Vancouver marine biologist took the plunge into the frigid waters of English Bay, all in the name of science. Melanie Knight is a marine wildlife educator and CEO of Ocean to Eye Level Consulting who in late January took a brief dip into the frigid waters around the now-famous English Bay Barge to see what creatures call the area home. Knight documented her findings in a YouTube video and reported what she saw largely in real time, all while under the watchful eye of nearby security guards. While Knight wasn’t able to go exactly under the beached barge she selected an area close to the rocks the barge sits upon. “Any shell you're seeing that means that that animal lives nearby,” Knight said, waist deep in the 6° C water. “So if you're seeing clam shells, mussel shells, which we are, that means that they live down here. “I want to go out and get closer to it. But honestly, I'm freezing.” Once Knight returned home to review the footage she admitted her GoPro wasn’t able to pick up much other than seaweed, barnacles, mollusks, and
amphipods. “The representative site that I was able to access is probably very similar to what it looks like underneath the barge,” Knight said. “And even deeper there might even be more like small fish. Maybe even seals might be cruising around there.” Knight explained the apparent lack of wildlife along the beach can be partially explained by the virtue of it being so commonly used by locals. “For that reason there's not a whole bunch of life there but it is still an
important habitat for animals that do use it like the birds and the clams and the worms,” Knight said. Knight is also a coordinator for the Enhancing Cetacean Habitat and Observation Program at the Vancouver Fraser Port Authority. Watch the video by scanning the QR code here. By Cameron Thomson

Mayor Kennedy Stewart: 'Everyone deserves to feel safe in Vancouver. Period.' I have heard from people who don't have confidence they will be treated fairly by the police. And I have heard from people who have experienced hatred or violence due to their gender, race, or religion. For a lot of people, Vancouver feels safe, but clearly, for many, it doesn’t. I am working hard to address these
concerns and ensure that people from all walks of life feel safe in our city. Street Disorder Busier streets are generally safer streets and COVID-19 has unfortunately made our streets less bustling. With fewer people working and recreating downtown, we have seen a corresponding increase in street disorder

onversations about public safety in our city have intensified in recent months. I have heard from residents, businesses, and frontline workers with their concerns about street disorder. I have heard from people who don’t feel safe because they lack access to proper health and well-being services.
here and in surrounding neighbourhoods. While not the only solution, policing services are an important part of addressing street disorder. That’s why I, along with City Council, have fully met the VPD’s 2022 budget request. The VPD has been using these resources to tackle crime, reporting a city-wide decrease this year, although there is still much work to be done in some neighbourhoods and in some crime categories. But as important as policing is, Vancouverites know we can’t just arrest our way to safer streets. We need to get serious about combating poisoned drugs and their role in random attacks and violence. Cities across North America are struggling with the impacts of these stronger, unstable drugs, including a new form of methamphetamines that causes intense paranoia, violence, and brain damage. I continue to work with Mayors from across B.C. and Canada on pushing the immediate rollout of physician-prescribed safer alternatives to poisoned street drugs and additional treatment options.

Housing and Support Services COVID has hit vulnerable people in our city harder than anyone else - especially those living in poverty with severe mental health, trauma or addiction issues. It is impossible to feel safe without a roof over your head or access to proper health care services -- especially during a pandemic. I have made delivering housing for the most vulnerable a top priority, securing over $1-billion in housing investments to fund 10,000 new homes to get folks off the street and into warm beds.
I have also worked with B.C.’s Minister of Mental Health and Addictions Sheila Malcolmson to invest in Complex Care Housing for those with the toughest mental health and addiction challenges -- with 55 complex care housing units soon to be delivered in Vancouver and with many more to come. Equitable Policing Everyone should feel confident they will be treated equitably by the police. I have worked with the Vancouver Police Board to make sure marginalized and racialized people feel safer when interacting with law enforcement. In June 2021, I formally acknowledged all government institutions are systemically racist, including the VPD, and that Black and Indigenous peoples, people of colour, drug users, members of the 2SLGBTQ+ community and those experiencing homelessness face disproportionate - and often negative - police attention. The provincial government answered my call for reform by undertaking a comprehensive Police Act review due to report this year. The Vancouver Police Board also now acknowledges the VPD is built on a foundation of structural racism and colonization and have begun new initiatives to modernize accordingly. This is a good start, but we constantly need to ensure our service delivery matches the expectations and needs of the whole community. Hate Crimes Finally, and perhaps most worryingly, COVID-19 has resulted in a small minority of people coming into our neighbourhoods to commit hateful acts. CONTINUED ON PAGE 7

Since 2015, the City of Vancouver has used targeted land assessment averaging to calculate property taxes as recommended by the Property Tax Policy Review Commission in 2014. While averaging does not increase or decrease the City’s tax revenue, it affects the amount of taxes paid by individual property owners. The City transitioned from three-year to five-year targeted averaging in 2019. Under the targeted averaging approach, only those properties facing significant year-over-year increases in property values above a certain threshold (“hot” properties) would be considered for averaging. For eligible “hot” properties, the program calculates property taxes for the City and other taxing authorities using an average of the assessed land value for the current and prior four years, plus their current assessed improvement value, provided that this averaged value does not go below the threshold value. All other properties continue to pay property taxes based on their current year BC Assessment value. The table presented shows the estimated effect of the targeted five-year averaging program on the City of Vancouver’s general purpose tax levy for sample properties based on the thresholds proposed for 2022 (10% above class average change), subject to Council approval. The program requires an adjustment to the tax rates such that properties below the threshold would pay slightly higher taxes to provide tax relief for those “hot” properties above the threshold.
Amounts levied by other taxing authorities such as provincial schools, TransLink, BC Assessment, and Metro Vancouver are not included in the analysis. On March 1, 2022, Vancouver City Council will consider whether to use targeted five-year averaging for residential (Class 1), light industrial (Class 5) and business and other (Class 6) properties, and determine the appropriate thresholds for these property classes if targeted averaging is adopted. Should Council decide to use targeted five-year averaging, a bylaw will be adopted on March 29, 2022. The report, which details the program and how it could impact property taxes, will be posted on our website at: vancouver.ca/averaging

Diner-style restaurant and bar opens in landmark downtown building
A
former pub restaurant at the foot of a historic downtown Vancouver hotel has entered a fresh new chapter as Fable Diner & Bar welcomes its first guests. Fable is likely a familiar name to locals, as this marks the third venture for the restaurants, following Fable Kitchen in Kitsilano and its diner sibling at Main and Broadway (also in a historic building, the Lee). This Fable outpost takes over for the Kingston Taphouse & Grille, the restaurant attached to the Kingston Hotel. Last operated as a family-run bed-and-breakfast hotel, the Kingston sits in a building that's been up since 1910. Fable Diner & Bar occupies an impressive two and a half floors of the hotel building, giving diners plenty of options for their experience, from kicking back in the lounge area for wings and beers to sitting down to a three-course prix fixe menu in the dining room. Of course, casual options abound, like Fable's beloved mega-stacked burgers or their comforting tomato soup. A separate lounge menu is offered in the bar, with several cross-over items. To get things started, Fable Diner & Bar on Richards is open for dinner service only, but plans are already underway to add brunch in the coming weeks. rock Boeser has been thriving in recent weeks. The winger is finding a fit on whatever line he lands on, typically with J.T. Miller at centre. His underlying numbers are stellar — he's third on the team in corsi percentage behind only Quinn Hughes and Nils Höglander and he regularly faces tougher competition than Höglander. But, no matter how well he's playing, Boeser can't seem to escape trade rumours, which have surrounded him for years. The latest rumours come from Daily Faceoff's Frank Seravalli, the president of the Professional Hockey Writers Association. According to Seravalli, trade interest in Boeser has increased in recent days. "Trade chatter surrounding Boeser has grown louder in the last number of days as the Canucks’ newly assembled regime settles in ahead of the deadline," reports Seravalli, suggesting that the New Jersey Devils might be a fit. Boeser has been a staple of trade rumours for the past couple of years as the team has struggled. Those rumours, however, have primarily been that other teams have shown interest in Boeser and contacted the Canucks about his availability, not that the Canucks have been shopping Boeser. That's understandable — when a team is struggling, other teams are going to circle like vultures, looking to pick off a good player. That other teams are showing so much interest in Boeser speaks to his value as a player. Even earlier this season, Boeser's name was flying around in trade rumours. "I was confused," said Boeser at the time. "I think it’s just people looking for an answer out in the social media world with the team struggling, especially now. That’s part of it." "I personally don’t think I’m going to get traded,” he added. “I feel like I’m part of the core here and a big piece. That’s just how I feel." The situation has changed since then, of course. A new regime is in place for the Canucks, headed up by president of hockey operations Jim Rutherford, who has never been shy about pulling the trigger on a big trade. Boeser felt comfortable calling himself a big piece of the core under Jim Benning — does Rutherford feel the same way? The big issue for Boeser and the Canucks is the final year of Boeser's contract. He was signed to a three-year bridge deal that saw his base salary go up to $7.5 million in the final year. While the rules on qualifying offers have since changed, Boeser's contract is under the old rules: his qualifying offer on his next contract will be $7.5 million. At the time he signed his bridge deal, it seemed certain that Boeser would be well worth a $7.5 million cap hit. Now, there's a little bit less certainty, as he has yet to take that next step to becoming the elite goalscorer that his fantastic rookie season suggested he could be. That looming $7.5 million qualifying offer gives Boeser and his agent excellent negotiating position for his next contract. He could sign a long-term deal for a lower cap hit but if he and his agent are ever dissatisfied, they have the option of accepting the qualifying offer for a guaranteed one-year, $7.5 million contract. That contract situation, more than anything else, makes it understandable why the Canucks might listen to trade offers for Boeser. But that doesn't mean Boeser is getting traded. Rutherford has made it clear — the Canucks are not under any pressure to move their top players. “We don't start those rumours, okay,” said Rutherford in regards to Miller, though it also applies to Boeser. “And then when a name is thrown out there, especially in Canada, it takes on a life of its own. So, I don't think that the names that are out there, people should automatically think that they're going to move. "We do have to make some kind of moves to get some flexibility cap-wise, but it doesn't necessarily have to be with our top players.” It's possible that's just posturing on the part of Rutherford, letting teams know that their trade offers will need to be better if they want to make a deal, but it also makes a lot of sense. The Canucks have few pending unrestricted free
agents, so they can afford to be patient. Even if they do want to trade someone like Miller, Boeser, or another of their big names, they have the option of waiting until the offseason, when teams have more cap flexibility and more teams might be interested than just this season's Cup contenders. If the Canucks are going to trade one of Boeser or Miller, it ought to be a difficult decision. Miller is having a better season than Boeser, but that also means his trade value is at its peak, while Boeser's might be lower. Boeser is younger, with plenty of potential, but Miller has realized his potential and is already elite. As we've seen in the past, Boeser's name showing up in trade rumours does not necessarily mean he's going to get traded. Impromptu memorial created for Boomer, an 'iconic' resident of the West End

essages cover an impromptu memorial that has appeared at the corner of Bute and Davie streets wishing a man named Boomer peace. "Our gentle giant," reads one. "Enjoy yourself now, up there with all the scratchies you can handle. I miss you already." "You were always so kind," says another. "Much love and peace. Rest well great spirit." "To my gentle giant, I enjoyed sharing oranges, words and smiles with you!" sings Nancy. "I never knew your name, but I knew your smile," says one. Passersby share similar sentiments, calling him "iconic" and talking about their respect for the man they knew as Boomer, who spent much of the last several years at the corner outside the Circle K. Boomer passed away Friday, Feb. 12, on the spot where the memorial stands now, say locals. Tami Starlight describes him as an easygoing, helpful man. "His passing has really struck a lot of people who've been in this community for a very long time," Starlight says. The memorial is made up of all sorts of things,
as all kinds of people stop to remember Boomer. There are flowers, candles, his sleeping bag, signs, snacks and even a scratched lotto ticket that's worth a free ticket. Some wrote beside it that they were planning on giving it to Boomer the next time they saw him. "As soon as I got here, somebody walked up to me and said, I went to high school with him," says Starlight. "I was just standing in awe." Vancouver police say Boomer's death was not suspicious in nature.

5 things you didn't know about the Gassy Jack statue
Here are five facts about that controversial statue: 1. It was erected illegally as a Valentine's gift, but the mayor hated it
The statue started off controversial. It was commissioned by four local businessmen trying to revive Gastown; they got sculptor Vern Simpson to create the 6'6" bronze figure and it was erected on Friday, Feb. 13, 1970 according to newspaper clippings from the time. On the city's public art registry, they call it a Valentine's gift. However, the city wasn't too impressed with the stunt and the mayor at the time (Tom Campbell) thought it was rubbish, threatening to haul it to the dump. It took the City 10 days to give it temporary approval, so for the first few days of its public display it was akin, from a perspective, to sculpted graffiti. 2. It was moved, twice
While it's most well known at its most recent location on the southwest corner of the rather awkward meeting of Water, Carrall, Alexander and Powell streets, the statue didn't start there. But it didn't start very far away. Its first home was on the edge of the road in front of Hotel Europe at the same intersection; archival photos show it actually on the crosswalk. There was no plinth, or platform
either, other than the whiskey barrel. It was then moved across the road to 1 Alexander St. which is now the patio for Local. When exactly it moved to the southwest corner isn't clear, but photos from the 1980s show it on the plinth from which it was toppled recently. 3. It was decapitated
Shortly after being put in place in front of the Hotel Europe, 'Gassy Jack' lost his head as someone decapitated the statue in October of 1970. A $50 reward (about $350 today) was put out for the missing piece. It was found in December of the same year in a parking garage. 4. There's a Gassy Jack 2
In 2018 Herschel, the backpack company, commissioned a Gassy Jack 2 by Vern Simpson, the same artist who created the original back in 1970. It was placed in the company's flagship store in Gastown, not far from the original statue. However, it's no longer there. "The sculpture was removed from the store in June 2020 because we no longer felt that the sculpture aligned with our values. It is not on display at Herschel Supply Robson or any of our other stores," a spokesperson for Herschel tells Vancouver Is Awesome. 5 A petition for its removal hit 23,100 signatures
This isn't the first time the statue has been targeted due to Deighton's past. In June 2020 it was covered in red paint and a sign reading MMIWG (Missing and Murdered Indigenous Women and Girls) was leaned against it. That sparked a Change.org petition demanding the statue be removed. "Statues are erected to honour individuals in our society,"

On Monday, Feb. 14, 2022, the statue was toppled by demonstrators as participants of the annual Memorial Women's March watched. Deighton, considered the "founder" of Gastown, was the target of anger due to his 1870 marriage to a 12-year-old local Indigenous girl named Quahail-ya.

"The statue will be put into storage until appropriate next steps are identified by Squamish Nation," a city spokesperson tells Vancouver Is Awesome. Squamish Nation responds to toppling of Gassy Jack statue
T
he Squamish Nation says it had reached an agreement with the City of Vancouver to remove the Gassy Jack Deighton statue before the figure was toppled by demonstrators on Feb. 14. Numerous people took to social media to share photos and videos of the statue, located at Carrall and Water streets, being pulled down with ropes by people in the crowd. After the statue was toppled, demonstrators replaced it with a lone red dress and red paint. The demonstration took place during the 31st annual Women's Memorial March in the city's Downtown Eastside, which drew hundreds of people to honour the lives of women who have gone missing or been murdered. Squamish Nation councillor and spokesperson Wilson Williams provided the following statement to Vancouver Is Awesome. "The Squamish Nation needs to lead work that involves our ancestors through respect and collaboration. In that spirit, the Squamish Nation had come to an agreement with the City of Vancouver to remove the Gassy Jack Deighton statue. The discussions were ongoing, focused on a culturally safe and respectful process that would bring dignity and healing to all involved. The Nation was in consultation
with our community and the descendants of our respected ancestor Madeline - Gassy Jack's former wife. She was a courageous woman our Nation looks up to, and today has many descendants alive in our community. We are concerned about unsafe actions that risk people's personal safety and remain focused on supporting justice for Missing and Murdered Indigenous Women." Mayor Kennedy Stewart took to Twitter to remark that the city has been in consultations with the Squamish Nation on the "right way" to remove the statue and "recognize the truth of John Deighton’s harmful legacy." "Today’s actions were dangerous [and] undermines ongoing work with Squamish Nation to guide steps to reconciliation,"he said. In June 2020, the statue was defaced with red paint, which sparked a conversation about the controversial figure. According to a short film entitled "Red Women Rising" by the Battered Women's Support Services, Jack Deighton, known as "Gassy Jack," violated a 12-year-old Indigenous girl by taking her as his child bride. An online petition was launched calling for the removal of Deighton's likeness. It garnered nearly 25,000 signatures. Vancouver Police say they are investigating the incident but no one was injured and no arrests have been made. By Elana Shepert
