To amend the Downtown-Eastside/Oppenheimer District Official Development Plan (DEOD ODP) and FC-1 (East False Creek) District to facilitate the delivery of 100% social housing. In the DEOD ODP, a floor space ratio (FSR) of 5.5 and height of 7.6 metres (22.9 feet) are proposed, and in FC-1, a FSR of 6.0 with no change to height are proposed. In both districts, a discretionary increase in density of 10% to incentivize heritage conservation is proposed. To amend the DTES Rezoning Policy to enable density and height beyond zoning to be determined based on heritage considerations, context, and urban design. B. Encouraging EV Charging at Gas Stations and Parking Lots – Climate Emergency Action Plan
To amend the Zoning and Development By-law and the Licence By-law to include new definitions for gas stations and parking uses to permit EV charging; new business licence categories for gas stations and commercial parking lots that provide enough EV charging to meet minimum standards; and, to increase annual business licence fees for gas stations and parking lots that do not provide enough EV charging to meet the minimum standards set out by the City of Vancouver. C. Heritage Designation: 2014 West 15th Avenue (Morrison Residence) To add to the Vancouver Heritage Register in the “B” evaluation category and to bring forward for enactment a by-law to designate as protected heritage property the structure and exterior of the existing building at 2014 West 15th Avenue known as “Morrison Residence”.

The HRA will result in variances to the Subdivision By-law and the Zoning and Development By-Law to permit the owner to develop the lands to deliver conservation and maintenance of the historic residence.

he demolition of the Winters Hotel has been completed. The historic hotel had stood at the corner of Waters and Abbott streets since 1907 until April 28, 2022. After an April 11 fire destroyed much of the upper levels' interior it was deemed too dangerous to enter and slated for demolition. That was due to be completed April 22, but the discovery of two bodies interrupted the process. "Given the size and fire damage to the 203 Abbott building, a VFRS spotter was in place on top of a neighbouring building to assist the demolition crew during the process as well as fire investigators and crews on the ground," says the City in an email. "Once it became clear that a deceased individual was in the building the VFRS extricated the body and turned the investigation of death over to the Vancouver Police Department who engaged the BC Coroners Service." Mary Ann Garlow, a resident of the building, has been identified as one of the two people who didn't make it out, but it's unclear who the second is. Atira Women's Resource Society, which ran the SRO hotel residences in the building, says as far as they know everyone has been accounted for.
"We have no information on the second body," says Janice Abbott, Atira's CEO. "We spoke to Winters’ residents on the day of and in the immediate aftermath of the fire and again when the second body was reported in the media, and no one has indicated to us they had a guest who isn’t accounted for." The BC Coroners Service is investigating the two bodies, but says it can't disclose information about an open case. The rubble will be left at the site for the next two weeks as per provincial regulations. While Abbott Street remains closed at Waters, more of it has opened up. "The City will work to open as much of the sideway and roadway as possible to support residents, businesses and visitors in the area," states the city. In addition to the BC Coroners Service investigation into the cause of death for the two people found inside, Vancouver fire investigators are investigating the fire as well. The 4 biggest challenges facing the Canucks this offseason

or the sixth time in the last seven seasons, the Vancouver Canucks have missed the playoffs. That’s a tough pill to swallow for long-suffering fans but even tougher for a player like captain Bo Horvat, who thrives in high-pressure games but has only seen the postseason once since his rookie season eight years ago. “Every single year, I feel like at the year-end press conference we're talking about the same thing — how we're going to be better next year,” said Horvat to Sportsnet’s Iain MacIntyre. “It is frustrating, I'm not going to lie…I want to make the playoffs. I want to be playing for a Stanley Cup. But I want to do it with this organization so bad. “I just think it would be unbelievable to bring a Cup here to Vancouver. The organization deserves it, the fans deserve it, and I want to be the one to do it.” While the season ended in frustration, there was also a lot of optimism. The Canucks were a better team under Bruce Boudreau and they had strong individual performances from the likes of Horvat, Quinn Hughes, Thatcher Demko, J.T. Miller, and Elias Pettersson. There’s every chance

the Canucks’ best option to play on the top pairing with Quinn Hughes isn’t really a good thing. The Canucks badly need to find a better right-side defenceman to play with Hughes and improve their puck-moving ability from the backend. Jettisoning Travis Hamonic and bringing in Travis Dermott were a good first step but more needs to be done.

In order to get there, the new management team headed by Jim Rutherford and Patrik Allvin has some serious challenges facing them this offseason. Here’s a quick rundown of four of the biggest challenges. The Brock Boeser contract Boeser is a restricted free agent due
a whopping $7.5 million qualifying offer. His play hasn’t justified that kind of money, however, and the Canucks will be looking to sign him to a deal with a much lower cap hit. That $7.5 million qualifying offer is a massive piece of leverage for Boeser and his agent and this could be a tricky negotiation. Offloading cap The Canucks have Roberto Luongo’s cap recapture clause coming off the books for next season but it will be quickly replaced by
bonus money for Jaroslav Halak and buyouts for Braden Holtby and Jake Virtanen. In order to actually improve the team for the future, the Canucks need to find a way to clear some more cap space. That’s especially true with Boeser potentially taking up $7.5 million of their limited cap space if he accepts his qualifying offer. Retool defence corps Luke Schenn has become something of a folk hero in Vancouver but the fact that he was

Playland announces summer 2022 opening day

ancouver’s iconic amusement park, Playland, will open to the public on June 18 this year. Admission to the park includes unlimited access to over 30 rides and attractions. Revelation, Drop Zone, Haunted Mansion, and Games are not included with passes. Two passes are available for purchase, including the Fun Pass (Kids & Family Rides) and the Thrill Seeker Pass (Rides with taller minimum height requirements). Guests save $2 on their tickets if they book them in advance. The Fun pass costs $31.50 in advance and $33.50 at the gate while the Thrill Seeker Pass costs $43.50 in advance and $45.50 at the gate. ased on all the questions I have been asked over the past few weeks, it is clear there is some confusion over the various lawn care steps that need to be taken each year. The first step is moss control. Moss thrives in areas of shade, acidic soil, poor drainage and low fertility. You can't usually do much about the shade, but lime, while not eliminating the moss, will correct acidic soil by raising the pH level and allowing grasses to pick up more existing nutrients in the soil. The easy-to-apply 'Dolopril' lime contains magnesium and releases quickly to get the pH level up in wet spring weather. A 10-kg bag covers about 2,000 sq. ft. (200 sq. m.). Poor drainage is the primary reason moss thrives and is best handled by proper aeration, which means using either a hand or machine aerator to remove plugs of soil. Follow aeration with an application of a quarter-inch layer of washed sand. This is the most important thing you can do to improve drainage and to allow oxygen into the soil and around your grass roots. Moss also prefers soils that are low in nutrients.
An application of a slow-release, high-nitrogen fertilizer will give lawn grasses a jumpstart and help discourage moss. Once applied, be sure to water it in or apply just before a rainfall. Follow this up in 10 to 12 weeks with another application to maintain the green. The Environmental Protection Agency in the U.S. endorses timed-release fertilizers because the nitrates are kept in the roots of the turf. Slow-release nitrogen fertilizers will not usually burn, but it is always best to water them in just in case. To burn moss, you can use either liquid or granular moss controls. The secret of success is to apply these products when the temperature is above 12 C, and you’re likely to have two dry days after application. Check the bag: The higher the percentage of iron sulphate (the range can be six to 18 per cent), the better the results. Thatch is also a problem in older lawns that have been mowed continually in one direction or have been left too long. Turf experts are often against dethatching for fear of harming the grass roots, but in most cases,

start fresh with proper mowing. The trick is to mow low and in a different direction each time to allow the grass to stand up and not lay over. Weeds are the next most pressing problem. You can stay 100 per cent organic by pulling out most weeds with either a long or short-handled weed puller, or you can spot treat your lawn with new liquid organic weed control products.
Organic weed controls need heat to be effective. So, a minimum temperature of 15 C is best, with two dry days following — good luck with that! The weeds need to be actively growing when treated. Over-seeding is another important lawn care issue. The preferred lawn grass mix is a blend of perennial rye grasses that
not only look great but also wear well and are more drought tolerant. To have success, you must scratch up the bare spots with a hand rake, apply a layer of sand and peat blended together, then scatter some seed. Rake it in and keep it moist for 10 to 14 days. You must babysit the new seed until it’s up and growing. Today, there are lots of alternatives, including the new micro clover, a derivative of ‘White Dutch’ clover, that grows like other grasses, is drought tolerant, attracts pollinators, such as bees, but still needs to be mowed. In coastal areas, keep your lawn grasses short for the best-looking lawn and mow in a different direction each time. A great lawn can give you a sense of pride and is a tremendous asset to the rest of your landscape and the environment. It’s also important to remember that an average size lawn provides enough oxygen to keep a family of eight alive. Lawns also sequester carbon and act as a collector for many pollutants. 5 things you (probably) didn't know were invented in Vancouver
1. The Caulking Gun Caulk has been around for centuries, most often used to seal boats by smearing it in place. It also started being used in buildings to seal against the weather. It is then maybe not surprising it was invented in a rainy place. That place turns out to be Chilliwack. Theodore Witte is said to have been inspired by a cake maker using a piping bag to ice a cake. He took that idea and patented a puttying tool in 1894 that soon became known as a caulking gun. 2. The Jolly Jumper Olivia Poole grew up on the Ojibwe White Earth Reservation in Minnesota, but moved to North Vancouver later in life. However, she brought an idea with her when she moved out the coast; the use of bouncing cradleboards to help calm babies. In 1957, while in North Vancouver, she developed and patented a commercial version which has become a staple for young families. The original factory was in North Vancouver as well. 3. Cosmetic Botox Many know that cosmetic surgery and botulism share a common ancestor (the botulinum toxin), but not everyone knows Botox was born in B.C. A pair of Vancouver doctors pioneered its usage in the 1980s, after working with a colleague who used the toxin to treat eye spasms. A side effect was the smoothing of skin around the eyes, which people seemed to like, though doctors didn't think much of it at first. However, word spread.
5. London Fog While it may not sound like a local drink, its origins can be traced back to Kitsilano, and not that long ago. In 1997 a skeptical barista made Maria Loria an Earl Grey tea, but with skim milk, not water. Loria, who was pregnant at the time, was looking to find something to replace coffee, and the idea made sense to her, though not to everyone else. "I think she was skeptical of it; I vaguely remember her being like 'are you sure?'" Loria says. "It worked, cause I continued to order them." They're now found in coffee shops around the world. It's a country-code top-level domain, and it's not like all of the countries joined up and agreed on the domains all at once. Instead, it was a bit ad hoc at the time, often with the domains set up by computer scientists (the first six in 1985 were all generic, like .com and .net). In 1987, after other countries had already started the trend, Canada got on board when John Demco at UBC allocated .ca. However, UBC didn't get the first .ca website, that went to a university on the other coast: the University of Prince Edward Island.

Bartender has 25 drinks, gets head injury, sues bars

Vancouver bartender who consumed 25 drinks at various Vancouver bars, fell and sustained a head injury, is suing those clubs for negligence. Bradley Roger Johnson’s personal injury action alleges various companies and bars served him excessive amounts of alcohol. Johnson claims in a B.C. Supreme Court case that he fell and suffered a head injury while severely intoxicated after leaving
The Roxy Cabaret on Granville Street in the early hours of Aug. 24, 2016. Johnson, according to an April 22 court application ruling, finished a bartending shift at The Kingston Taphouse and Grille, and drank two double vodka and sodas between 11 p.m. and 11:30 p.m. Then he went to Studio Lounge and Nightclub, where he
drank two Strongbow ciders and two shots of whiskey, state court documents. He left at about 12:30 a.m. Next, he went to Relish the Pub, where he drank four 12-ounce Lonetree ciders, a double vodka and soda and a shot of whiskey. He left at about 2:15 a.m. Lastly, he went to The Roxy. Between 2:21 a.m and 3:10 a.m., he drank three double vodka and sodas, three shots of whiskey and one unidentified shot, according to the ruling. On March 12, 2019, the Roxy filed a response to Johnson’s notice of civil claim pleading that Johnson was intoxicated when he arrived at The Roxy. The Roxy said if Johnson suffered any injury, it was solely the result of the negligence of the other establishments. The Roxy denied negligence. Johnson is suing The Roxy Cabaret Ltd., Irvin Walkes, Marc Mital, Brian Boissonnault, Jarrad Bolt, Relish the Pub and Mint Palace Holdings Inc., 0890255 B.C. Ltd., formerly doing business as Studio Lounge and Nightclub. The April 22 decision added The Kingston to the case as a defendant. None of the allegations have been proven in court. "Everyone knows, with social media you're more connected than ever and feel less connected than ever," she says. "There's a real need for connection. That's something I'm passionate about." The video going viral started a conversation and gave Martin an opportunity she hadn't expected. "Basically I wanted to create an opportunity for people to be able to come out and meet other people that they may not usually meet in Vancouver," she says. "I just wanted it to be a welcome, open environment." She decided to create an event and hosted the first We Should Be Friends last fall at Kitsilano Beach. It was essentially a big picnic
made, but the event facilitates that possibility. Everyone is showing up for the same reason. The second event, held a couple of weeks after the first, also brought out 200 people. Because of winter and the pandemic, Martin delayed a third big We Should Be Friends in-person event until this past weekend, when they took over Trout Lake park. She figures
with no structure and a lot of strangers. "I showed up at Kits beach with a picnic blanket and a few snacks," she says. "I was so incredibly nervous before the first meetup because I didn't know how it was going to go." She estimates 200 people showed up, mostly alone. The event is a fairly simple concept, but relies on people making it something more, just by showing up. The corner cafe location is one of many Starbucks that were closed down by the corporate coffee chain in the last couple of years. Most of the former 'bux spots have morphed into new businesses, including one of the brand's most iconic former Vancouver locations, the Mount
Pleasant Reserve Bar, which became Forecast Coffee in 2021. On its own Vancouver corner, Perfecto will be offering hot and cold beverages centred around coffee drinks, as well as milkshakes, hot chocolate, and affogato (espresso over gelato). They'll also be scooping that gelato for those in search of a cool, sweet treat. Also in the treats department, Perfecto's pastry menu includes an array of croissants, cinnamon rolls, cookies, and macarons. For grab-and-go light bites and lunchtime eats, the cafe also will offer sandwiches and salads on the menu. An exact opening date has not been

Celebration of Light reveals 2022's competing countries

he city's biggest firework festival is back for summer 2022, and residents and businesses alike are looking forward to the highly anticipated
event. The three competing nations at the Honda Celebration of Light have remained a mystery until an April 28 announcement. The three competing teams' countries are Japan, Canada and Spain. Japan's Akariya Fireworks will kick off the firework festival on July 23. Canada's Midnight Sun will go next with a display the following week on July 27. Pirotecnia Zaragozana from Spain will end the festival on July 30. Each team will have local Vancouver members as well as representatives from each country. The countries were confirmed to take part in the 2020 festival, but the festival was canceled because of the COVID-19
pandemic. Now they are back for the festival's 30th anniversary. "We are thrilled to welcome Japan and Spain back to the competition. And of course we're always excited to see Canada compete. No doubt it's going to be another incredible year," says Zak Khokhar district vice president for Scotiabank, a partner in the event. This year's event will feature more than fantastic fireworks and there will be activities for everyone to enjoy. "New this year is our family-friendly area at Morton Park, featuring live music, food trucks and activities for all ages," says Michael McKnight, co-chair of the Vancouver Fireworks Festival Society. Celebration of Light regulars the Canadian Forces Snowbirds will also be back to put on an air show. By Maria Diment
$13.8 million Yaletown 'park
D
owntown Vancouver hasn't seen the opening of a new park in over 10 years and this Yaletown green space has been in development for almost
that long. Seven years ago the Vancouver Park Board announced their intention to turn a 0.8 acre piece of real estate at Smithe and Richards into a park and in 2020 with an almost $14 million budget they finally broke ground. On April 29 the yet-unnamed 'multidimensional park of the future' as the board is calling it, officially opened to the public, a year later than anticipated. It is estimated by the board that this space will become the hardest working park in the city with a reported 10,000 residents and 17,000 employees living and working within a five-minute walk of the area. The space features a playground with climbing frames, hammocks, seating areas, art installations, and multi-dimensional
walkways. Plus architectural curiosities in the form of skyframes. The demand on green spaces in Vancouver has intensified and as climate anxiety mounts, this park was designed with sustainability as a priority. 6,000 shrubs, perennials, climbers and mature trees, span a third of the park with many paying homage to those used in Indigenous culture as food and medicine. Rain and water from the plaza’s water feature will be collected, filtered and channelled for irrigation of the garden and flushing the public toilets on site. Or it will be cleaned by aquatic plants before entering the city’s storm sewers. The crowning jewel of the park will be the latest location of local-roaster Kafka’s, that is expected to open in May and with a greenroof and serving fresh pastries, sandwiches, house-baked sourdough bread, and soft-serve ice cream. expressed concerns about the upkeep of the park, with people fearing it will suffer the same way some of the other downtown greenspaces have. Director of Planning and Park Development Dave Hutch told Glacier Media at the time that he hopes the cafe will act as an anchor and bring in a large enough population of visitors (the board is anticipating over 60,000 annually) that it will discourage people from engaging in certain behaviours. "This park marks an important chapter in
the transformation of downtown Vancouver. Setting a standard for innovative, highcapacity, three-dimension community spaces, this park demonstrates how to deliver access to nature, leisure, health and community connection in a dense urban setting – and is like nothing Vancouver has seen before,” he says in a recent press release. A naming ceremony is scheduled for later in June to formally announce the park's name gifted by the host Nations. By Allie Turner

Cirque du Soleil performs on top of BC Place

ormally Cirque du Soleil performs under the big top. This time they were on top. The famed circus company, whose Alegría show is currently set up downtown, took to one of Vancouver's most iconic roofs for an acrobatic performance earlier this month, and is sharing it online. It shows four different acts flipping, throwing and contortioning. "A drone operator and camera crew captured the awe-inspiring performance featuring acrobats of Alegría being tossed into the air, tumbling across the roof, bending their bodies into intricate positions and performing powerful choreography," the circus company says in a press release. "All of this was set behin d a 360-degree view of False Creek and downtown Vancouver featuring BC Place’s iconic white-domed roof and the snowcapped mountains of the North Shore." The return of cultural events to Vancouver is exciting says Royce Chwin, the president of local tourism agency Destination Vancouver. “Cirque du Soleil always creates a buzz when they come back to Vancouver. And using the roof of BC Place as their newest performance space is an extraordinary way to do that,” he says in the release. The group is happy to have the stage. “Vancouver has always been very supportive of Cirque du Soleil which is why we chose the city as our first Canadian tour stop after the hiatus caused by the pandemic,” says Alegria artistic director Michael Smith. “Being able
to bring happiness and live entertainment to audiences again has truly been a rewarding experience, and this partnership with BC Place has brought it to the next level." ven a young city like Vancouver has piles of heritage sites. And while many are well known, with over 2,400 sites listed by the City of Vancouver, it can be hard to figure out where all of them are. There's a piece of volcanic rock on Cambie, some copper beach trees on Adera Street and the city's nursery next to Sunset Park. On the upside, the city has a heritage registry and has mapped out the vast majority of sites. Of the city's 2,474 records, 2,355 are buildings that are on the map. The city also has 16 heritage streetscapes, where a series of houses not individually protected as heritage buildings are noted for their historic value. For the ones not on the map, addresses are given. That includes 35 records for trees (in some cases multiple), 26 parks (which also includes cemeteries, that central bit on Cambie Street with the big trees and the aforementioned volcanic outcrop, which just happens to also be on Cambie) and 39 monuments (mostly pertaining to historical figures or wars). The city also has three heritage sites designated public works: the Lions Gate Bridge, the Burrard Street Bridge and the Brockton Point Lighthouse.
