he Vancouver Canadians are ready for this upcoming season at The Nat. Players warmed up on April 5 in the beautiful sunshine and warm weather while others had interviews and took official headshots. That means that Nat Bailey stadium must be in tip-top shape to host its guests. This will be the first time since the COVID-19 pandemic that the Canadians will be back playing at home. The last games to be played at Nat Bailey Stadium were in 2019, and Vancouver baseball fans have had no events or opportunities to share the communal love for baseball until the Canadians come back. Crews cleaned the stands and bleachers to prepare for attendees while the field was prepared for the player's practice. Nat Bailey Stadium is coming back to life again and will soon be bustling with excitement, cheers, and shouts from fans. The High-A Minor League

hile the statue of Gassy Jack was brought down in dramatic fashion, the plinth it stood on has been removed quietly. The City of Vancouver removed the plinth - the platform on which the statue sat - which itself stood a couple of feet high in the middle of Maple Tree Square at the intersection of Carrall, Water and Alexander streets, Monday, April 4. It was the last remnant of the statue which has stood in the square for decades until demonstrators pulled the copper version of the historical figure down in February. It was pulled down during the Memorial Women's March in Vancouver's Downtown Eastside. 'Gassy' Jack Deighton is known as one of the city's founding figures; he also took a 12-year-old Squamish girl as his bride when he was 40. They had a child a few years later. After the statue was taken down the leftover plinth became a destination for skateboarders for a bit, with many using the curved base as a ramp of sorts. Pro skateboarder Joe Buffalo was able to do an ollie to tail over the awkward pedestal. The city says it was removed due to damage. "Next steps for the statue will be determined alongside Squamish Nation," a city spokesperson tells Vancouver Is Awesome in an email. "The future of Maple Tree Square will be determined through broader consultation with the Host Nations, and community engagement."

Ruling: Two Vancouver cops ‘recklessly’ used unnecessary force to arrest Indigenous man and granddaughter

SCREENSHOT COURTESY HEILTSUK NATION

A

retired judge tasked with reviewing a high-profile case where a Heiltsuk First Nation man and his granddaughter were handcuffed in 2019 outside a BMO branch in Vancouver has ruled two Vancouver police officers committed misconduct by “recklessly using unnecessary force” in arresting the pair. Brian Neal said in a 69-page ruling released by the Heiltsuk nation last Wednesday that constables Canon Wong and Mitchel Tong arrested and handcuffed Maxwell Johnson and his then-12-year-old granddaughter without reasonable and probable grounds. “I have found that no reasonable police officer standing in the shoes of the two officers could support such actions based on suspicion alone,” said Neal, who concluded the constables “acted oppressively” in their dealings with the pair. In a separate decision following the discipline proceeding ruling, Neal ordered the constables be suspended for several days, that they complete intensive, immersive Indigenous cultural sensitivity training, and that they complete re-training on deescalation skills, risk assessment and power of arrest. Johnson, who had an existing account at the bank, was with his granddaughter on Dec. 20, 2019 at the BMO branch at 595 Burrard St. to open a joint chequing account. Johnson

had recently deposited $30,000 in the account after receiving a settlement. 'Upset and fearful' The branch manager didn’t believe the pair’s purpose at the bank, suspected they were attempting to commit fraud and contacted police. Johnson and his granddaughter were led outside by the constables and handcuffed on a sidewalk. “Mr. Johnson and his 12-year-old

granddaughter were at all times fully cooperative with police directions,” Neal said. “However, there can be no doubt that both parties were clearly confused, upset and fearful as a result of the summary arrest experience so far from home.” Less than an hour after Johnson and his granddaughter were arrested, they were released with apologies from the constables. The allegations of possible fraud, which were the basis of the arrests, had been determined

to be completely without merit. Neal said the circumstances of the case brought into sharp focus the risk of “precipitous action by police in summarily ending the liberty of persons under investigation by arrest.” Neal found that the cultural safety needs of Johnson and his granddaughter were not considered by the constables. “In the result, two vulnerable persons of Indigenous heritage were exposed to unnecessary trauma and fear, and left with a serious perception of unfairness in their treatment at the hands of police,” he said. 'Danger to children' Neal said the case also highlighted “the very real danger to children” who have come into contact with the police. “The circumstances relating to [the granddaughter] clearly demonstrate the high risk of policing decisions that result in the almost automatic application of handcuffs following any arrest without due consideration of the apparent age of the subject in question, or the lawful basis for such a use of force,” he said. The lack of Indigenous cultural awareness and training provided to the “relatively inexperienced members” was a major factor in their approach to dealing with Johnson CONTINUED ON PAGE 7

BAD COPS CONTINUED FROM PAGE 6 and his granddaughter, Neal said. “There is also no doubt that, in hindsight, the members themselves have both recognized those critical shortcomings in their treatment of the complainant,” Neal said. “However, considering all of the evidence available, I find that the haste with which the members approached the arrest and handcuffing of the complainants was more consistent with a failure to exercise judgment, than overt stereotyping and discriminatory assumptions.”

saying: "This process was led by the Office of the Police Complaints Commissioner. We respect the decision and refer specific questions to the OPCC. There is an ongoing human rights process underway and it would be inappropriate to comment further." BMO has since apologized for the arrest, and Vancouver Police Chief Adam Palmer previously said officers were acting in good faith. He described it as “a very unfortunate situation and we’re very sorry the way that this all played out.”

Apology ceremony in Bella Bella Neal ordered Wong and Tong to provide a written apology and offer to meet with Johnson and his granddaughter to listen to concerns and give an oral apology. The Heiltsuk Nation has since invited the constables to participate in an "apology ceremony" in Bella Bella with Johnson, his granddaughter and wider community. “This story has become a symbol of the fight against systemic racism, and we are committed to working with the officers to make broader change and ensure this never happens again,” Marilyn Slett, elected Chief of the Heiltsuk Nation, said in a news release Wednesday. Neal was appointed to conduct the discipline proceeding after Police Complaint Commissioner Clayton Pecknold disagreed with Victoria Police Chief Del Manak’s earlier finding of his investigation that no disciplinary action was warranted against the officers. The VPD responded to Neal's ruling in a statement Wednesday,

'Colonial past' In January 2020, Mayor Kennedy Stewart, who doubles as chairperson of the Vancouver Police Board, issued a statement accusing the BMO branch of misleading police in the case. “I felt sick when I first heard about this incident and I find it unacceptable that the Bank of Montreal turned what should have been a positive occasion into one that reinforces our colonial past,” Stewart said at the time. “I am sad for the long-term impacts this may have on the child, her family and the broader community. BMO needs to do right by this family, take full responsibility for their actions and ensure this does not happen again.” Meanwhile, two outstanding human rights complaints filed by Johnson and his granddaughter with the BC Human Rights Tribunal and Canadian Human Rights Commission against the VPD and the Bank of Montreal remain outstanding. Will Bruce Boudreau be back with the Canucks next season?

DARRYL DYCK / CP

T

he Vancouver Canucks’ 202122 season turned on a dime on December 5. That’s when the Canucks fired Jim Benning as general manager and Travis Green as head coach, bringing in Bruce Boudreau. It was an intriguing hire because Boudreau had rescued a flailing franchise before, taking the 2007-08 Washington Capitals from the NHL basement to the playoffs when he was brought in after 21 games. Boudreau wasn’t quite able to repeat that feat — the Canucks are all-but guaranteed to miss the playoffs after struggling through March — but he did improve the team. Canucks fans embraced the new bench boss when the Canucks rattled off seven-straight wins after he was hired, serenading him with chants of “Bruce, there it is.” The Canucks have gone 24-13-8 so far under Boudreau, which would put them on pace for 102 points over the course of a full 82game season. While there are still 12 games remaining this season for that record to change at the time of this writing, 102 points is not just a playoff pace, it would be the fifthmost points in franchise history. Except, maybe not. There have been rumblings that Boudreau’s return isn’t quite as certain as it might seem. NHL insiders have begun to chime in on the subject, suggesting that Boudreau might not return. “There is a possibility that Boudreau might not be coming back next year,” said Elliotte Friedman on the 32 Thoughts Podcast. “He’s

done an unbelievable job there…he helped fill that building and bring some fans back and create some excitement and get them going the right way but it hardly seems like a one hundred per cent foregone conclusion that he is coming back next season, which I find incredibly hard to believe.” “Jim Rutherford wants to make sure 100 percent that Bruce Boudreau is his guy,” said John Shannon on an appearance on Sekeres & Price. “And perhaps there's a little bit on Bruce's side that he wants to make sure he wants to stay in Vancouver, too.” “I'm just not so sure that for Rutherford and Allvin he's the guy they want long term,”

said Jeff Marek on Halford & Brough in the Morning. “I don't understand it. I don't agree with it.” It’s important to keep in mind that Boudreau was not hired by Canucks general manager Patrik Allvin or by president of hockey operations Jim Rutherford, although Rutherford was consulted on Boudreau’s hiring. Boudreau was hired directly by owner Francesco Aquilini. Most new general managers choose to hire their own head coach, so it would be completely understandable if Allvin and Rutherford wanted to put their own man in place — someone who reflects their ideals and

philosophy for running a hockey team. That might not be the most popular move with Canucks fans, who have grown to love Boudreau for both the results he’s gotten on the ice and his personality. Here’s the other side of it: it’s not entirely the Canucks’ call. When Boudreau was hired, it was reported that he had a two-year deal, which meant he wasn’t your typical interim coach on a temporary contract. Except, it turns out it wasn’t actually a two-year deal, as unearthed by Friedman. Boudreau actually has a one-year deal with an option for the second year. The Canucks can exercise that option and sign him for a second year, at which point they would probably want to sign him to a contract extension so that he doesn’t enter next season as a lame duck coach. If the Canucks don’t exercise that option, Boudreau gets paid an unknown amount. Boudreau, however, also has the option to go on the open market. With the way he turned around the Canucks season, he may well have garnered interest from other NHL teams. If Boudreau exercises that option, he doesn’t get the payment that he would if the Canucks chose not to bring him back. So, both the Canucks and Boudreau have to be in agreement in order for him to return next year. If either side is at all uncertain, negotiations between them could be very interesting. Business owner cheesed off at City over poop left by his dumpster

O

ne man's trash is apparently another man's problem... or is it the City's? Joe Chaput owns a popular cheese shop, Les Amis du Fromage, and pays just under $2,000 to keep the back-alley dumpster of the 843 East Hasting St location on city property. That arrangement is fine by him… until another business illegally dumps bio-waste (human feces included) by his bin. Chaput took his frustration to Twitter on March 31 in a detailed thread, complete with security videos, photos and screenshots. As per Chaput’s agreement with the City of Vancouver, he’s responsible for the maintenance and upkeep of the area 1.5 meters under and around the bin. Anything outstanding is the city’s responsibility. “We keep our bin clean, we keep it locked, we dump all our garbage in there, we spray paint all the graffiti off the bin regularly at our expense,” Chaput tells Vancouver Is Awesome by phone. “But nowhere in the agreement does it say that I'm responsible when people illegally dump [waste], whether it's needles or human feces.” He reported the dumping to the city, which sent a notice to the garbage hauler, who then sent a letter back to Chaput stating that if he doesn’t clean up the waste he will be ticketed $250. Yet, the waste was cleaned up by the city crews in the middle of the night. “There are parts of the city where crews come by daily and just clean up the street or the alley, and we’re not far from those areas,” Chaput says. “Perhaps we need a bit more love in our neighbourhood than we’re getting.” Both the street and back alley see a lot of foot traffic daily, from shoppers to dumpers. A busy commercial street like East Hastings has lots of businesses, and some, according to Chaput, don’t even have bins. “I think [the city] should also be looking, when people have a business, if they have a waste bin; they should be asking, ‘Why don’t you have one?’” he says. “It’s not fair to penalize small business owners for other people’s crimes,” he later adds in a private message on Twitter. “That includes illegal dumping and graffiti. That’s too easy. Instead offer more help in keeping our city clean.”

Mike Howell: Vancouver Mayor Kennedy Stewart’s new party is called ‘Forward Together’

F

'Not just about Kennedy' I’ll stop there and let Mark Hosak, executive director of Forward Together, explain why the name was chosen. “We chose the idea of going ‘forward together’ because that's what this project has always been about — to make a Vancouver that works for all of us, and not just a few,” said Hosak by telephone last Thursday. “It's not just about Kennedy, it's about the mission for the city, which

Hosak didn’t mention it, but I’m sure having Stewart take time out of his day to launch his new party wouldn’t sit well with some taxpayers who believe he should be taking care of the business of the city instead of tending to his political future. Which he was, according to Hosak, and the reason why he wasn’t available to discuss his new party. Even if I got Stewart on the phone, I'm sure he wouldn't have much more to say than what he told me in December 2021.

MIKE HOWELL

orward Together. It’s the name of Vancouver Mayor Kennedy Stewart’s new party, or electoral organization or whatever you call a group of like-minded people who want to get elected and serve on council. The name, or slogan, isn’t exactly original, as any politics watcher would concur. “Moving forward together” was the title of the federal Liberals’ throne speech in 2019. That same year, the Green Party of Canada launched its new slogan: “Not left, not right. Forward together.” In 2020, Canada’s labour movement launched a campaign called… forward together. Heck, back in 1969, the theme of U.S. President-elect Richard Nixon’s inauguration was…forward together.

is to move forward on the issues that we care about, and doing so together.” At the same time, Hosak acknowledged the widespread use of the slogan in politics. “It's incredibly popular,” he said. “Having it used for an electoral organization that is new, I think it's a good thing to rely on two of the most enduring words in this political space.” The name was unveiled via a news release, which I found kind of odd. Maybe it’s just me being me, but wouldn’t a sitting mayor launching a new party want to hold a news conference, say, on the steps of city hall? Or at Helena Gutteridge Plaza, with the downtown cityscape in the

background? The sun was shining, after all. Video, website launched The explanation given by Hosak is that public health restrictions related to the pandemic were a concern when considering a launch date and potential news conference. Fair enough, but a bunch of us reporters were inside city hall a few weeks ago for a media availability with Stewart. “We decided this is the best way to do it because we can control this,” he said, referring to a video and website address included in the news release. “There's no public health order that can stop us from releasing a video, or launching the website.”

Anyway, other things you need to know about Forward Together is that it replaces Team Kennedy Stewart, a non-profit society that the mayor and his crew established back in September. You also need to know that candidates have been picked by Stewart, but they have yet to be named. “We won’t be keeping things a mystery for much longer,” said Hosak, noting the party wants to run up to six council candidates, although it could be fewer but mean endorsing candidates from other parties. Could the video Hosak referred to provide a clue or two of who some of the candidates might be? Stewart told me in December that he had secured at least two candidates, whose names would be very familiar to citizens.

Tom Davidoff, Sarah Blyth Tom Davidoff, director of the Centre for Urban Economics and Real Estate at the UBC Sauder School of Business, is seen on the video boosting Stewart’s ‘making home’ housing proposal. Sarah Blyth, executive director of the Overdose Prevention Society, appears on the video and praises Stewart for his leadership on his commitment to reduce overdose deaths. For the record, I checked with both of them and they’re not running. Davidoff via telephone: “I really like what he did on ‘making home’ and I wanted to say ‘I agree with him.’ But if you notice, I was careful not to endorse. I really try not to endorse local politicians. My goal is to outsource the good ideas to professional politicians.” Blyth, via direct message on Twitter: “No — no running for me.” The addition of Forward Together brings yet another new party to this year’s race. Progress Vancouver led by mayoral candidate Mark Marissen and A Better City led by Ken Sim are new. So is TEAM for a Livable Vancouver led by Coun. Colleen Hardwick, with the Greens, COPE, NPA and Vision Vancouver also in the mix. The election is Oct. 15. By Mike Howell

Enthusiastic crafters create free fibre libraries

THANK YOU FOR RECYCLING THIS NEWSPAPER.

BOB KRONBAUER

T

hese days it’s a common occurrence to be strolling down a residential street and happen upon a comicallylarge birdhouse overflowing with books. Community libraries, with their "take a book leave a book" policy, have become a familiar and comforting part of our neighbourhoods. Now, thanks to a group of enthusiastic Metro Vancouver crafters, there is an equally comforting companion for these boxes— fibre libraries. The concept is the same but instead of trading novels people are trading yarn, textiles, and other supplies. “Everyone has extra materials that they may not use or need,” says Paula Lindner, owner of East Hastings yarn store Baaad Anna’s (she took ownership from Anna in 2015).

Supplies can be quite costly, says Lindner, so these pop-up cubbies make fibre arts more accessible, which has always been a priority for the store. “We have a strong history and foundation in community development and bringing fibre arts to the community,”

she shares. The idea for the fibre libraries was a natural progression of that work. During COVID a knitting group would assemble at Baaad Anna’s to make clothes for other people and Paula would share blog posts about their progress on various projects. The response had her thinking about what other non-profit fibre arts projects could be out there. Inspired by the growing interest in neighbourhood seed libraries the idea of little fibre libraries was born. Baaad Anna’s doesn’t build the fibre libraries, they are entirely community-led, but the store does facilitate and assist. Small neighbourhood grants were announced in February 2021 to fund projects like these and Lindner encouraged people to apply to help build their library and the store offered resources to assist with the application process. Once built, Baaad Anna’s existing fibre upcycling initiative helps stock the libraries with a large donation starter pack or if the library runs out of supply. “Because they’re so new more people are taking than leaving,” she says, but the goal is for them to become self-sustaining circular textile economies.

Baaad Anna’s also created an interactive Google Map that is regularly updated to help people locate their nearest fibre library and offer a vinyl sticker that people can use to delineate it as a fibre library as opposed to a seed or book library. “It seems to strike a chord,” she says of the project which has 12 confirmed libraries across the Lower Mainland with four more on the way. Lindner is buoyed by the stories of people coming together to build and maintain the boxes. The Commercial Drive box was a collaboration between a group of friends who used their individual resources as a woodworker, promoter, and host respectively to make their library a reality. A Girl Guide in West Vancouver who wasn’t even part of the knitting world heard about the little fibre libraries and decided she wanted to build one for her community badge. Together with her father they put it together but didn’t have anywhere to host it. “It’s in front of my house,” says Lindner. One of the North Vancouver libraries is a fibre and seed library combo made by another father and daughter team. By Allie Turner

Veg restaurant announces name change and rebrand approachable Mexican-inspired dishes including burritos, nachos, and tacos along with hearty bowls, salads, and an acclaimed brunch, all meat-free with abundant fully plantbased options. The restaurant's operators explained on social media why after 13 years they felt that the new identity was necessary: "When it came to our attention that the word 'bandidos' can be used as a derogatory term towards people of Hispanic and Latin American descent we knew we needed to make a change."

@THEBURROWRESTAURANT

I

nstagram followers of Vancouver Mexican restaurant Bandidas may have found themselves doing a double-take this week when they saw the vegetarian taqueria's handle morph into "The Burrow Restaurant." The veteran eatery - a longtime beloved destination for the vegdedicated and veg-curious alike - also revealed details about its recent name change and rebrand, as well as an explanation as to why the menu would be staying the same. Bandidas was (and The Burrow is) known for its menu of

The Burrow team said the decision-making stage about the rebrand was a "soul-searching process," that also led them to reaffirm its commitment to serving vegetarian Mexican fare. Keeping the same menu allows the restaurant to continue supporting marginalized small business owners who produce the ingredients they use. Further, The Burrow says it intends to carry on with its menu in order to not risk floundering as a profitable business, thereby risking having the funds to be able to donate to groups and causes that support marginalized peoples and organizations that fight social barriers. With its official re-launch April 5, The Burrow announced some additions to its offerings, including a new community mural at the restaurant by local artist and Mangeshig PawisSteckley "Corner Store Extras" for purchase like locally-made plant-based ice cream, vegan frozen foods, and their own house-made cakes. New to the menu are vegan wings, a "Hot Cheesy Dip" (in both vegan and non-vegan versions), a new plant-based breakfast hash called The Willow Bowl, and a "Burrow Smash" cocktail.
