Aster, and Shawna Kiesman. OPINION: The City of Vancouver has no justifiable role

F

our Vancouver city councillors made the right decision to vote against a motion to contribute $10,000 of city money to the legal challenge of Quebec’s discriminatory Bill 21 legislation. But that doesn’t make Bill 21 any less wrong. As a grant, a Vancouver city council motion requires eight votes to pass. While five councillors and Mayor Kennedy Stewart voted in favour of the city committing funds to fight Quebec’s controversial legislation, all four independent city councillors – Rebecca Bligh, Colleen Hardwick, Lisa Dominato, and Sarah Kirby-Yung – voted against it. NPA councillor Melissa De Genova was absent. By no means does this decision endorse or legitimize Bill 21. Rather, it correctly confirms the City of Vancouver’s duties and responsibilities, which simply do not extend to supporting legal or activist campaigns that do not affect the residents of Vancouver. Enacted by Quebec’s provincial government in June 2019, Bill 21 bans public workers in Quebec (including judges, police officers, and teachers) from wearing religious symbols, such as hijabs, turbans and kippahs. This provincial law – again, exclusive to Quebec – should require intervention from the federal government since Bill 21 seemingly violates the Canadian Charter of Rights and Freedoms.

The federal government, under Liberal Prime Minister Justin Trudeau, has left it up to the courts to rule on various challenges of Bill 21’s legality, including one brought on by the National Council of Canadian Muslims and the Canadian Civil Liberties Association. Some Liberal Members of Parliament have expressed their belief that the law violates the Charter of Rights and Freedoms. Even Prime Minister Justin Trudeau has stated that he deeply disagrees with the law. Yet, the federal government has effectively done nothing about it. The other federal party leaders have also been reluctant to voice their opposition to Bill 21, which clearly undermines religious freedoms and workers’ rights. However, the federal government’s cowardice does not demand municipalities in other provinces to intervene with their own public funds. The City of Vancouver has equity issues of its own, whether it is Reconciliation, homelessness, the drug poisoning crisis, accessibility, climate change, and housing. Vancouver has a lot of work to do in its own backyard and, as a municipality, has a taxing authority that is limited only to property taxes in order to raise the funds to address these issues. Notably, several other non-Quebec municipalities – including Victoria, Winnipeg, Toronto, Brampton, Burlington,

in the fight against Quebec’s Bill 21

and London – committed public funds to supporting the legal challenge against Bill 21. The City of Ottawa is set to decide if it will commit $100,000 to the cause. However, the idea that one level of government is going to fight a legal proxy war outside of its jurisdiction with another level of government (of a different province, no less) seems unnecessary. This is especially true as, often, municipalities (rightly) bemoan how senior levels of government cut services and download responsibilities to overburdened city halls. That complaint loses credibility when a municipality spends resources – no matter how “measly,” to use councillor Jean

Swanson’s terms – on things that have practically no impact on their own residents. While the City of Vancouver can sometimes be admired for ambitious projects that attempt to fill the gaps in the absence of senior levels of governments, at least those projects have a clear intent to benefit the residents of Vancouver. In this case, the desire of Mayor Kennedy Stewart and some city councillors to fight Quebec’s government – no matter how worthy the cause – is simply irrelevant to the day-to-day lives of Vancouverites. ash, cannabis and cocaine were among the items seized by transit police in a recent string of targeted bus and station checks. Acting on intelligence and data, the Transit Police Enforcement Team carried on the checks on Feb. 8 along Main Street in Vancouver. The checks led to several arrests, including a man now charged with breaching his conditions and possession of drugs for the purpose of trafficking. The Metro Vancouver Transit Police shared the results of checks in a photo on social media which showed $255 in cash, 1.52g of cannabis, 5.94g of cocaine, 14.86g of sold cocaine and 70.93g of methamphetamine. Crowdfunding campaign helps resurrect shuttered indie sandwich café

n independent Vancouver sandwich shop that closed its doors in 2020 is more than getting by with a little help from its friends - it's staging a full-on comeback. Say Hey, a tiny café in Chinatown (you can spot it in Netflix's Always Be My Maybe), has surpassed its Kickstarter fundraising goal of $15,000. The campaign was put out as an "S.O.S." as in "Save Our Sandwiches" as owner Zachary Zimmerman and new business partner, Chef Lina Caschetto, gear up to re-open the "sandwich deli" at 156 East Pender. "As I’m sure you can imagine, as with so many other small businesses, the pandemic has been hard on our little sandwich shop," says Zimmerman on the Kickstarter page. "But our love of and desire to create the tastiest SANDWICHES has overcome so much in order to get us this far. We can’t stop now!" "It is truly exciting to be joining forces with my good friend [Zimmerman] in order to re-imagine the concept and bring it back to life!" gushed Caschetto in January on social media. "You better bet it’s gonna be fresher, funner and better than ever before!" Vancouver-born Caschetto has on her resume several years working in Paris restaurants, and recently the chef helped launch the first Canadian Café Kitsuné right here in Gastown. Say Hey launched in 2017 and became a local darling thanks to its small menu of hoagie-style sandwiches that packed big flavour. Zimmerman outlines plans for the new iteration of Say Hey, noting the "foundations will remain the same," but they plan to "offer a wider range of items." Customers can choose from a "larger, rotating variety of sandwiches" that will include more veggie options, as well as more of a deli-style setup where Say Hey has on offer seasonal salads and house-made soups, as well as pastry and desserts. And more good news is that Say Hey plans to offer expanded morning hours with a breakfast and coffee menu. The fundraiser was created by Say Hey in response to delays that pushed the team's costs sky-high. The funds are described as a little boost, with Zimmerman explaining: "Our plan is to raise funds in order to do some general upgrades to our space and finish outfitting our recently refurbished kitchen." Steamworks brewpub restaurant set to open in affordable housing development

longstanding Metro Vancouver brewery is set to open a brewpub restaurant at the base of a new highprofile rental housing development in Mount Pleasant. Steamworks has signage up in the windows at the base of the Aspen, a 145-unit new build on Main Street between 6th and 7th, which was developed as a key new "affordable housing" option in Vancouver. The brewpub restaurant will occupy groundfloor retail space and, per the signage, will boast a patio and offer brunch and happy hour and, if the original Steamworks in Gastown is any indicator, lunch and dinner

service along with plenty of taps. Steamworks launched in 1995 and operates a taproom at its Burnaby brewery in addition to its flagship Gastown brewpub, located along the waterfront. While the forthcoming Mount Pleasant Steamworks is not yet listed on the main company website there is an independent Instagram account already up and running (@steamworksmountpleasant) with some teaser imagery as posts, but no further details.
