New 25-cent disposable cup fee taxing mental health of cafe workers
T
he pandemic’s devastating effect on small businesses coupled with the city’s recent introduction of a 25-cent fee on disposable cups is taxing the mental health of employees at a popular Vancouver juice company. Zach Berman, co-owner of The Juice Truck, told city council last Wednesday that staff at his four Vancouver cafes was already burdened with asking dine-in customers for proof of vaccination and to wear a mask before having to explain an additional 25-cent charge on their beverage. “Additional opportunities for conflict have not been welcomed as a team on the frontline,” Berman said. “The frontline workers have been the communicators, have been the PR for the city. The majority of customers don't understand the changes…and it's been up to us to educate our customers on what the 25 cents is for.”
The fee is the first of its kind in Canada and came into effect Jan. 1. All food vendors with a business licence must charge customers 25 cents when selling a beverage in a disposable cup. The city’s goal is to reduce the number of disposable cups that end up in the landfill and push vendors to add reusable cups and adopt reusable cup share programs. The fee goes directly to the business, but council heard from city staff Wednesday that the city cannot dictate what that revenue has to be spent on, although staff has strongly encouraged vendors to add dishwashers, reusable cups or reusable cup share programs.
'Survival mode' Berman said his company plans to use the increased revenue for a green initiative — details of which are still being researched — but said he knows others are treating
the cup fee as a source of revenue to help recoup losses from the pandemic. “I’ve spoken to probably close to 25 small businesses and beyond ourselves, we're the only one that I know of that has put this money towards environmental initiatives,” he said. “The majority of small businesses are still in survival mode. I can speak for ourselves, as well. Businesses have not rebounded from COVID. We're still in a state where we're trying to survive. We're not in a place where we're thriving.” In an interview last Thursday, Berman said he has had employees quit during the pandemic because of the toll conflicts with customers had on their mental health. The Juice Truck employs about 100 people, with additional locations in Burnaby and Steveston.

In 2018, 82 million single-use cups, 89 million plastic shopping bags and four million paper shopping bags were thrown in the garbage in Vancouver. “It was never the expectation of our front-of-house team to have to communicate ever-changing bylaws and restrictions to customers,” he said, noting staff has had pushback from anti-vaxxers during the pandemic. “It's a lot for them to take. We definitely have lost some good people to some mental health struggles.” In his opening remarks to council, Berman said if the city really wants to see itself as a green leader, then it should build a facility to process all the biodegradable
plastic cups and packaging used in his and other businesses. Such an initiative, he said, would win his support for the 25-cent fee. A self-described environmentalist, Berman said his company tested a reusable cup program prior to the pandemic. But, he said, there were issues with the reusable cup contractor picking up The Juice Truck’s dirty cups. The Juice Truck offers dine-in cups at some of its locations, but Berman said Vancouver Coastal Health inspectors criticized the company for having a dishwasher at one location located too far from the juice bar. He’s not sold on implementing a companywide reusable cup share program with a contractor, noting that unless the cups are picked up by bicycle or electric car, the goal to reduce The Juice Truck’s carbon footprint would be compromised.

attempted last Wednesday to scrap the disposable cup fee but were unsuccessful. Some of their reasoning was based on Berman’s concerns and the fact that reusable cup share programs and companies were adding customers prior to the pandemic and have since grown, as Jason Hawkins, co-founder and CEO of Reusables.com, told council. Hawkins said the company has operated for more than a year and has more than 50 cafes, restaurants and grocers offering reusables via its platform for take-out and food delivery “and we’re rapidly on-boarding more.” Mayor Kennedy Stewart and six councillors opposed the move led by Coun. Rebecca Bligh to scrap the fee, saying it would “essentially gut the city’s commitment to reduce waste.” He also pointed out the investments many businesses already made to adapt and implement the fee. fter a nearly 20-day ceasefire, Vancouver's 9 o'clock gun has resumed its nightly chorus of fire and smoke. On Feb. 10, the 200-yearold cannon fell silent due to a global shortage of
black powder, the explosive material used in the cannon Eighteen days later, on Feb. 28, the Vancouver Park Board announced the gun would be back to its regularly scheduled programming after staff had acquired more black powder
through a new supplier. Due to federal regulations though, only two months of powder can be stored at a time. The cannon was originally installed in 1894 as a way to tell mariners what time it is. By Cameron Thomson

Canucks’ PK is still struggling but Pettersson is thriving shorthanded

W
hen Bruce Boudreau took over as head coach of the Vancouver Canucks, he was approached by two of the team’s young stars. Elias Pettersson and Quinn Hughes had a request — they wanted to play on the penalty kill. “They both asked me about penalty killing and I said, ‘Yeah, we’re going to try you,’” said Boudreau. “Let’s face it, whatever it was wasn’t working before, so trying new guys is not going to hurt you.” It’s not just that the penalty kill wasn’t working prior to Boudreau’s arrival — it was historically bad at 64.6%. The worst penalty kill in NHL history, at least since they started recording the statistic, belongs to the 1979-80 Los Angeles Kings, who killed off 68.2% of their penalties. Since the coaching change, the penalty kill has definitely improved but not by much. The Canucks have killed 76.0% of their penalties under Boudreau — better but still a bottom 10 rate in the NHL — and the Canucks are still dead last in penalty kill percentage overall. Part of it must be personnel. They lost four of their primary penalty killers over the summer — Alex Edler to free agency and Nate Schmidt, Antoine Roussel, and Jay Beagle to trades, with the likes of Chris Tanev, Jordie Benn, and Troy Stecher leaving before that.
Meanwhile, Brandon Sutter is unlikely to play a single game this season as he recovers from long COVID. That’s a lot of penalty killers to replace and the Canucks didn’t really do so. Additions to the roster, like Jason Dickinson, Juho Lammikko, Oliver Ekman-Larsson and Tucker Poolman, are not penalty killing specialists. J.T. Miller and Bo Horvat, despite their reputations for strong twoway play and ability to win faceoffs, have struggled on the penalty kill as well.
But maybe their young offensive stars are the answer. So far, Pettersson and Hughes have been on the ice for the lowest rate of goals against on the penalty kill for the Canucks. In fact, Pettersson has yet to be on the ice for a single power play goal against. In his very first game under Boudreau, Pettersson was put on the penalty kill and quickly earned a penalty shot on a shorthanded breakaway. While he missed just wide, he later scored a shorthanded goal against the Calgary Flames after picking
off a pass in the neutral zone for another breakaway. With Pettersson on the penalty kill, the Canucks have actually outscored their opponents 2-0. It’s not just that Pettersson is an offensive threat on the penalty kill. The zero goals against isn’t an accident — he’s also been on the ice for the lowest rate of shot attempts against and shots on goal against among Canucks penalty killers. A lot of his effectiveness has come from not even letting opposing power plays into the Canucks’ zone, using his hockey sense to read the play, then his great hand-eye coordination to knock down passes and send the puck the length of the ice. At this point, the only thing that’s likely preventing Pettersson from getting more time on the penalty kill is his faceoff percentage. It’s tough for a coach to trust Pettersson to start a penalty kill when Horvat, Miller, and even Lammikko are far more likely to win the draw. Pettersson has improved in that area since the start of the season and arguably deserves more shorthanded ice time. “When guys say they want to try it, give me a shot at it, you put the onus on them,” said Boudreau. “They go out and they do it…so they’re gonna get more opportunities to do it.” By Daniel Wagner - Pass it to Bulis

While the parks board can't control coyote behaviour, it's doing things to curb issues from the human side, like monitoring for people feeding wildlife and fines of up to $500. The parks board, Stanley Park Ecology Society and province are monitoring coyote activity, particularly in Vancouver's largest park. Through most of 2021, a series of coyote attacks in Stanley Park threatened human users of the park and resulted in a coyote cull. During the period of elevated conflicts, seven coyotes were killed with four more killed during the cull. Since then conflicts have gone to essentially zero in the park.

ith breeding season already started for the city's coyotes, the Vancouver parks board is warning residents to respect their canine neighbours and to "support longterm, peaceful coexistence." Breeding season starts in January and their pups are born in the spring. During this period, and once the pups are born their behaviour can change as they become more active to seek food and protect their family. "Typically only seen at dusk and dawn, they will often be spotted in the daytime and will behave more boldly to ensure their families are kept safe," says the board in a press release. "This could look like ‘escorting’ humans and pets away from their dens and standing their ground or acting more defensively if they perceive a threat." It's likely people will see coyotes during this time of year, they add. The parks board has some tips to ensure that "peaceful coexistence" with the coyotes: - Don't leave food on the ground to attract any animals; food attractants are the leading cause of behavioural changes in coyotes

Vancouver climate activist shares details of arrest, ‘inhumane’ ride in police wagon

Environment Minister George Heyman’s constituency office on West Broadway has come forward to share her story about being handcuffed and transported to jail in a police wagon. Jillian Maguire, a Vancouver secondary school teacher, was protesting the government’s refusal to stop logging companies from cutting down old-growth trees in the province when she was handcuffed and placed in a police wagon on Sept. 13, 2021.

She said she had a panic attack after being handcuffed and put in what she described as a small metal box in the wagon. “I started crying, I told them I was claustrophobic and that they couldn’t put human beings in there,” she said in an interview Monday. “One officer said that I didn’t have to be arrested, and that I could walk away. But another officer was saying, ‘Well, how much does your cause mean to you?’ So the only option was don't get arrested, and then your cause means nothing to you, or get arrested and go in this wagon.” Maguire’s cause means a lot to her, she said, noting she joined about 40 other protesters that day outside Heyman’s office because she is worried about climate change and governments’ inaction on protecting the planet from global warming. Taking to the streets — in this case, blocking several lanes of West Broadway near Cambie Street — was the logical step to voice her concerns. “The climate crisis is so bad, and me being a middle-aged white lady of privilege, I decided to put my time in,” she said, noting she was charged with mischief and has a court date next week. “Maybe it’s just showing my privilege, but I had no idea that this is how they are transporting people. I wouldn’t put my dog in one of those boxes. You can’t see outside, there’s no window.”

She said either the wagon driver couldn’t hear her or ignored her until arriving at the jail. “When they opened the door, there were about 10 special constables standing outside and they seemed surprised that I was upset at being trapped in this wagon, even though everybody who was at the arrest knew that I was feeling quite traumatized by the whole process,” she said, her voice cracking as she told her story. POLICE WAGON CONTINUED FROM PAGE 8 Maguire noted the Vancouver Police Department’s handcuffing policy gives officers discretion on whether to use restraints. That discretion can be based on several factors, including the age of a person, medical condition, race or protecting the person from harm to themselves or the general public. “No peaceful activist that I have seen in the last 20 years poses any risk of harm to self or others during arrest,” she said. “Handcuffs would seem to be unnecessary in these circumstances.”
'A rare impression' The Vancouver Police Board’s complaint review committee decided on Feb. 24 not to take any action on Maguire’s complaint. The decision was made after the committee reviewed a report from a VPD sergeant on the arrest. The VPD “appreciated the complainant’s experience that they found the wagon frightening and inhumane, particularly as they are claustrophobic,” the report said. “A review of this situation and the general experience of detainees suggest this is a rare impression and that in this case officers took extensive measures to provide the complainant with alternatives and support,” said the report, noting Maguire was asked five times to leave or face arrest. “The use of wagons provides a safe, efficient, and appropriate method of transporting detainees in Vancouver.” The report pointed out the Vancouver jail received 11,466 "detainees" last year, with more than 10,000 arriving by wagon. The average number of detainees lodged at the jail in the last two years was 955 per month. In the last 10 years, two detainees of a “conservatively estimated 103,000 wagon transports” suffered injuries in relation to collisions. Both received minor injuries, were transported to hospital for treatment and subsequently released back to police custody.
Two deaths connected to police wagon What the report didn’t include was the death of Gregory Douglas Lloyd, 43, who died in February 2014 in hospital five days after police arrested him for breaching courtordered conditions not to consume alcohol or be in a oneblock radius of an apartment in the 2100-block of Triumph Street. After parking the wagon at the Vancouver jail on East Cordova Street, police discovered Lloyd with a shoelace around his neck. It was tied to wire mesh covering the inside of the wagon’s door. His death was ruled a suicide. Cheryl Ann Cowan, 58, died in December 2014, eight days after going into medical distress while in a wagon. Police arrested Cowan after responding to a 911 call of a woman causing a disturbance at a family member's house. Cowan’s cause of death was “severe anoxic brain injury due to a cardiac arrest,” according to documents released by the Independent Investigations Office. Police didn't know she was unconscious until an officer opened the door of the wagon parked at the jail. Nurses, jail staff, a doctor and firefighters all responded to Cowan, who regained a pulse after treatment from paramedics. She was on life support in hospital until her death, Dec. 23, 2014. Vancouver police have since installed security cameras in the back of all nine of its wagons. In Maguire’s case, she never set foot in a jail cell but waited in the wagon until she was released and given a court date to respond to charges. The police report said the wagon driver began the trip to the jail at 6:26 p.m., with Maguire leaving the wagon at 7:02 p.m. At the police board meeting, the department’s director of planning, research and audit section Drazen Manojlovic said he agreed to Maguire’s challenge to take a ride in the wagon. He didn’t provide an assessment to the board of his ride, but said he felt it important “to credibly speak to the complainant’s complaint and that someone at the VPD go through it.” Maguire’s arrest came the same year that police spent more than $3 million on policing protests in Vancouver, with most
of them tied to climate change. Maguire, who is also a musician, is affiliated with the Extinction Rebellion movement, which has organized many protests in the city. Maguire said she has helped the Vancouver chapter with artwork and performed at one of its fundraisers. “For those of us who have been filling out petitions and protesting outside the Art Gallery for 30 years, nothing has happened — emissions have gone up,” she said. “Nobody listens until you become an inconvenience. If it wasn't for people who had blocked streets or infrastructure, women wouldn't be able to vote and we'd still have segregated water fountains.” By Mike Howell
